A Message from our CEO, Chris Muns: No one would disagree that, Mozart, Thomas Jefferson, Albert Einstein and Andy Warhol all left an indelible mark on human history. What few people realize is that all are suspected of having lived with a developmental disability. Did they succeed in spite of those disabilities or because of them?
Since our founding in 1983, One Sky Community Services has worked quietly in the background providing individuals with developmental disabilities and their families with the supports and services they need to participate as full members of our community.
Although the people and government of New Hampshire have been supportive of our efforts to protect and expand their rights, competing public policy and budget priorities are starting to place the resources available to us at significant risk. The statewide budget for developmental disabilities during the current two year budget cycle is $27 million less than it was previously. This resulted in a cut to One Sky within that two-year timeframe of $2.6 million.
These cuts are occurring exactly at a time when the needs of our target population are snowballing.
The number of children diagnosed on the autistic spectrum is increasing
Children who are now turning 21 and eligible for our services is increasing
The number of individuals with developmental disabilities who are dealing with significant behavioral health and/or substance abuse issues requiring very specialized and intensive (i.e. expensive) services is increasing
Finally, as our population has aged and their needs have changed, the state and federal dollars available has not kept pace
These challenges are compounded by the fact that there is a severe shortage of trained Direct Support
Professionals (DSP) to work with the people we support. A DSP more than anyone other than a client’s family or
guardian – are the individuals who have the greatest influence on the progress our clients make. The pool of
people willing to work as DSPs is limited and because the wage rate the state and federal governments allows us
to pay are not competitive, finding these individuals has proven to be increasingly difficult.
One of the greatest challenges yet to be met is ensuring that everyone with a disability who can work has an
opportunity to do so. In NH, only 40% of individuals with a disability have a job, compared to 80% of individuals
without a disability. We have to do a much better job helping the people we serve find real, meaningful
employment.
One Sky has taken significant steps to meet these many challenges. We are:
Doing a much better job of advocating for the people we serve and for those who are responsible for providing the vital support and services;
Actively identifying other sources of financial support for the programs and services we offer;
Becoming a much more visible and active participant in our community; working closely with local community and business leaders, other human services providers and other potential partners;
Developing close and productive working relationships with our town, county, state and federal elected officials
Strengthening our Family Support Advisory Council to ensure that we stay focused on meeting the needs of the individuals and families we support; and
Actively engaging in fundraising activities for the established One Sky Readiness Fund to raise money to pay for the critical services that our clients need but which there is no other funding available.
Protecting and advancing the rights of individuals with disabilities – focusing on their abilities, rather than their
disabilities - is one of the last great human rights challenges left. Everyone in our community should have the
opportunity to live a rich and fulfilling life. None of us can ever be sure if the next Einstein, Jefferson, or Warhol
isn’t living amongst us.
One Sky Community Services was founded to bring people from the Laconia State School back home to their
community. Thirty-years later, we need to re-engage with our community to ensure that the changing needs of
this unique population are met. I invite you to join us in this effort.

Legislative Report by Audrey Gerkin
As the Family Advocacy and Education Liaison and a family member of One Sky, I have connected with many families and legislators, since my hiring in May. It is my goal to educate and facilitate what it means for people with disabilities to live full lives in their community. We held six Legislative Coffees before the fall elections to connect with our regions leadership and families to listen to concerns and advocate for families. I also chaired the Nursing Shortage Commission this fall and filed a final report with many recommendations to assist people who receive in home nursing services.
Alongside Community Support Network, Inc. (CSNI), the area agencies have come up with the four top legislative priorities for this coming year. They include Early Supports and Services (ESS), fully funding of the waitlist, a reasonable cost of living adjustment to assist the work force issues surrounding Direct Support Professionals (DSP’s) and Room and Board services. There are other areas too, but we believe by focusing on these priorities it will help continue to keep NH at the top of the charts in the nation. We want to be used as a resource for information and support.
