About MSME-Development Institute, Raipur
MSME-Development Institute, Raipur is the only field office of O/o DC(MSME) in the
state of Chhattisgarh. The institute maintains a close liaison with the State Industries
Department, Financial Institutions/Banks, State Promotional Agencies, Technical
Departments, Universities and academic institutions, engineering colleges and
Industry Associations. The support of the institute is basically in terms of –
1. Policy promotions measures for MSME Sector
2. Providing Technical Consultancy to Existing and Prospective Entrepreneurs
3. Publicizing the Public Procurement Policy and facilitating due share of MSE Sector
in procurements by Government Departments and Public Sector Enterprises
4. Liasioning with R.B.I. for Monitoring Credit Flow to MSE Sector
5. Disseminating Economic and Statistical Information
6. Implementation of National Manufacturing Competitiveness Programme (NMCP)
7. Promotion of MSE-Cluster Development Programme
8. Popularize the schemes like Credit Link Capital Subsidy Scheme and CGTMSE
9. Organise suitable training programmes and events for prospective and exiting
entrepreneurs
The Institute is headed by the Director and supported by Deputy Directors, Assistant
Directors, Investigators and other Staff members. The technical officers having
expertise in the disciplines like Mechanical Engineering, Electrical Engineering,
Electronics, Metallurgy, Chemical etc. are available in the institute. There are officers
from Economic & Statistical Services and Management and Training disciplines. The
institute is having potential of giving Techno-economic and Managerial Consultancy
Services to MSME Sector.

Vendor Development Programmes
The Institute organizes Vendor Development Programmes (National and State Level)
for Government Departments/ PSUs / Railways /Defence / LSUs with objective of
bringing Micro and Small units and Govt. Departments and PSUs on common platform
for business promotion of MSEs.
The institute organizes Seminars and Workshops on Public Procurement Policy and
brings awareness about the Policy. It also supports other organizations in their Buyer
Seller Meets etc.

Economic Investigation and Statistical Services
The objective of the Economic investigation and statistical services are –
To Prepare State Industrial Profile & District Industrial Profiles of different
districts.
To collect credit flow related information from Banks/Financial Institutions and
forward them to Headquarters for monitoring
To keep liaison with the State Level Banking Committee and Empowered
Committee and raise banking related issues in the forum
To collect information of MSME Units from the Districts and State Directorate of
Industries
To collect information related to production of MSME units and details of units
under 358- Reserved items for MSEs.
Census work of MSME units in the State.
Work of Index of Industrial Production in the State.
Management Development Programmes and Consultancy
Under this activity, the Management Development Programmes are organized with the
objective of improving managerial competence of MSME units. The areas of MDP
include Industrial Management, Marketing Management, Industrial and Commercial
Laws, Financial Management, Export Marketing etc. The institute is capable of
providing management consultancy to individual units.
Training Programmes
This Institute organizes different training programmes like EDP, ESDP, MDP, IMC and
seminar on various schemes for both prospective and existing entrepreneurs.

Export Promotion
Under this activity, trainings in Export Marketing, Export Procedure and
Documentation and Export Management are provided to MSME Units. The export-
worthy units are also motivated to participate in international trade fairs and apply for
different awards to bring their achievements in limelight.
National Awards to MSME Units
The Institute gives due publicity for the Scheme of National Awards and invite
applications and places them before State Level Selection Committee for
recommending the units from the State to National Level Selection Committee.
Library
The Library of the institute has a number of books on Technical, Economic and
Managerial subjects. The regular periodicals, journals and project profile are in
addition to the books. Every year new books and periodicals are added in Library.
More than 50% books are in Hindi. Library facility is available free for reference in the
library.
Implementation NMCP Scheme
A) National Manufacturing Competitiveness Programme (NMCP) Schemes - The
Government has announced formulation of National Competitiveness
Programme in 2005 with an objective to support the Small and Medium
Enterprises (SMEs) in their endeavor to become competitive and adjust the
competitive pressure caused by liberalization and moderation of tariff rates.

