Dear friends,
Except environmental issues, Year 2019– 20 proved to be an eventful year for all of us. During
this year, so far as problems related to industrial development are concerned, some of the
problems were sorted out. Due to global recession, overall slowdown was experienced in the first
half of the year and situation was slowly improving, but the lock down imposed due to outbreak
of Covid-19 pandemic since the 1st quarter of the year 2020 deteriorated the situation further.
Since June 2020, on announcement of relaxations in the Covid-19 Protocol, the trade and
industry are picking up the momentum and I am sure; shortly the industry will come on the track
of growth.
As you are aware, Ankleshwar Industries Association as part of its objectives has been
endeavoring to strengthen the basic infrastructure required for industrial development, besides
sorting out individual and common problems of industries. So far as basic infrastructural
facilities are concerned, we have been putting all possible efforts for improvement in power
supply, water supply, roads and street lights, telecommunication and other relevant and
important basic amenities in and around the industrial township. With your whole hearted
support, our efforts could yield better results during the year.
Issues related to GIDC, GPCB, GST, Income Tax and other departments were
represented to the authorities from time to time. On follow up of the issues most of
the problems have been sorted out and remaining problems are under due
consideration of respective departments.
Implementation of project for total digitalization of Notified Area is nearing completion and as
its part, online billing and payment of Water Supply and Drainage Cess is launched on trial basis.
Similarly, online billing and payment of Notified Area Tax, online complaint registration etc;
will be launched very soon.
Status of common environmental projects being implemented by Ankleshwar Waste
Management Limited is as under:
1. New 10 MLD CETP for SSI Units:
Preliminary project works like engaging consultants, preparation of DPR,
Designing and building plan approval of new 10 MLD capacity CETP for SSI

units of Ankleshwar, to be set up under Notified Area Authority, Ankleshwar,
but to be operated by Ankleshwar Waste Management Limited in the plot of
30,000 Sq. Mtrs. land allotted for this purpose, @ estimated cost of Rs. 71.00
crores have been completed. EC and NOC of this project have already been
granted. Bhoomi Pujan of the project was performed at the august hands of
Shri Nitinbhai Patel, Hon’ble Deputy Chief Minister on 14 th October 2019 in
the presence of Shri Jaydrathsinhji Parmar, Hon’ble Minister of State for
Environment (Independent Charge), Shri Ishwarsinh Patel, Hon’ble Minister
of State for Co-operation, Sports & Games, Youth, Cultural Affairs
(Independent Charge) and Road Transport, Shri Mansukhbhai Vasava,
Hon’ble Member of Parliament, Shri Dushyantbhai Patel, Hon’ble MLA,
Bharuch, Shri Arunsinh Rana, Hon’ble MLA, Vagra, Shri Balwantsinhji
Rajput, Chairman, GIDC, Dr. M D Modiya, IAS, District Magistrate &
Collector, Bharuch, Shri Baldevbhai Prajapati, National President, Laghu
Udyog Bharti, Shri B C Warli, Chief Engineer, GIDC, Shri N M Tabhani,
Member Secretary, GPCB and other distinguished guests. Application for
Financial Assistance has been submitted and is under due consideration of the
Industries Commissioner. Tender for civil construction and procurement of
machinery are being finalized.
2. Similarly to set up Project for Interim Co-Processing Facility on Plot No.
9302 – 9307 admeasuring 45,000 Sq. Meters allotted in favour of Ankleshwar
Waste Management Limited @ 50% premium price is in progress. Order for
civil construction has been placed and construction will commence soon.
Management of Water Supply & Drainage Schemes through the Notified Area Authority could
satisfy the community. All complaints are being attended on war footing and as on date, we
could prove trouble free operation of both the schemes. Last year the State has received good
rainfall and all the dams were full and we could maintain normal water supply in the estate.
Based on availability of water from the Irrigation Department, since March 2020, two times
supply to the housing sector and 24 hours supply to the industrial sector have been maintained.

Even after undertaking repairing and maintenance of wells/Filter Plants of 5 MGD
each at Rundh @ Rs. 45.00 lakhs, Jhagadia is not supplying more than 10 MLD
against the committed quantity of 22.50 MLD to Ankleshwar. Matter is being
followed up vigorously with GIDC and hopeful of positive result soon. As alternate
source, proposal for laying new pipeline from Rundh to Ankleshwar is under due
consideration of GIDC Head Office. To enhance the storage capacity of reservoir,
our proposal for deepening of Reservoir @ estimated cost of Rs. 22.50 crores is also
under consideration of GIDC HO. DPR with estimate prepared by the Consultant on
the Project for upgradation of Water Supply Distribution System @ Ankleshwar has
also been submitted to GIDC HO.
We had been following up with the State Government and DGVCL for providing
maximum grant for underground cabling project. Because of maximum Rs. 25.00
crores ceiling in the grant, we thought of splitting the project to two phases, but
again we had to go for single project as the Government will not sanction grant for
second time. In the meetings with the Managing Director and other senior officials
of DGVCL, we could convince them to consider the income from sale/utilization of
dismantled overhead structures and fixtures in the project cost and to call per KVA
charges from the consumers through the Notified Area to meet the balance cost after
Government grant and DGVCL share. In accordance with this formula, the project
was being finalized, but due to the lock down imposed on outbreak of Covid-19
pandemic since March 2020, finalization of project is being delayed.
With the vigorous follow up with GIDC at Head Office level, GIDC has considered all issues
and allotment of housing plots to the applicants positively. GIDC has agreed to allot land for
development of Transport Nagar to the Notified Area. In a recent meeting, the Regional
Manager, GIDC, Ankleshwar principally agreed for early allotment of residential plot. Our
request for allotment of adjoining plots to the existing industries is also under due consideration
of GIDC.
In January 2020, a mega industrial exhibition “AIA Industrial Expo 2020” was organized with
support of Industries Commissionerate, iNDEXTb, GIDC, GSDMA, FIA, GCCI, Panoli,

