Through the pursuit of excellence and the development of expertise, SEAMEO RETRAC aims to become a leading regional center in the field of educational leadership and management, serving all SEAMEO Member Countries and enhancing international cooperation and partnership.

To assist SEAMEO Member Countries to identify and address issues of educational leadership and management by providing such services as research, training, consultancy, information dissemination, community service, networking and partnership.

SEAMEO RETRAC Strategic Goals
For the years 2011–2016, SEAMEO RETRAC will aim to achieve the following strategic goals:
• To cooperate with accredited degree-granting foreign universities to become a fully authorized international undergraduate/graduate institution in the fields of educational leadership and management, language teaching and learning and ICT;
• To offer training courses/ workshops on educational leadership and management, language teaching, and ICT and to conduct research in related fields;
• To expand SEAMEO RETRAC presence as the regional information and technology hub for training, research, and development;
• To implement a fully functioning overseas study and exchange agency for educators, teachers, and students; and,
• To become an accrediting organization for Vietnam’s higher education and vocational secondary training.

INTRODUCTION
With an effort to achieve its mission and goals, SEAMEO RETRAC, in the FY 2012/2013 carried out various activities, assisting SEAMEO Member Countries to identify and tackle problems of management in education at all levels, and simultaneously continued to thrive to be a regional center of excellence in educational leadership and management. This was a great effort, given financial constraints and shortage of qualified experts, in networking with national, regional, and international prestigious institutions and agencies to increase the quality and relevance of the programs, and promote the Center’s visibility and reputation.

I. PROGRAMS OF EXCELLENCE AND RELEVANCE
a. SEAMEO Major Events
During the FY 2012/2013, Dr. Ho Thanh My Phuong, SEAMEO RETRAC Director, and the Center’s senior staff took part in the following SEAMEO major events:
• 35th SEAMEO High Officials Meeting, November 27-29, 2012, Bangkok, Thailand; • 47th SEAMEO Council Conference, March 19-21, 2013, Hanoi, Vietnam; • SEAMEO Center Directors Meeting, July 01-03, 2013, Bangkok, Thailand; and, • A Series of Meetings on SEAMEO College.
As a member of SEAMEO College Project Management Committee (PMC), Dr. Ho Thanh My Phuong took part in a series of meetings held by SEAMEO Secretariat in Thailand to discuss and propagandize the project sponsored by Asian Development Bank.

b. Educational and Leadership Management Performances Serving the Region:
With the mandate approved by the SEAMEO Council to focus on educational leadership and management, SEAMEO RETRAC has conducted various professional activities in the aforementioned fields to fulfill its assigned functions. The Center itself in collaboration with other local and international partners has continued to assist SEAMEO Member Countries, especially Cambodia, Myanmar, Lao PDR and Vietnam to identify and address issues of educational leadership and management. In FY 2012/2013, SEAMEO RETRAC has organized a wide variety of trainings and workshops aiming at enhancing leadership and management skills for educational leaders and administrators in Vietnam and the region.
i. Regular Training Courses
There were 6 training courses with the attendance of 280 participants from the region. The courses aimed to enhance the quality of training and management for the participants. The highlight of educational training activities was the Training Courses in Leadership Skills for Mid-Level Managers at Higher Educational Institutions in Vietnam Using Blended Learning Mode funded by the World Bank under the Vietnam Blended Learning Project.
August 06 to 24, 2012, SEAMEO RETRAC successfully implemented 3 face-to-face training courses in educational leadership and management for 80 educational

