MSME - DEVELOPMENT INSTITUTE 107, Industrial Estate, Kalpi Road, Kanpur-208012 (U.P.)
Lucknow, Mahoba, Raebareli, Shahjahanpur, Sitapur and Unnao. Rest of the
districts fall under the jurisdiction of MSME-DIs at Agra and Allahabad.

MSME-DI, Kanpur is the nodal institute for the state of Uttar Pradesh. The
institute maintains a close liaison with the State Industries Department, Financial
Institutions/Banks, State Promotional Agencies, Technical Departments, Universities
and academic institutions, engineering colleges and Industry Associations. The
support of the institute is basically in terms of:-
1. Policy promotion measures for MSME Sector
2. Providing Technical Consultancy to Existing and Prospective Entrepreneurs
3. Publicizing Udyog Aadhaar Registration for MSMEs as part of ease of doing
business
4. Publicizing the Public Procurement Policy and facilitating due share of MSE
Sector in procurements by Government Departments and Public Sector
Enterprises & also popularising the special focus initiatives of the Govt.of India
like Start Up India,Stand Up India,Make in India,Skilling India etc.
5. Sharing Economic and Statistical Information
6. Implementation of National Manufacturing Competitiveness Programme
(NMCP)
7. Promotion of MSE-Cluster Development Programme
8. Popularize the schemes like Credit Linked Capital Subsidy Scheme, CGTMSE,
and Mudra Yojana.
9. Organize suitable training programmes and events for prospective and existing
entrepreneurs
10. Services of Common Facility Workshops to Entrepreneurs (Job work as well as

CHAPTER 4
REVENUE
MSME Development Institute, Kanpur has a mechanical workshop attached to
it. The earlier facilities of testing and heat treatment have been discontinued. Most of
the work is done with Wire Cut CNC machine. Training programmes are also being
organized for wire cut CNC machine and other technical topics. The revenue earned
from technical training programmes including EDPs is mentioned below. Apart from
this revenue is also earned through fee charges for participation in the training
programmes, inspection charges for assessing the production capacity of the MSEs
for Government Purchase Programme of NSIC, etc. The details of the revenue
earned during the year 2015-16 are given below:

5.7 Lean Manufacturing Competitiveness Scheme
Five Awareness Programmes on Lean Manufacturing Competitiveness
Scheme were organized in 2015-16.Out of 5 programmes, 4 programees were
organized in association with National Productivity Council (NPC) at different venues
of Farrukhabad, Barabanki & Kanpur. One programme was organized at IIA, Kanpur
in association with QCI, New Delhi. Expenses incurred in the programmes were
borne by this office.
10 Mini Clusters have been identified in cooperation with National Productivity
Council, Kanpur for implementation of up-scaled Lean Manufacturing
Competitiveness Scheme. The MSMEs were motivated to participate in the scheme
through meetings, individual interactions and through letters and emails. Further
work of forming the mini cluster is being done by National Productivity Council,
Kanpur. The names of these clusters are;
i. Food Processing (Biscuit) Cluster, Kanpur ii. Hosiery Processing Cluster, Kanpur iii. Hosiery Knitting Cluster, Kanpur iv. Hosiery Stitching Cluster, Kanpur v. Auto Components Cluster (A), Lucknow vi. Engineering Cluster, Allahabad vii. Footwear Components Manufacturing Cluster, Kanpur viii. Aircraft Components Cluster, Kanpur ix. Packaging (Corrugated Boxes) Cluster, Kanpur x. Auto Components Cluster (B), Lucknow.