Jhagadia, Dahej, Saykha and various other Industries Associations and Laghu Udyog Bharti.
More than 300 stalls/exhibitors participated in the Expo and the event was a grand success.
We had been following up with NCT Management and the State Government for transfer of
management of FETP and Effluent Conveyance System up to deep sea to Ankleshwar and Panoli
Industries Associations by forming a new company so that modernization/upgradation of FETP
and Effluent Conveyance System, capacity enhancement of FETP from 40 to 60 MLD and
Booster Pumping Station from 60 to 105 MLD. Since Jhagadia has already been separated from
FETP, we had proposed either NCT can manage the portion of Jhagadia own its own or hand
over them management of pipeline from Jhagadia up to Booster Pumping Station at Kantiyajal to
Jhagadia. Board of NCT in its meeting held on 26/03/2019, agreed to our proposal of transfer of
management of FETP and Effluent Conveyance System to Ankleshwar and Panoli Industries
Associations and advised to submit final proposal. We after having meeting with the Presidents
of Ankleshwar, Panoli and Jhagadia Industries Associations have submitted proposal for
restructuring of NCT Board with the consent of all the directors of NCT from Ankleshwar and
Panoli industrial estates. Finally the State Government principally agreed to our proposal and in
the first week of January 2020, the Chief Secretary advised GIDC to hand over the company to
the local industries associations for management. As advised by GIDC, the process for setting up
a new entity has been initiated by Ankleshwar jointly with Panoli Industries Association.
Meanwhile, we have been relentlessly following up with NCT for undertaking upgradation
activities in the FETP as well as uploading application for capacity enhancement of Booster
Pumping Station from 60 to 105 MLD, so that consent application for expansion of capacity of
FETP from 40 to 60 MLD can be made to the GPCB subsequently. But it is felt that NCT
personnel are deliberately delaying the entire process by creating one or other hurdle at every
stage. However, we have been in constant follow up and we are sure to complete all formalities
as early as possible.
As the new billing formula of charging Fix Cost and variable cost adopted since April 2019 for
six months on trial found more disputable due to erroneous method used at the NCT end, on our
repeated representations, NCT Board decided to restore the original billing formula since March
2020. In the bills raised for the trial period since April 2019, there were large scale discrepancies
in respect of Variable Cost, which lead to hue and cry amongst the industries and to set right the

issue, in last Board meeting of NCT formed a three members’ committee. Sitting of this
committee is being arranged soon.
For finalizing marine disposal norms, as per the recommendation of NIO, CSMCRI
and NEERI, we have filed intervention petition in Hon’ble NGT. Settlement of this
petition was positive and as per the directive of Hon’ble NGT the Ministry of
Environment, Forest & Climate Change constituted a high level committee to study
the facts and submit report for finalizing marine disposal norms for NCT. Matter is
under due consideration of the committee. Due to outbreak of Covid-19 pandemic,
sitting of this committee is being delayed. Let us hope for better results in coming
days.
All are aware that due to the lock down imposed on outbreak of Covid-19 pandemic, the trade
and industry has been struggling a lot to overcome difficulties. In the initial period of lock down,
only the industries of essential commodities only were permitted to operate, that too with 30% of
their capacity. Later on all industries were allowed to operate, subject to strict compliance of
lock down protocol. At every stage, we have helped the industries to get permission to operate
from the administration. We have also represented to the Government for giving relief/financial
assistance to the industries to overcome the losses suffered during the lock down period. The
Government acceding to the request of industrial forums has declared different schemes and
stimulative packages, waiver of fix cost in energy bill, partial waiver of penal interest on gas bills
etc. during the lock down period so as to ensure growth of industry as well as economy.
Detailed report on various activities carried out by the Sub Committees formed for the year
2019-20 are annexed in the coming pages.

