SUMMARY OF ACTION TAKEN ON ARTICLES IN

1975 TOWN WARRANT

The 1975 Town Meeting was opened by Moderator Robert Johnson at

10 A.M. on March 8, 1975.

1. To raise such sums of money as may be necessary to defray Towncharges for the ensuing year and make appropriations of the same.

Motion made and seconded to decrease Municipal District Court Expensesfrom $1,000. to $250. and to transfer Public Employment Plan into TownOfficers Expenses. Article adopted as moved for a total sum of $63,859.99by affirmative voice vote.

2. To see if the Town will vote to authorize the Selectmen to borrowmoney in anticipation of t8xes and vote to raise and appropriate the sumof $1,000.00 for interest on same.

Adopted by affirmative voice vote.

3. To see if the Town will vote to raise and appropriate the sum of$^,^92.00 for the Northwood Public Libraries.

Adopted by affirmative voice vote.

h-. To see if the Town will vote to raise and appropriate the sum of$3,000.00 for Recreation, Parks and Playgrounds.

Adopted by affirmative voice vote.

5. To see if the Town will vote to raise and appropriate the sum of$830.00 for the care of cemeteries.

9. To see if the Town will vote to raise and appropriate the sum of$505.00 for the Concord Hospital.

Adopted by affirmative voice vote.

10. To see if the Town will vote to raise and appropriate the sum of$3,000.00 for Ambulance Service, to be paid to the Center Barnstead FireDepartment.

Adopted by affirmative voice vote.

11. To see if the Town will vote to raise and appropriate the sum of$1,980.00 for the Town's per capita share of Rur8l District Health Council.

Adopted by affirmative voice vote.

12. To see if the Town will vote to raise and appropriate the sum of$2,^50.00 for the purpose of supporting the Northwood Community ActionProgram. (Submitted without recommendation of Budget Committee).

Jean Lane amended to reduce sum to $1,500. Hand vote: Yes, 62 - No, 4-5.

Adopted. Motion to reconsider original article and amendment proposed wasmade at afternoon session. Yes and No Ballot: Yes, 65 - No, 59 passedarticle as amended after motion to reconsider did not prevail.

13. To see if the Town will vote to raise and appropriate the sum of$1,000.00 for the purpose of increasing the Highway Equipment CapitalReserve Fund.

Adopted by affirmative voice vote.

Ik. To see if the Town will vote to borrow the sum of $70,000.00 forthe purchase of an incinerator to be used to burn rubbish at the dump,

together with the erection of a k0' x 60' building, including the concretenecessary for the erection and placement of the incinerator and building.

The sum of $70,000.00 to be repaid over a ten year period. The first pay-

ment to be in 1976.

Article amended ... As the State Legislature has given a year's leewayon the matter, this article to be sent back to Committee, with the recom-mendation that the Committee look into going into the matter with surroundingtowns on a share-end-pay basis, and further, that this article shall be placed

on the agenda for next year's Town Meeting. Adopted as amended by affirmativevoice vote to postpone.

15. To see if the Town will vote to raise and appropriate the sum of$6,100.00 for maintenance of the Town Dump and Incineration program.

Amendment to raise sum to $6,600. was defeated. Adopted by affirmativevoice vote for sum of $6,100.00.

16. To see if the Town will vote to raise and appropriate the sum of$81.00 as requested by the State Forestry Department for the support ofthe Pine Blister Rust Program.

Adopted by affirmative voice vote.

17. To see if the Town will vote to purchase a vehicle to be used 8S

a police cruiser at the cost of $5,500.00, the Town to raise and appropri-ate the sum of $3,300.00, and the State to contribute the sum of $2,200.00from their Grime Prevention Program.

Defeated by Yes and No Ballot: Yes, 78 - No, 98. Motion to reconsiderdid not prevail by Yes and No Ballot: Yes, 93 - No, 129, Blank, 1.

18. To see if the Town will vote to raise and appropriate the sum of$1,900.00 for the Northwood Rescue Squad.

Adopted by affirmative voice vote.

19. To see if the Town will vote to raise and appropriate the sum of$220.00 to replace the same amount expended from the Cancer Fund in 197^

.

True Chesley stated the State Tax Commission Office advised that a

fund for Cancer was illegal, so the suggestion was made to transfer thissum to Town Poor under Article #1. Robert Low made a motion to reconsiderArticle #1 and add $220.00. Adopted by affirmative voice vote.