CHAPTER 6
MSE- CDP, Programme on Packaging, ISO 9000, TREAD
6.1 MSE-CDP
1. Both Jewellery Cluster & Pottery Cluster, Gorakhpur (U.P) have received Rs.1.125 lakh &Rs.1.25 lakh respectively for the preparation of DSR in 2015-16.The hard copies of these clusters have been sent to Hqrs. for the approval of steering committee.
2. Following clusters were visited by the officers of the institute and recommended for conducting Diagnostic study for Soft Intervention. The 39th Steering Committee of MSE-CDP held on 08.01.2016 has approved the proposal and sanctioned Rs.2.5 lakhs for these clusters:
3. Readymade Garments Cluster, Gorakhpur has requested to release the balance amount of Rs.5.00 lakh for completing the soft intervention in cluster. Request letter has been forwarded to Hqrs.
4. Officer of the institute visited the Handloom cluster, Ranipur, Jhansi and attended the meeting with DIC officer, Jhansi, Cluster consultant & Members of the said cluster for the need of soft intervention in the cluster. A report on the meeting along with hard copy of the DSRs has been sent to Hqrs. for approval.
5. The proposal for DSR preparation has been approved in the 38th Steering Committee of MSE-CDP held on 28.07.15 for the Zari Zardosi Cluster, Thakurganj Dobagga, Lucknow. An amount of Rs.1.25 lakhs has been released as Grant in Aid for preparation of DSR.
6. In-Principle approval for setting up of CFC in Zari Zardosi Cluster, Unnao has been accorded in 2014-15.Officer from SIDBI,Lucknow has proposed to visit the cluster in the 1st week of April’2016 along with the DIC officer to guide the cluster in r/o finance and members contribution as per the norms of MSE-CDP to remove the objection in the cluster.
7. Technical committee of Hqrs. observed some discrepancies in DSR of proposed CFC of Lalitamba Textile Cluster Pvt.Ltd., Rooma, Kanpur. The same has been forwarded to the said cluster to modify the DSR as desired by the Hqr.
8. Officer of the institute visited the Readymade Garment cluster, Bhadarsa, Faizabad and attended the meeting with GM, DIC, Faizabad; Cluster consultant & Members of the said cluster. A report on the meeting has been sent to Hqrs. for the approval of DSR preparation for the said cluster.
9. More than 60 online cluster applications are pending, mostly for Diagnostic Study Reports. But hard copies of proposals were not received at MSME-DI, Kanpur, which were required as per guidelines of MSE-CDP.

6.2 Programme on Packaging
An Awareness Programme on Packaging for Exports was held on 12.12.2015
at Udyog Bhavan, Gorakhapur Kanpur in association with Indian Institute of
Packaging, Delhi to sensitize entrepreneurs about packaging. 20 entrepreneurs
participated in the above programme.

CHAPTER 9
National Awards – 2014 for MSMEs
9.1 National Awards – 2014 to MSME Units: Officials of the Institute visited various units, explained the scheme and motivated the units to apply for the National Awards. 46 applications pertaining to different categories of National Awards such as Outstanding Efforts in MSMEs engaged in Manufacturing, Outstanding Entrepreneurship in Micro & Small Enterprises in Rendering Services, Product/Process Innovation Efforts in MSME, Quality Products and Lean Manufacturing Technology in MSMEs were received from different regions of U.P. for consideration of National Awards 2014.
The applications were then scrutinized/ evaluated at MSME-DI, Kanpur by an
Internal Screening Committee consisting of officials of MSME-DI, Kanpur, MSME-
DI, Agra, MSME-DI, Allahabad and Directorate of Industries, Govt. of U.P.,
Kanpur. Officers did a commendable job in scrutinizing the applications to enable
the State Level Selection Committee for further consideration.
The State Level Selection Committee meeting was held in Lucknow on
22.12.2015 under the Chairmanship of Dr. Rajneesh Dubey, IAS, Principal
Secretary (MSME & Export Promotion), Govt. of Uttar Pradesh.
27 applications from Uttar Pradesh were recommended to the National Level
Selection Committee for National Awards - 2014.
Shri Pramod Kumar Garg, M/s Jagadamba Glass Works, Moti Ka Nagala,
Industrial Estate, Firozabad (U.P), received First Prize in National Awards-2013
for Artistic Glass Ware/Products in the category of Quality Products in MSEs.

