2007/8 was an eventful year for The Mersey Partnership (TMP)and the Liverpool City Region.

For TMP it was a year of considerable change. Dave Moorcroft wasActing CEO for the first six months and I joined half way throughthe financial year at the end of August 2007.

During the second six months of the year we embarked on aprogramme of reviewing and improving the governance of theorganisation and its financial and management systems. Bodiesresponsible for public funds need the highest standards ofgovernance and financial management. We have reviewed andrefreshed many of our internal systems and are pleased to reportnew and more robust management systems are now in place. Thismarks the start of a fresh approach by TMP.

In the second six months of the year the Chair, Deputy Chair,Finance Director and auditors resigned. The appointments of ournew Chair, Rod Holmes, and new auditors, PKF, were announcedshortly after the year end in April 2008. An experienced Directorof Finance has been in post since December 2007 and hasassisted with the implementation of new financial andmanagement systems.

Total income in 07/08 of £7.2m was virtually unchanged comparedto the previous year – in real terms this was a slight reductioncompared to 06/07 taking into account inflation.

Our sources of income and split of expenditure are shown on page21. European and regional income accounted for over 60 per centof total income, Membership subscriptions accounted for 16 percent and additional income from the six Local Authorities for ourinvestment activities contributed a further 3.5 per cent to totalincome of TMP.

The split of expenditure shows 51 per cent was spent on Tourismwith the balance split fairly evenly between our other mainactivities – Communications and Membership, EconomicDevelopment and Investment. This reflects TMP’s success inapplying for tourism related funding from European and regionalsources particularly to help support Liverpool’s year as EuropeanCapital of Culture in 2008. For example, we have contributed to08 marketing and visitor welcome initiatives. TMP has played apart in helping to make 2008 a huge success.

Many other City Regions devote more funding to Tourism andinvestment activities. A fundamental challenge for TMP is to actas champion for resources for the Liverpool City Region to furtherdevelop the local economy.

Chief Executive’s ForewordTMP recently issued the 2008 MerseysideEconomic Review which showed the progressmade by the Liverpool City Region over the lastdecade but highlighted the continuing economicgap with other benchmark City Regions andnational figures. Economic development for ourCity Region needs to be a priority. There areconsiderable benefits to working on a City Regionbasis and pooling resources in relation tochallenges where we are competing nationallyand internationally with other City Regions.

Much of our activity in 07/08 was shaped by, andfocused around, major regeneration projectsand Liverpool’s title as European Capital ofCulture. We have helped to maximise thebenefits of the profile of the year and thebenefits of the new assets in the sub region suchas the new conferencing facilities and Grade Aoffice space.

During the year under review TMP deliveredbenefits for the Liverpool City Region in all of ourspecialist areas – Communications, Tourism,Investment and Economic Development.Highlights and specific examples of our activityare set out on the following pages.

On behalf of the Executive team at TMP, I wouldlike to thank our colleagues, the Board, majorfunding partners and our members for theirsupport this year.

We are facing new challenges as a result of therecent world wide economic turmoil but areconfident that, with further collaboration acrossthe Liverpool City Region, we can help minimisethe impact on the local economy and maximiseits potential.

Chair’s ForewordI am pleased to have become Chair of The Mersey Partnership atsuch an exciting time for the organisation and Liverpool CityRegion.

When I returned to Liverpool eight years ago to start planningLiverpool ONE for Grosvenor we joined The Mersey Partnershipand during the following years regularly used the research andanalysis resources that it has to offer.

I got to know many of the public and private sector businessesand organisations that make up TMP. It is a unique alliance thatdemonstrates what great things can be achieved for this regionthrough effective partnership.

TMP and its Members have played a significant part in theeconomic growth of the region over the last decade. Their effortshave accelerated the regeneration that is so evident across theregion. TMP Members have made an enormous contribution toour year in the world spotlight as European Capital of Culture.

The Mersey Partnership is an efficient and effective organisation,working with drive and passion on behalf of the entire City Region.I share that passion, and am fully committed to the Liverpool City Region.

