1) To receive and adopt the first Annual Report for the year ended 31st March 2013.
2) To receive and adopt the Audited Balance Sheet and Income & Expenditure Accounts of the
company for the year ended 31st March 2013.
3) To appoint Auditors for the year 2013-14 and fix their remuneration.

Rubber Skill Development Council is a Section-25 company, set up by All India Rubber Industries
Association (AIRIA) & Automotive Tyre Manufacturers’ Association (ATMA) in Collaboration with
National Skill Development Corporation (NSDC).
Rubber industry in India is facing a dire need of skilled manpower due to the huge gap in the demand
and availability of skilled resources. Therefore, RSDC has been formed to facilitate and enhance the
skill development process for the rubber industry, for new entrants as well as existing workforce in the
rubber industry. RSDC’s key objectives are conducting research, quality assurance and improving
delivery mechanism for skilling and up-skilling professionals in the rubber sector.

Ltd., as first Chairman on March 16, 2012.
The Head office of RSDC, in Delhi was inaugurated by the Chief Guest, Mrs. Sheela Thomas, IAS,
Chairman, Rubber Board of India, on August 11, 2012. On the same day, RSDC’s website
(www.rsdcindia.in) and Brochure was released by the Guest of Honor, Mr. Dilip Chenoy, CEO & MD,
National Skill Development Corporation (NSDC).

National Occupational Standards (NOS)
One of the main functions of RSDC is to develop the National Occupational Standards for various job
roles in the rubber sector, to facilitate standardization of processes, thus enhancing the overall quality
of the final products.
National Occupational Standards (NOS) is a core part of India’s current efforts to develop a
standardized and high quality vocational Education system. NOS specifies the standard and
performance, an individual must achieve when carrying out a function in the workplace, together with
the knowledge and understanding they need to meet that Standard consistently.
The standards can be used to:
Identify knowledge and skill gaps
Benchmark practices against the standards
Ensure training is relevant to job roles
Facilitate self assessment
Help to develop and retain a more effective workforce
Support organisational review and planning

Keeping in mind the magnitude of the assignment, NOS subcommittee divided the NOS project into
two phases and decided to develop NOS for 30 critical job roles covering 80% of the technical job roles
in the industry.
RSDC floated a Request for Proposal (RFP) for development of NOS and seven vendors
submitted their proposals.
Post the evaluation and deliberations by NOS subcommittee and RSDC’s officials, KPMG was
awarded the contract for phase I.
RSDC signed MOU with KPMG on Nov 20, 2012 for NOS Pilot Project- Phase- I.
NOS sub-committee shortlisted 54 companies from each product group of tyre and non-tyre sub-
sector and segment i.e. Large, medium, small and tiny to conduct the survey.

KPMG submitted draft NOS for validation based on the inputs received during the survey by the
companies to RSDC and due diligence was done by RSDC on the survey reports/data submitted
by KPMG.
The revised draft NOS’s were shared with the companies, surveyed by KPMG for validation.
RSDC NOS Subcommittee completed the final validation of the draft NOS’s for 16 job roles out of
30 Job. These 16 draft Qualification Packs were submitted to NSDC’s Qualifications Review
Committee (QRC) for approval on April 29, 2013.
QRC approved the first set of 16 QP’s on May 10, 2013 and the same were uploaded on RSDC &
NSDC website for industry feedback / public viewing for a month.
16 Q Packs were declared as National Standards post incorporation of feedback by RSDC
on June 30, 2013.
Draft Qualification Packs for remaining 14 Job Roles specifically for tyre sub sector submitted to
NSDC’s QRC on July 12, 2013 for approval.
QRC approved the 14 draft Qualification Packs on July 30, 2013 and the same were uploaded on
RSDC & NSDC web site for public viewing and industry validation/feedback, for a period of one
month.
14 Qualification Packs primarily referring to tyre sub- sector declared as National
Standards on August 30, 2013, post incorporation of feedback given by the industry.
One of the key objectives for RSDC is to develop a robust Labour Market Information System (LMIS)
and the first step towards developing robust LMIS is to study the prevailing skill gaps in the industry.
Keeping this in mind, RSDC has initiated the study which would enhance the understanding of the
skills-requirement in the rubber industry and help RSDC plan for capacity building needs. Skill Gap
Study (Phase-I) covers four States namely Maharashtra, Kerala, Tamil Nadu and Punjab with regard
to tyre and non-tyre segment, including specific sub-sectors.
As the next step, RSDC wants to develop an LMIS portal which will act as a one-stop shop for all
information regarding education, skills and jobs in the industry. LMIS is envisioned to be a single
source of information that provides qualitative and quantitative information on the labour market of the
rubber sector.