20. To see if the Town will vote to instruct the Selectmen to havethe N. H. Revenue Department reappraise the property in the Town of Northwood,and to raise snd appropriate the sum of $30,000.00 for this purpose.

Herbert Sherman moved to amend the Article and appropriate $15,000.and have the Selectmen do the assessing. Amendment prevailed with Yes and

No Ballot: Yes, 80 - No, 78. Motion to vote Article 20 8s amended to resd$15,000. and have Selectmen do assessing lost by Yes and No Ballot: Yes, 77 -

No, 77.

The Town Meeting was adjourned at 6 P.M. to reconvene on Saturday,March 15, 1975 at 1 P.M. to take up Article 20 where Town left off.

Motion made to reconsider the vote to have the Selectmen do the assessingfor the sum of $15,000. under Article 20. Yes and No Ballot: Yes, 69No, 171 - Blank, 1. Motion to consider Article 20 as written was made.Adopted by affirmative voice vote.

21. To see if the Town will vote to raise and appropriate the sum of$1,000.00 to be used to pay the salary and expense of a Supervisor of theSummer Youth Work Program.

Adopted by affirmative voice vote.

22. To see if the Town will vote to raise and appropriate the sum of$21,750.00 to complete the purchase of the Fire Truck as ordered by voteof March 9, 197^ Town Meeting.

Robert Bailey asked that the sum be emended to read $22,^98.64, whichsum included interest. Amended article adopted by affirmative voice vote.

23. To see if the Town will vote to raise and appropriate the sum of

$300.00 to be used by 8 volunteer committee of the Northwood HistoricalSociety in the cataloging and preservation of Town Records.

Adopted by affirmative voice vote.

2k. To see if the Town will vote to authorize the Selectmen to

purchase from Annie Giles for the sum of $3,000.00 the remaining lanrl owned

by Annie Giles, bounded Easterly by the Northwood Post Office and RobertSeaver, Southerly by Route h, and Northwesterly and Northerly by the Old

Canterbury Road, and to raise and appropriate the sum of $1,000.00 in 1975,$1,000.00 in 1976, and $1,000.00 in 1977,- together with interest on the un-

paid balance.

Amendment made and adopted by show of hands to raise the $3,000. this

year, pay $1,000. this ye8r and put remaining $2,000. in the b8nk in a trust

fund and pay out $1,000. each year for two years, plus interest. Yes and NoBallot: Yes, 136 - No, 3. Amended Article adopted by affirmative voice vote

25. To see if the Town will vote to provide Social Security Coveragefor its employees.

Adopted by affirmative voice vote.

26. To see if the Town will vote to increase the wsges paid by the Town

to a maximum of $3.00 per hour, except in cases of Foremen and MachineOperators, snd then State rates shall apply.

Adopted by show of hands: Yes, 110 - No, 5.

27. To see if the Town will vote to allow the use of alcoholicbeverages in the Town Hall at private parties when properly supervised.

Adopted by affirmative voice vote.

28. To see if the Town will vote to raise and appropriate the sum of$1,000.00 to carry out the recommendations of the American RevolutionaryBicentennial Committee, as appointed by authorization of the March 197*+

Town Meeting.

Amended to authorize Selectmen to accept any available funds fromState grants, should there be any forthcoming. Amendment 8nd amendedarticle adopted by affirmative voice vote.

29. To see if the Town will vote to raise and appropriate the sum of$175.00 to heat and light the Community Hall at Northwood Narrows.

Adopted by affirmative voice vote.

30. To see if the Town will vote to authorize the Selectmen to totalall insurance now paid by the Town in one package and to 8sk for bids onthe single package, the lowest bidder to be awarded the insurance of ellTown risks.

Motion made and seconded snd then amended to read . . . "that Selectmenbe authorized to consider bids and to take lowest bid as long as coverageis good." Amendment and amended article adopted by affirmative voice vote.

31. To see if the Town will vote to rescind its vote of March 197*+

whereby the Tax Collector fees were lowered to 3/*+ of 1$ of PropertyTaxes collected, and instead will vote to see if the Town will vote tochange the compensation of the Tax Collector from the present rate to e

new rate of 1$ of the taxes collected. (Entered by petition of fourteenlegal voters of the Town of Northwood.)