administrators who are deans/ vice-deans, department chairs from different universities and colleges nationwide. The project’s goal was to help the mid-level managers at higher educational institutions (HEIs) improve their educational leadership and management skills to better serve their institutions and students. The training courses included but were not limited to leadership and management skills of the mid-level managers at HEIs in Vietnam, but also focused on the best practices in curriculum development and assessment in higher education worldwide. Additionally, the participants had the opportunity to visit universities in Ho Chi Minh City to share and exchange experiences as well as to learn more about educational leadership and management practices currently employed by these institutions. Besides the face-to-face trainings, participants from September to October, 2012 engaged in online activities. This blended mode of learning provided participants with the opportunity to continue their training while they still can work at their respective institutions.
Furthermore, SEAMEO RETRAC has designed and implemented training curricula on life skills to help school leaders, administrators, lecturers, and students improve their skills and attitudes in life and at work. There were as many as 120 participants in different training courses at SEAMEO RETRAC.
ii. Training Workshops
Regional Workshop on “Integrating ICT in Teaching and Learning” November 06 – 08, 2013
• SEAMEO RETRAC in collaboration with SEAMEO Regional Open Learning
Center (SEAMEO SEAMOLEC), Indonesia conducted the two-phase training workshop on “Integrating ICT in Teaching and Learning”. The first phase of the program was the online training which was offered through SEAMEO SEAMOLEC’s website for participants who were lecturers, teachers, and IT technicians from professional secondary schools, vocational colleges and universities in Cambodia, Lao PDR, Indonesia, Thailand and Vietnam. The second phase of the training was conducted face to face for 21 Vietnamese

participants from November 06 to 08, 2012 at SEAMEO RETRAC. The training workshop was facilitated by experts from SEAMEO SEAMOLEC. The embedded purposes were to help the participants understand the principles of integrating ICT into teaching and learning process, improve ICT skills, develop ICT-based learning materials, build online examination system, and plan monitoring and evaluation system to enhance the quality of education among participating countries.
• March 19-20, 2013, SEAMEO RETRAC in collaboration with Japan’s Ministry of Education, Culture, Sports, Science and Technology (MEXT) organized the training workshop on “Using Instructional Technology in Material Development” at its premises. The training was facilitated by Dr. Fumihiko Shinohara from Tokyo Gakugei University on the annual expert dispatch program supported by MEXT. The workshop was centered on the development of instructional materials by employing and applying Information and Communication Technology (ICT). The workshop drew the participation of 42 lecturers and staff from colleges and universities in Ho Chi Minh City and other provinces in Southern Vietnam.

• March 26-27, 2013, SEAMEO RETRAC organized the training workshop on “Educational Research for Higher Education” at its premises. The training

was facilitated by Prof. Dr. Linda Serra Hagedorn, Associate Dean, College of Human Sciences, Iowa State University, USA. The workshop was centered on providing participants with in-depth knowledge, skills and techniques in educational research for higher education. The training also aimed at exploring quantitative and qualitative methods including designing and conducting research for higher education. The workshop involved the participation of 33 research staff and lecturers from universities in Ho Chi Minh City and other provinces in Southern Vietnam.

To further expand educational services, SEAMEO RETRAC has taken the advantage of visiting professors and lecturers who come to Vietnam for their business trips to conduct theme-based trainings for teachers and staffs, just to name a few:
• SEAMEO RETRAC organized a training workshop on “Emerging Influences on the Practice of Program Evaluation” for the Center’s professional staff on January 08, 2013. The training workshop was facilitated by Prof. Dr. Lyn Shulha, Director of the Assessment and Evaluation Group at Queen's University, Canada.

• SEAMEO RETRAC in collaboration with US Consulate General in Ho Chi Minh City organized a training workshop on “Student Affairs: A Team Approach” at the Center’s premises for specialists in charge of student affairs from universities in Ho Chi Minh City and the Mekong Delta on June 06, 2013. The training workshop was facilitated by Mr. Dennis Gibbons, Associate Dean of Division of Student and Residence Life Services, Mohawk Valley Community College, USA.

