Letter from the President

As CEN President, it is my pleasure and privilege to present the CEN Annual Report 2016. This showcases the main activities of last year, led by CEN and its members, and by their experts coming primarily from industry who are a strong asset of our system. This report completes the joint CEN-CENELEC Annual Report, providing an overview of the main achievements in all common areas of activities during 2016. Having just begun my mandate as CEN President in January 2017, following a year as President Elect, I would like to thank my predecessor, Friedrich Smaxwil, for his excellent leadership of the organization during the last six years. He deserves a great deal of credit for many of the achievements set out in this report.

My professional background, which includes ten years in industry and large groups, has been widely connected to research activities, most of them industry-oriented. I am convinced of the benefits of the standardization system and the importance of bringing these two communities together to cross-fertilize each other. The renewal of the CEN and CENELEC cooperation agreement with the European Commission’s Joint Research Centre (JRC) re-affirms our longstanding cooperation in the field of standardization, pre-normative and co-normative research, focusing on further enhancing knowledge and expertise exchange between scientific research and European standardization. This collaboration, based on a strong cross-sectoral and multi-disciplinary cooperation, is important for the effective uptake of market-driven standardization to support EU policies.

Standardization is a key factor that translates in the market policy and regulatory goals. During 2016,

we continued to reinforce our partnership with the European institutions and support implementation of many EU policies and strategies, including the ’European Standards for the 21st Century’, the Digital Single Market, Energy Union and Circular Economy. With the active contribution of our industry and societal partners to European standardization work, we continue to strengthen the European Single Market in new and emerging areas, while placing special focus on achieving the Single Market for Services.

Moreover, in 2016, the CEN Technical Board accepted four standardization requests from the European Commission. These will lead to the development of new and revised standards in the field of postal services and improving the quality of the service, lifts and safety components for lifts, algae and their products, and eco-design and energy labelling of solid fuel boilers. About 29 percent of the publications in the CEN catalogue (4.731 of the total portfolio) are ’harmonised standards’ that support implementation of European legislation.

We live in an interconnected world; ICT has become all-pervasive and is a key driver of innovation. A vertical and sectoral breakdown for standardization activities is, therefore, not appropriate. Standardization as an interoperability enabler needs to play an essential role. CEN is active together with CENELEC to support Europe’s digital transformation. CEN has built a strong network through its contribution to the standardization priorities for the Digital Single Market. European Standards supporting the digital economy are being developed on a wide range of relevant topics: cybersecurity and e-privacy, e-health, e-accessibility, e-skills and e-learning, e-procurement

and e-invoicing, smart and sustainable cities, the Internet of Things (IoT) and machine-to-machine (M2M) communication.

To meet the digital objectives and to continue stimulating European economic growth through standardization, CEN led several initiatives in 2016 to ensure the ongoing improvement to the overall management of standardization work. This included adapting and evolving its rules and structure and increasing the flexibility of its deliverables. Actually, in addition to its catalogue of European Standards, CEN has seen an increase of almost 40 percent in the publication of CEN Workshop Agreements (CWAs) from 2009 to 2016. This type of publication is proving highly attractive in areas such as research and ICT.

Finally, we have continued to support the global competitiveness of our stakeholders by nurturing our longstanding cooperation with ISO. In fact, we celebrated the 25th anniversary of our Vienna Agreement with ISO. This helps to ensure that international and European standards avoid duplication and make the best use of development resources. For CEN, it is important to provide international standardization solutions where the market is global. This is also true for European Standards that support the implementation of EU regulation and policies.

This global outreach is further strengthened by a highly diverse CEN community that keeps on growing. Last year, CEN approved the full membership of ISS – the national standards Body of Serbia - which joined the CEN membership on 1 January 2017. This CEN community is at the heart of the success of our activities. So, on behalf of the CEN

Administrative Board, I would like to warmly thank our National Members and Affiliates, our Partners and Liaison Organizations as well as all the individual experts who participate in the work of our Technical Committees and Working Groups.

We look forward to our continuous cooperation in the years to come!