Motion made and seconded. Warren Guptill moved to amend article as

written and proposed that the yearly pay be cut to $3000.00, payable intwo $1,500.00 payments. Yes and No Ballot: Yes, 120 - No, *+2. Show ofhands vote called for on amended article: Yes, 102 - No, 30. Articleadopted as amended.

32. To see if the Town will vote to authorize the sale of cemeterygrave sites in Pine Grove Cemetery at the following prices. Perpetualcare to be mandatory.

Donald Post made a secondamendment to the Article to read as follows: "All income from the sale ofcemetery lots be placed in a trust fund, the income from which to be usedfor the purpose of improving the cemetery for use (excluding care of individuallots). At such time as the cemetery shall be fully sold, the trust fund sndall unused accrued interest shsll be used to defray the cost of additional landfor cemetery purposes, the foregoing procedure to be applied thereon.

This amendment adopted by affirmative voice vote. Motion m8de and secondedto adopt Article 32 8s twice amended. Adopted by affirmative voice vote.

33. To see if the Town will vote to authorize the Selectmen to sellproperty of the Town acquired by Tax Collector's Deeds as a result of TaxSale.

Adopted by affirmative voice vote.

3^-. To transact any other business that legally may come before saidmeeting.

Perry Richardson made the suggestion that party cards should be used tocharge for heat, lights snd other expenses, so that Town could receive a

little bit of income for the use of the Town Hall.

Robert Bailey stated it would not be fair to people as many had madedonations, also given time and labor. They should have the right to use theroom specified for this purpose, and they should clean up afterwards, leavingit in the condition it was found.

True Chesley said it was fuilt for the Townspeople, snd it was intendedas such. This next week the Dental Clinic for children would be there.

The suggestion was made that the Library Trustees should look into theparking situation at the Narrows Library.

Motion was made and seconded to have meeting adjourned. Meeting wasadjourned at 6 P.M.

To the Inhabitants of the Town of Northwood in the County of Rockinghamin said State, qualified to vote in Town Affairs:

You 8re hereby notified to meet at Town Hall in said Northwood on Tuesday,the 2nd day of March, 1976, at 10 o'clock in the forenoon, to act uponthe following subjects:

1. To choose all necessary Town Officers for the year ensuing.

2. Are you in favor of abolishing the planning board as proposed bypetition of the voters of the Town?

3. Shell we adopt the provisions of RSA 72:^3"b and h^-c for expandedexemptions on real estate which provide for a resident sixty-five years ofage up to seventy-five, a five thousand dollar exemption; a resident seventy

-

five years of age up to eighty, a ten thousand dollar exemption; a residenteighty years of age or older, a twenty thousand dollar exemption, providedthat the resident owns the real estate individually or jointly with anotheror his spouse with whom he has been living for at least five years as manand wife; said resident had a net income of less than seven thousand dollarsor combined income with spouse of less than nine thousand dollars; and ownsassets of any kind, tangible or intangible, less bons fide encumbrances,not in excess of thirty-five thousand dollars?

23. To see if the Town wishes to exclude from the plan services in

any class or classes of positions the compensation for which is on a fee

basis.

If a plan for Social Security coverage is adopted, to see if theTown will authorize the Selectmen to execute on beh8lf of the Town thenecessary agreement with the State of New Hampshire to carry into effectthe plan and to see if the Town will designate the Chairman of the Boardof Selectmen as the officer to be responsible for the administration ofthe plan.

26. To see if the Town will vote to accept the bequest under the Willof Edward A. Tasker, late of Northwood, wherein the bequest is as follows:"SEVENTH: I give and bequeath to the Town of Northwood the sum of FiveThousand ($5,000.00) Dollars to be used in the maintenance and improvementsto the Chesley Memorial Library in ssid Northwood."

27. To see if the Town will vote to allow the $1,000.00 AmericanRevolutionary Bicentennial Fund raised in 1975, to be used as recommendedby the new committee.

28. To see if the Town will vote to appropriate $10,000.00 to completethe payment on the Town Hall Addition and authorize the withdrawal of$10,000.00 for this purpose from the Revenue Sharing Fund established underthe provisions of the State and Local Assistance Act of 1972.

29. To see if the Town will vote to raise and appropriate the sum of

$5,500.00 to provide legal use of the Town owned beaches namely: LucasPond, Mary Waldron Park, and A. M. Morse Beach. (Submitted without recom-mendation of the Budget Committee.)