During 2008 our region has been rediscovered. We have welcomedhundreds of thousands of new visitors, tourists, business peopleand investors from all over the world and have attracted recordlevels of global media attention. They have seen for themselvesthe remarkable development of new facilities and infrastructureworthy of a 21st century city.

My adopted city has successfully repositioned itself on the worldstage and is now ready to build on the success that has beenachieved through collaboration, commitment and hard work.

We must maintain that collaboration and commitment. TMP playsa pivotal role in the future development of the Liverpool CityRegion. As Chair of The Mersey Partnership, I shall play a part inthe organisation’s future and in helping Liverpool City Regionreach its full potential.

The way the world perceives Liverpool ischanging for the better – and The MerseyPartnership has played a key role in that shiftin perceptions.

Liverpool’s year as European Capital ofCulture has put it on the global stage for allthe right reasons – and attracted attentionnot only to the city itself, but to the regionas a whole.

We have seen record levels of positive mediacoverage and TMP and its partners havedriven a media campaign that has led to anall-time high in journalist visits. TMP worksat the heart of it all: promoting the CityRegion and acting as a central hub for thearea and the many partners involved in thatpromotion. Working with organisations suchas VisitBritain, Liverpool Culture Company,Local Authorities and our Members, weproactively show the world what the LiverpoolCity Region has to offer.

As a result, writers, photographers, TV andradio crews from around the globe havevisited the region and reported back on theirexperiences. The coverage has been of anexceptionally high quality, with pieces ininfluential publications such as the New YorkTimes, the Wall Street Journal, the NikkeiMarketing Journal, National GeographicTraveller, BA Highlife magazine and Cathay Pacific in-flight magazine. High-levelcoverage was also achieved on BBC World,CNN and the Sky Travel Show.

Journalists visited us from 29 differentcountries, resulting in a positive impactaround the globe. We also had a presence at

national and international trade andconsumer events including the British TravelTrade Fair, FITUR and the World TravelMarket, making the most of the opportunityto show international contacts what the CityRegion has to offer.

Each time a journalist visits us, we ensurethat they are made aware of the breadth ofopportunities and attractions in the CityRegion – not just the predictable, but the fullrange of our many assets in all our districts.

Our role includes copywriting, providingbriefing materials for the media, networking,responding to media enquiries andorganising familiarisation trips to targetspecific journalists and publications.

Monitoring what the media says about theCity Region is an important part of our work.Identifying emerging trends and themes inwhat interests media informs our futureactivity. The key messages we put across tomedia audiences all over the world are basedin part on what needs to be said to correctwrong impressions or outdated perceptionsof the location as a visitor destination orinvestment opportunity.

The Liverpool City Region may now beportrayed in a more positive media light – butour collective responsibility for the future isto ensure that we continue to work togetherto build on the benefits that European Capitalof Culture has brought to the region.

Communications& MembershipThe Mersey

Partnership has almost 500 Corporateand TourismMembers whocontribute over£1.1m in incomerepresenting16% of totalannual income.

The Mersey Partnership has almost 500 Corporate and Tourism Members who contribute over £1.1m in incomerepresenting 16% of total annual income.They all play a vital role in helping usdevelop the economy of the Liverpool CityRegion. We work with our Members andrespect and value the role they play withinour organisation.

The membership subscriptions help us torepresent and promote the interests of ourPartners and the City Region.

The relationship is one of direct benefit – weknow from our surveys and contact with Members that TMP membership isimportant to the organisations that havejoined. Without our Members, TMP’s voicewould not be as strong or unified arepresentation of the City Region.

We act as a conduit for our Members –offering a unique opportunity for the privatesector to become involved in, and influence,the public sector policy and decision-making process. Businesses in theLiverpool City Region have a right to beheard – and they can do this most effectivelythrough TMP.

From the perspective of a Member, thereare also other significant advantages – suchas networking opportunities, and potentialbusiness opportunities. We offer a provenway for Members to raise their profile withpossible customers and decision makers.For others, membership demonstratestheir corporate social responsibility –showing that they are committed to the CityRegion and its future.