The CEN Administrative Board (CEN/CA) manages and administers CEN’s business, directing the work and coordinating the actions of all CEN bodies with the aim of executing the decisions taken by the General Assembly (AG). The CEN/CA also takes all steps that it considers necessary to achieve CEN’s corporate goals in its dealings with various partners and interlocutors, including national, European or international authorities and other organizations. The

CEN/CA, which normally meets three times per year, comprises the CEN President, three Vice-Presidents (Finance, Policy and Technical) and up to nine ordinary Board Members, all of whom are appointed by the whole CEN membership. The Director General of CEN and CENELEC also participates in CEN/CA meetings and acts as secretary.

Vincent Laflèche President

Mr Vincent Laflèche is Director of the ‘École des Mines’ in Paris. From 2013 to 2016, he acted as chairman and CEO of the French Geological Survey (BRGM). In 2003, he became the Assistant General Manager of INERIS, the French public research institute on environment and industrial risk prevention, subsequently acting as CEO from 2007 to 2013. Previously, he held a variety of positions in insurance and engineering companies. He also had a number of commitments within the French Standardization Organization (AFNOR), including Chairmanship of the Strategic Committee ‘Environment and Societal Responsibility’. Mr Laflèche studied at the École Polytechnique and began his career at the French Ministry of Environment. He was named as CEN President Elect in June 2015 and has held the role of CEN President since 1 January 2017.

Rüdiger Marquardt Vice-President Policy

Mr Rüdiger Marquardt is a Member of the DIN Executive Board. Between May 2007 and July 2011 he served as the Head of the Innovation and Standardization section within DIN. Before joining the DIN management in 2003, he held the position of Managing Director of Beuth Verlag, the official publishing company of DIN. Mr Marquardt studied automotive engineering, and began his career working as an editor of technical publications. He became a Member of DIN’s Executive Board in 2011 and was elected as a member of the CEN Administrative Board in 2015.

Guðrún Rögnvaldardóttir Vice-President Technical

Mrs Guðrún Rögnvaldardóttir studied electrical engineering in Iceland and Germany (Technical University of Karlsruhe), and also holds a Master of Public Administration (MPA) degree from the University of Iceland. She joined the secretariat of Icelandic Standards (IS) in 1991 and was appointed as Managing Director in 1998. She also spent a year working at the CEN Central Secretariat in Brussels. Mrs Rögnvaldardóttir has served as a member of the CEN Technical Board (1991-2001), the CENELEC Technical Board (1996-1999), the CEN Administrative Board (since 1998), the ISO Council (2005-2006 and 2011-2012) and as Vice-President and Administrative Board member of CENELEC (2007-2010). In 2012, she was elected CEN Vice-President Technical, starting on 1 January 2013.

Jesper JerlangVice-President Finance

Mr Jesper Jerlang has been the Director of Standardization at Danish Standards (DS) since 2006. He has held a series of positions in Danish Standards since joining the standardization organization in 1998, including responsibility for the Danish mirror committees. Between 2004 and 2006 he was a member of the IEC Standardization Management Board, and has been a Board Member of CEN since 2008 and a board member of ISO since 2014. Mr Jerlang was also a member of the CENELEC Board between 2008 and 2012.

Mr Jerlang holds a Master’s degree in technical and socio-economic planning from the University of Roskilde in Denmark and an executive MBA from Copenhagen Business School.

Javier García Díaz (UNE, Spain)

Mr Javier García Díaz has been Standards Director of UNE, the Spanish Association for Standardization and Certification, since 2012. Previously, he was Pre-Accession Advisor of the European Commission to Bulgaria in the field of Free Movement of Goods and member of the CEN and the CENELEC Technical Boards (BT). Between 2008 and 2013, he acted as Chairman of the Technical Committee Management Group of the CEN/Technical Board (BT). Mr García Díaz serves as a member of the IEC Standardization Management Board and chairs the CEN Strategic Advisory Group on Services. Mr García Díaz is a chemical engineer from the Complutense University in Madrid and holds Post-Graduate degrees in Business Administration and Marketing Management. He followed Diplomatic Studies at the Ministry of Foreign Affairs.