30. To see if the Town will vote to raise and appropriate the sum of$10,000.00 for the purpose of acquiring a useable right-of-way from theGulch Mountain Area to the Winding Hill Road.

31. To see if the Town will vote to raise and appropriate the sum of$1,500.00 for the purpose of treating the Berry Elm for Dutch Elm Diseaseand perform necessary tree surgery and authorize the Selectmen to sign a

1973 Bicentennial Committee to transfer any commemorative items in theirpossession as of Msrch 1976 Town Meeting to The Northwood Historical Society,

Report of work accomplished in 1975-

1. Provided top fill for several sunken graves in the severalcemeteries

2. Prepared an additional section of Pine Grove Cemetery to makeit useable for grave sites. This is an on-going program.

3. Provided mowing, trimming and general care to the severalcemeteries as wss possible with Town and Trust funds.

k. Trimmed the back edge of the Ridge Cemetery with the help andcooperation of the youth development program.

General comment:

The Cemetery Committee wishes to express its appreciation to thecaretakers of the several cemeteries for the excellent job they did thisyear. Several citizens of the Town took the time to call the Committeeand express their appreciation for how nice the cemeteries looked.

We again encourage the citizens of Northwood to review their trustaccounts to be sure they have committed sufficient funds for the properperpetual care of their lots. One hundred dollar trusts are not adequatefor this purpose. The Committee respectfully recommends a trust fund inthe amount of $300.00 to ensure reasonable care for the immediate future.

1975 ANNUAL REPORT

RURAL DISTRICT HEALTH COUNCIL, INC.

The past year has seen an increase in the services provided by theRural District Health Council coupled with an increase in the requestsfor service. As the federal government studies the cost of health carethere is increased interest in home care and preventive medicine as

methods of reducing costs and improving health services. The Rural DistrictHealth Council continues to qualify as 8 certified home health agency, im-plementing procedures to continue to provide quality care.

In January 1975, Mrs. Marie Dexter, R.N. joined the staff in a dualrole as Referral Coordinator at the Frisbie Memorial Hospital where she is

a member of the Utilization Review Committee, end also as staff nurse forthe agency, providing skilled care for the towns of Barrington and Strafford.The addition of a Health Aide, Mrs. Joan Menez, has enabled the Council tobetter utilize the professional staff while continuing to provide quality care

Along with the regular skilled nursing services provided in the home,members of the agency staff conduct adult screening clinics monthly inNorthwood and Farmington which was requested by senior citizen groups in

those towns. They also participate in the aftercare program in cooperationwith the Strafford County Guidance Center and the Seacoest Counseling Center,assist local groups with srea screening programs, participate in healthplanning 8nd, by contract, supervise health aides in the Strafford CountyHomemaker - Home Health Aide Program. The Maternal and Child He8lth Programis very active, providing regular physicsl examinations, immunizations anddental care for children 0-6 years enrolled in the Well Child Clinic. Theagency staff also does home visiting to the patients participating in theStrafford County Prenatal and Family Planning Program and the Exeter AreaFamily Planning Program.

The strength of the Council lies in the efficiency and dedication ofits staff. In addition to the two persons mentioned sbove, members of theprofessional staff are Mrs. Ardala Houle, R.N. Agency Supervisor; MissArlene Thorne, R.N., Maternal and Child Health nurse; Mrs. Barbara Drew, R.N.;Mrs. Myrtle Walsh, R.N.; Mrs. Lucy Myers, R.N.B.S.; Mrs. Bernadette Cameron,R.N.; and Mrs. Ksthleen Hansen, RPT. The office duties are ably handled byMrs. Norma Davis and Mrs. Eleanor Eaton.

The Rural District Health Council has been requesting $1.00 per capitafrom member towns since 19&9. ^ s 8 result of the recent inflationary timesand increase in services provided, it has been neeessary, therefore, to

increase the per capita request from each town by 10^ to enable the Councilto continue to provide these services.

During the past year the Council has made 63^ home visits and 179well child visits, making a grand total of 813 visits for the Town ofNorthwood

NORTHWOOD COMMUNITY ACTION PROGRAM REPORT

The 1975 Community Action Program ran from June 23 through July l8.

