From the director desk
t gives me immense pleasure to present the progress report for the FY 10-11 before
you. The year haS witnessed opening of new interventions and events along with the
unabated efforts of the organization to serve the marginalized and poorest section of the
society. Various interventions were carried out during the period covering several issues
as Capacity buiding on prevention of Atrocity Act, Promoting dalit rights, sustainable
livelihood promotion, Study on educational exclusion of scheduled castes, leadership
development, Women Empowerment, Strengthening Local Self governance and capacity
building of CBO’s.
I will like to take this opportunity to thank the donors and co-operating agencies and
individual for their continuous support and guidance in our endeavor. Lat but not the least I
will like to express my sincere regards and thanks Board Members and organizational team
for their invaluable support and rigorous efforts for accomplishment of Outputs.

Background Information:
DALIT VIKAS ABHIYAN SAMITI is Rights based Civil Society Organization working for eliminating the
scourge of untouchability and discrimination of Dalits and advancing their rights in close coordination
and support from broader secular, democratic, progressive and egalitarian social movements without
losing its Dalit perspective.
Dalit Vikas Abhiyan Samiti (DVAS) is committed to a people-centered and people controlled
development model where establishment of dignity of Dalits is of paramount importance and their
overall development, including social, economic, political and cultural, is central to all decisions made
and processes evolved. Over the last 15 years, its developmental interventions are attenuated to
augment the increased participation of Dalits through various enabling strategies and programs such
as Advocacy, sensitization, issue based campaigns, community capacity building and networking and
to ensure fundamental socio-economic rights, including human rights, and resolutions of various
National and International Bodies.
Our Vision: To establish a society where basic needs of the Dalit and underprivileged community
people are fulfilled based on justice and more humane, respect and dignity for all human beings
secured through liberty, equality and fraternity.
Our Mission: To empower the Dalit and underprivileged community people at village level to
maximize their potential and enable them to become independent and self-reliant through foster a
conducive environment to enable the less privileged to assert their rights and live in dignity.
OUR GOAL: To promote the capacity of discriminated groups to raise their voices and represent
themselves in activities to combat socio-economic discrimination and inequalities to ensure “Smile
with Justice and dignity for all”Smile on the face is our goal.
Legal Status: Dalit Vikas Abhiyan Samiti was formed on 18 June 1992 was registered by
Government of Bihar under the seal of the Inspector General of Registration, under the Society
Registration Act XXI, 1860. Bihar Government Registration Number 91/96-97, Dated July 13, 1996
FCRA Registration: Dalit Vikas Abhiyan Samiti is also registered under Foreign Contribution
(Regulation) Act (FCRA) 1976 by the Government of India. FCRA registration No 031170234,
Dat.September 16, 2002 , With Registered is Income Tax Registered under Section 12A and 80 G of
Income Tax Act Govt of India.
Periphery (GEOGRAPHICAL AREA OF WORK):
DVAS is currently working with unreached and underserved Dalit communities in around 45 Gram Panchayats and 165 villages all forming part of Patna, Vaishali, Samastipur, Muzafferpur ,Gaya and Nalanda, districts of Bihar, benefiting around 12000 poor and indigent Dalit communities.

Progress of Activities:
Promoting Human Rights of marginalized groups through legal and constitutional options: Various rights
and provisions have been enacted for protection, welfare and development of themarginalized groups
to create a congenial enviorment, enabling realization of their potential and protection from all frorms
of discriminations. But in reality atrocities against scheduled castes and women remain in the society in
various forms and shape which are not only violation against human rights but also a crime against
humanity. With the objective to understand the status of human rights & create awareness on the
provisions of human rights in the state various initiaves were undertaken by the organization
Seminar on“Status of Dalit Human Rights - Relevance and Challenges”: On the eve of International Human Rights Day, Dalit VikasAbhiyanSamitiin collaboration with National
Dalit Centre of Human Rights
,Bihar orgnaised a seminar
on the issue of“Status of
Dalit Human Rights :
Relevance and Challenges” at
the Karpuri Community Hall,
Mahua. The workshop was

workshop was an attempt to examine the status of different human rights and their accessibility to the
common masses particularly, the Dalits and the Mahadalits. Key observations of the seminar were:
Fundamental Rights of Education and good health are still unreachable for these under privileged class.
Individual cases pertaining to Dalit atrocities wherein the victims were treated inhumanly by the
police authorities came into picture wherein the police has not arrested the accused persons
yet.The need of the hour to organize such workshop for police and people belonging to
administration.
Capcity building of village Cadre on POA and Human Rights: Workshops have been organized at village and panchayat level to orient the dalit leaders on provisions
of human rights enabling them to work as human right defender in the intervention area. Orientations
have been provided on the process of collection of information in case of atrocities, fact finding
techinques and to forward it to the concerned officials. These defenders also report about the incidents
happening in their respective areas for follow up and areworking in close collaboration and coordination
with district and state level agencies, police and administration for justice to the victims.