A Skill Gap Analysis (SGA) subcommittee has been formed by RSDC, in order to plan for skill
development initiatives based on the needs, priorities and conditions specific to the sector in various
regions of the country.

RSDC rolled out Request for Proposal for conducting Skill Gap Study (Phase-I) for four States
namely Maharashtra, Kerala, Tamil Nadu and Punjab with regard to tyre and non-tyre including
specific sub-sectors.
Proposals submitted by eight vendors about their proposed methodology to conduct the study.
ICRA Management Consulting Services awarded the contract and MOU was signed on Jan. 9,
2013 for conducting Skill Gap Study (Phase-I).
A total of 759 numbers of companies have been visited by iMACS across Punjab, Maharashtra,
Tamil Nadu and Kerala.
IMACS presented a draft report and the activities to the SGA subcommittee of RSDC.
iMaCS shall submit the final report soon after validation from various Industry experts.
The term Affiliation is used to define a process of establishing competence of any institution desiring of
delivering vocational training from NVEQF/NVQF/ NSQF level 1 to 10 which is based on National
Occupational Standards (NOS) created by RSDC.
The affiliation process conducted by RSDC will carry out evaluation of competence and availability of
the desired infrastructure or the capability of creating the desired infrastructure matching the needs/
requirements of delivering NOS based training.

To assess VTP institutions/ Education bodies and their programs that meet defined quality
standards set up by the RSDC, as per the Affiliations Protocol, in delivering NOS based training.
To foster excellence in VTP institutions building effectiveness in delivering NOS or competency

Affiliations Sub committee’s first meeting was held on May 22, 2013 for deliberating on and finalizing the Affiliations Protocol of RSDC. The committee recommended the appointment of third party for conducting assessment of institutes willing to be affiliated.
RFI floated for conducting the Assessment of Institutes, willing to be affiliated with RSDC, as per the Affiliations Protocol on June 03, 2013 and 6 vendors submitted Expression of Interest for assessment of institutes.
Two shortlisted vendors made final presentations in front of the committee on July 04, 2013. Based on the Technical Strengths and Financial Proposal, Committee shortlisted Manipal City & Guilds for conducting Assessment of Institutes for affiliations
RSDC’ Affiliations Sub- Committee third meeting was held on August 30, 2013 to revise the schedule of charges for affiliation under the STAR scheme.
To meet the quality norms/ standards of RSDC, affiliated Training Partners would conduct trainings
aligned to NOS based curriculum. The trainings would focus on building hands on skills for the
trainees, through theoretical and practical sessions, complemented with On-The-Job trainings/
internships for the trainees. Exposure to industry is an integral part of trainings aligned to RSDC.
Training modules have to be inclusive of technical as well as social and behavioural skills.
RSDC is committed to create a talent pool of the skilled manpower to meet the requirement of the

industry. RSDC will create a team of Master Trainers who will impart training to trainers in accordance
with NOS developed for various trades in the industry. Trainers of affiliated institutes, also to be trained
and certified by RSDC Master Trainers on best pedagogical practices to ensure standardization of the
training processes, quality and consistency.
Curriculum needs to be mapped in accordance to NOS to ensure the delivery of industry relevant
trainings, considering this RSDC has formed Curriculum Review Committee (CRC) to validate the
curriculum shared by affiliating institutes for various job roles.
The Curriculum Review Committee of RSDC was formed comprising 7 members, headed by Prof. Anil
K. Bhowmick, Director, Indian Institute of Technology, Patna.
Curriculum submitted by RSDC’s affiliated institutes has to be reviewed by the Curriculum Review
Committee, to assure that all aspects and performance criteria under the respective NOS for a QP, are
fully covered in the curriculum and that the number of hours allocated for each topic is optimum.
Curriculum review is the most important activity to assure the compliance of trainings to RSDC’s
quality norms. The gaps identified by the CRC are reported back to the training partners for corrective
action and incorporation of the suggestions therein. Based on the finally vetted curriculum, the
courseware for the trainings is prepared by the training partners with regard to the trainers’ guide,
facilitators’ guide, participant manual and assessment guide.