With our repeated and untiring representations, most of the individual and common issues related
to GIDC have been solved.
GIDC took a liberal view of the applications for residential plots in Ankleshwar and assured to
clear all pending applications both manual and online as early as possible. GIDC also agreed to
consider our representation to extend time limit for utilization of residential plots in Phase III, IV
and V where infrastructure is being developed.
Notified Area:
The Board of Management for Notified Area has been very effective and there has been
substantial improvement in the functioning of the Notified Area. Notified Area against total tax
of Rs. 3315.00 lakhs assessed for the year 2019-20, collected Rs. 2827.92 lakhs during the year.
Against total arrears of Rs. 2777.22 lakhs of previous years, collected Rs. 635.96 lakhs + interest
Rs. 251.05 lakhs during the year. Thus the total Consolidated Tax collection during the year is
Rs. 2858.59 lakhs. Outstanding carried forward for the 2019-20 is Rs. 3254.85 lakhs + interest of
Rs. 1938.64 lakhs, making the total to Rs. 5193.49.
During the year, repair and maintenance of Roads, Storm Water Drains, Street Lights, Gardens,
Joggers’ Park, Children Park etc. have been carried out on regular basis. Cleaning of housing
area has been undertaken regularly. At the instance of the Board of Management for Notified
Area, especially of its Chairman, Shri Ashok N Chovatia, the District Administration sanctioned
Covid-19 Testing Centre and the Notified Area set up the Testing Centre @ K M Munshi
Sanskrutik Bhavan.
All major jobs executed by the Notified Area Authority in co-ordination with the Infrastructure
Maintenance Committee and other committees of AIA are detailed in the report of respective
committees in coming pages.
Disaster Prevention & Management Centre:
Major activities of the DPMC during the year:
(1) Attended 114 emergencies of fires, accidents, gas emissions, explosions etc.

Smt. Jayaben Mody Hospital:
During the year, the hospital continued to extend its excellent medical treatment and health
services to the community. Since April 2020, the hospital has been designated as Covid-19
Hospital and has been providing effective treatment to the Covid-19 patients.
Dakshin Gujarat Vij Co. Ltd.
During the year, overall performance of power supply system was found satisfactory on account
of periodical and effective maintenance of transformers and feeders. Some of the problems of
individual and common nature were sorted out through series of meetings and written
representations. Still there is need for further improvement and efficiency in service so as to sort
out complaints from the consumers. There are many complaints regarding delay in attending
complaints.
Public Relation:
Cordial relationship at the State, District, Taluka level personalities, authorities, farmers, social
workers, community leaders and others have been excellent during the year.

Activities of Sub Committees:
1. AIA Expo, GST-Customs & Government Liaison Committee:
Performance of the committee under the Chairmanship of Shri Pravin S Teraiya during
the year is as under:
(i) AIA Expo 2020, 10th Mega Industrial Exhibition was organized during 09-11
January, 2020 at D A Anandpura Cultural & Sports Centre. Event was
inaugurated on 9th January 2020 at 09.30 hours at the august hands of Shri
Mansukhbhai Mandaviya, Hon’ble Minister of State for Chemical, Fertilizers &
Shipping (Independent Charge), Government of India in the presence of Shri
Ishwarbhai Patel, Hon’ble Minister of State for Co-operation, Sports, Youth,
Cultural Affairs (Independent Charge) and Road Transport, Government of
Gujarat, Shri Mansukhbhai Vasava, Hon’ble Member of Parliament, Bharuch,
Shri Dushyantbhai Patel, Hon’ble MLA, Bharuch, Shri Arunsinh Rana, Hon’ble
MLA, Vagra and other distinguished guests.
In this exhibition, pharmaceutical, chemical, petrochemical, polymers, plastic,
pesticides, engineering, pollution control equipment as well as electronics &
electrical sector industries were participated. There were 8 domes,
accommodating 160 exhibitors in 300 stalls.
On 10th January 2020, Lok Daira was organized at AIA Centre for Excellence for
the entertainment/refreshment of the exhibitors who took part in the Expo 2020.
Valedictory function of the Expo was organized on 11th January 2020 at 14.30
hours in the presence of Chief Guest Dr. D. M. Gandhi, Site Head & Vice
President (Mfg.), Lupin Limited, Ankleshwar and Guest of Honour Shri Kuldeep
Singh Rajput, Branch Manager, National SC-ST Hub (NSSH), Surat. In this
function, 31 Exhibitors in Small, Medium, Large sectors, Machinery, Filter &
Filtration Technology, Electrical, Pipe & Pipe Fittings, Technology Presentation,
Customer Approach and Environment & Safety categories were presented trophy
for best display of products and related performance.
AIA Anandapura Trophy was also distributed in the valedictory function for
highest manufacturing turnover and best export performance in Micro, Small,
Medium and Large Sectors to the industries.
Total turnover was including GST and sponsorship is Rs. 1.77 crores. Total profit
is around Rs. 98.00 lakhs and after the commission to the agency (35% up to sale