Thomas Idermark (SIS, Sweden)

Mr Thomas Idermark has been the CEO and President of the Swedish Standards Institute (SIS) since 2015, when he was also elected to the CEN Administrative Board. Between 2008 and 2014, he served as President and CEO of SKL Kommentus AB, a commercial organization that provides consulting services to local and regional public authorities in Sweden.

Mr Idermark has completed studies in Economics, Rural Management and Business Management. During his career he held senior management positions in business and in the banking sector and also as a consultant.

Pekka Järvinen (SFS, Finland)

Mr Pekka Järvinen has served as Managing Director of the Finnish Standards Association (SFS) since 2002. During this time, he also contributed to the work of the CEN Administrative Board (2002-2013) and the ISO Council (2009-2010). Prior to joining SFS, he held a number of management positions in Finnish companies in the paper and chemical industries. Mr Järvinen holds a Master’s degree in chemical engineering from the Helsinki University of Technology and a Bachelor’s degree in economics from the Helsinki School of Economics.

Pambos Kammas (CYS, Cyprus)

Mr Pambos Kammas, MBA, is the Director of Standardization at the Cyprus Organization for Standardization (CYS). Between 2004 and 2006, he was the Director of Certification at the Cyprus Certification Company, a subsidiary of CYS. Since 2006, Mr Kammas has represented CYS in the Administrative and Technical Boards of CEN and CENELEC and has actively contributed to pan-European efforts to reform the European Standardization System. Mr Kammas was also a member of the CENELEC Administrative Board (CA) between 2010 and 2012.

Priit Kikas (EVS, Estonia)

Mr Priit Kikas has been Managing Director of the Estonian Centre for Standardization (EVS) since 2006. His experience in standardization date back to 2001, when he was responsible for coordinating quality infrastructure activities in Estonia while working in the Ministry of Economic Affairs and Communication. Mr Kikas holds a degree in Economics from the University of Tartu in Estonia. He has also served as a member of the CENELEC Administrative Board (CA) since 2011.

Ruggero Lensi (UNI, Italy)

Mr Ruggero Lensi has been the Director General of the Italian Standardization Organization (UNI) since February 2017. He joined UNI in 1995, holding the positions of Head of the Standardization Department between 2000 and 2003, Technical Director until 2010 and Director of External Relations, New Business and Innovation until February 2017. Mr Lensi represented UNI for ten years on the CEN Technical Board (BT), where he served as Convenor of several Working Groups and also chaired the CEN/BT Technical Committee Management Group between 2004 and 2007. He holds a degree in Civil Engineering from the Polytechnic University in Milan.

Olivier Peyrat (AFNOR, France)

Mr Olivier Peyrat has been Director General of the French Association for Standardization (AFNOR) since 2003. He has completed studies at the Ecole Polytechnique, the École nationale supérieure des télécommunications (ENST), Ecole des Hautes Etudes Commerciales (Executive MBA) and INSEAD Business School. Mr Peyrat has long-standing professional experience in the fields of certification and standardization and has chaired numerous standardization committees and groups at national, European and international levels. He became Vice-President (Finance) of ISO in January 2013.

He is an Ingénieur en Chef au Corps des Mines (Hon) and Chevalier de la Légion d’Honneur.

Peter Maas (NEN, the Netherlands)

Mr Peter Maas has been a member of the Management Team at the Netherlands Standardization Institute (NEN) since 2000. Since joining NEN in 1993, he has held numerous senior management positions covering both standards development and standards publishing. He is currently responsible for Business Development, Communication and Marketing, Strategic Account management, Public Affairs and International Affairs. Prior to joining NEN, he held various positions in Research and Marketing & Sales at a Dutch truck manufacturer. Mr Maas is a mechanical engineer graduate from the University of Technology in Eindhoven. He holds Post-Graduate degrees in Business Administration and Marketing Management.

BOARD MEMBERS 2017

Scott Steedman (BSI, United Kingdom)

Dr Scott Steedman is Director of Standards at BSI, the National Standards Body of the United Kingdom. Formerly an academic at Cambridge University, Dr Steedman spent 20 years in industry working for major consulting and contracting companies in the construction sector. He is an Executive Director on the Group Board of BSI and a non-executive Director of the Port of London Authority. He was elected President of the European Council for Construction Research, Development and Innovation in 1997, a position he held for 11 years. Dr Steedman has been a Vice-President of both the Institution of Civil Engineers and the Royal Academy of Engineering. In 2010, he was awarded a CBE for his services to engineering. In 2012, Dr Steedman served as CEN Vice-President Policy from 2013 to March 2017.

