Fiscal year 2005-06 was an interesting and challenging year, from which the Mackenzie Valley Land and Water

Board emerged stronger and united. Under the leadership of the Chairs of the Mackenzie Valley, Gwich’in, Sahtu and Wek’èezhìi Land and Water Boards, and with the co-operation of their members the Board instituted

some important structural changes which allowed opportunities to strengthen ties within the organization.

These changes also demonstrated the potential for mutual benefi t through the implementation of the integrated

process envisioned by the authors of the Mackenzie Valley Resource Management Act.

This was also a remarkable year in that we welcomed the Wek’èezhìi Land and Water Board, established

pursuant to the Tåîchô agreement. This was the fi rst Board to be put into place since the establishment of

the MVLWB and we have made every effort to assist in the establishment of this Board. We look forward to

continued work with them in the new fi scal year to help to ensure their success.

The process of renewing the BHP Billiton Ekati Water Licence was completed this past fi scal year and the lessons

learned will help guide us through larger projects in the future. The Diavik Water Licence renewal process, the

De Beers Gahcho Kué project and the Mackenzie Valley Gas Project come readily to mind.

In February the Board determined that the applications submitted for the Mackenzie Gas Project were

transboundary and would be handled by the Mackenzie Valley Land and Water Board as per s.103.(1)(a) of

the MVRMA. In doing so, the Board demonstrated its commitment to the “one footprint” approach to the

licensing and permitting of the project that was envisaged by the signatories to the Cooperation Plan for

the Environmental Impact Assessment and Regulatory Review of a Northern Gas Pipeline Project through the

Northwest Territories and the Regulators Agreement. At the same time, the manner in which the panels are

proposed to be structured is a refl ection of our appreciation of the will of the people of the NWT to be a part of

development decisions.

Also late in the fi scal year there was a lot of work accomplished towards the establishment of a comprehensive

training plan for Board members throughout the NWT. This long overdue initiative brought together boards,

industry, educators and government in a joint effort, culminating in the submission to DIAND of a Business

Plan for the Development and Delivery of Orientation and Training Programs for Regulatory, Advisory and

Environmental Assessment Boards in the NWT. I am excited by the prospect of continuing that work in a new

fi scal year.

Over the past year there have also been some vacancies and interim appointments as terms expired and people

have left the Board. We look forward to the Minister of Indian and Northern Affairs fulfi lling the commitment

to expedite those appointments to get us back to a full working complement that is representative of all regions.

Finally, I would like to note that throughout the year, Board members and staff have demonstrated

their professionalism and their commitment to the concept of an integrated and responsible public

board as we continue with the task entrusted to us by the people of the NWT. I would like to express

my appreciation to them for all the hard work and dedication.

I look forward to serving with the Board in the forthcoming year.