of 1.25 crores and 45% of the stall booking after sale above Rs. 1.25 crores) AIA
gained net profit of Rs.64.00 lakhs.
(ii) Non-availability of medical staff and facilities in ESIC Hospital @ Ankleshwar
and demanding records of five years by the officers visiting industries were
represented to the Union Minister and Senior Officers of ESIC.
(iii) The MSME-DI, Ministry of MSME, Govt. of India, Ahmedabad organized a
meeting on Intellectual Property Rights on 22/10/2019 at AIA Conference Hall.
(iv) Organized an outreach/seminar on Sabka Viswas (Legacy Resolution Disposal)
Scheme 2019 and Central Goods & Service Tax, Audit (CGST Audit) jointly with
Central Goods & Service Tax, Vadodara Audit Commissionerate on 20/12/2019
at BEIL Seminar Hall.
(v) On 23/01/2020, the Labour Welfare Commissionerate organized a function to
distribute labour welfare fund cheques to 500 labours. A representation was made
to the Labour Welfare Commissioner and Hon’ble Minister Labour and
Employment for setting up Community Hall (Shramik Bhavan) of 500-1000
seating capacity @ Ankleshwar for the labours.
(vi) The Income Tax Offier (TDS), Bharuch organized an outreach/seminar on Vivad
Se Viswas Scheme 2020 & Compliance with TDS Provisions on 05/03/2020 at
BEIL Seminar Hall.
(vii) The Chairman of the Committee jointly with the President Shri Mahesh J Patel
and Shri Ramesh K Bodar on imposing lock down due to outbreak of Covid-19
pandemic co-ordinated with the SDM, Dy. Director of Industrial Safety & Health
and Government Labour Officer for granting more than 2500 vehicle passes to the
industries of Ankleshwar & Panoli. Similarly, co-ordinated with the Mamlatdar
for issuance of Inter-District and Inter-State individual travelling permissions.
Also co-ordinated with DIC and Collector Office for granting permission for
restarting factories and have been successful in getting permissions to all the
industries of Ankleshwar and Panoli Industrial Estates.
(viii) In a video conference meeting arranged by DIC at District Collector office on
26/06/2020 in connection with Gujarat Atmanirbhar Package Yojana, it was
informed that all the MSME units in Bharuch District have disbursed Subsidy on
Term Loan.
(ix) The Hon’ble Union Minister for Labour & Employment as well the District
Collector have been requested to make available medical services including OPD
in ESIC Hospital @ Ankleshwar to the patients of the area irrespective of ESIC

subscription, since Smt. Jayaben Mody Hospital has been designated as Covid-19
Hospital.
2. Business Promotion & Foreign Trade Committee:
The committee under the chairmanship of Shri Dharmendra M Patel has undertaken
activities as under:
(i) AIA Anandapura Trophy for best export performance and manufacturing turnover
amongst Micro, SSI, Medium and Large Scale Industrial Sector units has been
distributed to the winners in a function arranged in the valedictory ceremony of
AIA Industrial Expo 2020 held on 11th January 2020, at D A Anandapura Sports
& Cultural Centre, in the presence of Chief Guest, Dr. D M Gandhi, Site Head &
Vice President (Mfg.), Lupin Limited and Guest of Honour Shri Kuldeep Singh
Rajput, Branch Manager, National SC-ST Hub (NSSH), Surat.
(ii) ECGC Ltd, Vadodara organized an interactive session for the exporting industries
on 18/02/2020 at AIA.
3. Centre for Excellence Committee:
Performance of committee under the chairmanship of Shri Kamlesh K Panchal during the
year is as under:
(i) During the year, 20 cultural programs and 2 seminars were organized in the
auditorium. Environment related programs 6 and other functions 9 were also
organized during the year in the auditorium, free of cost.
(ii) Regular maintenance and repairs of DG Set, Chilling Plant, Air-conditioning unit,
chairs and other equipment have been carried out.
(iii) Insurance of Centre for Excellence Auditorium has been renewed. Earlier
insurance was taken by Narmada Clean Tech.
4. Corporate Sector Co-ordination Committee:
This committee under the chairmanship of Shri Ramesh K Bodar since declaration of
lock down due to outbreak of Covid-19 pandemic has been actively co-ordinated with

District Administration for granting permission for re-starting factories as well as vehicle
pass to the employers and employees.
5. DGVCL Committee:
The committee under the chairmanship of Shri Dinesh R Patel carried out following
activities during the year:
(i) Arranged a meeting with the DGVCL Officers on 21/08/2019 and in this meeting
the Superintending Engineer assured to undertake transformer shifting,
installation of area-wise DB as well as to sort out issues related to power failure.
(ii) DGVCL has carried out replacement of conductors in housing sector. Similar job
will be done in the industrial sector soon after Diwali holidays.
(iii) In the meeting with the Superintending Engineer, DGVCL on 12/06/2020, the SE
assured to sort out the issues within one month.
(iv) Meeting with the MD, DGVCL was organized regarding underground cabling
through PM Portal. For underground cabling under AII Scheme of 80:20,
representation has been made to the Principal Secretary, Industries & Mines, Shri
Manoj Das. IAS and based on his noting, representation was also made to the
MD, DGVCL.
(v) DGVCL has been advised to attend the complaints of power failure received from
time-to-time without delay.
6. Digital Committee:
Performance of this committee under the chairmanship of Dr. Umesh Gondaliya during
the year is as under:
(i) Successfully introduced online visitor registration system during Expo. This
system could help in avoiding large queue for manual registration during expo
days. Three counters were set up in the Expo 2020 and considering success of the
new system, another three counters will be added from next Expo.

(ii) Distribution of new life membership certificates and barcoded identity cards to
majority of member industries has been done and for the remaining procedure is
in progress.
(iii) New Industrial Directory of Ankleshwar was planned and started data collection.
But due to lock down, project was suspended for 5 months and now
implementation is being resumed.
(iv) The committee made arrangements for video conference meeting of Managing
Committee on Zoom App and the attempts were grand success.
(v) Since declaration of lock down, all circulars, important information/messages,
Government Notifications etc; have been sent/shared/communicated to member
industries through newly generated AIA Official Whatsapp group. This system
has been much helpful to the members in getting updated information in time.
7. Drainage Committee:
This committee under the Chairmanship of Shri Rakesh Vekariya has carried out
activities as under during the year:
(i) Cave developed on STP sewage line near the reservoir was repaired and put the
line in normal use.
(ii) Line leakage in the green belt opposite to K Patel Chemopharma has been
eliminated by laying line in 4 mtrs. depth.
(iii) Leakage of line inside the STP has been repaired.
(iv) On development of leakage on 800 mm pipeline at Final Pumping Station,
stopping effluent discharge from the industries, stored effluent was stopped,
repaired the line in shortest time of 15 hours successfully and restored effluent
flow to the inlet of NCT.
(v) 2 Chambers of over-ground pipeline has been completed. Due to Covid-19 lock
down, permission is not granted. Hence fixing MS lids to the chambers is
pending.