We host special events throughout theyear to allow Members to get to know TMPand each other. Last year these included avisit to the Halewood Operations Plant –home of Jaguar and Land Rover productionand meetings hosted by other Members,such as Grosvenor and Everton FootballClub, as well as the TMP Golf Day andevents for particular sectors, such astourism.

The number of Members grew by almost3% throughout the year, bringing inessential extra revenue. Our challenge nowis to keep attracting new Members, and tocontinue to fully engage them in the work ofThe Mersey Partnership – giving a strongervoice for both TMP and the organisations itrepresents, and a more powerful voice forthe Liverpool City Region.

Cathay Pacific is one of the world’s leadingairlines. Its in-flight magazine, Discovery,is a glossy publication offering news,reviews and features.

Travellers from around the world readDiscovery – and will have seen the featureit carried on Liverpool as a city-breakdestination.

The magazine’s writer, Phoebe Greenwood,was accompanied by TMP during hertwo-night stay in the city. TMP’s mediateam organised the visit, supportingPhoebe’s stay by providing her with anitinerary and press information to ensurethat her experience here was bothinformative and enjoyable.

The resulting coverage showed Liverpool offin a superb light – demonstrating itspotential as a destination to a global market.

Japan’s Nikkei Group includes many of the country’s foremost publications andmedia services.

Nikkei Marketing Journal provides specialisednews coverage to its business audiencesthrough three editions a week.

TMP Media Team provided a London basedcorrespondent from the title with a range of information and facilities during a visit to Liverpool.

The visit resulted in a prominent articleappearing in the Marketing Journalprofiling the European Capital of Cultureprogramme; development of newdestination attractions and the completionof phase one of the Liverpool ONEdevelopment.

NYLON (New York London) is a leading trans-Atlantic fashionand lifestyle publication, with a circulation of around 300,000.

The glossy magazine wanted to write an article about four of the‘coolest’ cities in Europe, with an emphasis on their creativityand vibrancy – Liverpool, Seville, Rotterdam and Leipzig.

Journalist, Megan O’Grady, and photographer, PrzemekGodycki, visited the city. The TMP media team supported theirtrip throughout, planning and co-ordinating their visit, providinghotel accommodation and press packs, to make sure theyenjoyed their stay and the wide variety of attractions on offer.

The press trip resulted in Liverpool being used as the leadpiece in their feature, which outlined the broad leisure offerin the Liverpool City Region.

The article described their favourite attractions and the reasonsto visit the city, paying particular attention to the fine food andthe music on offer. The piece ran with a stunning photograph ofthe Three Graces taken from the Albert Dock.

Positive media interest hasrarely been higher than it has been throughout the last year. The TMP mediateam has facilitated visits for journalists representingpublishers and broadcastersthroughout the world. Aselection from the hundredsof articles published this year is reproduced on these pages together withexamples of how we haveassisted visiting media toraise the region’s profile.

SOCIETY OF AMERICAN TRAVEL WRITERS (SATW)

SATW held its Annual Convention and Conference in the UK inOctober 2007. Travel media from throughout North America,and other guest delegates, were invited to participate in a rangeof itineraries designed to demonstrate the diversity of theLiverpool City Region destination.

Three bespoke itineraries arranged by TMP Media Teamattracted 140 SATW Members to our region.

Their visits included an overview of the destination offer andattractions; a playing tour of selected England’s Golf Coastvenues and a day trip arriving at Pier Head aboard a speciallyarranged sailing by Mersey Ferries.

A total of 20 TMP Member organisations, together with GolfCoast campaign Partners, from across the City Region wereinvolved in providing facilities for the visiting journalists.

The writers’ and photographers’ articles, images andbroadcasts subsequently appeared in a wide range of outletsthroughout the world and TMP was presented with an Award bythe SATW Convention organising committee in “appreciation ofyour contribution to an outstanding convention”

NEW YORK TIMES

One of the most influential newspapers inthe United States devoted a full page in itsprestigious Sunday Travel Section toLiverpool.