Follow up trainings on awareness on POA was provided to understand the level of orientation
of the village based cadre and to equip them with enhanced capacities to handle the incidences of
atrocities on SC/ST communities with greater efficiency. The dalit cadre wer also provided resource
inputs ob provisions of domestic violence Act and its provisions to safeguard the rights of women
communities who are marginalized even among the most marginalized groups.
Training Program on Prevention of Atrocities Act:
Training events were organized on SC/ST preention of Atrocities Act to build the capacities of the village
cadre to deal in incidences related to atrocities of SC in five phases covering more than 1000 participants
from women and men.

sufficiently explained or not. There are twenty different Articles for the safety of Prevention of Atrocities
Act. The trainings elaborately covered the various section and provision of compensation and
punishment for different offences. The training also discussed cases where violating the provision
against the provisions of the act. The cadrewere oriented on ways and means to seek information under
RTI Act from the concerned authorities how such deceisions were taken to create pressure on
administration for strict implementation of the Act.
Training on sexual Harassment: Sexual Harassment takes place at their workplaces very often. Women workers are often put to
harassments by such persons due to forceful approaches by another side by means of (i) Physical
contacts and advances (ii) Demand or request for sexual favors. (iii) Pornography or by showing other
Magazines & Books on sex. (iv) Or using other physical non-Verbal conduct of sexual nature.
Discussingabout safety measures the women were informed on disciplinary action that could be taken
by the management. The Office can take disciplinary action for such misconduct.There should be a
complaint machinery, which should work on redressing the complaint put up by the victim ,A panel of a
committee can be set up for judgment on hearing such vulgar incidents by any side of gender. Workers’
initiatives also are welcome to amicable settlement of the sexual harassment episode.

SHG Promotion:
Formation and Nurturing of Self Help Groups especially of women from marginalized Communities has
been promoted by the organization as an
platform to addres the socio- economic
issues related with women. 45 groups
have been linked with SGSY for carring
out economic activities in fatuha block of
Patna. Another 32 groups have been
formed in vaishali district. The SHG’s are
conducting regular savings and carring
out micro credit activities. These SHG’s
are alos acting as platform to address
other social issues as education of Girl
Child, health and Women rights and
entitlements.

Voter Awareness Campaign: A voter awareness campaign was oragnised to educate and mobile the marginalized voters on
importance of their votes
in the forthcoming state
election. The campagn
was carried out in joint
collaboraton with the
department of
information, Bihar and
other state level agencies
working on the issue.
Various tolls as
orientation camps, village
level meetings and
nukkad were staged to
sensitize the marginalized
communities on the role
of governments in the
life. Further the initiatives
were aoimed to mobilize the dalit community on their issues realated with governance so that they
could discuss and debate in the community on the role and interventions of the political parties for
endsuring rights and development of the marginalized groups.

struggle causing enforcement of the Report of D. Bandopadhay Commission on Dalit Land
Right in collaboration with Natinaol Dalit Centre foe Human Rights, Bihar, Dalit AdhikarManch
under the courtesy of Dalit Foundation, New Delhi.Dalit Human Right Activist and Executive Director
of Mr. Dharmendra Kumar speaking on the occasion informed the participants that even after 48
years of

emphasized on
that on 16th
June 2006, the
Government of Bihar set up a Land Reform Commission under the Chairmanship of Mr. D.
Bandopadhay and when the Commission specially recommended 10 decimal ofHomesteadland to
landless and agriLabours should be given 1Acre 66dml. Land. All Bataidar, who have got Land
Parchas as ownership through the recorded documents of land should be recorded in the computer
and thus BhooHadbandi should restricted at 15 Acres. The land received from Bhudan should be
distributed .The Government instead of implementing the recommendation of the Commission,
decide to give 4decimal and then reduced to 3 decimal or support of thirty thousand and has
deceived the Dalits community.
Awareness Programme on the land Rights:
Orientation was provided to the participants on the recommendation and report of comminsion on
land reforms. Speaking on this occasion Mr.Dharmendra Kumar, Director DVAS said that presently
even the funds provided by central government for providing three decimal of homestad land is not
being appropriatel utilized by the state Government. Other recommendations of commission on
land reforms as providing proprietory rights to share croppers to enhance their livlelihood security
has alos been left out by the government. On the other hand state government has announced to
provide thre decimal of homestead land to the mahadalit families and financial support of rupees