(vi) Near Atul Chowkdy, over-ground line was found overflowing. Problem was then
sorted out by erecting two pump sets in the chamber and kept the pump sets
running for two days.
(vii) Since 01/05/2020, job of locating old Jhagadia line, repairing and eliminating
leakages on the line and connecting the same with other line with ‘T’ is in
progress.
(viii) For laying 800 mm HDPE line in STP, digging work is over and delivery of pipe
has been received. Work will be completed soon.
(ix) On visiting rear portion of GIDC quarters, it was found that both the drainage
lines and water supply lines are broken and leaking due to which small ponds of
filthy water were developed. All residents of GIDC quarters were directed by
NAA to get both the lines and chamber set right on their own cost in time bound
manner, failing which to disconnect water supply line. Around 60% people on
their own cost repaired the lines and chambers. NAA after the time limit
disconnected water supply lines of others. During checkup, it was observed that
80% housing quarters have unauthorized construction in front/behind their
quarters, which cause difficulty in attending drainage line complaints. Such
occupants were served notice to remove encroachment and repair the
lines/chambers on their own cost and risk in time bound manner. Due to lock
down, NAA has kept the task pending and once the lock down restrictions are
lifted, against 7 days’ notice will be served. After the time limit demolition
campaign will be started to remove the encroachment at the cost and risk of
occupants.
(x) Complaints received have been attended from time-to-time.
8. Environment Liaison & Monitoring Committee:
This committee under the Chairmanship of Shri Haresh G Patel has been carrying out
activities as under during the year:
(i) All minor and major issues of industries related to environment were effectively
represented to the State and Central Pollution Control Boards, Ministry of

Environment & Forests and other relevant departments from time to time.
Implementation of the action plan framed to get Ankleshwar removed from
Critically Polluted Industrial Estate Category, has been reviewed regularly and
arranged meetings with the Pollution Control Board and MoEF officials from
time to time for vigorous follow up of implementation of the action plan.
(ii) The committee advised industries to discharge trade effluent after due treatment
as per the norms stipulated by GPCB, being monitored by the team engaged by
NCT and reviewed the situation from time to time.
(iii) As per the advice of the Regional Officer, GPCB, Ankleshwar, the committee
monitored air, liquid, solid waste pollution in the estate and adopted necessary
corrective measures from time to time.
(iv) As per the directives of Forest & Environment Department, undertook tree
plantation in green spaces and open plots.
(v) As part of CEPI Action Plan, a committee consisting of representatives of GPCB,
AIA, NAA, NCT and industries has started meeting in every 15 days to review
Monsoon Action Plan. As decided in one of the meetings of the committee,
industries have been advised to ensure no flow of waste water in to natural creeks
as well as to open surface and SWD. Industries were also advised to keep clean
the portion of SWD passing along their premises.
(vi) Bhoomi Pujan of the 10 MLD capacity CETP project was performed at
the august hands of Shri Nitinbhai Patel, Hon’ble Deputy Chief
Minister on 14th October 2019 in the presence of Shri Jaydrathsinhji
Parmar, Hon’ble Minister of State for Environment (Independent
Charge, Shri Ishwarsinh Patel, Hon’ble Minister of State for Co-
operation, Sports & Games, Youth, Cultural Affairs (Independent
Charge) and Road Transport, Shri Mansukhbhai Vasava, Hon’ble
Member of Parliament, Shri Dushyantbhai Patel, Hon’ble MLA,
Bharuch, Shri Arunsinh Rana, Hon’ble MLA, Vagra, Shri
Balwantsinhji Rajput, Chairman, GIDC, Dr. M D Modiya, IAS, District
Magistrate & Collector, Bharuch, Shri Baldevbhai Prajapati, National

President, Laghu Udyog Bharti, Shri B C Warli, Chief Engineer,
GIDC, Shri N M Tabhani, the then Member Secretary, GPCB and other
distinguished guests. Consultants for preparing DPR, Design of the
plant etc. have been appointed. Application for Financial Assistance
has been submitted and is under due consideration of the Industries
Commissioner. Tender for civil construction and procurement of
machinery are being finalized.
(vii) World Ozone Day was celebrated on 16th September 2019 jointly with
GPCB. Celebrations of World Earth Day and World Environment Day
were simplified to only tree plantation due to lock down on outbreak of
Covid-19 pandemic.
(viii) All complaints regarding environment received from time-to-time have been
attended/taken up with the concerned authorities.
9. GIDC Committee:
This committee under the chairmanship of Shri Natubhai B Patel represented issues of
industries related to GIDC both at Regional and Head Office level and most of the issues
have been sorted out.
(i) Issues pertaining to allotment of residential plots, adjoining plots, Transport Zone
etc. have been represented to GIDC continuously. In last meeting, the Regional
Manager to speed up allotment of residential plots and sorting out other issues.
(ii) As advised by GIDC, AIA compiled common issues related to the industries and
submitted to GIDC for the consideration of Lok Darbar. It was observed that in
most of issues of industries, different agencies are evolved and redressel of such
issues will only be possible if all concerned agencies are present in the Lok
Darbar. From our representation, following issues were considered in the Lok
Darbar and vide Circular No. GIDC/O&M/CIR/Atmanirbhar/017/2020 dated
19/06/2020 resolved them:
(1) One Time Settlement Scheme
(2) Waiver of Non-utilization penalty for the year 2020-21