CHAPTER 10
Meetings &Trainings Attended, Other works done
10.1 Meetings attended during 2015-16 are detailed below:
10.1.1 Meetings attended by Director of the Institute:
1. Director of the Institute attended 7th Meeting of Screening and Steering Committee (SSC) for Implementation of Up-Scaled Lean Manufacturing Competitiveness Scheme under NMCP on 05.05.2015. The meeting was chaired by Shri Ramesh Kumar Pandey, JDC, DC (MSME), New Delhi.
2. Director of the Institute attended Senior Officers’ meeting at NIESBUD, Noida on 06.05.2015 & 07.05.2015. a detailed presentation on achievements and action plan of the institute was made in the meeting. Based on the inputs of the meeting, the action plan of the institute was fine tuned.
3. As per instruction from Hqrs. office, Director of the Institute attended Policy Round Table meeting for launching of USTTAD (Upgrading Skill of Training in Traditional Arts / Crafts for Development) on 14.05.2015 & also attended launching of the USTTAD scheme in Varanasi by Hon’ble Minister of Minority Affairs, Govt. of India, Ms Nazma Heptullah.
4. As per instruction from Hqrs. Office, Director of the Institute attended 114th Governing Council meeting of CIPET at Lucknow on 15.05.2015. Shri Sujit K. Chaudhary, Secretary, C&PC, Govt. of India and President, CIPET Governing Council chaired the meeting.
5. A meeting was held in the Chamber of Director on 21.05.2015 to motivate the experts of Kanpur Region to empanel with NPC and QCI as a lean consultant so that the work of implementation of LMCS may be expedited in Kanpur region. Shri C.B.Gupta, Ex Prof. GCTI; Shri V. K. Malhotra, Prof. GCTI ; Shri Girish Verma, Ex Manager, NITRA, Kanpur; Mr. Arif, leading entrepreneur of the region, Shri Nazam Hamraj, leading entrepreneur in garment manufacturing, Dr. Kumud Joshi, Prof. Axis Institute of Technology, Kanpur and her associate, Mr. Saini attended the meeting.
6. Director, MSME-DI, Kanpur motivated the experts to empanel themselves and their associates or their institutions with NPC & QCI for Lean Manufacturing Scheme. It was also discussed to organise various programmes on Lean Manufacturing for the benefits of industries. Shri Rajesh Kumar, Dy. Director (IMT); Shri L.B.S. Yadav, Dy. Director (Chem.) and Shri R. K. Prakash, Asstt. Director (Elect.) also attended the meeting.
7. Hon’ble Union Minister for MSME, Shri Kalraj Mishra took a meeting on 24.05.2015 at Lucknow. Director, MSME-DI,Kanpur, Shri A. K. Singh, Zonal General Manager, NSIC, Shri B. K. Singh, State Director, KVIC, and Shri Rajesh Kumar, Dy. Director (IMT), MSME-DI, Kanpur were present. The following points were discussed:

a. Hon’ble Minister agreed to visit Kanpur on 6th & 7th June, 2015 for a joint programme of IIA, U.P. Merchants Chamber, Kanpur and Indian Council of Women Entrepreneurs.
b. Hon’ble Minister desired to organise a Mega VDP event at Lucknow jointly with KVIC & MSME-DI.
c. Hon’ble Minister desired to develop agro based processing industry at Deoria. He mentioned that a lot of turmeric, piper and potato are harvested in Deoria. It was suggested that a training programme on processing of turmeric oil may be organised.
d. It was also instructed by the Hon’ble Minister to send the achievement of the activities of last year. A Centre of FFDC was proposed at Deoria.
e. Hon’ble Minister also informed that he has adopted Piyasdi village in district Deoria and likely to adopt more 4 villages. He instructed officials to prepare specific action plan for these villages. Other issues related to NSIC, KVIC and MSME-DI were also discussed.
8. Director of the Institute visited High Court, Allahabad on 6th & 7th July,
2015 in connection with Court case of Shri S.N. Mishra, Ex Director, PPDC, Meerut Vs UoI & Others as per instruction from Hqrs Office (TR Division).
9. Director of the Institute visited Agra on 30.06.2015 to assume additional charge as Director, MSME-DI, Agra and also visited CDGI, Firozabad.
10. Director of the Instituteto took review meeting of Action Plan 2015-16, of MSME DI, Agra and quarterly review meeting of Hindi and other routine activities of the Institute on 13.07.2015.
11 Director of the Institute, Shri Sanjeev Chawla attended MSE-CDP Steering Committee meeting held under the Chairmanship of Secretary (MSME) in New Delhi on 28.07.2015 & 29.07.2015 as per meeting Notice No. 15(35)/CDD/38 SCM/2015 dated 15.7.2015. He also visited O/o DC (MSME), New Delhi regarding official matter. Proposals of Kanpur jurisdiction like in principle approval for CFC at Unnao were approved in the meeting.
12 Director of the Institute had a meeting with the Commissioner & Director of Industries, Govt. of U.P., Kanpur regarding Cluster Development Programme on 27.08.2015. During the meeting it was informed by the Commissioner & Director of Industries that 20 proposals were pending with the O/o Development Commissioner (MSME), New Delhi for approval. For proposals pending at DIC or SPV level, it was decided to examine the issues one by one to expedite the process.
13 Director of the Institute attended the inaugural function of training facilities by CFTI, Agra in the office of Council for Leather Exports (CLE), HBTI, Kanpur on 28.08.2015. Commissioner & Director of Industries, Govt. of U.P., Kanpur; Shri R. K. Jalan, Former Chairman, CLE; Shri Sanatan Sahu, Director, CFTI, Agra; prominent industrialists & training officials were present in the programme. CFTI launched 04 training programmes at Kanpur Leather Cluster (KLC), Banthar, Unnao.
14 Director of the Institute attended the inaugural function of IPFC at PHD Chambers of Commerce & Industry, Lucknow on 01.09.2015 and also

attended the meeting chaired by Secretary (MSME), Govt. of India on the same day.
15 Director of the Institute attended MSME Conclave organised by Amar Ujala at Hotel Taj, Lucknow on 10.10.2015. Hon’ble Minister (MSME), Govt. of India; Secretary, MSME, Govt. of India; Hon’ble Industry Minister, Govt. of U.P; Chief Secretary, Shri Alok Ranjan and Principal Secretary (MSME&EP), Govt.of U.P were present in the meeting. 54 outstanding entrepreneurs were given Trophies.
16 On the same day, Director of the Institute attended a meeting held by Secretary, MSME, Govt.of India in VVIP Guest House along with Dy. Director (IMT) and Asstt. Director (Elect.). Discussions were held on Udyog Aadhaar Memorandum, Innovation, Clean-tech, UNIDO Project etc. It was also discussed that Laghu Udyog Bandhu scheme is being proposed in which the senior persons from industry and various departments will be designated as Laghu Udyog Bandhu who will help the MSMEs in various compliances.
17 This can also be coordinated by MSME-DI. MSME-DI needs to be informed well in advance the compliance required by them. Secretary, MSME also sought feedback schemes through which new starts up can be given freedom upto 5 years & during which they will not be asked for compliances.
18 Hon’ble Minister (MSME) also addressed the gathering at VVIP Guest House, Lucknow. Representative of Indian Industries Association, Laghu Udyog Bharti and ASSOCHAM were present in the meeting. Various issues for Cluster Development, Lean Manufacturing etc. were discussed. Laghu Udyog Bharti raised issue for setting up of Common Facility Centre for packaging industry.
19 Director of the Institute attended Senior Officers’ Meeting at Extension Centre, Bal Sahyog, New Delhi on 29.10.2015 & 30.10.2015. Presentation about the progress of the schemes and programs of the institute was made in the meeting. Lot of emphasis on simplification of schemes and processes was made in the meeting.