twenty thousand for house construction, buth these annoumented have not been taken up with
seriousness. Decision was undertaken by that a padyatrawil be taken up to sensitize the larger
community on land rights and to resolve issues related with land during the activity. The padyatra
will also raise issues foracces to physical procession of land by the beneficiaries from
dalitcommunites who have been given parchas by state government.
Leadership Capacity Building Programs:
Leadership development program was implemented to providestrategic inputs to young dalitmen and
women to build their capacity with regard to the challenges they face both at individual and
institutional level. It is envisaged that inputs on the ways of addressing and dealing with these
challenges will capacitate them to initiate field level action, in an attempt to prompt social
development. Resource inputs were provided on specific issues as
SC/ST prevention ofAtrocities ACT 1989. , Land Rights, Leadership styles and their importance. Social security Schemes, MNREGS and Domestic violence Act. IT has been envuisaged that these
trained cadre in turn would act as
resource persons in their respective
working areas and would take on the
the task of peer education and
sensitization of the larger community in
collaboration with Ambedkar gram samiti formed by the organization in 32 panchayats of vaishali
and Nawada district of Bihar. Refersher training was also provided to consolidate the learnings of
the earlier trainings and to address any problems/ issues encountered during the course of work.
1200 dalit youths were trained as an outcome of the activity.
Awareness on Domestic violence Act :
The basic human rights and the fundamental rights, assured by the Indian Constitution for women is
distant mirage. The state of dalit women is
even worse being subjugated to violence of
various kinds: physical and psychological
torture arising out of sexual assaults and
atrocities, caste discrimination,
untouchability, economic deprivation and
exploitation, since ages all over the country
and Bihar is no exception to it. They have
been denied of their right to survival,
protection and participation. The
inadequacies of a gender sensitive response from institutions and systems of governance combined
with resistance from a patriarchal social mindset have worsened their vulnerabilities and

deprivationsand at times results in domestic violence against them. Awareness program on
domestic Violence act was organized to sensitize the dalit women and larger community on
protection rights of women in cases of domestic violence .participantion from 225 Ambedkar Gram
Samiti was observed in the campaign. 19 cases of domestic violence were amicably resolved during
the campaign.
Adlosment Health Education Camps Programme: Health is a burning issue among the dalit community in Bihar because of several reasons. As the dalit
community usually lives in
separate tolas which are
located in the outskirts of the
village the health personnel
do not make regular visit nor
the community has access to
PHC’s or sub centres.
Secondly there is a a lot of
stigmas and practices among
the dalit community which
obstructs women and
adolescents to discuss their
RH issues and problems and
therefore health needs are
not addressed properly. The
organisation has been
working to sensitize dalit community, women and influential leaders on issues related with maternal
and reproductive healths check up was provided to the cases requiring immediate action during the
camps organized by DVAS. Some emergency medicines were distributed and the acute cases were
reefered for follow up.
Aids Control Awareness Programme: AIDS Awareness Camps :Awareness
Camp was organized to orient youths on
the issues of HIV/AIDS for development
of Conceptual clarity and creation of
positive attitude among the community
to realize HIV/AIDS as an health hazard
adversely affecting the indicators of
human development (income, poverty and earning capabilities) and a backdrop against individual
liberties and rights. The youths were motivated to mobilize support of their communities for an
enlarged community initiative for prevention and alleviation of the AIDS problem.
AIDS Control Diwas Day--Awareness Programpeoples’ Campaign was organized in PatepurVaishali wherein prominent Doctors and Specialists have registered their presence. The program was organized by Dalit VikasAbhiyanSamiti in collaboration with National dalit Centre For Human Rights, Bihar. The village people also were present for their check up.