The article appeared as a result of closecollaboration between TMP Media Team,VisitBritain staff in New York and LiverpoolCulture Company.

Initial approaches were made torepresentatives of the New York Timesduring a promotional event staged in thecity in April 2007. Contacts established atthe event were developed and a journalistcommissioned to write about Liverpool forthe New York Times subsequently visitedthe city.

TMP facilitated visits to attractions includingmuseums, galleries, restaurants and hotels.

The article and several images appeared inthe Travel Supplement’s 36 Hours section.

The visitor economy in the Liverpool CityRegion is extremely buoyant – underpinnednot only by our year as European Capital ofCulture, and by our world-class music,heritage and sporting assets , but by thelong-term development of skills, facilities and infrastructure.

The Mersey Partnership plays a crucial role inthe region’s tourism sector. We are the officialTourist Board and the first port of call for many people wanting to see what attractions are on offer or bookaccommodation.

We also work with our public andcommercial partners in marketing theregion as a destination; developing the rightskills to support the industry’s staffingneeds; monitoring standards and improvingquality and helping our vibrant tourismbusinesses to succeed. Through all of this,there is one aim: to improve the economy byattracting as many visitors as possible andoffering them a high-quality experiencewhile they are here.

Tourism does not just add to the sense ofvibrancy and excitement in the region – itadds real economic value, with an impact of£1.2bn a year, sustaining 22,000 jobs. Thehotel and leisure industry has played a vitalpart in the regeneration of the city. Newaccommodation, coupled with significant and

popular events such as the Turner Prize,North West Masters, Wirral Food and DrinkFestival, Southport Flower Show andCreamfields have made the Liverpool CityRegion even more attractive to the domesticand international visitor. Developments suchas the Liverpool Cruise Terminal, LiverpoolONE and the Liverpool Echo Arena and BTConvention Centre are now adding to theexciting tourism opportunities available toboth visitors and businesses.

The Mersey Partnership has played a part inmany of those important developments. Weworked with Tate Liverpool to add value totheir marketing of the Turner Prize, wesupported National Museums Liverpool with‘The Art in the Age of Steam’ exhibition andtogether with Aintree we managed thedestination marketing campaign for JohnSmith’s Grand National.

Our Golf Development initiative, has helpedto nurture and market the opportunities andpotential from the golf economy, andcontinue our support for the golf tourismsector, which generates an approximate£10m a year to the North West economy. Thatfigure does not include the impact of the twoOpen Championships held in the region in2006 and 2008 – firmly establishing England’sGolf Coast as the leading English golf brandin the market place.

Growing our vibrant visitor economy –fuelled by European Capital of Culture

Tourism does not just add to the sense of vibrancy andexcitement in the region – it adds real economic value, with animpact of £1.2bn a year, sustaining 22,000 jobs.

We produced morethan 200,000 VisitorGuides in readiness forthe European Capital of Culture openingceremony and havealso seen a 33%increase in the numberof unique user visits to our tourism website- VisitLiverpool.com,which profiles thewhole City Region.

All of these events and developments havecontributed to the good health of ourtourism economy. The latest (2006) STEAMdata (STEAM is the model that measuresthe volume and value of tourism todestinations) shows that visitor totalscontinued to grow at an impressive ratewith 4.2 million overnight visitors to theLiverpool City Region (a 6% increase on2005) and total visitor figures (including dayvisitors) up by 2.5%.

Over the last 2 years official data shows a riseof 17% in the number of international visitorsto Liverpool City Region. In the last 8 years, the City Region’s share of international visitors to the North West has increased from 16% to 25%.

Hotels continued to perform well with anannual average room occupancy of 72%,(compared to 73% in 2006/7) notwithstanding

the addition of new rooms at the Premier InnAlbert Dock (56 rooms), Hard Day’s Night (110rooms), Formby Hall Golf resort (62 rooms)and Suites Hotel in Knowsley (20 extra rooms).Overall 38,000 additional rooms were sold inLiverpool city centre than in the previous year.

