COUNTY CONVENTION
Extracts from Public Statutes of New Hampshire
The County Convention shall consist of the representa-
tives of the towns of the county. They shall meet on the second Wednesday of each biennial session of the General
Court or other day in the same week, shall choose a chairman and clerk, and may adjourn as they see cause.
The county commissioners and treasurer shall furnish the
auditors all the aid and information required by them in the performance of their duties.
The County Convention shall, during each biennial session of the Legislature, grant county taxes for its county for two
years, but the tax for each year shall be voted separately and
collected in the year for which it was voted. The sheriff, the jailers, the physicians, the clerk of the
court, the solicitor, the treasurer, the county comuuissioners,
and the superintendent of the county farm, of each county,
shall make up their report separately, to December thirty- first annually, and the same shall be printed together in
pamphlet form, in the month of January following.
The reports of the several officers named shall contain a
summarized account of all their transactions, which concern
the county, for the current year ending aforesaid, and the
report of the superintendent of the county farm shall contain,
in addition, a list of the paupers actually supported at the farm, a statement of the number of weeks each was so sup-
ported, and the average cost per week for each pauper, with
the explanation of the basis upon which such calculation was
made.

The Rockingham County Delegation was called to order by
the chairman at the close of the morning session in division 3.
The roll.was called and 45 were present.
An invitation from President R. D. Hetzel for the delega-
tion to visit the New Hampshire University was read.
Voted to accept the invitation and to visit the University on Friday, February 13th.
Adjourned to room 100 and recapitulation of county was
considered. Adjourned till2 p.m. At 2 P. m. the delegation
was called to order by chairman. 7

The Rockingham County Delegation was called to order
by the chairman at the close of the morning session in divi-
sion |.
Roll call dispensed with.
The county commissioners. reported the condition of the
Newfields-Stratham bridge.
Plans were submitted for a new bridge by Engineer Sargent.
The chairman explained how county came to own the
bridge. Voted for the chairman to appoint a committee of five to
inspect bridge. The following men were appointed: Senator

Bartlett, Jewell, of Stratham, Littlefield, of Portsmouth, Pridham, of New Castle, Stevens, of Kingston.
Voted, to visit county farm on Monday, February 23.

Humphreys, of Portsmouth; Senator Ladd, of Portsmouth;
Cheney, of Newton; Hill, of Plaistow; Mack, of London-

The Rockingham County Delegation was called to order
by the chairman at 1.45 p. M. in room 100. Voted that roll call be dispensed with.
The chairman introduced Mr. Tenney, of the Rockingham
County Farm Bureau, who spoke on the proposed appro-
priation for same.
The following named persons ae on the different phases

The members of the delegation were permitted to ask ques-
tions which were answered by representatives of the Farm
Bureau.
State Engineer Sargent was introduced and explained that
the law prescribes a bridge of permanent construction, such
as steel or concrete, and suggested that special legislation be
enacted to obtain money to build a wooden bridge which he recommended.
Senator Bartlett reported for the bridge committee and
tecommended a creosoted wooden bridge and gave some
figures as to the cost of same.

The Rockingham County Delegation was called to order
by chairman.
Voted that reading minutes of last meeting be dispensed with.
Voted that reading of the budget of Farm Bureau for
1925-1926 be dispensed with.
Voted for each member to mark on paper the amount they
think the Farm Bureau ought to receive, but not to exceed
$6,450 for each year. Mr: Wood, of Portsmouth, and Mr.
Hill, of Plaistow, were appointed tellers. The average of the
figures presented by 36 members of the delegation was $2,875.
Mr. Mack, of Londonderry, moved that we raise $5,400.
Motion withdrawn.
Voted that when we adjourn it be until next Tuesday at 2 P.M.
Mr. Wood reported that the appropriation committee
recommends all the appropriations asked for by the county
commissioners. __

The Rockingham County Delegation was called to order
by the chairman at 10 a. m.; 27 members present. .
Mr. Wood moved that salary of county commissioners be
on salary basis of $1000 per year. Motion carried. Mr. Little moved that salary of county treasurer be $500
per year. Motion carried. Mr. Wood moved that salary of county sheriff be $600 per
year. Mr. Little moved that salary of ane solicitor be $1100
per year. Motion carried.

The Rockingham County Convention was called to order
in division 5, Representatives’ Hall, on the above date by
the chairman, Mr. Hodgdon, who stated that the purpose
of the meeting was for appropriating money for the Farm

Mr. Morse, of Derry, offered the following resolution and
moved its adoption:
The county commissioners for the County of Rockingham
are hereby authorized to erect a wooden bridge across the
Exeter River to take the place of the present structure, at an expense not to exceed $40,000, the same to be built to con- form with the United States rules and under the supervision
of the state highway commissioner, the expense of such struc- ture in excess of the amount appropriated by the state for that
purpose to be taken out of cash on hand. The motion was ¢Garried.