We found thst the new times 9 A.M. to 1:30 P.M. were best, so the childrendid not become fatigued, or over-tired of group run activities. Our averagedaily attendance the first two weeks was 63, end the second two weeks was

33. The drastic falling off of the latter two weeks was due to the Red

Cross Swimming Program at Northwood Lake being run at the S8me time as CAP.

I strongly recommend that these two programs join together next year, or atleast run at separate times so the children can enjoy both.

This year special thanks go to David Hinraan who came each morning,Monday through Thursday, to work with the children in special sports areas.He developed basketball and soccer skills with the different age groups.Other sports were also enjoyed by the children, such 8s softball, kickball,badminton, and tumbling. Croquet was an added feature to this year's program.

Arts and Crafts were participated in almost daily. The younger childrenmade things like spool 8nimals, flibber trees, crsyon rubbings, rock creatures,crayon resist paintings, 8nd more. The older children enjoyed making collages,distorted pictures, and string designs on tag board and wood.

Some special activities were enjoyed; a scavenger hunt, 8 treasure hunt,

and hikes. We also had visitors from the Cooperative Extension Service h-Eoffice who t8ught the children bread flower making, weaving and bike safety.

Our first trip this year was to Pawtuckaway State Park, where we enjoyeda picnic, games, swimming, and a greased watermelon game which ended in water-melon for everyone. Many parents donated their time to drive for this trip.

Our second week ended in the fourth of July, so we planned a smell swim-ming trip to Bennett's Bridge on Bow Lake for Thursday afternoon, July 3.

Parents drove for this activity also.

Our third trip almost didn't happen because enough drivers couldn't be

found. A Concord Coach Lines Bus was hired at the last minute with suppliesmoney, and we all enjoyed e fun day at York Beach and the Animal Park in Maine.

The fin8l trip wss one we will always remember. A bus agsin took us,

this time to Lake Sunapee where we rode on the bo8t Mt. Suns pee II for a twohour lake tour. We ate our lunches on the boat, and both children and adultswere allowed to steer this big boat!

Due to the shortness of our program this year, we were unable to get anyMan Power workers until our last week. We were in desperate need of office

help, and I went to thank Diane Allen for coming to our rescue and doing thisfor the whole program.

I especially wish to thank ell the mothers and fathers who made thisprogram possible by donating their time and their cars when we needed them.

REPORT OF THE FOREST FIRE WARDEN

AND DISTRICT CHIEF

Upon the recommendation of town selectmen and city councils, theDivision of Forests end Lends eppoints e forest fire werden snd severaldeputy forest fire werdens in eech town and city every three years. Thetown or city werden is responsible for meinteining 8 force of men and ade-quate equipment to suppress any wildfire that occurs in his town or cityduring his term of appointment. The fire werden must suthorize all openburning when the ground is not covered with snow. No open fires can beauthorized between 9 A.M. and 5 P.M., unless it is raining, without theadditional permission of the st8te district fire chief.

Any person wishing to kindle an open fire when the ground is notcovered with snow must first obtain a written permission slip from theforest fire werden. C8mp 8nd cooking fires also require the warden'spermission.

The Division of Forests and Lends, through its Forest Fire Service,assists ell cities and towns in meeting these requirements by training thewarden end deputy forces in wildfire suppression tectics, making hand toolsuppression equipment 8veileble at fifty percent of cost, supplying piecesof Federal excess property for use 8s fire attack vehicles and sharing upto fifty percent of the cost of wildfire suppression costs.

Wildfire prevention is also a joint state, city or town program.Smokey Be8r is available from the Forest Fire Service for local fire pre-vention programs. Posters 8nd Junior Ranger kits are available for dis-tribution by local fire departments upon request to the Forest Fire Service,Each forest fire warden is expected to carry on a continuous wildfire pre-vention program within his town or city.

Burning permits for Northwood residents are available from WardenCarroll L. Bassett or Arlene Bassett (942-7725), or Deputy Leon Seward(942-5^98). Please do not use the Fire Emergency number (942-8822) wheninformation or permits are needed. Use this number only for reportinga fire.

The Northwood Fire Department responded to a total of 48 cells during 1975.These included:

The Department noted an alarming increase in the number of calls where theperson reporting the fire did not know the proper telephone number for theFire Department. Time is of extreme importance in extinguishing fire andsaving lives 8nd property. All citizens should know the telephone number to

report a fire. In Northwood this number is 9^2-8822. This number should be

used only for fire emergencies . The Department's business number for non-emergency calls is 942-5498.

