Dear GNRC Members and Regional Partners:

As the clock winds down on my time as President, I would like to take a moment to thank all those who have made the past year with GNRC one of the most challenging and rewarding in my tenure as Wilson County Mayor. Though 2016 presented more than its share of tests, we enter the new fiscal year with tremendous optimism about the future of regional collaboration across Middle Tennessee.

This annual report, dedicated to three retiring staff attorneys, offers a lasting reflection of the accomplishments during the year. Among the highlights include the hiring of our new executive director, Michael Skipper, who joins the Council after serving the region for a decade as the executive director of the Nashville Area MPO. Inside this annual report you’ll find a variety of information about the GNRC, as well as county-level data that demonstrates the significant amount of diversity across Middle Tennessee.

Over the past year, the Area Agency on Aging and Disability team has provided tremendous value to our older residents and their caretakers. Our in-house professional counselors and partner organizations have delivered a wide array of programs aimed at improving the quality of life for seniors by focusing on nutrition, transportation, and other home and community based services. Additionally, the team provided insurance counseling through its State Health Insurance Program; connected those in need of long term care through its CHOICES program as well as connected hundreds of clients to needed resources this year.

The Research, Planning, and Economic Development team is actively engaged in a variety services for local communities and state agencies related to economic development, arts, tourism, housing, and public infrastructure needs. During the last year, the staff has provided local planning assistance, and carried out grant writing and administration tasks for GNRC members and launched an update to the region’s Comprehensive Economic Development Strategy. GNRC’s Mid-Cumberland Area Development Corporation staff continues to provide our small business community with access to financing in order to help entrepreneurs create jobs and invest in our communities.

As we usher in the new year, I call on all of us to renew our dedication to regional collaboration and public service so that we may continue to prosper from our partnership.

About the GNRC The Greater Nashville Regional Council (GNRC) is a council of governments which serves as an economic development district and planning agency for 13 counties and 52 cities across Middle Tennessee.

Major Programs Designated by the U.S. Economic Development Administration as the region’s economic development district, and prepares the Comprehensive Economic Development Strategy on behalf of local officials, chambers of commerce, and private sector investors.

Designated by the Tennessee Commission on Aging and Disability as the Area Agency on Aging and Disability to provide care, nutrition, transportation, and other services to older or physically disabled Middle Tennesseans.

Designated by the Bureau of TennCare to function as the Single Point of Entry to Medicaid-reimbursed Long-term Services and Supports for persons who are elderly and adults age 21 and older with a physical disability.

Provides local and regional planning services and technical assistance related to land use and zoning, solid waste, historic preservation, housing, and economic development to local governments and state agencies.

Supports regional transportation planning activities carried out by the Nashville Area MPO, Clarksville Urbanized Area MPO, and the Middle Tennessee RPO.

Administration and Staffing for the Mid-Cumberland Area Development Corporation which administers a variety of lending programs avaiable to small businesses, including the 504 program through the U.S. Small Business Administration.

Administration and Staffing for the Middle Tennessee Tourism Council which provides tourism marketing and other promotional activities to its membership comprised of chambers of commerce, area attractions, local governments, and convention and visitor bureaus.

Mission GNRC’s mission is to assist local communities and state agencies in the development of plans and programs that 1) guide growth and development in the most desirable, efficient and cost effective manner, and 2) ensure the continued long-term livability of the region for citizens of all ages.

Formation The GNRC was initially established as the Mid-Cumberland Development District in 1965 by the Tennessee General Assembly. A 1988 act of the legislature combined the Mid-Cumberland Council of Governments with the Mid-Cumberland Development District to form the present-day Greater Nashville Regional Council.

Governance & Funding GNRC’s governing body is made up of the county executives and mayors from each city and county, two members of the Tennessee General Assembly, and minority and industrial representatives from each county. The full Board meets annually to elect new officers and approve the annual budget and work program. GNRC’s Executive Committee meets monthly to oversee the Council’s programs and services carried out by 66 professional staff and with an annual budget of more than $10 million.

The AAAD delivers a range of federal and state programs through GNRC’s professional counselors who work in partnership with local agencies and private-sector organizations. Partnership and Subgranting: The AAAD contracted with 52 local agencies/organizations for the provision of senior center, nutrition, transportation, Ombudsman, legal, and home and community-based services.

Information & Assistance Program: Provided 9,580 units of service assisting consumers with information, referral, and long-term care counseling during FY 2016.

Family Caregiver Support Program: Provided respite, support and education to 257 caregivers. In contrast to traditional forms of respite, this program allows for a more self-directed form of respite which allows the caregiver to hire anyone they desire to assist with their loved one. On June 22, 2016, GNRC partnered with Fearless Caregiver to sponsor a caregiver conference with over 200 attendees.

State Health Insurance Program (SHIP): Provided free and objective one-on-one counseling, information, and assistance with Medicare and other health related insurance to 12,517 clients, more than a 50% increase in client contacts over last year. SHIP also conducted 78 educational and outreach events.

CHOICES Intake Program: Completed 772 home visits to provide assessments for the program; Completed 176 Customer Satisfaction surveys for TennCare. CHOICES is TennCare’s Program for long term services including nursing home care and home care.