We initiated joint marketing campaigns toincrease awareness of the City Region,including “It’s Happening in Liverpool”, anational advertising campaign. We producedmore than 200,000 Visitor Guides in readinessfor the European Capital of Culture openingceremony and have also seen a 33% increasein the number of unique user visits to ourtourism website - VisitLiverpool.com, whichprofiles the whole City Region.

Overseas visitors have been targeted by ourmarketing campaigns in key countries suchas Spain, Italy, Germany, USA and Japan.Through web-based promotions, advertisingcampaigns, attending trade and consumerexhibitions and translating our Visitor Guideinto five languages we aimed to attract evenmore international visitors to spend their timein the City Region.

One of the City Region’s most importantexisting and future markets is in businesstourism. Business tourists spend moremoney – almost twice as much per night fora domestic business stay as a leisure stay(£103 compared to £56 ). The opening of theBT Convention Centre, combined with theforthcoming Floral Pavilion Theatre andConference Centre New Brighton, and theSouthport Theatre and Convention Centre,has given the Liverpool City Region one ofthe strongest conference offers - nationallyand internationally.

In response to this, The Mersey Partnershiphas created a new Convention Bureau, a one-stop shop for organisers of conferencesand events, to support this growing marketand we are proactively marketing the CityRegion as an ideal conference location. There was a 39% increase in the number ofconference buyer visits and a 64% growth inthe value of conference business.

Essential to this continued success is having the right staff working in high-quality

tourism businesses. We have worked to trainthe managers of tomorrow through ourTalent Programme, addressing the essentialneed for top-quality staff to work in tourism.TMP worked closely with Liverpool CultureCompany on initiatives to improve theLiverpool Welcome. Nearly 400 gateway,transport and other key frontline staffattended 08 welcome workshops facilitated by TMP. Several hundred tourism staff alsojoined familiarisation walks of the ‘NewLiverpool’. We also celebrate the industrythrough our annual Tourism Awards.Winners go through to compete in relevantcategories in the North West awards and, ifsuccessful, represent us at national level.The Enjoy England Awards for Excellencewere held at St George’s Hall in 2008, and twoof the winners were local – the LiverpoolPhilharmonic for Tourism Website of the Yearand Liverpool 08 Place for TourismInformation Centre of the Year.

The Liverpool City Region and The MerseyPartnership representing it have a lot tocelebrate when looking back overachievements in the tourism sector in the lastyear. TMP has worked closely with LiverpoolCulture Company, England’s North Countryand VisitBritain to ensure that Liverpool andthe City Region has been showcased on anational and international stage. VisitBritain’scommitment has been pivotal to this success.

But now we need to look forward to ensurethat we continue to build upon thosesuccesses.

The Liverpool City Region and The Mersey Partnershiprepresenting it have a lot to celebrate when looking backover achievements in the tourism sector in the last year. But now we need to look forward, to ensure that we continueto build upon those successes.

It’s Happening in LiverpoolTogether with Partners at the NorthwestRegional Development Agency and LiverpoolCulture Company, TMP commissioned a £1mnational advertising campaign to promote theLiverpool City Region during 2008 EuropeanCapital of Culture.

The campaign appeared in a range of nationalnewspaper titles as well as at key poster sitesin London. It raised awareness of the city’sdesignation as Capital of Culture as well asits profile for specific ’08 events and highlights.

Publications covered included The Guardian;The Times; The Sunday Times; Mail OnSunday; Time Out and Metro.

John Smith’s Grand NationalThe venue for the world’s greateststeeplechase the John Smith’s GrandNational gave TMP responsibility for a major marketing campaign to attractstaying visitors to the meeting. Aintree’sfinancial contribution to the campaign wassupplemented by a further contribution fromTMP. Additional support was given by Seftonand Liverpool City Councils.

This major campaign delivered a mixture ofactivity including TV advertising, on-linepromotions and bespoke campaigns in Irishprint and broadcast media.