CEN Affiliates are National Standardization Bodies (NSBs) in countries that are recognized as candidates or potential candidates for membership of the European Union. Affiliates may choose to participate in any CEN Technical Committee (TC) with observer status, on condition that they implement any European Standards (ENs) that are developed by the TC as national standards and withdraw any conflicting national standards.

CEN Companion Standardization Bodies are National Standardization Bodies (NSBs) in countries that don’t qualify for affiliation. They may request to participate in any CEN Technical Committee (TC) with observer status and are encouraged to implement any European Standards (ENs) that are developed by the TC as national standards and withdraw any conflicting national standards.

Former Affiliates and PSBs have gradually modified their status, becoming new Affiliates or Companion Standardization Bodies of CEN. The list given in page 25 and 26 of this report reflects the Affiliates CEN had at the end of 2016.

CEN Partner Organizations are European umbrella organizations interested in contributing to standardization activities in sectors with a very broad spectrum. As of 31 December, CEN has nine Partner Organizations. These include the European stakeholder organizations recognized in the framework of EU Regulation 1025/2012 namely ANEC, ECOS, ETUC, SBS as well as ETUI the European Trade Union Institute and pan-European industry organizations FIEC, ORGALIME, MedTech Europe, and Aqua Europe.

CEN GENERAL ASSEMBLY

The General Assembly (CEN/AG) is the supreme decision-making body of CEN, bringing together representatives of all 34 National Members.

The 45th Ordinary General Assembly (AG) was held in Skopje on 8 June 2016, hosted by the Standardization Institute of the Republic of Macedonia (ISRM). It confirmed the composition of the CEN Administrative Board for the period from 1 January 2017 until 31 December 2017, as shown on page 7. The AG also elected Mr Jesper Jerlang (Denmark) as Vice-President Finance starting January 2017 until the end of 2018, replacing Mr Piet-Hein Daverveldt (the Netherlands).

In addition, the General Assembly welcomed the alignment of the voting criteria for European Standards (ENs) and Technical Specifications (TSs) to those of the Lisbon Treaty. Also, in order to better support CEN’s and CENELEC’s global outreach strategy and the cooperation with Europe’s neighbouring countries, the CEN/AG encouraged full deployment of the revised concepts of cooperation with National Standards Bodies in those countries holding ’Affiliation‘ and ’Companion Standardization Body’ status.

The CEN/AG together with the CENELEC/AG, welcomed the addresses of Ms Maive Rute and Mr Jean-François Aguinaga on behalf of the European Commission, Ms Margrethe Asserson on behalf of EFTA, Mr Simon Hicks on behalf of ETSI, Mr Åke Danemar on behalf of the IEC and Mr Kevin McKinley on behalf of the ISO.

The 46th CEN/AG was held in Brussels on 23 November 2016.

The CEN/AG decided to grant the ‘Institute for Standardization of Serbia’ (ISS) full membership in CEN as of

1 January 2017. This took into account the outcome of the independent Assessors’ Report on the fulfilment of the criteria for membership by ISS.

THE CEN COMMUNITY

CEN offers an inclusive platform that is accessible to interested stakeholders: companies of all sizes - including small and medium-sized enterprises (SMEs) - consumer groups, societal and environmental interests, public sector organizations, academics and researchers. The various stakeholders are represented in the decision-making structures of CEN through the 34 National Members, in accordance with the national delegation principle. CEN’s National Members include the National Standardization Bodies of 28 European Union Member States and three Member States of the European Free Trade Association (Iceland, Norway and Switzerland) plus three EU candidate countries (Turkey, the Former Yugoslav Republic of Macedonia and Serbia).

CEN and CENELEC revised the concepts that frame their cooperation with National Standards Bodies (NSBs/NCs) outside the CEN and CENELEC membership, by proposing a new Affiliate and the Companion Standardization Body (CSB) statuses to NSBs and/or NCs interested in working closely with CEN and CENELEC.