(3) Extension of time limit for payment of installment due in March 2020 and
June 2020 for 6 months and waiver of late payment interest and penal
interest for 1st 3 months and recover late payment interest at the lowered
rate of 7% for the period above 3 months.
(4) Extension of time limit for down payment in the case of new allotments
and extension of late payment interest waiver time limit up to 30/09/2020.
(5) Suspension of review of land allotment price for the year 2020-21.
(6) Lowering interest rate from 12 to 10% on GIDC dues for the year 2020-
21.
(7) Extension of moratorium period for utilization of plots for another one
year for the current financial year.
(8) Extension of moratorium period up to 31/03/2022 and waiver of non-
utilization penalty in the case of allottees whose utilization moratorium
period is over.
(9) Simplification of allotment approval policy for the plot size up to 3000 Sq.
Meters.
(10) Allotment of adjoining plot without additional premium for the un-
saturated estates.
(11) Extension of time limit for payment of water and drainage bills of March
2020 and April 2020 up to 30/06/2020.
(12) Approval for setting up residential accommodation in the industrial plots
till March 2021 or situation is limped back to normalcy, in view of
increased Covid-19 pandemic cases.
(13) In order to revive the units closed for more than 2 years, decided to levy
non-utilization penalty @ 5% instead of prevailing maximum 20% as well
as transfer @ 10% instead of prevailing 15%.
Following issues represented by AIA are under due consideration of GIDC and
other concerned Government agencies:
(1) Revision of Notified Area Tax Structure.
(2) Authenticating Notified Area to collect Professional Tax.

(3) Sanction of financial grant @ 80% by the State Government and 20% by
GIDC for implementing underground electrification project.
(4) With the Comprehensive Development Scheme fund paid so far by the
Notified Area, infrastructure development in villages surrounding to the
Notified Area have been completed. Therefore now the Government
should allow the Notified Area to spent now available with the fund for
development of infrastructure within 5 kms. radius of the area.
(5) Provision of sewage pipeline for the non-chemical industries and
commercial establishments.
(6) Allotment of land for common environmental projects and other projects
at token rate of Re.1/=.
(7) Hand over the land of Green Belts, Pumping Stations, Water Supply
Scheme etc. to the Notified Area for timely maintenance.
(8) Removal of unauthorized encroachment in the open plots, sheds and
public places.
(9) Construction of 30 Mtr. wide road up to CETP.
(iii) All issues of industries related to GIDC have been represented from time to time
and most of them have been sorted out.
10. Green Belt & Rain Water Harvesting Committee:
The committee under the chairmanship of Shri Nainesh J Radadia has been very much
active and carried out following activities during the year.
(i) During the year 25 applicants have been given subsidy cheques under rainwater
harvesting scheme and 44 wells have been recharged. Another 3 applications
received are under consideration.
(ii) 4650 trees in industrial sector and housing sector have been planted so far.
(iii) On sponsorship of industries for the purpose of EC application, 4000 trees have
been planted on roadside margin so far. 55 industries have sponsored 3627 trees
so far. As further industries are coming up with sponsorship, additional order for

1000 trees has been placed with the agency, which has already commenced the
work.
(iv) Plantation done by the agency appointed by GIDC was not found satisfactory. So
after plantation of 3245 trees out of 10000, as per the direction of GIDC, the
agency has stopped further work.
(v) On 5th June 2020, as part of World Environment Day celebrations, representatives
of AIA and officers of GPCB, GIDC and NAA have undertaken tree plantation in
the Co-Processing Facility plot of AWML opposite to Detox.
11. Infrastructure Maintenance Committee – Housing
This committee under the chairmanship of Shri Harshad K Patel carried out
following activities during the year:
(i) Regular cleaning of roads, shopping complexes and public places and
removal of waste/garbage have been carried out.
(ii) As part of Deepawali Celebrations, AIA Complex and colony areas
were lightened with colour lights during Deepawali days.
(iii) Cleaning of SWD, BSG patchwork of roads etc. have been undertaken
on regular course during the year. Seal coat carpeting of road from
Tulsi Apartment to Vision School and construction of new road from
Sajjan India Colony to Vansh Residency have been completed.
Provided road divider near Manav Mandir.
(iv) On outbreak of epidemic, all vacant plots have been dewatered and
removed bushes and plants. Regular spray of pesticides and spreading
of DDT powder have also been carried out as special case.
(v) Door to door collection of garbage is well maintained. As part of
cleanliness, usage of plastic bags in Vegetable Market has been banned
and started imposing penalty on the defaulters.
(vi) To keep the entire housing area neat and clean, domestic waste, jungle
cutting waste and others have been lifted and disposed of at designated