To strengthen the regional partnership and collaboration with SEAMEO sister Centers, SEAMEO RETRAC cooperated with the SEAMEO Regional Center for Educational Innovation and Technology (SEAMEO INNOTECH) to conduct the following activities:
• The Orientation of the Project on Weaving Identities: A Teacher Toolkit towards a Southeast Asian Community on November 23, 2012 for teachers from elementary schools and high schools in Ho Chi Minh City and SEAMEO RETRAC professional staff;
• The international training workshop named “Capacity Building and Certification of Flexible Learning Tutors” for 51 flexible learning tutors who are leaders from top universities and colleges in the Philippines and Thailand from May 07 to 10, 2013; and,
• Networking Session between top universities from the Philippines, Thailand and Vietnam, May 07, 2013.
iii. International Conference and Forum:
There are two international events in the field of educational management conducted in the FY 2012/2013 attracting more than 230 participants from various parts of the globe.
• June 20-21, 2013, in partnership with Hong Kong American Center (HKAC), SEAMEO RETRAC hosted its annual International Conference on “Impacts of Globalization on Quality of Higher Education”. The purpose of the conference was to create a common collaborative platform for academicians and professionals to bring in and share new ideas, perspectives and concepts, best practices in education and training. 98 participants who are presidents, vice presidents, educators, researchers and practitioners from institutions in different

parts of the world took part in the conference. Topics presented at the conference fell into three major subthemes: Management and Leadership in Higher Education; Teaching and Learning in Higher Education; and Institutional Research Capacity and Application. Also, this conference aimed at developing and promoting linkages and partnerships between universities, colleges and educational institutions in Southeast Asia and all over the world.

• On September 20, 2012, SEAMEO RETRAC successfully hosted a regional forum, namely “Enhancing Training Quality in Basic Education in the SEA Region” at SEAMEO RECSAM in Penang, Malaysia. The regional forum was conducted back to back with its 15th Governing Board Meeting. The forum served as a platform for exchange and discussion of ideas and issues with regards to current models of basic education in each Member Country, teaching innovation, linkage of school and family education, and challenges facing basic education in each Member Country. The forum attracted the participation of 131 local teachers, lecturers and educational experts, who took this chance to share their experiences, points of view to boost the development as well as to encourage the cooperation in the field of basic education in the SEA region.

• Besides, on March 25, 2013, SEAMEO RETRAC sponsored an international forum named “Implementing Bilingual Education: Pedagogy and Management”, which welcomed more than 80 school leaders including principals, vice principals, head teachers and senior educators in Asia Pacific. This was the first within the series of Cambridge Educational Leadership Forum.

c. Educational Programs and Services
i. Regular Training Courses: Master of Arts in Applied Linguistics
Jointly conducted by Curtin University (Australia) and SEAMEO RETRAC, the eighth intake of 2011-2012 MA program successfully finished with 71 students and the graduation ceremony was held on August 13, 2012, adding up to the total of 342 graduates. In addition, the program has so far recruited 466 candidates. The ninth, tenth and eleventh intakes are now in progress and expected to graduate in August 2013 and in March 2014.

iii. International Conference on TESOL
Jointly conducted by SEAMEO RETRAC, HCMC-TESOL Association, Curtin University, and the University of Foreign Language Studies, University of Da Nang (UFLSUD), the 3rd International Conference on “English Learning: A Focus on English Use” held at UFLSUD’s premises in beautiful Da Nang City on August 9-11, 2012, provided TESOL professionals an opportunity to share their new research findings and ideas in English teaching.
More than 200 delegates from Vietnam and other countries attended the conference. There were 5 workshops and 44 papers presented at the conference, focusing on latest studies, teaching and learning strategies as well as the use of English obtained from their classroom contexts. In addition, networking sessions continued to help institutions and individuals connect with one another in an attempt to develop a TESOL community and expand post-event linkages. Most of the participants expressed their satisfaction on the content of the presentations, the organization and the logistics. They also wished to attend the 4th conference to be held next year.
iv. Summer Fun 2012
SEAMEO RETRAC in collaboration with Queens College, The City University of New York (CUNY), USA successfully conducted Summer Fun with the participation of more than 200 students from July 02 to 27, 2012. Summer Fun is an extra-curricular activity designed to create a playground during summer vacation and enhance English communication for children aged from 07 to 15. Participating in Summer Fun 2012, students could acquire English naturally and effectively through such interesting topics as music, dance, storytelling, theater play, science and environment, and cultures of English speaking countries. Besides, students had the chance to explore the world around and learn social and practical knowledge through fieldtrips and out-door activities. All lessons and activities were designed and taught by a group of veteran, enthusiastic instructors from Queens College. This is the second summer fun course co-organized by SEAMEO RETRAC and Queens College, CUNY, USA.