Prime objective to define and develop National Occupational Standards is to train and assess the
trainee on skills, competency and knowledge at NOS level. Assessment criterion has been defined for
each NOS and it includes both theoretical and practical skills on which the trainee will be assessed. For
the trainer to impart knowledge effectively, s/he should be competent in two key areas: Subject
Knowledge and Training Delivery.
Effective assessments of trainers are required to ensure that the right trainers are deployed for
delivery of the defined curriculum. The evaluation of the competencies accomplished by the trainers
and trainees is conducted through comprehensive assessments process. Post the conduct of
assessments, successful trainers and trainees are certified by RSDC.
The affiliating institutes are expected to comply with the quality parameters as defined in RSDC’s
affiliations protocol. Adequate infrastructure for conducting theoretical as well as practical trainings
aligned to the relevant job roles has to be arranged by the institutes for affiliating with RSDC. The
curriculum, courseware and training methodology are also required to be in line with RSDC’s
requirements, as per formats specified in affiliation protocol.
For assessing the knowledge and skills of the trainers and trainees, and to maintain the quality
standards, RSDC formed a subcommittee for assessments and certifications.

About the Scheme

Government of India on August 16, 2013 unveiled the National Skill Certification and Monetary
Reward Scheme, to encourage youth to acquire skills and make them employable. The scheme
named as STAR (Standard Training Assessment and Reward) envisages a monetary reward that will
in essence financially help those who wish to acquire a new skill or upgrade their skills to a higher level.
The Objective of the scheme is to foster skill development by providing monetary rewards for
successful completion of approved training programs.
A fund of Rs. 1000 crore has been allocated by the Finance Minister Mr. P. Chidambram in the
annual budget of 2013-14. Appropriate consideration will be provided to the students from
economically backward sections of the society.
Every candidate successfully completing a skill based course would get a reward of Rs.7,500/- to
Rs.15,000/- depending upon the level and sector of the course.
The scheme is valid for certifications completed till August, 2014.
RSDC’s participation in STAR scheme:
RSDC has been selected for the pilot launch of the STAR scheme of Govt. of India. A total of 9
sectors, including Rubber, have been shortlisted by GOI for the launch of this scheme on August
16, 2013.
The selection of the sectors has been based on the readiness of the respective Sector Skill
Councils, with regard to the development and approval of the National Occupational Standards.
As on date, a total of 30 QPs for various job roles have been approved as National Standards by
NSDC. Out of these 30 job roles, 22 job roles are approved under the STAR scheme, as the job
roles of only levels I to IV have been covered under this scheme.

Comprehensive audit checks have been carried out by RSDC for the training organizations
affiliating with RSDC; with regard to the curriculum to be offered, training methodology,
infrastructure assessment and compliance assessments.
Under the pilot phase, RSDC certified courses for Internal mixer operator and Mill operator has
been launched by labour Net and HASETRI respectively.
The trainee of the first two batches has also been assessed by RSDC certified assessors,
evaluating the skill competencies acquired by the trainees through these programmes on
September 25, 2013 and October 05, 2013.
RSDC’s first pilot batches launched under the STAR scheme by two organizations-
1. HASETRI (Hari Shankar Singhania Elastomer & Tyre Research Institute)
2. LabourNet
HASETRI is India’s first and foremost independent Research and Testing Council, located at
Kankroli, District Rajasmand, Rajasthan. The course based on the job role of Mill Operator has
been started by HASETRI under the STAR scheme, for 32 trainees. Theoretical and practical
classes would be imparted to the trainees for providing hands on skills and job role specific
expertise. The practical training is provided in the lab as well as at the shop floor of JK Tyres.
HASETRI would be launching more
batches for the other job roles as well at
multiple facilities of JK Tyres.
LabourNet is a NSDC funded partner in the
skill training space, with its Headquarters in
Bangalore. It operates through its livelihood
Councils with PAN India presence.
LabourNet has launched the Internal Mixer
Operator course in Madurai for 33 trainees,
by collaborating with the Rubber
Manufacturing companies in Madurai.
Training for many other job roles would be
started by LabourNet at various places across the country by collaborating with the Rubber
Manufacturing companies. The theoretical classes for these programmes would be conducted at
LabourNet Livelihood Councils located in different cities of the country or the facility/premise of the
company, while the practical training would be conducted at the shop floor of these companies.
Next set of batches have also been started by LabourNet at Ludhiana (Punjab), in association
with Metro Tyres for Tyre Moulding Operator and Compression Moulding Operator. LabourNet
has already signed with many other Rubber Companies, across various regions of the country,
for the launch of training programmes on multiple job roles at operator levels.

