Teacher, three mothers of students, DDO & one VKS Member. Before distribution of meal, Committee Members taste the food daily and to check any contamination in meal.

1 The findings reveals the disturbing reality that out of the total sample of 498 school children, 51.6% were malnourished i.e. they had lower than normal body fatness as judged by BMI for age index (WHO, 2007). This classification further indicated that 54.3% boys (n=132) and 48.9% girls (n=125) were malnourished.
1. The observations of JRM has been noted.
2. However, it appears that sampling of the data may not be on random basis.
3. The Govt. of NCT of Delhi is providing Iron folic supplement and Deworming tablet under Chacha Nehru Sehat Yojna.

2 The mission recommends that two sets of 10-12 day cyclic nutritionally balanced menu needs to be developed according to seasonal availability of foods.

3 Recipes for quantity food production of each dish should be standardized. Such standardized recipes should be provided to each NGO/kitchen supervisor.
The observation has been taken care of by the above said Committee of Nutrition Experts in its recommendations to review the menu of Mid Day Meal.

4 Portion size of each dish to be served to primary and upper primary students should be standardized. The size of the serving ladle should be standardized and such ladles should be provided to each school.

5 The quality of food grains available at few kitchens was satisfactory. However, the new centralized kitchens (started working since 01.04.2013) had not received the food grains from FCI by the time of visit of JRM.
As per Agreement signed with NGOs/Service Providers, the food grains are being provided in advance to the all NGOs/Service Providers including new centralized kitchen. However, the new centralized kitchens became functional in the same month of the visit of JRM and calculation of lifting of food grains was under process. The Service Providers arranged food grains from its own resources as per clause 1(vi) of Expression of Interest.

6 The primary (bulk) containers should preferably be sterilized before packing the food. This should minimize the risk of food infections/outbreaks, especially during the rainy season and the summer. Insect and fly trappers must be installed near all doors and windows of the kitchen. All windows and doors should have wire mesh. Over use/abuse of oil during frying should be avoided.
In this regard, necessary direction/instructions are being issued from time to time to the Service Providers/food handlers. The regular inspections of kitchen by the officers of the implementing agencies are carried out. The circular/order to all the concerned reiterating these instructions have been issued on 24/07/2013.

7 The performance of the State on the data entry work of MDM MIS Web Portal was found to be an area of concern. The State should take immediate remedial measures to ensure timely feeding of data in to the portal. To ensure timely data entry MME funds can be utilised and data entry can be out sourced as is the case in Bihar.
The observation of the JRM has been noted. In this regard training to other implementing agencies were conducted on 27/11/2012, 10/07/2013 and 30th September to 4th October 2013.

8 Nearly all schools surveyed had the SSA logo along with the necessary information but the MDM logo was either missing or not displayed at a prominent place.
In this regard, a circular had been issued to all District DDEs/Head of the Schools for display of MDM logo on the outside walls of the schools. However, a fresh instruction/circular is being issued to the DDEs/HOSs. In addition to the above, the Addl. DE (MDM) has directed to all HOSs for compliance of the directions regarding display of logo of MDM during the district wise result analysis meetings held just after the JRM visit

9 One, Nutrition and Food Safety Officer (NFSO) must be appointed/engaged in each district who should further be assisted by Deputy Nutrition and Food Safety Officers (DNFSO). Counselling the students on social issues as well as moral, nutrition and health education shall be carried out by these officers. They would also conduct training programmes for kitchen personnel involved with the preparation of Mid Day Meals.
Proposal of appointment of 11 district wise nutrition experts have been initiated to ensure effective monitoring, so that more hygienic and hot cooked Mid Day Meal may be provided to the children. Further, counselling of students on social issues as well as moral, nutrition and health education will be carried out by these experts.

2 SMC training needs to be very different from the usual training. It should also reflect specific needs and concerns of mid day meal scheme. Department of Education, SPD, SSA, BURC and CRC may include training module for mid day meal scheme. They could be monitoring MDM at school level.
SMCs training modules approved by SCERT are having MDM as one of the topics to be taught. Moreover, whatever trainings for Principals/V.Principals/HOSs and teachers have taken place so far, the topic of MDM was also included in it.

3 MDM in-charge/principals training require once a year to update new ideas they can share experiences and best implementation school should be rating at district and Zonal level and prize given to them.
Directorate of Education in collaboration with Ministry of HRD organised training on 8th &9th Oct., 2013 for the 150 officials including Principals, MDM in-charges and others from all the implementing agencies of MDM Scheme. Ms. Rita Chatterjee, Jt. Secy., Ministry of HRD, Director of Education and Addl. Director of Education(MDM) also inaugurated the training and delivered lectures on MDM to the participants. The suggestions of CSDS for rating best implementing school at district and Zonal level and for giving prices to such schools would be implemented in the next academic session.

4 Grievance redressal mechanisms and Toll Free numbers need to implement to all implementing agency.
In Delhi, grievance redressal mechanisms exist at School Level, Zone Level, District Level and Head Quarter Level. The grievances at school level are redressed by School Level MDM Committee. There is a toll free Yuva Help Line 1800116888 for these purposes. The grievances of Service Providers are regularly redressed by Pr. Secy. (Edn.), Director (Edn.) and Addl.DE(MDM) in the meetings held monthly with them.

5 Weighing machines should be place in all DOE, New Delhi Municipal Council and aided schools.
The Department had initiated action for procuring and placing of weighing machines in schools from MME Fund in the past but the Ministry of HRD vide its letter No.F1-15/2009-Desk(MDM) dated 23rd June, 2010 issued the guidelines not to procure weighing machine from MME Fund as School Health Programme of National Rural Health Mission (NRHM) also provide fund for this component. However, keeping the necessity of the machine, most of the HOSs of DOE have purchased the weighing machines from other funds.

6 Rice based cooked meal was being mixed with dal, curhi and rajma prior to serve among children in sampled NDMC, SDMC and DOE schools. This unhygienic practice needs to prohibit.
In the two dish menu, separately sealed containers are supplied to the school and they are de-sealed before serving to the children in hot condition.

7 Uniform cooked meal cards should be in place for all implementing agency Directorate of Education (DOE), North Delhi Municipal Corporation (NDMC), South Delhi Municipal Corporation (SDMC) and Delhi Cantonment Board (DCB).
Since the setup of other agencies are not similar with that of Directorate of Education, hence, the uniform cooked meal cards may not be require keeping in view the autonomy of the other agencies.
8 Uniform cooked meal stock register with MDM logo should be in place for all implementing agency as Directorate of Education (DOE), North Delhi Municipal Corporation (NDMC), South Delhi Municipal Corporation (SDMC) and Delhi Cantonment Board (DCB).
Uniform MDM registers with MDM logo are not required. However, the Service Providers are maintaining the stock registers on which MDM is written legibly.