v. Customized Language Training Courses
Being rated one of the top quality English training providers in Ho Chi Minh City, SEAMEO RETRAC English language programs offered 10 customized English courses for the community in 2012-2013, to name a few:

vi. Implementing the National Foreign Languages Project 2020
SEAMEO RETRAC has been recognized and assigned by MOET as one of the eight English Language Testing Centers in Vietnam. Its function is to assess the levels of English proficiency of teachers of English to serve as the basis for capacity building and professional development. The Center also played an active and initiative role in assisting the National Foreign Project 2020 and the Departments of Education and Training in different provinces in Central and Southern Vietnam to enhance and upgrade the levels of English proficiency and English language teaching methodology for teachers of English.
On December 03 to 07, 2012, an English Examiners Training Workshop was organized at SEAMEO RETRAC’s premises. Forty-six selected lecturers from 5 universities in the southern part of Vietnam and from SEAMEO RETRAC participated in the workshop. The five-day course aimed to train English speaking and writing examiners for the NFL 2020 Project. During the workshop, the participants had a chance to learn about the Common European Framework of Reference (CEFR), and to practice assessing English speaking abilities and rating English writing papers.
In the FY 2012/2013, various courses and assessment sessions were conducted.
A. Teacher-of-English Trainings: 1. Intensive English training courses for 39 university lecturers, 38 Maths
teachers and 70 teachers of English at high schools funded by National Foreign Languages Project 2020;
2. An intensive English training course for 210 teachers of English to prepare for the English Language Proficiency Test in Vinh Long;
3. A training course on English Teaching Methodology for 105 high school, secondary and primary teachers of English in Vinh Long;
4. An intensive English training course for 120 teachers of English to prepare for the English Language Proficiency Test in Khanh Hoa;
5. An intensive English training course for 140 teachers of English to prepare for the English Language Proficiency Test in Tay Ninh; and,
6. Intensive English training courses for 280 teachers of English to prepare for the English Language Proficiency Test in An Giang.

B. Administrating Tests of English Proficiency for English Language
Teachers
The tests were administered for teachers of English in Ho Chi Minh City & provinces as below:
§ 137 test takers, including 35 university lecturers, 38 Maths teachers and 64 teachers of English of The National Foreign Languages Project 2020 sat for the English Proficiency test at SEAMEO RETRAC on October 04 and November 30, 2012;
§ 384 teachers of English participated in the English Proficiency test in Khanh Hoa province in October 2012 and 116 teachers participated in the test in May 2013;
§ 424 teachers of English in An Giang province attended the tests, which were scheduled in September and December 2012, and in June 2013 respectively;
§ 130 teachers of English participated in the test in Tay Ninh province in June 2013; and,
§ 261 teachers of English in Vinh Long province attended the test in May 2012, and in March 2013.