The aim of this revision was to provide various levels of cooperation, tailored to the specific needs and objectives of the partners, in line with their respective strategy towards the EU. Following a transition period ending in July 2017, the former Affiliation and Partner Standardization Body statuses will be replaced by Affiliation and CSB concepts.

National Members Affiliates

CEN Liaison Organizations are European organizations, including fora, consortia, and EU Research Projects, interested in contributing to the work of one or more technical bodies at European level. As of 31 December, CEN has 228 Liaison Organizations. There were 23 new agreements signed with Liaison Organizations during 2016.

The rights and obligations concerning CEN Partner and Liaison Organizations are set out in CEN-CENELEC Guide 25.

CEN developments in 2016

CEN TECHNICAL BOARD

The CEN Technical Board (CEN/BT), together with its Technical Committee Management Group (BT/TCMG), coordinates and manages the standardization activities that are being developed by more than 1 900 technical bodies at European level (including Technical Committees, Sub-Committees, Working Groups and Workshops). In addition to overseeing these activities and related processes, CEN/BT is also responsible for evaluating and addressing requests to launch standardization activities on new subjects.

In 2016 the CEN/BT met twice. Both meetings included a joint session with the CENELEC Technical Board during which 20 common decisions were taken. Amongst these, CEN/BT agreed to create no further Project Committees and convert the existing ones to CEN Technical Committees. At the same time, it made provision of technical committee business plans optional.

A further two meetings of the CEN/BT Technical Committee Management Group (BT/TCMG) held extensive discussions on the future of ECISS (European Committee for Iron and Steel Standardization). BT/TCMG also decided, on behalf of the Technical Board, to initiate a CEN Focus Group on healthcare services, thus disbanding the SAGS-ABHS Ad Hoc Group.

The Technical Board created seven new CEN Technical Committees during the year. These were in the fields of:

- Hydrogen in energy systems (CEN-CLC/TC 6), - Horizontal standards for the provision of services (CEN/TC 447) - Funeral services (CEN/TC 448) - Quality of care for older people (CEN/TC 449) - Minimum requirements of patient involvement in person-centred care (CEN/TC 450) - Geothermal and water boreholes (CEN/TC 451) - Assistance Dog and Guide Dog Teams Standards and Instructors Competences’ (CEN/TC 452).

Furthermore, there were two CEN-CENELEC Joint Working Groups created for: - Energy measurement plan for organizations (CEN-CLC/JWG 9) - Energy-related products - Material Efficiency Aspects for Ecodesign (CEN- CLC/JWG 10).

Of the nine Standardization Requests received by CEN and CENELEC in 2016, the CEN/BT accepted six; the remainder were considered to fall within the remit of CENELEC. The requests accepted were in the fields of urban ITS, algae, postal services, elevators, ecodesign, energy labelling of solid fuel boilers and EMC.

CEN/BT also accepted a final draft Standardization Request in the Personal Protective Equipment field on smart textiles, which was received from the European Commission in early 2017.

formal partnerships or is in process of negotiating an agreement. Bilateral meetings were held with the National Standardization Bodies from Australia (SA), New Zealand (MBIE), Mongolia (MASM), Ecuador (INEN), China (SAC), Indian and Mexico (DGN), some of which have shown interest in learning more about the CEN and CENELEC foreign partnership concepts, particularly about the benefits of becoming Companion Standardization Body (CSB). In addition, a meeting with the South Asian Regional Standards Organization (SARSO) focused on the progress achieved in the negotiation of a MoU with CEN.

In the meeting with the African Organization for Standardization (ARSO), the CEN and ARSO representatives explored the possibility of providing ARSO with lists of European Standards to recommend for adoption by ARSO members. CEN and ARSO have a longstanding cooperation that is reinforced each year. Invited to contribute to the 52nd ARSO Council, CEN shared the European expertise in the “Standards development and implementation” process and explained the role played by European.

