1 Annual Report: 2016-17 Annual Report 2016-17 based on activities of the Board in operation. This Report consists 4250 pages, total nine volumes. Contents of the Report include the major activities of the Board and Scholarships from Class 1 st to 12 th and Post- Higher Secondary Scholarships. Presently Six boys Pahari hostels are functioning at Anantnag, Baramulla, Poonch, Jammu, Rajouri and Kupwara with intake capacity of 550 inmates. Three Girls Pahari Hostel at Rajouri, Poonch and Kupwara are also functioning with 150 inmates in the State Providing free boarding/lodging, books /stationery, uniform/clothing, sports material, health checkup and other facilities. Board provides Post- Higher Secondary Scholarship Pahari speaking students who are perusing higher education within and outside of the State of Jammu and Kashmir -all courses and degrees- including Technical/Professional Courses- MBBS, BDS, BUMS, Degree Engineering courses, PG courses in Medical & Engineering, BSc Agriculture, BVSC, BSc IT, M. Phil, PhD Courses, Non-Professional (and all other Government Recognized courses) including UG & PG level courses. Diploma Engineering courses, All Medical courses in which admission is given on 12 th basis & B.Ed. courses etc. on the basis criteria laid down by the government of India endorsed by the Social Welfare Department J&K. Based on criteria, Scholarships are paid to students whose parents’/guardians’ income from all sources does not exceed Rs. 2.50 lakh per annum. While filing Scholarship Forms necessary documents required are the Pahari Board Certificate from the Board Member Nominated vide Government Order No: 1367-GAD of 2015 D a t e d:14- 10-2015 and Government Order No:1393-GAD of 2015 D a t e d:21-10- 2015; Income Certificate from Executive Magistrate not less than 1 st Class; Original Receipts fee Paid to the institution; Bonafide Certificate issued by the institution;Bank Account detail Bank branch name, Account numbers, IFSC Code etc; Permanent Resident Certificate of J&K; Students of the same parents/guardian are eligible. Candidates who have passed the higher secondary or any higher examination of a recognized University are eligible. The scholarships are available for the study of all recognized courses in recognized institutions except certain identified training courses. Students studying through correspondence courses are eligible. Employed students on leave without pay for the entire duration of a full time course are eligible for course. The scholarship holder under this scheme will not hold any other scholarship/stipend. All terms and conditions as issued by the J&K State Government were taken into consideration; Scholarships amount sanctioned equivalent to the Non-Refundable Fee paid by the student.

The maximum amount of Scholarships sanctioned to the tune of Rs. 20000/- on available funds; Students who paid Non-Refundable Fee less Rs.20000/- fully refunded. Similarly, Pahari Scholarship (1st to 12th class)Students of the Pahari Speaking Category study in various government institutions of the State are being provided scholarships i.e. Pre-Matric Scholarships through School Education Department. The Chief Education Officer (CEO) through Zonal Education Officer gathers information from Schools as per devised Format circulated by State Advisory Board for the Development of Pahari Speaking People (PSP). Format includes name of the District, Zone, School- particular of the student- name with parentage, class, roll number, percentage of marks obtain in previous examination, percentage of attendance, Bank account detail, account number, amount of scholarship entitled etc. Respective Chief Education Officer compiled whole information of the District and furnished the same even Column list along with abstract Zone-wise to the Board and claim requirement for the financial year as per Rates of Scholarships prescribed criteria issued by the competent authority- Social Welfare Department Govt. Order No 382-SWD of 2008 dated 29-12-2008.This Board received required information as mentioned above from the Chief Education Officers scrutinized and further release the amount of Scholarships in favour of Chief Education Officers’ for onward disbursement purely on DBT mode. The Utilization Certificates along with disbursement list submit CEOs to the Board.

Another scheme under operation is the Construction of new Hostels for Pahari studentsat Jammu is under construction at Village Keran Bantalab at an Estimated Cost of Rs. 564.00 Lacs. During current year 2016-17 Rs. 100.00 Lacs approved under Capex Budget. (Rs. 15.00 Lacs for repair and renovation of existing hostels and Rs. 85.00 lcs for construction of new hostel )An Amount of Rs. 200.00 Lacs proposed for 2017-18 is executed by PWD/RnB Jammu.

3. Grant of Post – Twelfth - Scholarship:- Pahari speaking students who are perusing higher education within and outside of the State of Jammu and Kashmir above twelfth class have been provided Scholarships for all courses and degrees- including Technical/Professional Courses- MBBS, BDS, BUMS, Degree Engineering courses, PG courses in Medical & Engineering, BSc Agriculture, BVSC, BSc IT, M. Phil, PhD Courses, Non-Professional (and all other Government Recognized courses) including UG & PG level courses. Diploma Engineering courses, All Medical courses in which admission is given on 12th basis & B.Ed. Courses etc. on the basis criteria laid down by the government of India endorsed by the Social Welfare Department J&K.

3.5 Conditions for sanctioning of Post Secondry Scholarships :- Scholarships are paid to students whose parents’/guardians’
income from allsources does not exceed Rs. 2.50 lakh per annum.
While filing Scholarship Forms necessary documents requiredare are:-
o Pahari Board Certificate from the Board Member Nominated vide Government Order No: 1367-GAD of 2015 D a t e d:14-10-2015 and Government Order No:1393-GAD of 2015 D a t e d:21-10-2015;
o Income Certificate from Excutive Magistrate not less than 1st Class;
o Original Reciepts fee Paid to the institution; o Bonafide Certificate issued by the institution; o Bank Account detail Bank brach name, Account
numbers, IFSC Code etc; o Parmanet Resident Certificate of J&K;
Students of the same parents/guardian are eligible. Candidates who have passed the higher secondary or any
higher examination of a recognized University are eligible. The scholarships are available for the study of all recognized
courses in recognized institutions except certain identified training courses .
Students studying through correspondence courses are eligible.
Employed students on leave without pay for the entire duration of a full time course are eligible for course.
The scholarship holder under this scheme will not hold any other scholarship/stipend.
All terms and conditions as issued by the J&K State Government were taken into consisdration;

Scholarships amount sanctioned equalent to the Non-Refundable Fee paid by the student.
Tha maximum amount of Scholarships sanctioned to the tune of Rs 20000/-
Due to constraints of Budgets 2016-17 maximum amount paid Rs.20000/- for acadmic session 2016-17 out of available funds;
Students who paid Non-Refundable Fee less Rs.20000/- fully refunded.
Note : Complete Bio-Data of students, Name of the Student with Parentage, Adress, District, Institution, Constituency, Class, Roll number, Family Income, Non Refundable Fee, Name of Bank Branch, Bank Account Number-16 digit, IFSC Code, Mobile Numbers, Aadar Number, Amount Sanctioned and PSP sanctioned Number etc. is given in Annual Report 2016-17 avaible in office of the State Advisory Board for the Development of Pahari Speaking People along with Darbar Move at 2nd Floor Pragati Bhawan Rail Head Complex Jammu and 2nd Floor PIB Building Residency Road Srinagar.