21 Director of the Institute attended a meeting held under the Chairmanship of AS & DC (MSME), New Delhi on 27.11.2015 regarding presentation on msme-connect.gov.in under Public Procurement Policy. The portal is being developed to facilitate data to PSUs and to MSMEs for effective implementation of Public procurement Policy.
22 Director visited NTPC, Unchahar, Raebareli on 11.12.2015 & attended the valedictory function of 05 specialized Skill Development Programmes organised at NTPC, Unchahar. The programmes were organised under P.D. Account and certificates were distributed during the valediction function. Interacted with Group GM and other senior officials of the PSU for effective implementation of the PPP, installation of Filed Distillation Unit

23 Director of the Institute convened the State Level Selection Committee meeting for National Award-2014 in Lucknow on 22.12.2015. It was held under the Chairmanship of Dr. Rajneesh Dubey, IAS, Principal Secretary (MSME & Export Promotion), Govt. of Uttar Pradesh.
24 Director of the Institute attended the 39th meeting of Steering Committee of MSE CDP at Udyog Bhawan, New Delhi on 08.01.2016 under Chairmanship of Secretary (MSME). Three proposals for diagnostic study were cleared in the meeting.

1. This Institute organized one Programme on “Development of MSMEs” in Uttar Pradesh in association with Merchants’ Chamber of U.P. on 06.06.2015. Hon’ble Minister of MSME also addressed the Programme. Representatives of leading Association i.e. Indian Industries Association (IIA), Laghu Udhog Bharti (LUB), Provincial Industries Association (PIA), Indian Council for Women Entrepreneurs (ICWE) and Local MLAs also attended the programme.
2. This institute has weeded out 955 very old and discarded files in the Different Divisions of the Institute.
3. Skill Mapping was carried out in all districts under the jurisdiction of this office.
4. Updation of office website was done through out the year. A sum of
Rs.632986/- was spent for purchase of PC, Laptop & for AMC under SENET Scheme.
5. A sum of Rs. 95393/- was spent for purchase of books for office Library.
6. Data compiled on EM-II & sent regularily to Hqr. Upto September’2015.
7. A number of Parliament Questions were replied in time.
10.3.1 Hindi Pakhawada
Hindi Diwas & Hindi Pakhwara from 14.09.2015 to 30.09.2015 was organized in the Institute by the Namit Rajbasha Adhikari Shri Praveen Kumar Srivastava, Assistant Director (Food) alongwith Junior Hindi Translator Shri Deo Singh. During this period Hindi Nibandh & Rajbhasha Gyan Pratiyogita was organized. The participants of the Hindi Pratiyogitas were honored with Certificates and Mementos.

Selected Success Stories
In the year 2015-16, 24 success stories were compiled as a follow up to Skill
Development Trainings. The entrepreneurs have set up units for manufacturing of
products like Soap, Detergents, Floor Cleaner and Agarbatti.
CHAPTER 14
Intensive Assistance
14.1 Financial Intensive Assistance:
A Mudra loan camp was organised in the office premises of MSME-
Development Institute, Kanpur on 09.11.2015 to facilitate advances from bank to
micro units of Kanpur. Shri R.K Srivastava, the then LDM, Bank of Baroda (Lead
Bank of Kanpur) along with officials of various other banks were present in the camp
to address the concerns of existing & prospective entrepreneurs.
Silai Association and Hosiery Association office bearers were also present in
the programme. Around 60 loan applications were submitted to the bank officials.
Later, loans under Shishu Category were disbursed to seven entrepreneurs.
14.2 Marketing Assistance – The Institute motivates the MSEs to participate in the
Govt. Store Purchase Programme so that they may take the benefit of registration as
provisioned in the Public Procurement Policy for MSEs Order 2012. The Institute has
recommended 194 MSEs for Single Point Registration Scheme of NSIC after
inspection of units. The revenue earned by inspection charges is Rs.620965/-.