Promoting Inclusive Education: The literacy rate among the SCs of Bihar was dismally low at a mere 28.5 percent during the 2001
Census, which is nearly half of that recorded for all SCs at the national level (54.7%). The male and
female literacy rates are 40.2 percent and 15.6 percent respectively against the corresponding
national figures of 66.6 percent and 41.9 percent. Among the literates, 39.7 percent of the SCs are
either without any educational level or have attained education below primary level. The proportion
of literates who are educated up to the primary or middle level constitute 28.4 percent and 13.1
percent respectively. Bihar is considered one of the most backward states in the country. It stands at
the lowest rung in respect of almost all the indicators of human development, includingthose
related to education. At the time of Independence the literacy rate in Bihar was 16.7 percent as
against the national average of 18.2 percent. DVAS in collaboration with PRIA and east & west
educational society was associated in the study titled ‘Educational exclusion of dalits in Bihar. DVAS
was instrucmental in conducting baseline survey and organised a FGD to understand the reasons tof
educational exclusion of
dalits. The FGD
highlighted several
important issues
adversely affecting the
education of dalit
children.
These are listed below.
Irregular attendance of
teachers.
Irregular supplies of
provisions: mid day
meal, books, stipend,
TLM etc.
Abusive language: sometimes calling SC children by their caste.
Teachers do not take the dalit children’s education seriously.
Lack of separate toilets for girls.
Inadequate number of teachers.
Lack of specialist teachers (Mathematics, Science, and English) as a result the children cannot cope
in the higher classes. As dalit children come from marginalised families they cannot avail of private tuitions.
Lack of coordination between teachers and Parent Teacher Associations (PTA).
Panchayat representatives do not monitor the educational process as was envisaged.
Lack of residential schools in comparison to the number of students.
Teachersare engaged in surveys, elections and other work which affects the education of dalit children.
In some places the PTA is formed in contravention of the prescribed norms. ( The children of
presidents of the PTA do not study in the schools yet they have been made presidents)
Lack of dalit teachers.

Suggestions for improvement
Dalits to be made presidentsof PTAs on the basis of reservation norms.
Effective monitoring by senior officers on the school’s performance and delivery of facilities,
with a special focus on weaker sections.
Ensuring timely supply of provisions.
Opening of residential schools in adequate numbers at all levels.
Campaign for enrollment of chidren of marginalized groups:An enrollment drive was undertaken by
the organization to include out of school/drop out children in formal schooling system in the
intervention area. Meetings with dalit parents were organized to inform them on the provision of
right to education Act and provisions for dalit children provided in the state. The parents were also
sensitized on the importance of education on socio- economic transformation of the children and
family as well. Discussion was facilited among the participants o the status of education particularly
in the villages and fornms of discriminations. 345 children were enrolled as an outcome of the
activity.
Dalit Child development Program: The organization firmly beilieves that hchildrenarethe future of any community and the nation as
well. So adequate investement and care must be exercised to development of potential of children,
especially of the marginalized groups who are out of the main sretram development process.

Painting Competition:
Painting competition was
organized in collaboration with
NDCHR in patna on the issues
of envioement to promote a
iunderstanding on the
enviormnetal issues and
concern among the dalit children. 35 children from different panchayats participated in the
competiton.
Child Friendly Villages: is an innovative concept where our little champions applies Peer
pressure to emancipate the Child labour and for the reporting period, this initiative could declare 35
villages in Fatuha block as CHILD FRIENDLY VILLAGE TO FRIENDLY COMMUNITY WITH SOCIETY….