KEYMARK

The Keymark is a voluntary European certification mark, owned by CEN and CENELEC, which shows that a product or service conforms to the relevant European Standard(s). Keymark certification schemes for different product groups are operated by professional certification bodies, which are accredited by Members of the European cooperation for Accreditation (EA), on the basis of EN ISO/IEC 17065 (the international standard for ‘Conformity Assessment. Requirements for bodies certifying products, processes and services’).

This demonstrates that the CEN community is one of the main advocates of the benefits brought by international solutions developed within the framework of ISO.

On the occasion of the 39th ISO General Assembly, which took place in Beijing (People’s Republic of China) on 12-14 September 2016, CEN was represented by a high-level delegation headed by its President, Friedrich Smaxwil, and counted on the participation of other Officers and representatives of CEN.

In this context, the CEN and CENELEC Director General contributed to the ISO Panel on Regional Engagement Strategy, emphasising that ISO should pursue their endeavour of developing a strong regional standardization organizations policy promoting the adoption and use of international standards.

STANDARDIZATION TO BOOST GLOBAL COMPETITIVENESS

In addition to activities carried out jointly with CENELEC, as well as with ETSI, CEN also develops its own international cooperation activities. These include cooperating with numerous national and regional standardization organizations with which CEN has agreements in place. The goal of these is to contribute to the removal of Technical Barriers to Trade (TBT), thereby easing access to new markets for European businesses.

The ISO General Assembly provided a useful opportunity for the CEN-CENELEC delegation to meet with representatives of various national and regional standardization bodies where CEN holds

COOPERATION WITH ISO

The framework for ongoing technical cooperation between CEN and ISO is governed by the ‘Vienna Agreement’, first published in 1991. This framework includes regular exchanges of information, mutual representation at meetings and parallel adoption of standards at European and international levels. The collaboration means that by the end of 2016, approximately 32% of all publications in the CEN portfolio (excluding corrigenda and guides) were identical to the equivalent ISO publications. This alignment between European and international standards is particularly advanced in the environment, food, healthcare, materials and mechanical engineering sectors.

An updated edition of the Guidelines for implementing the Agreement on Technical Cooperation between ISO and CEN was published during 2016. The document includes new relevant operational and process specifications for developing common European and International standards. This latest version covers changes related to the new DIS-Enquiry procedure and the involvement of the New Approach Consultants for candidate harmonised parallel work.

There was also a meeting of the CEN and ISO Joint Coordination Group in 2016. This allowed CEN/BT Members and ISO/TMB members to discuss and reach a common understanding on the implementation of the Vienna Agreement. The topics covered related to the leadership in developing standards and the role of the New Approach Consultants.

The high level of participation of the CEN members in the ISO technical work illustrates the strong commitment of the organization to supporting international

Following a decision from the CEN General Assembly in 2013, CEN decided to outsource the daily and administrative management of the Keymark (but not the ownership) to an external organization. Following an open call for tender, which was launched at the start of 2014, a rigorous selection procedure resulted in the decision to award the contract to DIN CERTCO.

The service contract was signed at the end of May 2015 and since then; DIN CERTCO is responsible for the day-to-day administrative management of the Keymark (in the domain of CEN) and acts as the central contact point for all questions relating to the Keymark.

DIN CERTCO’s results for 2016 show that there are currently 38 certification bodies in 15 European countries empowered to grant the Keymark. Approximately 2 000 valid Keymark certificates have been issued so far.

The CEN Certification Board (CCB) has also been reviewing its role, in order to increase its efficiency and effectiveness on conformity assessment-related matters.

ABOUT CEN CEN (European Committee for Standardization) is recognized by the EU and EFTA as the European Standardization Organization responsible for developing standards at European level. These standards set out specifications and procedures for a wide range of materials, processes, products and services.

The members of CEN are the National Standardization Bodies of 34* European countries. European Standards (ENs) and other standardization deliverables adopted by CEN are accepted and recognized in all of these countries.

European Standards contribute to enhancing safety, improving quality, facilitating cross-border trade and strengthening the European Single Market. They are developed through a process of collaboration between experts nominated by business and industry, research institutes, consumer and environmental organizations and other stakeholders. CEN works to promote the international alignment of standards in the framework of the technical cooperation agreement with ISO (International Organization for Standardization).