Attendance figures over the three days of theJohn Smith’s Grand National meeting rose toalmost 150,000 with an estimated economicimpact of £42m.

Investment brings jobs, skills, wealth and prosperity to theLiverpool City Region, its people and its businesses –something that we are all working towards.

Our investment team works on behalf of the wholeLiverpool City Region:• promoting it as a great place to invest, work and live• proactively selling it to companies in target sectors• professionally project managing enquiries and

projects generated• providing intensive aftercare support to new and

existing investors.

Liverpool City Region’s six local authorities have steppedup their support for our Inward Investment role with anew ground breaking 3 year funding commitmentannounced during the year and commencing on 2 April2008, with £575k in 2008-09 and £650k in 2009-10.Simultaneously, we have agreed clearly definedprotocols for investment marketing, lead generation,project management and aftercare with NWDA and theLocal Authorities. This allows us to plan and driveforward a co-ordinated inward investment programmein competitive national and international markets inconjunction with our partners.

Through our image tracking work, we can say withconfidence how the City Region is perceived – and work toimprove that image with potential decision makers andworkforces elsewhere in the country or internationally.

The Liverpool City Region offers competitive costs, skilled staff,connectivity and an appealing lifestyle. Our office space, labourand living costs are up to 30% cheaper than Manchester,Glasgow, Birmingham and Bristol. We have particularstrengths in financial and business services, maritime, lifesciences, automotive and digital/creative technologies.

Getting that message across is achieved throughmarketing campaigns, events and our network of contacts.In 2007, we commissioned a Financial Times supplementhighlighting our advantages, and also a media advertisingcampaign emphasising our business and lifestyle

strengths. At the corresponding FT briefing in Londonwe presented to an audience of South East basedbusiness leaders, fielding an impressive team forLiverpool: Sir Terry Leahy, Rodney Holmes and DavidCassidy, chief executive of JP Morgan INVEST among them. The event united TMP and its partners in one over-riding aim: selling the Liverpool City Regionas a prime investment location.

We have recruited a new sales team of three to takeour key messages out into the world of businessfocusing on target industry clusters. The teamdeveloped new business networks and attendedmajor trade events, including representing the CityRegion at MIPIM in March 2008. The team’s ultimaterole is to proactively generate new leads andprospects in these target clusters and help ourInvestment Services Team to convert these intocompleted inward investments. During the year theteams handled 271 investment enquiries, developeddetailed value propositions for prospective investorsand provided a complete and tailored “soft landing”service. This included authoritative facts and figureson the City Region; commercial property searchesand introductions to agents and developers; detaileddemographic analysis of people and skills availability;familiarisation visits for investors and relocating staff;training and recruitment packages; support on grantand commercial financial assistance and businessnetwork introductions.

An important aspect of our investment work is theretention and expansion of existing investors throughan aftercare service delivered through our InvestorDevelopment Team. Over 60% of the North West’sforeign investment projects in 2007-08 involved re-investment in existing operations – mirroring thenational trend - and many of our investment successesin the year have been re-investments in existingoperations owned outside the region. This involved ourInvestor Development Team undertaking 359 visits toexisting investors to establish their investment potentialand support their investment projects.

In 2007-08, 45 inward investment projects werecompleted with 1,982 jobs created or safeguarded bythese projects. This compares to 1218 jobs created orsafeguarded in 2006-07.

The objective of this promotion, sales,project management and aftercareactivity is to generate new investment andcreate or safeguard jobs. Collectivelythese projects generated over £78m incapital investment across the City Region.

Notable success stories include the Vertexexpansion in Knowsley that created 100jobs and O2 creating 400 new jobs in Haltonwith support from TMP on recruitment,training and transport issues.