Basix Academy for Building Lifelong Employability Ltd (B-ABLE) has the distinction of being the first
partner of National Skills Development Corporation (NSDC). B-ABLE has trained more than 27,000
students in more than 35 skill trades across various sectors, across 18 states.
B-Able would be launching the programmes on Internal Mixer Operator, Injection Moulding Operator
and Extruder Operator job roles, in their Council at Bhiwadi, in association with different rubber
manufacturing companies.
RVS
RVS Rise Skills Pvt. Ltd, an entity managed and controlled by RVS Group is formed for the purpose of
execution of skill development and vocational training programs across India.
RVS would be providing trainings on Compression Moulding Operator and Mill Operator job roles in
association with Footwear Design & Development Institute, Noida
Assessment of all the trainees of RSDC’s Affiliated Partners, under the pilot batches of STAR
scheme, has been conducted by ‘Aspiring Minds’, the empanelled Assessment Agency of RSDC.
Aspiring Minds empanelled the assessors who are Subject Matter Experts from the Industry or
academicians, and are competent to conduct assessments for the specific job role.
Trainees are being assessed on theoretical as well as practical skills, to ensure that they are readily
depolyable by the industry.
Minimum pass percentage for the trainees has been set at 50% by RSDC. The main purpose of
conducting the NOS aligned trainings and assessments, is to ensure the hands on skills for the
resources.
The successful trainees would be issued joint certificates from Govt. of India, NSDC and RSDC.
Post the certification, monetary rewards of Rs. 15,000/- per trainee would be credited to the
trainees’ bank accounts, linked to the Adhaar cards, for the said courses.

This team will meet the industrial units, employees, organisations and RPS’s to understanding prevailing and expected (as indicated by skill gap study) competency standards, and create Qualification packs and NOS , that will be validated by the NOS Subcommittee for the NR segment.
The Rubber Board and RSDC will outline assessment framework for NR segment with support from Rubber Board.
The Rubber Board and RSDC will certify trainees as well as trainers working in the institutes offering programs for the NR segment. Certificate will carry the logo of Rubber Board and RSDC.
The Rubber Board and RSDC can join hands in creating Council of excellence for training in plantation and processing subsectors in states of Orissa and Tripura.
RSDC and ASAP Collaboration:
RSDC partnered with ASAP(Additional skills Acquisition Programme) wing of the state Govt. of
Kerala for the introduction of Rubber Technology Programmes in schools and colleges across
Kerala.

RSDC Chairman and CEO met Mr. Prasanth N., IAS, Managing Director, Kerala Academy for Skills
Excellence (KASE) on June 28, 2013
KASE has agreed to provide land and basic infrastructure for Council of Excellence
RSDC to provide infrastructure and training for Rubber Technology programmes
RSDC needs to tie up with world class Rubber Training Institute for the training delivery. RSDC
approached American Chemical Society, US for joining hands with RSDC to impart training.
Proposals received from Global Peers, KPMG and Techno Park for feasibility study and business
model for establishing Council of Excellence.

AIRIA’s 60th AGM, Chennai, on September 22, 2012
Mr. M.V. Subbiah, Chairman, National Skill Development Corporation, and the Chief Guest at the
event, lauded the rubber industry on the rapid progress in setting up the Rubber Skill Development
Council, one of the 14 approved by the Corporation. The NSDC, a public-private partnership
initiative to create a skilled workforce by setting up industry-specific councils that will launch
training programmes, is set to approve 14 more such councils, he said.
Mr. Vinod Simon, Chairman-RSDC & the then President, AIRIA, informed that RSDC will ensure
availability of skilled manpower across the entire rubber sector in the coming years.

RSDC had put up a stall in exhibition area in IRE with the objective to promote RSDC and create
awareness amongst all the stakeholders.

Response from the visitors was very positive and appreciated the initiative taken by NSDC & RSDC
for the industry.
Institutes and training providers visited the stall and shown interest in partnering with RSDC.