The Department has been working for the last two years to raise the fire pro-

tection rating in Northwood and thereby lower the fire insurance premiums.This was accomplished in the Spring of 1975 when the Insurance Services Officeof New Hampshire raised the fire protection rating from F to E-3. The amountsaved by each property owner will vary according to the type of policy and

coverage. However, 8 homeowner's policy carrying $25,000 in fire damagecoverage would notice a decrease from approximately $l8l.00 in premiums underthe F rating to a premium of $146.00 under the E-3 rating. This is a savingsof $35.00 each year. A policy with fire insurance only for $20,000. wouldnotice a decrease from $152.00 to $102.00 or s savings of $50.00 each year.

The insurance companies writing fire and homeowner's insurance in New Hamp-shire were granted 8n increase in premiums of approximately 12-^$ throughoutthe entire state during 1975 so a true reduction in insurance bills will not

be seen. If the fire protection rating had not been raised, there would havebeen a large increase in insurance premiums. It is very difficult to tellexactly how much will be saved by the Town of Northwood 8S a whole each yearsince insurance coverage and premium figures sre not available. A very roughestimate would be between $25,000 and $35,000 each year.

NORTHWOOD BICENTENNIAL COMMITTEE

The Bicentennial Committee for the 1973 celebration was again activethis year. We held several meetings and were present at many of our Townfunctions, and enjoyed continued sales of our commemorative items as ourTreasurer's Report will show. Our inventory of items is now much smaller.

We continued to spend our funds to add more tables, chairs, rugs forentry ways, drinking fountains in lsdies* and men's rooms, coat racks, chaircaddies, file cabinets, sink in basement, and many other items to furtherfurnish the new addition to the Town Hall.

The Bicentennial Committee is now ready to be dissolved (see Articlein Town Warrant), and wishes to thank everyone that helped to make ouraccomplishments possible.

Reclamation sales money is turned into the Selectmen's Office once a month.Items sold are ones that often times have been disposed of, found by me endplaced in the reclamation area. The rest of the items ere placed in thereclemation area by the public. Public support has been a source of greatpride. A grand total of $1,709.8^ has been turned in by your Supervisorof Reclamation, Recycling and Disposal, Jane B. "Sunshine" Morse. It hesbeen most gratifying to the Northwood Rescue Squed to receive the moneyfrom sales of items designated for that purpose in the reclametion eree.An adequate building is needed for the protection of good items.

Recycling of newspaper, separetion of gless, end screp metel seles wereturned in with the reclamation sales money. Close to four tons of news-paper was tied or boxed in an old tractor trailer. Because the bottom haddropped out of the scrap paper market, it was donated to Cub Scout Pack 338from South Berwick, Maine in October 1975.

Disposal of trash in open burning has been a total success. The Fire De-partment had to be called only a few times. Burning is done e meximum ofonce e week end a minimum of once every three weeks on Mondays. Farmerswho have had livestock die put them in a trench and cover them over witheerth. The general public who use the disposal eree ere most cooperativein throwing their trash over the bank. Tires are accidently put in thiserea, then they h8ve to be spotted end pieced in the tire dispossl eree.

The summer hours are from June first to September 30th, which is the firehazard time. Forest Fire Warden Carroll L. B8ssett kept e close touch in

regard to safe burning of the disposal eree. District Fire Chief Clerk M.

In 197^, the total enrollment at the beginning of school was 325. The pupilteacher ratio as a whole was 22.5, which is very good. However, it must bepointed out that the enrollments in grades k and 5 are higher than the minimumstandards for elementary schools permit.

In addition to the secondary school pupils, there are two other pupilsbeing educated outside the district. These are handicapped pupils for whichprovision may not be made within the local school facilities. One student is

at Amoskeag and one is at the Concord Rehabilitation Center.

The chief problem with which the district is faced is that of providingsuitable space, end sufficient space, for the programs it is operating. Asdirected by the last District Meeting, children with handicaps are beingeducated within the district in so far as possible. Educationally, this is

not sound as it means that all programs being offered are "making do" withless than adequate facilities. There is no proper area for conducting theinstrumental music program. The lessons are heard over most of the buildingand have a tendency to disturb classes. The Resource Area, because of itsuse for small group instruction, is no longer reasonably suitable for minimumexposure of the children to the training this area is intended to provide.The shop program lacks safe, well lighted quarters for its activities, whichcould prove to be dangerous to some child over the course of time. It is allvery well to get by with what one has, but the point has been reached wherethere is a high investment in time, personnel, and effort, which produces a

comparatively low return.