In Wirral we supported Shaw Group tocreate 50 new jobs and in Knowsley, weworked with Future Industrial Services Ltdto find premises and assisted the companywith planning, recruitment and trainingissues in a project that created 60 new jobs. Working with Chinalink, we attractedSusino (UK) Ltd, an umbrella and outdoorequipment maker from the southern

Chinese province of Fujian to open its UKoutdoor product centre in Speke HallEstate Industrial Park, Liverpool. In St.Helens, working in partnership withNWDA and the Department for Business,Enterprise and Regulatory Reform(DBERR), we helped secure a £40minvestment by Pilkington, creating 20 newjobs and safeguarding 230.

We face tough competition bothinternationally and from other UK CityRegions. At the end of the 2007-08 financialyear, the 6 Local Authorities entered into anew 3 year funding agreement andprotocol, and we are consequently nowexpanding our activities and strengtheningour team. Whilst this ground breakingagreement represents a significant stepforward, the financial resources we haveare still well below those of competitor UKCity Regions.

The Liverpool City Region offers a uniquecombination of lifestyle, value and skilledstaff. Our challenge now is to deliver thatmessage to potential investors.

Pilkington, St.Helens

The Mersey Partnership played an integral role in enabling glassproducer Pilkington to manufacture its new Activ™ Self CleaningGlass in St.Helens.

Working with the Northwest Regional Development Agency andSt.Helens Council, the decision to locate the innovative £15m facilityon the Greengate site, as part of a bigger £40m investment,safeguarded 230+ jobs and created a further 20.

As well as Activ™ glass, the new facility will use nanotechnologydeveloped at nearby Lathom to produce coated glass for the SolarCell and Thermal Installation markets. The move also allowsPilkington’s Cowley Hill site to continue its production of the low-emission K Glass.

In addition to the direct boost to jobs, the decision brings genuineknock-on benefits for the wider economy, safeguarding jobs throughthe supply chain and increasing exports from the UK.

TMP’s Investor Development Manager for St.Helens worked inconjunction with partners to lobby for support for the new facility.Ron Hamilton, Pilkington’s Operations Director Building ProjectsEurope, paid tribute to the behind-the-scenes efforts that led to thecompany’s eventual decision.

He said: “This has been an excellent example of the public sectorworking in partnership with a private company and the supportand advice we received from The Mersey Partnership’s InvestorDevelopment Manager during the process has been superb. Thereis no doubt that behind the scenes, he had to use his considerablelobbying skills to obtain the level of support throughout thevarious organisations that we eventually received.”

The move was also supported by a £3m grant from the Departmentfor Business, Enterprise and Regulatory Reform.

Getting the message across

O2, Preston Brook, RuncornO2, a member of the Telefonica group,operate four major contact centres in the UK– Glasgow, Leeds, Bury and Preston Brook inRuncorn. The Runcorn site employsapproximately 1750 staff, in four separatebusiness sectors.

O2 felt the ‘select’ business units – for highvalue customers – was the key growth area,but that recurring problems with recruitmentmay hinder that growth. Forecast expansion,in monthly recruitment tranches, totalledaround 400 jobs, if those problems could beovercome.

The Mersey Partnership was an integral partof a group approach to ensuring that O2 wasable to continue its planned expansion. FromApril 07, partners such as TMP, Job CentrePlus, NWDA and Halton Borough Councilhave worked together to address issuesaround recruitment, staff retention andaccess. Solutions have included changing theapplication process, arranging better publictransport to and from the Preston Brook site and addressing the range of potentialemployees attracted by call-centre work.

As a result O2 continued its localrecruitment plans throughout the year,ensuring more than 400 jobs were createdin the area.

TMP was involved in the O2 partnership from day one, and remains committed tofacilitating any future expansion plans at the site.

Underpinning the continued regenerationof the Liverpool City Region is the strengthof its long-term planning and strategy.

TMP is at the heart of this collaborativework and is committed to driving andenhancing the economic prospects of theCity Region. It does this by analysing theCity Region’s strengths, weaknesses andopportunities ensuring our vision is basedon sound evidence. This provides theframework for identifying and agreeingeconomic priorities.