II. RESEARCH & DEVELOPMENT
Two research and collaborative projects were conducted on educational and leadership management as follows:
• Research on Basic Education Models in Southeast Asia: funded by Ministry of Education and Training, Vietnam
This research aims to study and compare the models of basic education across different countries in Southeast Asia and to make suggestions and recommendations on the best model for Vietnam and the region.
• SEAMEO College is one of the SEAMEO initiatives under the 2011-2020 SEAMEO Strategic Plan. It consists of a series of forums and research and development activities. Modules and programs will be developed based on identified and prioritized needs of the target groups, namely, (a) education ministers, (b) high level education officials, (c) education administrators and practitioners, and (d) youth leaders.
It aims to build network for research and development of education innovations in the Southeast Asian region. Dr. Ho Thanh My Phuong is a member of the Project Management Committee of SEAMEO College. SEAMEO RETRAC was assigned to be the Lead Center in implementing Module 3 of the project. Module 3: Education Leaders’ Innovation Forum and Learning (ELIF) targets on education administrators and practitioners. The common goal of this module is to introduce innovative approaches in teaching and learning for educational administrators and practitioners in the SEA region by providing them with the opportunities to participate in a dynamic learning community through training workshops and educational forums, concentrating on innovative approaches and the 21st skills for education in the SEA region. The module is expected to be carried out in the period of two years, from 2013 to 2015.
III. Consultancy, Educational Exchanges and Services
Aiming to introduce international education systems and overseas study opportunities to Vietnamese students, SEAMEO RETRAC International Development Department (IDD) has partnered with its representatives to co-organize two Canadian Education fairs and one overseas study seminar which attracted more than 530 parents and students to join. In the FY 2012/2013, IDD helped 12 students with their paperwork to pursue their studies in America, Australia, Canada, Singapore and the United Kingdom. Additionally, to help promote Australian scholarships for interested students and scholars, SEAMEO RETRAC collaborated with Australian Education International (AEI) to organize “Endeavour Award Information Session” at the Center for university students, lecturers and SEAMEO RETRAC professional staff.
Furthermore, with the recommendation from ASEAN-China Center, SEAMEO RETRAC organized one educational inbound program for 21 college leaders from the People’s Republic of China from March 30 to April 03, 2013. The purpose of the trip was to study about the technical and vocational training in Vietnam as well as to pave the way for

collaboration in joint and exchange programs with Vietnamese vocational training colleges.
Moreover, SEAMEO RETRAC also organized one tailored-made English training course for a group of 10 teachers of English from Ben Tre Department of Education and Training to study from December 15, 2012 to March 16, 2013 in New Zealand Language Center. This three-month course encompassed the first 07 weeks of Academic English and the last 05 weeks of TECSOL (Teaching English to Child Speakers of Other Languages). Besides the trainings, the trip was a valuable experience for participants because they were not only infused with precious opportunities to study an English speaking environment but also offered unforgettable excursions on the weekends.
IV. Integration of ICT into Teaching and Learning
As an ongoing implementation of the project on the integration of ICT in teaching and learning, and taking the model of smart classrooms into use, SEAMEO RETRAC has successfully synergized many forms of technologies such as installing LCD TVs together with computers, Interactive Smart Boards, internet hook-up, audio and video devices, etc. to offer students an interesting and interactive learning environment. Most of the materials in educational management and English language teaching (ELT) programs are digitalized and designed in the form of electronic visual aids to improve teaching quality as well as lifelong learning.
In addition, with the purpose of spreading out the implementation of ICT into teaching and learning, ICT Unit of SEAMEO RETRAC, during the year under review, conducted four training workshops for 217 participants who were teachers and lecturers at schools, institutions and universities in the region, to name a few:
1) A training workshop on "Teaching and Learning with Smartphone and Tablet";
2) An online training session on “Teaching with Google services”; and, 3) A series on training workshops on "Presentation Design and Thesis