COMMISSIONERS’ REPORT
‘In accordance with the Public Statutes of the State of New
Hampshire, the commissioners of Rockingham County hereby
present the annual reports of the county commissioners, clerk
of the Superior Court, sheriff, solicitor, treasurer, superinten-
dent of the county farm and house of correction, farm physi-
cian, farm chaplain, Portsmouth jail physician and auditors
for the coming year, ending December 31, 1926.
This past year the county was unfortunate in losing by
death one of its commissioners, Mr. Sherman T. Newton, who
passed away upon the twenty-third of September, and who
had faithfully filled the office for nearly six years.
On the ninth day of November, William A. Hodgdon was
appointed by the Court to fill out the unexpired term of Mr.
Newton and at the November election Mr. Hodgdon was
elected to continue in that office for the term of two years,
beginning April 1, 1927. |
During the year of 1926 many improvements have been
“made to the property of Rockingham County for the benefit
of its inhabitants; perhaps the greatest of these is the building
of a new bridge, leading from Stratham to Newfields, a much
needed improvement, providing for the safety of those passing
that way.
The cost of the maintenance of the county farm has been
somewhat reduced the past year, by constant watchfulness
on the part of the commissioners, the superintendent and
matron of the farm. At the cow barn, another side has been fitted out with the
best Lowden stanchions, thus fitting up this barn in good
condition.
It will be quite necessary this coming year to install another
new boiler at the farm to take the place of the one which has
been in use for over thirty years, and which is now getting
fast beyond repair.

The expense of the Superior Court is an enormous one for
the county, and it is almost impossible to estimate in advance
what it will be for another year, as the increase in automobile
accidents and in the enforcement of the prohibition laws has
increased this expense perceptibly, and has greatly exceeded
the appropriation allowed for the year 1926, this being in
no way the fault of those conducting the Court, but just a
necessary expense which must be met with the change of the
times.
Visitors are welcome at the farm, and the selectmen of the
various towns are especially invited to meet with the com-
missioners on any Wednesday when they are in session.
Thanking the selectmen of all the towns and all others who
have aided or given their help for the betterment of Rocking-
ham County.

PHYSICIAN’S REPORT
Eppina, N. H., January 1, 1927.
To the Honorable Board of Commissioners of Rockingham
County:
Agreeably to an ancient custom I herewith submit yet an-
other report concerning the inmates and conditions at the
County Institution in Brentwood for the year ending Decem-
ber 31st, 1926.
There has been no epidemic or sickness in any way attribu-
table to carelessness in sanitary measures by employees or
management.
The hospital has been full most of the time, including an
unusual number of trying cancer cases.
Many patients were admitted at great age or in the last stage of disease, with only a short time to live.
These last days have been made as comfortable as possible,
thanks to the faithful care of our nurse, Miss Lord, and the
generous supplies your board has furnished for this purpose.
Several things could be, and I think should be, improved.
First, the refrigerator. It will freeze in winter and is far from
satisfactory in damp, hot weather.
An ammonia refrigerating plant would remedy the increas- ing difficulty. Most public institutions in the state use one.
Second, the filter system. It was good in its time, though
never quite satisfactory. It is now plainly antiquated, un-
sanitary and growing worse each year. A modern septic
tank would bring us up to date in this particular. |
I hope your board will think it wise to bring these two needs
to the attention of the public and the delegates.
To the superintendent and Mrs. Rand and to their entire
staff I am again indebted for efficient and cordial support in
the discharge of my duties to the county and to the inmates.

The solicitor respectfully submits the following report for the year ending December 31, 1926:
Three terms of Superior Court have been held during the
period to be covered by this report. Associate Justice Henri A. Burque presided at the January Term, Chief Justice Will-
iam H. Sawyer at the April Term, and Associate Justice Joseph
S. Matthews at the October Term. Grand Juries, as usual,
held their sessions at these three terms of Court. Frank G.
Peavey, of Exeter, was foreman of the January Grand Jury,
and Clarence E. Hodgdon, of Portsmouth, was clerk. Dana
W. Baker, of Exeter, was foreman of the April Grand Jury,
and Charles W. Pickett, of Portsmouth, was clerk. Arthur
W. Brown, of Hampton Falls, was foreman of the October
Grand Jury, and George B. Lord, of Portsmouth, was clerk.

Appeals to the Supreme Court are pending in that Court
in the cases of State against Thomas M. Mannion, Jr., (a mur-
der case), State against John J. Kilcoyne, (a case of breaking
and entering and committing assault), State against Freder-
ick W. Uhrig, (a case of alleged sale of gasoline without a
license).
Since the present solicitor has been in office, two important

cases concerning the laying out and the repairing of highways
have come before the board of county commissioners for dis-
position, viz.: the Deerfield and Seabrook cases; in these
matters the solicitor has been engaged and has advised the
commissioners.
The foregoing list of cases does not mention those actions,
in number approximating thirty-five, which, through reasons
that seemed to the Court and the solicitor sufficient, were
dismissed, dropped or otherwise disposed of. As was the case
last year, I have been called upon to investigate, with the
medical referee and sheriff, a large number of death cases.
Space will not permit mention of the innumerable instances in which I have appeared in the Municipal Courts of this county at the prosecution of cases at their inception. Many,
indeed, are the happenings which have been reported to me,
to which I gave my personal attention, and which were ad-
justed without court action. County officials have been ad-
vised by me on various occasions. I urge everyone to give
his and her loyal and undivided support to the courts and to
all officers of the law, and to everything which tends to the sustaining of the laws which are on the books and those things
which make life worth while. With utmost endeavor, I shall
continue (as I have in the past), to uphold, without fear or
favor, each and every law.

In the county treasurer’s report under “Recapitulation”’ it will be noted that the expenses of the Superior Court far
exceed the appropriation. This was also the case for the
year of 1925.
This condition is due to the increase in the amount of busi-
ness before the court and from the present condition of the
docket it is believed that the appropriations for the next two
years should be based on the expenditure of the present year,
with an allowance for what may reasonably be expected to cover a steady increase in the work that the court will be
called upon to handle.
There should also be a special appropriation to cover the
deficits of the years of 1925 and 1926, for which the county

commissioners have had to draw on funds appropriated for
other purposes or by borrowing money on notes of the county,
as was the case this year.
