INTRODUCTION & BACKGROUND
Marine Living Resources Fund (MLRF)
• A Schedule 3 A Public Entity of the Department of Agriculture, Forestry and Fisheries.
• Defined as per the Public Finance Management Act, No. 1 of 1999
“A board, commission, company, corporation, fund or other entity (other than a
national business enterprise) which is-
(i) established in terms of national legislation;
(ii) fully or substantially funded from either the National Revenue Fund or by way
of tax, levy or other money imposed in terms of national legislation; and
(iii) accountable to Parliament.”
• Finances the operations of the Fisheries Branch (Section 11 of the MRLA: MLRF
provides for administration of the provisions of the MLRA)
• It used to be the Sea Fishery Fund - Section 27 of the Sea Fisheries Act, 1988 (Act No. 12 of
1988), then Marine Living Resource Fund - Section 10 and 11 of the Marine Living
Resources Act, 1998 (Act No. 18 of 1998) published on 27 May 1998.
• Schedule 3 A public entity as classified by the National Treasury since 2001.

ɤ Director-General is the accounting officer of the MLRF
ɤ Minister approves revenue and expenditure budget
ɤ Financial year ends 31 March
ɤ Auditors: Auditor-General of South Africa
ɤ Any unexpended cash balances at the end of the financial year are carried forward to
next year

Summary of Achievements of the MLRF
Aquaculture and Economic Development:
• Support provided to 11 fish farms
• Improved investment in the aquaculture sector and expansion of farmers
• Successful research collaboration project with the University of Limpopo (broodstock for
Cape White Stumpnose and catfish)
• Development of the Aquaculture Concept Bill
• Participation in Operation Phakisa (Unlocking the Ocean’s Economy)
• Successful engagements with aquaculture stakeholders
Research and Development:
• Completed scientific updates on the status of Abalone and West Coast Rock Lobster
• Provision of scientific advise to support the rebuilding of key fish stocks (including deep-
water hake, abalone and West Coast Rock Lobster)
• Publication of the Status of South African Marine Fishery Resources Report
• Stock assessments conducted in all the fisheries sectors (published every 2 years)

Research and Development (cont):
• Ongoing research reports (Ocean Acidification; Marine Protected Areas; Interactions
between penguins and small pelagic fishing; impacts of reduced freshwater flows on
line-and-net-fish)
• Development and implementation of the Operational Management Procedure (OMP)
approach.
Marine Resource Management:
• Fishing Rights Allocation Process 2015 Framework finalised
• Small-scale Fisheries Regulations published
• Launch of the Small-scale Fisheries Forum
• Introduction of an cell-phone information management system for small-scale fishers

Monitoring Control and Surveillance:
• Ongoing implementation of the Integrated Fisheries Security Strategy
• Increased patrols by the Fisheries Protection Vessels
• Ongoing land and sea-based inspections of fish landings

Other Achievements:
• Clean audit due to improved systems; controls and governance environment
• Lead departmental Agent in the Aquaculture Project under Operation Phakisa
• 1385 job opportunities created under the Working for Fisheries Programme
• Participation in a number of International Fora and Regional Fisheries Management

• Ongoing publication of the highly rated African Journal of Marine Science