KRA II REGIONAL VISIBILITY
I. Community Engagement
a. Community Involvement Programs
Apart from the above-mentioned professional programs, SEAMEO RETRAC also participated in community involvement activities such as blood donation for the needed and environmental awareness programs. To name a few:
• Donation to Go Vap Orphanage and HCMC Ulcer Hospital; • Blood donation participated by more than 40 SEAMEO RETRAC Staffs; • Responding to the Earth Hour; and, • Participation in the Community Service Responsibility (CSR) workshop at
INNOTECH and sharing session and commitment of engaging CSR in RETRAC’s activities.
b. Internship and Exchange
This year, the Center encouraged internship and exchange programs in different parts of the world as well as other SEAMEO sister Centers. In the FY 2012/2013, the Center also welcomed the delegations from University of Southern California (USC), SEAMEO INNOTECH, Queens College and ASEAN-China Center to come for staff and cultural exchange programs.
Besides, Dr. Ho Thanh My Phuong was invited to present higher education policies in Vietnam and the Southeast Asian countries for students pursuing their doctoral degree at Rossier School of Education, USC.
II. Strengthening and Increasing Linkages
The contacts, discussions and linkages with other educational institutions, organizations and SEAMEO sister Centers continued to be strengthened. a. Staff Development Programs
ORGANIZATION CHART
During the year under review, a great number of SEAMEO RETRAC staff attended training courses, workshops, conferences, and staff exchange both locally and internationally, to name a few: Validation Workshop and Fourth Consultation Meeting on SEAMEO College (Thailand); Workshop on Online Backup; Workshop on Making a Presentation with Prezi; and Workshop on Presentation Skills.
b. Professional Development for Language Teaching Staffs
In the FY 2012/2013, various training workshops in collaboration with Cambridge University Press and other distinguished agencies were conducted with the participation of over 677 teachers of English currently teaching at SEAMEO RETRAC, to name a few: KET & PET for Schools Teacher Training Seminar; Training Session on the “Speak Now” Series; YLE Teacher Training Workshop on “Preparing Students for Cambridge English Young Learners”; Seminar on “Implementing Bilingual Education: Pedagogy and Management”; Training Workshop on "Using Instructional Technology in Material Development"; Training Session on the New Materials for Communicative Business English Program; Training Workshop on “Integrating Creative and Critical Thinking Skills in Our Classrooms”; and, Training Workshop on “Using Student-Centered Techniques”.

KRA II I SOLID RESOURCE BASE
I. Financial Viability
In order to fulfill its mission and improve its services to the public, in spite of the financial constraints, the Center diversified its own financial resources through income generating activities, thanks to which, a lot of professional activities were completed, attracting a greater audience than last year.
II. Management Efficiency
SEAMEO RETRAC has increasingly developed since its inception. During the fiscal year, SEAMEO RETRAC has recruited more qualified staff to supplement the professional staff in the divisions/departments of the Center, most of whom obtained their graduate degrees in education, applied linguistics and other fields in the United States, Australia, New Zealand and other countries to meet the development of the Center as well as to offer the Center more opportunities and to better serve the community as mandated in the mission.
III. Human Resource Development
For 17 years of tireless efforts, the Center has increased the number to more than 60 staff members, most of whom are qualified and experienced professionals. SEAMEO RETRAC has been committed to the development of the Center human resources through an emphasis on training programs to upgrade their knowledge and skills. During this fiscal year, SEAMEO RETRAC staffs at all levels were provided with opportunities to develop their knowledge and skills. Alongside with in-country training workshops, lots of training courses were conducted at the Center’s premises and nearby provinces. The year under review witnessed 26 staffs joining overseas trainings and events. In addition, 08 workshops on English Language Teaching Methodology were held at the Center for professional teaching staff. Moreover, 06 trainings on soft skills were conducted for the whole Center’s staff. The Center often conducted the sharing sessions for staff who joined overseas trainings or events to share with other staff their experiences and knowledge gained from their business trips. In addition, during this fiscal year, the Center provided scholarships for 2 professional staff joining the master programs in the field of information technology and applied linguistics.

Besides trainings, SEAMEO RETRAC Trade Union organized a retreat for all staff in Nha Trang from May 29 to June 01, 2013. This trip was a great chance for SEAMEO RETRAC staff to take a rest after a long hardworking year as well as to reinforce the mutual understanding and cooperation among staff and between staff and management board.
IV. Infrastructure Development
The year under review witnessed many changes in the infrastructure development of SEAMEO RETRAC. In March 2013, SEAMEO RETRAC returned to the government the building addressed 33 C Le Thanh Ton. Previously, some of our staff used to work at the building 33 C; therefore, we did not have enough rooms for them to work when they came back to the main building. To help handle working places for staff, SEAMEO RETRAC took the plunge and rebuilt a three-storey building at the back.

In addition, the Center also renovated the basement to have more classrooms for students learning on the weekends.
SEAMEO RETRAC decorated the lobby, the Admission Room and the front of the main building to create a better and user-friendlier environment for staffs, teachers and lecturers coming to work or study at the Center.
