These words aren’t just ArtsErie’s tagline but a part of the fabric that is ArtsErie. As we celebrate our 50th birthday, our mission and vision continue to encourage us to be a catalyst for improvement and to create opportunities for all to enjoy and participate in the arts.

In the pages that follow, you can see the impact that ArtsErie has had on Northwest PA during the past year. Many organizations have benefited from our various funding programs, including the PA Partners in the Arts grants which are funded by the PA Council on the Arts, as well as the ArtsErie grants which are funded by generous donations to the ArtsErie United Fund and earnings from the Erie Arts Endowment. This past year, ArtsErie was fortunate to receive a capacity-building grant from the Kresge Foundation to improve the operations of arts and cultural organizations. We salute the organizations that successfully passed the panel review process and were awarded funding.

Because we firmly believe in the role of the arts in the classroom, ArtsErie took a bold step last spring and applied for a federal Department of Education Grant. We were overjoyed to receive notice that our application was one of 33 selected for funding out of 200 submitted. Nearly $1.2 million will be invested in teacher artist partnerships in Northwest PA over the next four years.

Our biggest effort, however, was the development of CultureSpark, the Erie County Cultural Master Plan, which we facilitated with The Nonprofit Partnership. This community-based plan with 35 specific recommendations provides a new roadmap for arts, culture and heritage for the next 10 years. Key to its success will be the continuation of the dialog that began during the planning process and the development of new partnerships with government, business, educators and the community to create new opportunities for and with arts, culture and heritage.

ArtsErie has been supporting the arts and creating opportunities for 50 years. But we didn’t do it alone. Imagine what we can create in the years to come if we work together.

50 Years at a Glance

ArtsErie was founded in 1960 and was the first arts council in Pennsylvania. Charter members were the Erie Civic Ballet, the Art Center, the Erie Philharmonic and the Erie Civic Theater.

�In the fall of 1967, the first of 43 successive United Arts Fund drives was held. It was the first in PA and the 16th in the United States.

�The Erie Arts Endowment was created in 1982 with a gift from Clarence E. Beyers. Additional gifts were received from Mr. Beyers, a trust established by Lydia McCain, the McBrier Family, and Roger Zurn and Kathy Zurn Rohm; through a PA Council on the Arts matching program; and from countless other donors.

�Endowment sub-funds were established for many of the major arts organizations in 1990.

�Also in 1990, the Board was restructured from a board comprised of arts organizations to a business board.

�In 1993, the Arts in Education Partnership was established with the PA Council on the Arts that focused on arts integration in the classroom curriculum through artist residencies. Today, ArtsErie covers 11 counties in Northwest PA.

�In 1994, a Master Plan for the restoration and expansion of Erie’s historic Warner Theatre was completed, which lead to the creation of the Warner Preservation Trust.

�1999 was also the beginning of another partnership with the PA Council on the Arts known as the PA Partners in the Arts. This program has brought new funding opportunities for smaller arts programs and projects in Northwest PA.

�In 2005-06, the ArtsErie Board completed a strategic planning process that led to our name change to ArtsErie in 2008 and a broader vision for the organization that encompasses the arts throughout the county.

�ArtsErie and The Nonprofit Partnership facilitated CultureSpark, the Erie County Cultural Master Plan, a 10-year roadmap for arts, culture and heritage, in 2009-10.

ArtsErie has evolved into a strong, viable organization that is ready to lead the arts in Erie County for the next 50 years.

2009 ArtsErie Arts Appreciation AwardsEach year ArtsErie honors individuals and groups for their contributions to the arts community with ArtsErie Arts Appreciation Awards. The awards are presented each October, National Arts and Humanities Month, at ArtsErie’s Fall for the Arts event. In 2009, ArtsErie presented three Arts Appreciation Awards:

Bringing the Arts to the Classroom

Artist residencies help students learn their curriculum through the arts and are made possible through the Arts in Education Partnership of the Pennsylvania Council on the Arts, a state agency funded by the citizens of Pennsylvania through annual legislative appropriation. The Pennsylvania Council on the Arts is supported by the National Endowment for the Arts, a federal agency. Matching funds are provided by the residency host, grants and Educational Improvement Tax Credit contributions.

Poetry Out Loud – Participating High Schools

The National Endowment for the Arts and The Poetry Foundation created the Poetry Out Loud: National Recitation Contest to encourage high school students to learn about great poetry through memorization, performance and competition. The 2009-10 academic year marked ArtsErie’s fifth year as regional host and program facilitator for area high schools. Last year, 7,000 students in 90 Pennsylvania high schools participated at the classroom level.