AAAD Counselor Team: Provided case management for GNRC’s state and federal home and community-based service programs. Each team member is charged with assessing eligibility, developing a care plan to address client needs, monitoring service delivery, advocating for client needs, and connecting clients with available resources. The team provided ongoing case management to 444 in-home individuals, and 572 home delivered meals recipients.

The GNRC is designated by the Tennessee Commission on Aging and Disability as the Area Agency on Aging and Disability (AAAD) for 13 counties. As the AAAD, GNRC provides programs, services, advocacy, inter-agency linkages and coordination, and information sharing opportunities to improve the quality of life for older or disabled Middle Tennesseans.

2016 Program Highlights

The GNRC administers a host of programs funded by federal and state agencies aimed at supporting community and regional planning efforts. Program highlights from 2016 include:

Economic Development: Collaborated with the Tennessee Department of Economic and Community Development and area economic development organizations including the Tennessee Central Economic Authority, Middle Tennessee Industrial Development Association, Forward Sumner, local and regional chambers of commerce, and joint economic and community development boards. Developed the 2016 annual update to the Comprehensive Economic Development Strategy to qualify local projects for grant funding through the U.S. EDA.

Transportation Planning: Participated in the transportation planning efforts of the Clarksville Urbanized Area Metropolitan Planning Organization and the Nashville Area Metropolitan Planning Organization including its recent adoption of the 2040 Regional Transportation Plan. Assisted the Nashville Area MPO with the recently completed Southeast Area Transportation and Land Use Study for Rutherford County.

Water Quality Planning: Secured and administered a Water Quality Management Planning Grant from TDEC for $66,650.00 to map 80 miles of the Harpeth River to assess the stream channel, water quality, habitat, community outreach, and overall watershed planning.

Land Use Planning: Contracted with 12 cities and counties to provide local planning and zoning assistance; Participated in activities related to the Joint Land Use Study for Fort Campbell and surrounding communities.

Solid Waste Planning: Created a rolling database of Solid Waste facilities within the region to be implemented into a future Solid Waste GIS Web Application; Provided technical assistance to Houston and Trousdale counties in order to source sustainable funding for their Solid Waste programs; Promulgated/co-authored a Solid Waste Disaster Debris Management Plan for Houston County; authored Solid Waste 5-Year Needs Assessment Reports for Rutherford and Stewart Counties.

Emergency Services Planning: Provided assistance to Eagleville with a federal emergency services grant for funding additional firefighters and vital lifesaving equipment.

Grant Administration: Administered and closed-out multiple grant programs on behalf of local communities including Community Development Block Grants, THDA low-income housing (HOME) grants, THDA Emergency Home Repair grants, Tennessee Arts Builds Communities grants, among others.

Middle Tennessee Tourism Council: Received grant from TN Department of Tourist Development to refresh MiddleTennesseTourism.com.

Tennessee River Trails Association: Administered three National Scenic Byways grants and used TN Department of Tourist Development grant to refresh DriveandDiscover.com; organized a two-day Bike, Pedestrian, and Water Trail Development Conference at Paris Landing State Park.

The GNRC was created by the Tennessee General Assembly as a regional planning agency to assist local governments in economic and community development initiatives and to help those communities plan for new growth and development. The U.S. Economic Development Administration (EDA) has designated the GNRC as the Economic Development District for northern Middle Tennessee, responsible for developing the region’s Comprehensive Economic Development Strategy.

2016 Program Highlights

Mid-Cumberland Area Development CorporationGNRC provides administrative services to the Mid-Cumberland Area Development Corporation (MADC), a non-profit organization which provides small businesses access to financing using federal and local development loan programs.

The main objective of MADC’s loan programs is to encourage small business growth and economic development, while benefiting communities through tax base expansion and job creation. U. S. Small Business Administration (SBA) 504 Loan Program: Funded nine loans totaling $9,519,031, creating 110 jobs. Economic Development Administration (EDA)-Revolving Loan Program: Funded six loans totaling $1,885,957, creating 34 jobs. Capital Loan Program: Funded four loans totaling $35,750, creating twelve jobs. USDA Rural Development-Intermediary Relending Program: Funded two loans totaling $317,750, creating seven jobs.

During FY 2016, nearly $274 million in state and federal aging dollars were spent in the Cheatham County community. The largest share ($174,483) of this funding was used to provide more than 29,000 congregate and home-delivered meals to 317 clients. More than $48,000 was directed towards in-home services to 19 clients, each assigned a case manager to advocate on their behalf. The Ashland City Senior Center received $27,500 to provide physical fitness & exercise, health promotion, education, and telephone reassurance to its clients. More than $9,000 was provided for transportation services and nearly $12,000 for Family Caregiver Support Services.

Data gathered by GNRC for TACIR’s most recent Infrastructure Needs Report identifies more than $300 million in capital facility needs across Cheatham County. Transportation projects account for nearly two-thirds of this amount. After transportation, the county noted substantial needs for their water and wastewater infrastructure, new public school construction, and the construction of public buildings to better serve its citizens. Nearly $14 million in capital projects were completed in 2014, distributed as shown in the chart below.