site on regular course. To keep the housing area and commercial
complexes neat and clean, dust bins have been provided to ensure no
spreading of waste on road. Roads of entire housing area have been
cleaned with Boomer Machine regularly.
(vii) To control mosquito and other insecticide menace, spraying of
pesticide and fogging have been carried out regularly. During increase
of mosquito menace, extra agency has been engaged to spray pesticides
and fogging.
(viii) Provided Plastic Tree Guards have been provided to the trees planted
along the roadside.
(ix) Put all out efforts to keep street lights functioning fully. Agency has
been directed to attend the complaint regarding street light without
delay.
(x) Trimming of trees has been carried out at regular interval.
(xi) Since Covid-19 cases reported in the State, sanitization of entire
housing sector has been undertaken at regular interval. Similarly on
reporting Covid-19 case from the area, sanitization/disinfecting have
been carried out in that particular area.
(xii) Constructed new SWD from Police Station to Dargah, near Raviniketan
Society and provided slab on SWD near X Series. Earth filling and
leveling work have been completed in the plot opposite to Parasmani
Complex. MS and RCC lids have been provided to the chambers.
(xiii) Cleaned Amlakhadi from GIDC Reservoir to Amlakhadi with Hitachi
Machine.
(xiv) Attended all complaints from the housing sector from time to time.
12. Infrastructure Maintenance Committee – Industrial
This committee under the chairmanship of Shri Nilesh S Gondaliya carried
out activities as under:

(i) Constructed Box Culverts in front of GRP, Gujarat Organics, Norris
Medicines and GIL.
(ii) Constructed Storm Water Drain at Sunshine Velvet, Compound Wall to
MSW and provided road divider (railing) in front of Pratin Cross
roads.
(iii) Repaired two side MS Pipe railing of over bridge. Painting of MS
swage Type Street light poles @ Indokem sub plots. Composite has
been supplied to tree plantation @ Green Belts of various locations.
(iv) Cleaning of all main roads of industrial sector have been carried out on
regular interval. Similarly SWD has been cleaned.
(v) Efforts have been put in to ensure functioning of street lights fully.
Complaints in this regard have been attended without delay.
(vi) Filling potholes, Area Grading and patchwork of roads have been
carried out.
(vii) Series of meetings with the MD, SE, XEN DGVCL were held in
connection with underground electrification project. Finalization of
final proposal submitted to the DGVCL is delayed at HO level on
account of Covid-19 lock down.
(viii) Complaints from the industries regarding infrastructure have been
attended personally with due care and sorted out from time to time.
13. Non-Chemical Liaison Committee:
This committee under the Chairmanship of Shri Surendra S Rai has been
taking up the issues of non-chemical industries related to GIDC, Notified
Area and other departments with the support of other Sub Committees.
During the year the committee carried out activities as under:
(i) During the year, 7 applications received from the non-polluting
industries for exemption from drainage cess and drainage contribution

charges were forwarded to the Notified Area and 6 of them have been
granted exemption so far.
(ii) Co-ordinated with Engineering Export Promotion Council, India to
have organized a seminar on 24/01/2020 at BEIL Seminar Hall on
“How to Increase Engineering Export Worldwide”.
14. Safety & Security Committee:
This committee under the chairmanship of Shri Suresh V Patel during the year carried out
activities as under:
(i) Meetings with the Police Inspector, GIDC Police Station were arranged very often
and represented issues related to security of the area. On our request, the police
force started catching and penalizing reckless bike riders and removed illegal
liquor suppliers from the estate.
(ii) Live contact has been maintained with the Security Agencies to ensure effective
guarding of points as well as patrolling.
(iii) Complaint of M/s. K Patel Chemopharma Pvt. Ltd, regarding encroachment on
the bank of creek by anti-socials has been sorted out.
(iv) Before Navratri festival meeting of Navratri organizers, a meeting of the Police
Inspector, DPMC and security force was arranged to consider the safety and
security arrangements to be taken by each during the festival. DPMC has been
advised to be prepared to meet and tackle emergencies like fire etc.
(v) Similarly a meeting of housing societies with the Police Inspector was arranged to
consider the precautions and security arrangements to be taken in view of
occurrence frequent theft/house breaking incidents. All were advised to take all
possible precautions and security arrangements in the society on their own. To
make effective patrolling and vigilance by the security force, details of security
points and arrangements were provided to all. In view of theft cases reported from
the housing colonies, night patrolling was made more vigorous which helped to
catch culprits in 5-6 cases.