TMP delivered the Action Plan for theLiverpool City Region in 2007. The 3 year investment plan was producedfollowing extensive engagement withpublic, private and third sector partners.This work identifies priorities forinvestment and is used to lever additionalpublic and European resources toaccelerate the City Region’s economicgrowth and asset base.

The economic development team is alsoworking with 6 Local Authorities, Membersand stakeholders in developing the MultiArea Agreement for the Liverpool CityRegion. The MAA is a partnershipagreement with Government to identify keyinvestment priorities that will improve oureconomic performance and acceleratelevels of employment and skillsimprovements across the City Region.

An important part of TMP’s role is workingwith our partners to ensure the continuedleverage of funding from NWDA andEurope. This is vital to the continuedeconomic regeneration of the City Regionand its infrastructure.

In addition work has been undertaken to lead the development of a number of transformational opportunities. Forexample, developing the knowledgeeconomy and Liverpool SuperPort.

A key strand of the work of TMP’s economicdevelopment team is in delivering pilotsunder the c£15m Merseyside EnterpriseProgramme. Under this initiative activityruns through to December 2008, and has been broadly focused across fourcategories; building an enterprise culture,supporting high growth business starts / improving productivity, supportingenterprise in disadvantaged groups and growing existing enterprises. Led byTMP a sub-regional group consisting of LocalAuthorities, MSIF, HEI representation,Merseyside Chambers of Commerce, andBusiness Link have been successful indeveloping a single Liverpool City RegionEnterprise and Business Growth Strategyand action plan to cover the period 2008-2013.

This year also saw TMP play a leading rolein the development of the LiverpoolSuperPort as a key driver for the economyof the City Region. Working with public andprivate sector stakeholders, this workbuilds on and integrates the assets andstrengths of the ports, airport and logisticsectors to create a SuperPort for freightand passenger operations within theLiverpool City Region.

The Mersey Waterfront’s £91mSuccession programme is revitalising andre-energising the City Region’s 145kmstretch of coastline in a variety of ways, with some key projects alreadyunderway:

• Brand New Brighton - £3.7m investmentin the regeneration of New Brightonseafront

• Pier Head Ferry Terminal - £1m offunding has been put towards the newTerminal and Visitor Centre

• Pride in our Promenades – promotingaccess to and use of our waterfront

‘proms’. Otterspool has already beenrefurbished, and work is due to takeplace at Egremont, Dingle Esplanadeand parts of the Leeds-Liverpool Canal.

In November 2008, Waterfront Expo will be arriving in Liverpool – targeted atwaterfront regeneration professionals, they will be able to see just how far we have come.

Research is another major function of oureconomic development team. Having theright kind of information leads to well-informed decisions. Major players in thebusiness world consult TMP, making themost of our economic knowledge – anexample is Grosvenor, who came to uswhen pulling together their initial businessplan for Liverpool ONE.

An important partof TMP’s role isworking with ourpartners to ensurethe continuedleverage of fundingfrom NWDA andEurope. This is vitalto the continuedeconomicregeneration of the City Region and itsinfrastructure.

During 2007/8 over 40 pieces ofcommercial research were commissioned,worth in excess of £100,000 including theeconomic impact assessment of theCulture Company events programme.Other major research projects included anevaluation of the Grand National’simportance to the region, advertisingcampaign assessments for the retailmarket, visitor profiling at Tate Liverpooland other tourism research projects. Goingforward, in 2008/9 a major strand of ourwork is in evaluating the impact of Capitalof Culture, and we are working with theUniversity of Liverpool to develop andimplement a robust model that will do this.

We also commission and publish theannual benchmarking report – theMerseyside Economic Review – thatprovides an authoritative and wide-rangingaccount of the region’s economicperformance indicators. These long-termstrategies, masterplans and pieces ofresearch allow expert judgements to bemade about where we are, where we wantto be, and how we get there.

We want to involve our Members even morein our work – be it in research, or in thedevelopment of strategies such as the MultiArea Agreement. The more our Membersare involved, the stronger a voice we haveto represent their views and influencepolicy at a local, regional and national level.