BAAL MITRA MAHAPANCHAYAT: Dalit VikasAbhiyanSamiti and National Dalit Centre for
Human Rights, Patna have organized the Program of BAAL MITRA MAHAPANCHAYAT at Gram
PanchayatBardiha in Patepur Circle in Vaishali district for the election of BAAL MUKHIYA SARPANCH
was held in the presence of Gram PanchayatMukhiya Sri PremvhadPandit.
Sri Pandit garlanded the newly elected BAAL MUKHIYA SARPANCH and the member children and
taken part in the meeting of BAAL MITRA MAHAPANCHAYAT.The Director of Dalit
VikasAbhiyanSamiti addressed and said that his vision is since the beginning if the children are
taught about their strategy which is their right since birth. If they are educated in the course of
coordination Committee, Panchayat-Block and PanchayatSamiti, DistParishad as how they are
functioning, the children shall be mentally strengthened and become strong enough to warn their
guardians.
BAAL MITRA MAHAPANCHAYAT is being formulated for the purpose of discussing things openly
about their problems. They can put up matters with their guardians openly so that they can discuss
things with PanchayatPradhan and justify things. Like Government strategies of Election Rules, the
Electioneering Officer, The officer, The center Officer, in the Panchayat Election was they adopt the
same Strategy, The children go for vote Campaign to children door to door for Mukhiya Election.
They become much excited in this work. When the Election is completed, the winning part sit for
discussing about Child Labour Sucking of their labor, Sexual Harassment, and a check hold on Liquor
drinks. BAAL SHRAM free village is being built by them and for this purpose all the children are to be
educated, and this is their main vision from this program.
BALMITRA MAHA PANCHAYAT is an innovative program through which we could initiate a process
of educating Children about Panchayat Raj system and democratic Governance. For the reporting
year under review, we could conduct mock elections to around 50 BalmitraMahaPanchayats in a
democratic process and elected Mukhya and other Members of the Panchayat from the children.
They have been trained on various aspects of Democratic Governance, role of Panchayat raj and it’s
significance in upholding the rights of the citizens. Our BalMitraMahaPanchayats are playing
significant role in community coordination and acting as barriers for bringing the perpetrators of the
violence and transgressors of human rights into books.
Motives and evaluation: Children feel energetic from the Election Program
Children’s Propaganda is similar to the Main Election Program.
BalAdhikarSankarshan Program:
Following the Constitutional Amendment makingeducation free and compulsory, our
initiativesunder the child rights programme were againstchildlabour, child marriage, etc. along with
acampaign for the Right to Education Act. Our BalAdhikarSanrakshanDharna’s yielded good results
in educating the unlettered communities about the need for educating their children especially girl
children, prevention of child labour, child abuse, child trafficking etc. This movement has culminated
into liberating 250 children from the clutches of harsh labour and enrollment of 600 children into
mainstream schooling.

MNREGA and Land Rights Awareness Training Program:
A meeting was organized in ManjhiTola Community Hall at Wazitpur in Vaishali District. The Agenda
of the discussion was Mg. NREGA. BhaiNarendra asked whether they have been getting ready
response from the Gram Sevak or whether they are getting work in time. What are the obstructions
in getting work through this channel of Unit Help Line?
A Respondent Sri Shiv Manjhi stated that the Gram Sevak never co-operate in getting work in this
category. After getting applications from the villagers, in the beginning, he keeps up that
information within him. For many days and ask bribe for Registering her/his name. Or if anytime the
Job Cards are made available to the labor, work is left on queue. After getting a work, they are not
paid the timely
payment of the
work done.
Then comes the
problem of
opening a Bank or
P.O Pass book. for
the labor money
to be transferred
into his account
Anyway altogether
this takes a long
time against the
process.
Training on Right to Information: Dalit Vikas Abhiyan Samiti with support from Dalit Foundation, organized two days’ Cadres Training
Program held at Ambedkar Hall, Patna, on Right to information & Social Security. 65 Cadres from
Ambedkar Gram Samiti of Patepur Block of VaishaliDistrict.The participants were provided resource
inputs Right to Information Act, 2005. The components of the good governance like participation of
common people in decision making, transparent form of government and accountable government
towards community were discussed with the participants. ways of using right to information as a
tool for establishing an accountable and transparent governance institution. Right to Information
was a very important tool for ensuring the independence assured to us under the constitution of
Indian. Right to Information not only establishes a good governance structure but also acts as a
palladium for the other fundamental rights.The provisions of Right to Infiromation Act, 2005 were
discussed in detail. The major focus while discussing the provisions was given to the process of filing
applications under right to information act. The process of filing application was discussed in detail.
The participants raised a few queries on the provisions of the act that was consequently cleared
during the session.

Running of Huner Vocational Centres: Vocational trainings is promoted by the organization as an effective means for development of skills
among. It is well understood that Vocational skills not only enhances productivity (through
improvement in
educational and skill
base) thereby leading
to economic
empowerment but
also augments
democratic
participation of all
/marginalized
sections of society
and upgrades their
access to health and
other quality of life
indicators. It also
helps to check the
issues of migration
and unemployment among the unprivileged communities. The organization is currently eight
centers for imparting vocational training among girls from SC and Backward communities aimed at
their socio- economic empowerment in the Nalanda District of Bihar at
vocations namely Stitching,
Painting and embroidery
supported by Bihar education
Project.

Fact finding and support to victims of atrocities and natural disaters has been one of the key
working areas
for the
organization.
The organization
has made
adequate
response to any
incident of
atrocity and has
geared support
from all marginalized community as an organization proactively working towards ensuring dalit
rights and Justice. 32 cases of atrocities were supported in the process in addition to onecases of fire
and natural disaster. The victims were also provided leagal advice and counseling to lessen their
pain and agony.