(vi) During Navratri and Deepavali vacation, tight security arrangements were made
and everybody could celebrate the festival well without any kind of untoward
incidents of theft etc. With the co-operation of police force, the criminal activities
in the area could have been minimized.
(vii) Larry-galahs, causing traffic obstacle were removed from time to time. On
commencing monsoon, food poisoning cases were reported and as a precautionary
measure of diseases, all lorries of eatable items were removed from the colony
area with immediate effect.
(viii) During the year, patrolling of security vehicle has been made effective. Theft
materials discovered by the security force were handed over to the Police Force
for legal action at their end.
(ix) During the year, Committee members reached each location, where incidents of
fire etc. were occurred to extend necessary help in rescue operation etc.
(x) Since declaration of lock down due to outbreak of Covid-19 pandemic, security
force has been alterted to ensure strict compliance to Covid-19 protocol like
dispersing gatherings at public places, cautioning people about social distancing
and wearing face mask. All gardens and Joggers’ Park have been closed
immediately on declaration of lock down. Entire vegetable market has been
closed and issued permission to the vendors to sell vegetables, fruits etc. through
moving larries, subject to the condition of using hand sanitizer frequently and
wearing face mask compulsorily. Security force has been keeping strict vigilance
on the street hawkers and defaulters have been penalized.
(xi) On the request of Police Department, GIDC Police Station building has been
renovated at the cost of Rs. 21.00 lakhs.
(xii) All complaints received related to safety and security were attended and sorted
out from time to time.
15. Social Welfare Committee:
This committee under the chairmanship of Shri Suresh J Joshi carried out
following activities during the year:

(i) As part of environmental preservation activities, 1966 eco-friendly
Ganesha idols from the township were immersed in a pond constructed
opposite to ESIC Hospital under the guidance of SDM, GPCB and
NAA during Ganeshotsav 2019.
(ii) Navdurga Mitra Mandal sponsored uniform of the students of
Anganwadi. Similarly, TV Set and Water Cooler have been donated by
Shri Mehul Patel and Shri Prakash Vekaria respectively to the
Anganwadi. Gujarat Labour Welfare Board has sanctioned sponsorship
worth Rs.3.00 lakhs to indoor/outdoor playing aids in the Anganwadi.
Cheque of Rs. 1.50 lakh as initial sponsorship was handed over to AIA
during a function organized by them in January 2020.
(iii) As part of social responsibilities towards the society, under “Mahila
Vidyasanjivani Yojana”, drop out women candidates who passed in
SSC Exam in 2019 and their guide teachers were felicitated in a
function organized jointly with Ankleshwar Philanthropic Society and
Shri Rajaram Sanskrutik Seva Trust on 28/09/2019 at Diamond
Children Theatre.
(iv) Gujarat Labour Welfare Boarde has also sanctioned a grant of
Rs.50,000/= against Cricket Tournament expenses for the benefit of
labours.
(v) M/s. Sajjan India Limited has sanctioned sponsorship to the interior
furnishing of “Senior Citizen Activity Centre worth Rs. 51.00 lakhs
and released 1st installment of Rs. 21.00 lakhs. Similarly, M/s.
Kalupur Commercial Co-operative Bank has sanctioned Rs. 7.00 lakhs
as sponsorship to physiotherapy centre equipment of Senior Citizen
Activity Centre. Implementation of the project kept pending for 5
months due to lock down, is being now restarted.
(vi) On recommendation of Shri Ishwarbhai Patel, Hon’ble Minister of
State for Co-operation, Sports & Games, Youth, Cultural Affairs
(Independent Charge) and Road Transport, Projector, Screen and

Sound System worth Rs. 39,000/= was donated to the Municipal
Primary School, Goya Bazar, Ankleshwar. Similarly donated Yoga
Day Track Suits worth Rs. 60,000/= to the students of Survadi Primary
School.
(vii) During the academic year of 2019-20, 78 kids were admitted in the
Anganwadi.
(viii) The workshop on “Creative Learning of Children of Ankleshwar
GIDC” held on 02/03/2020 at in Sanskardeep School was sponsored by
AIA worth Rs.1.85 lakhs.
(ix) During the lock down period, 11190 food kits worth Rs. 46,15,244/=
were distributed to the people affected of Covid-19 lock down in the
villages surrounding the estate, villages along NCT pipeline up to
Kantiyajal as well as to the villages suggested by the District
Administration. An amount of Rs.25.00 lakhs has also been donated to
the Chief Minister Relief Fund as Covid-19 Relief Fund. Against this
total amount of Rs. 71,15,244/=, donations worth Rs.76,97,034/= from
the industries have been received.
16. Water Supply Committee:
This committee under the chairmanship of Dr. Vallabh Changani carried out
following activities during the year:
(i) In order that Ankleshwar gets 22.50 MLD water supply from Rundh, as
per the advice of GIDC, repairing of two wells/filter plants at Rundh
worth Rs.45.00 lakhs was carried out successfully. Even though supply
from Jhagadia still remains up to 10 MLD. Issue of short supply is
being followed up vigorously with GIDC to direct Jhagadia to supply
22.50 MLD water to Ankleshwar as per the agreement.
(ii) Last year, the State has received good rainfall and all the dams
including Ukai dam were filled fully. With the blessings of the God,
we have therefore been able to maintain normal water supply to the

industrial sector as well as two times supply to the housing sector
since August 2019 and no curtailment in supply is foreseen in coming
days.
(iii) Cleaning of reservoir was started initially with less manpower. Later
on agency was advised to increase manpower so as to complete the
task quickly.
(iv) All complaints received regarding water supply have been attended
regularly.

Conclusion:
Year 2019-20 was full of glory, pride and many successful events. Solution to several pending
problems with GIDC, GPCB, DGVCL and policy decisions from the Government in favour of
the industries have been some of the outstanding events of the year.
We now request the members to consider the report. We would be very thankful to them for their
valuable suggestions so that we can achieve still higher targets in days to come.