Aging & Disability ServicesGNRC subcontracted to provide training to help seniors use the Nashville MTA bus routes. In a partnership with the United Way and Catholic Charities, GNRC provided training to 134 participants at a Chronic Disease Self-Management Program workshop; GNRC responded to more than 5,200 calls from residents regarding Medicare information through the State Health Insurance Program Hotline.

Planning ServicesGNRC regularly supports many of the local planning efforts within Metropolitan Nashville-Davidson County. Specifically, GNRC provides local planning assistance to the cities of Berry Hill and Ridgetop and participates in transportation planning activities of the Nashville Area MPO.

Community InvestmentsThe MADC worked with a construction company and a minority-owned childcare company to secure $715,000 in SBA Loans. The financing helped create 19 jobs and spurred over $1.1 million in private investment; GNRC supported tourism initiatives of 4 different organizations with $2,000 in grants; The GNRC-administered THDA Emergency Repair Program assisted 14 homeowners in the county. Aging & Disability ServicesRutherford County had the second highest volume of call/contacts for accessing Medicare assistance. With the SHIP program, staff reached out to 1,616 persons. With our partner, Legal Aid Society of Middle TN, 210 attorney hours were spent with constituents seeking legal advice on personal issues. Court-appointed guardians were accessed to help Rutherford County constituents make financial and medical decisions.

Planning ServicesGNRC assisted Rutherford County with their 5-Year Solid Waste Needs Assessment and worked work on transportation planning issues through the activities of the Nashville Area MPO. GNRC staff helped the City or Eagleville secure funding to address housing needs and provide additional equipment for firefighters.

GNRC also awarded $26,200 to Stewart County Senior Citizens, Inc. to support services for its clients.

Infrastructure Needs and Completed Capital ProjectsData gathered by GNRC for TACIR’s most recent Infrastructure Needs Report identifies nearly $83 million in capital facility needs across Stewart County. Transportation ($46 million) accounts for more than half of the cost of all needs. Public buildings, law enforcement services, and projects related to other utilities also show as a significant need. More than $1.7 million in capital projects were completed in 2014 across the categories shown below.

County Profile Highlights

Aging & Disability ServicesThere were 44,453 meals provided to 292 clients. In June of 2015, GNRC contracted with the City of Portland to develop a volunteer transportation program to give seniors door to door access. The program will provide safe trips to the grocery store, hair salon, and other locations in the area. Mayor Wilbur and his staff are coordinating with Portland C.A.R.E.S. to pilot this unique program that will allow seniors to remain independent and active in their community.

Planning ServicesGNRC assisted the City of Gallatin with its special census verification, provides on-call local planning services to the City of Westmoreland, and participates in the transportation planning activities of the Nashville Area MPO.

Community InvestmentsThe MADC worked with a new marketing company in FY 2016 to secure $72,875 through the EDA’s Revolving Loan Fund Program. The financing helped create 2 jobs and leveraged $164,500 in private investment. GNRC assisted with the tourism promotions of 11 different organizations through $5,500 in grants. A CDBG for a new Emergency Operations Center remains in progress, and GNRC helped the county secure $600,000 more in funding beyond its original award. The THDA Emergency Repair Program, administered by GNRC, helped rehabilitate 5 homes for low-income households in Sumner County.

County Profile Highlights

Aging & Disability ServicesGNRC responded to 200 calls from Trousdale County residents regarding Medicare information through the State Health Insurance Program Hotline. Other aging services were used very sparsely. GNRC is committed to improving local awareness of the programs aimed at the aging and disabled populations.

Planning ServicesGNRC provides on-call local planning services to the County, assists with solid waste planning, and supports transportation planning efforts through the Middle Tennessee RPO.

Community InvestmentsGNRC assisted the County’s Chamber of Commerce with a $500 tourism grant and a $2,000 Arts Build Communities grant. Applications for state and federal economic development grants were successfully submitted leading to over $2.1 million in funds, leveraging an additional $152 million in private investment and creating 466 jobs.

Aging & Disability ServicesThere were 26,478 meals delivered to the homes of 258 seniors and disabled residents in Williamson County in FY 2016. In addition, the Aging program provided 1,764 in-home visits to assist clients with cleaning, cooking and laundry through Homemaker Services, and grooming and bathing through Personal Care Services.

Planning ServicesGNRC supports transportation planning efforts through the activities of the Nashville Area MPO, and helps to address housing needs of disabled and elderly citizens with various grant programs.

Community InvestmentsThe MADC worked with one of Williamson County’s new breweries in FY 2016 to secure $30,970 through its Capital Lending Program. The financing helped create 3 jobs in the community. GNRC assisted with $3,113 in tourism grants sponsored by 7 different organizations including the Fair Association, Carnton Planation, and Battle of Franklin Trust. GNRC also helped secure $2,000 in Arts Build Communities funds for the Williamson County Youth Orchestra and assisted 9 elderly or disabled individuals with $29,381 in Emergency Repair Program grants.