ArtsErie Program Support Grants provided operational funding for the major arts organizations from funds raised by the ArtsErie United Fund and income from the Erie Arts Endowment.

Changes to the allocation process first introduced in 2007 continued to be phased in during FY2010. An advance of $165,900 from the 2009 ArtsErie United Fund was distributed in FY2009, with the following amounts distributed in 2010.

The 2010 income of $136,760 will be distributed in FY2011.

ArtsErie Supports Community Arts Programs

Each year Arts Erie distributes thousands of dollars in funding throughout the region using a competitive grant process where community panels evaluate grant applications. Arts programs and projects are funded by the PA Council on the Arts, community contributions to the ArtsErie United Fund and the Erie Arts Endowment. Between artist residency programs and grant awards, ArtsErie has distributed over $410,000 in 2009-10 to support arts programming.

Erie Arts Endowment Grants

In 1981, Clarence E. Beyers made a significant gift to ArtsErie to establish the Erie Arts Endowment. This gift, plus contributions from others such as Lydia McCain, has grown into an endowment valued at over $3.3 million today. The Erie Arts Endowment, along with the ArtsErie United Fund, provides funding for ArtsErie grants, awarded to community organizations offering performances and arts events throughout Erie County.

ArtsErie was awarded an Arts and Culture Capacity Building Grant of $65,000 from the prestigious Kresge Foundation of Troy, Michigan in late 2009.

The Kresge Foundation, a national foundation that has historically supported fundraising campaigns to build capital projects, responded to the effects of the economic crisis on arts and culture through a new initiative designed to build the capacity of nonprofit arts and cultural organizations in selected communities.

ArtsErie used the data collected through the CultureSpark cultural planning process to identify those areas of need, which, if addressed, could best benefit local arts and cultural organizations.

Five area arts and cultural organizations were selected to receive funds in the first round of ArtsErie Kresge Capacity-Building Grants. The grant awards were designed to improve the organizational functioning for those funded. The second round will be conducted in FY2011.

Erie County, like communities across the country, undertook cultural planning to take stock of existing cultural resources and the many ways in which they benefit the community; to assess cultural strengths, challenges and opportunities; to gain community and stakeholder input in setting future cultural priorities; and to further integrate cultural development as a tool for building prosperity, vitality, creativity and community.

The CultureSpark planning process was comprehensive, and included extensive research and robust stakeholder and community dialog as a basis for its 35 recommendations. The process was open, porous and engaging – designed to cultivate and inspire the ongoing community leadership needed to realize its 10-year vision. The CultureSpark Implementation Action Team is actively addressing those recommendations with an immediate time frame.

Top Recommendations The following recommendations are a composite of those recommendations that have the greatest potential impact on the 10-year CultureSpark vision for cultural development. Please visit www.CultureSparkErie.org for more information.

� Launch a joint marketing initiative to increase and diversify participation in cultural activity, and increase earned income for arts, cultural and heritage organizations. Convene a Marketing Advisory Committee to create a marketing plan addressing opportunities surfaced in CultureSpark market research, such as cross promotions, targeted marketing and cultural tourism.

� Create a Central Cultural Website as a primary tool for communication, marketing and networking, with links to other important sites. It would include a directory of artists, cultural and heritage organizations, venues, events, education and youth programs; a calendar for scheduling and marketing purposes; and information on training, service and funding for the arts, culture and heritage sector.

� Countywide Cultural Development: increase the number and visibility of cultural activities in communities throughout Erie County to promote greater access, participation and community vitality. Integrate CultureSpark strategies into other civic and public planning initiatives.

� Increase cultural education opportunities in K-12 schools and community settings, through concerted advocacy to education, community, business and government leaders – this is key to the Erie region’s future cultural and economic vitality.

� Enhance professional development, marketing and support for individual artists and creators to sustain their presence and impact in Erie County. Develop an artists/creators alliance under ArtsErie, for networking, collaborations and marketing.

� Develop a Cultural Center, or centers to provide additional spaces for exhibition and performance, to raise the visibility of culture in the region and to contribute to revitalization of downtowns through rehabilitation of vacant or underutilized buildings.

� Increase private fundraising capacity and activity of arts, cultural and heritage organizations, particularly planned giving to endowments, in order to strengthen and stabilize them.

� Secure a sustainable government/public dedicated funding source for the arts, culture and heritage In Erie County to provide a balanced, stable mix of earned income, private and government/public support.

� Develop new partnerships that improve and enhance the relationship among community leadership, governments, civic organizations, colleges/universities and arts, culture and heritage.