On the positive side, it should be pointed out thst the pupils havemany opportunities not often extended to pupils in schools of similar size.There is at least introductory development of skills in these activities.The pupils appear to be h8ppy and well adjusted. They also seem to havesome voice in making decisions which effect them directly at school. Theirexposure to athletics and competition with neighboring schools has been good.School spirit and community support of the efforts of the children has beenhigh, as evidenced by the continued support of the magazine subscriptiondrive each year.

In the oast ye^r, we have continued to strive to improve the quality ofeducation for every Ftudent at Northwood Elementary School.

We have initiated a system of mainstreaming, which has allowed us to makebetter use of our existing facilities. Our former library 8re8 has been trans-formed into a total learning center. Miss Barbara Barry is the Director, andshe has five people working closely with her - a Special Education teacher,Speech Clinician, Learning Disabilities Specialist, and two Aides. The mainresponsibility of this program is to handle any learning difficulty that hasbeen observed by the home room teacher. The youngster is referred to theCenter and works with whichever teacher or Aide that handles his particularproblem.

The rest of our program has been going along without any major changes.

The student enrollment as of January 5> 1975 is as follows:

Grade 1 - 36 Grade 5 - 312 - 40 6-533-50 7-32k - 31 8-38

These figures have varied from a high of 323 at the beginning of school yearto the current student population of 311.

We have had quite a large turnover in teachers for this year. The newteachers are as follows:

Miss Becky Hackman, Level 3, is a graduate of Plymouth State Collegewith one year's teaching experience in Hooksett.

Miss Gail Gustafson, Level 5, is also a graduate of Plymouth State,

and is a beginning teacher.

Mrs. Pamela Thayer, Level h, has returned to us after a two year's absence

Mr. William Lambert, graduated from Plymouth State, and is teaching mathin Grades 6 - 7 - 8.

Mr. Thomas Hall, graduated from Plymouth State, also, and teaches SocialStudies in Grades 6 - 7 - 8.

Mrs. Linda Gayer is our new Aide in the Learning Center.

One renovation has taken place over the holidays. We have completed theaccoustical work in the gym/auditorium area, which will allow us to utilizethis area more effectively.

We have continued to maintain an active extra-curricular program for ourstudents. This winter we have three coaches working with upwards of over 100students in our basketball programs.

The graduating class of 1976 will be about 38 - ho students.

In closing, I would like to thank the citizens of Northwood, on behalf ofthe staff at the school and myself for their continued support of quality edu-cation for our students.

I would also like to express my appreciation for the help given me by theSupervisory Union Office. Mr. Frank Black, the Assistant Superintendent, andMr. Charles Morgan, Superintendent, have always been available when help wasneeded

SCHOOL HEALTH REPORT

The health program for the yesr 197^-1975 was carried on in the usualmanner with an annual physical inspection of each student by the nurse.When defects were noted, the appropriate referral and follow-up was made.

The students received the benefits of preventative dental c8re throughseveral worthwhile programs. Nine students received dental care throughNorthwood Matching Funds. This money was m8de available through the gener-osity of the local P.T.A. and the Harvey Lake Woman's Club. Dr. Jay D. Clark,Pittsfield, was the participating dentist. One hundred and thirteen studentsresponded to a cleaning and fluoride clinic held in May. Mrs. Claire Sklsrinand Mrs. Linda Sawyer were the hygienists. Through a program supported andsponsored by the N. H. Bureau of Dental Public Health, the students in Grade kparticipated in a daily dry-brushing program.

Activities of School Nurse: participated in the P.S.V.H. Clinic sponsoredby the local Lions Club, 131 students tested; showed V.D. slides to P. T. A.;attended workshops on Diabetes, First Aid, Drugs and Asthma.

Films on the following subjects were shown to the students in connectionwith the health education program for the year: nutrition, smoking, selfawareness, personal health, dental health, birth defects.

This calendarallows for either 5 full d8ys for staff development, curriculum review, staffplanning and the like, or for 10 half days. Days missed due to storms, etc.,

would need to be recovered either during vacation periods, or by extendingthe number of sessions. If the staff development program is to be effective,it would need to be operated as a part of the contracted school year.
