TO OUR STAKEHOLDERS
Strategic Highlights
2019 Was a strategic year of hard work, research and commitment for our board of directors and staff.
While we fought hard to bring about a merger and independent charter with the Boys & Girls Club of
America, at the end we ultimately had to make a tough decision to move on, in order to move the
organization forward. Based on the results and impact of our current operations, the decision to seek a
new affiliation with the National Police Athletic League Association was the right move.
Financial Highlights
-Tuesday, December 4th, 2019 was the launch of the “Our Kids, Our Community” Annual Giving
Campaign in just under 24 hours we reached a quarter of our campaign goal ($25,000)
76 Donors to Date have helped use reach $20,497 of the $25,000 Goal
-A Record number of Foundation and Private Business Program grants were
awarded to help fund specific youth programs (13)
Operating Highlights
A major focus in 2019 was a give back campaign, to help support, and give
back to those in the community who have helped graciously build our
organization since 2013. In 2019 we completed 15 Community service
projects totaling over 1,000 hours in community service projects between
our youth and staff. Because of this we were able to instill in our youth the
importance of community and why it is important to get involved and help
give back. Massena PAL saw a record number of consistent average daily
attendance at 78 youth per day. In addition, we introduced 3 new
programs accompanied by a new schedule which received an 88% approval rating from our youth.

Looking Ahead
As we look ahead into 2020 and 2021, It’s apparent to us that our mission has never been
clearer. Our youth and community will need us more than ever as the adverse effects created by Covid-
19 has put unanticipated stress on our local economy and businesses. We look forward to the advancing
phases of the Re Opening process, and we continue to monitor, using the guidelines provided by the
NYS Department of Health, to plan for a safe and secure Re Opening of our program. As soon as we have
the information for how NY Schools plan to proceed in the fall, we will have a better idea on how to
implement an operational plan for the upcoming school year as well.
Like many of our local Non-Profit organizations, we too were forced to cancel a number of
fundraising events this year, Including our 3rd Annual Golf Tournament, 2nd Annual Softball tournament
and Cops Vs. Kids ESports Tournament. When it is safe to do so, we look forward to planning and
proceeding with some new and creative fundraising opportunities. Because of the wonderful support
from our community and local businesses, we were pleased to have the financial sustainability to get us
through the crisis, that will also help us to reopen. However, as we approach our new 2020/2021 budget
year at the end of August, we understand that now isn’t the best time to ask for support. Like many non-
profits, we plan to take a deeper look at our expenses and projected revenue for the upcoming year in
order to ensure long term stability and positive financial well-being. We’d like to thank everyone who
has continued forward with their commitments to Massena PAL through the crisis and just as we have
always done, we plan to use all of our resources available to put forth a positive program.
Our organization through anything, will continue to put Kids, Cops and Community at the
forefront of everything we do. Our dedication to providing a safe, fun, affordable and productive place
for our youth to gather is pertinent to moving our community forward. We would like to thank all of our
PAL Members who joined us through the virtual programming sessions and pen pal letters. As a nice
surprise, they were also able to help shine some light and happiness to our staff through all the
wonderful communications. We’re excited for the chance to see all of our PAL Youth again for another
fantastic year.

NOTES TO FINANCIAL STATEMENTS
While reviewing 2019 Financials, you will notice a slight increase in annual expenses as a direct result of
two major grant projects that were completed in the Fall of 2019 and Reimbursed within the 2020
financial cycle. Major fundraising efforts were also put on pause while we worked through the merge
process and an affiliation with our new organization, as a local chapter of National PAL (National Police
Athletic League)
Debt
The Police Activities League of Massena has zero debt to date and intends to keep it that way. Because of the 2015 DASNY Grant we were able to purchase our property and building out right as well as complete the necessary renovations to fit our program needs with zero liability
Going Concern As the Covid-19 Pandemic and Pause order
remains in effect through early 2020, we have
going concerns that our reliable donors and private
business contributors may have to cut community
donations from their budgets in order to maintain
their own day to day operations. While we
completely understand those types of decisions,
we will seek additional individual community giving
and fundraising supporters to help us continue to
maintain financial stability through these
unprecedented times in order to keep valuable
programs going to our community youth.
Takeaways 2019 was a highlight year in terms of pushing the
program to max capacity with the highest number
of individual Youth served since 2015. Because of
our steadfast growth and ever evolving program
and transitions from the School to our new facility,
we’ve since been able to get a better idea of just
exactly what consistent annual operating funding
looks like now that we’re operating at full capacity
headed into our fourth year in our new building.
Moving forward, we will look to new and exciting
fundraising ideas and a strategic plan to grow a
long term endowment fund