Promotion of ICT in Indian Manufacturing Sector (ICT).
The institute provides details of the schemes/ programmes useful for MSMEs and has
active role in their implementation in the State., like Prime Minister’s Employment
Generation Programme (PMEGP), Credit Guarantee Fund Scheme for Micro and
Small Enterprises (CGTMSE), Credit Linked Capital Subsidy Scheme for Technology
Upgradation (CLCSS), Trade Related Entrepreneurship Assistance & Development
(TREAD) Scheme for Women etc.

Industrial Motivation Campaigns (IMC) conducted in 2015-16
As per the Action Plan Target 2015-2016, 24 Industrial Motivation Campaigns were
organized all over Chhattisgarh State. There are 1147 No. of prospective entrepreneurs
participated in the Industrial Motivation Campaigns, out of which 417 SC participants,
335 ST participants and 528 were women participants. The participatnts were motivated
to become entrepreneurs. They were informed with various small possible projects,
various schemes of Cental and State Govt.s, Banks and other Institutions. The details of

Entrepreneurship Development Programme (EDP) conducted in 2015-16
As per the Action Plan Target 2015-2016, 26 Entrepreneurs Skill Development
Programme (ESDP) were organized all over Chhattisgarh State. There are 603 No. of
prospective entrepreneurs took the trainings in the Entrepreneurs Development
Programme, out of which 208 SC participants, 209 ST participants and 270 women were
participated. The participatnts were taught with different topics like various small possible
projects, various schemes of Govt.s, Banks and other Institutions, Marketing, Finance,
Entrepreneurial traits etc. The details of Entrepreneurs Development Programme are

As per the action plan target 2015-16 one Seminar on Intellectual Property Right (IPR) was

Publicity of Schemes and programmes of Min. of MSME
Publicity of the schemes / programmes and policies of M/o MSME as well
as O/o DC-MSME amongst the prospective and existing entrepreneurs plays a crucial
role for the development of MSMEs by availing the benefits of schemes developed by the
M/o MSME. There is also need of synergy in working of various field offices of M/o MSME
especially in domains of common activities relating to MSME development.
Planned proactive and sustained efforts are being made for the Publicity of schemes /
programmes and policies of M/o MSME by organizing a monthly meetings with KVIC,
Raipur and NSIC, Raipur for discussion on the best possibilities and ways to popularize
schemes which helped us to come up with the various ways which are described below:-
1) Display of products of MSMEs on nsicshopping.com:-
Joint efforts have been done by MSME-DI, Raipur and NSIC Raipur for the publicity of
nsicshopping.com amongst the MSMEs by distributing scheme guidelines and registration
details to the participating MSMEs in various awareness / sensitization programmes
organized by this institute so that they can display their products with the help of e-
Commerce to boost their business.
2) Registartion in Udyog Aadhaar Memorandum:-
In order to ease the registration of enterprise M/o MSME started online
registration as Udyog Aadhaar Memorandum, wide publicity have been given amongst
the prospective as well as existing entreprenures in various awareness / sensitization
programmes organized by this institute for the benefits of participating MSMEs.

Report of Workshop on “Prime Minister Mudra Yojna”
One Workshop on Prime Minister Mudra Yojna was organized on 15/12/2015 at
Training Hall, MSME-DI, Raipur, in association with the State Level Banker Committee,
Raipur, Chhattisgarh in which 54 candidates participated.
The Programme was inaugurated by Shri Santosh Topkhanewale, Chief Manager,
Zonal Office, State Bank Of India, Raipur, Chhattisgarh. He said that Prime Minister
Mudra Yojna is an important initiative and State Bank of India welcomes all potential
candidates for this scheme.
Shri A. Behera, Manager, Denabank, O/o. LBO, Zonal office, Raipur discussed in detail
about various aspects of Prime Minister Mudra Yojna.
Shri Sanjay Kumar, Manager, Central Bank, Zonal Office Raipur discussed on Bankable
Project Reports for Prime Minister Mudra Yojna.
Shri R.K. S. Thakur, Manager, Chhattisgarh, Rajya Gramin Bank assured the
participants to provide loans under this scheme to the potential and genuine candidates.
Shri D. D. Gajbhiye, Dy. Director (Met.), MSME-DI, Raipur in his Keynote address
requested the banks to consider the cases of the candidates who have already
undergone our various training programmes and MSME-DI, Raipur is always on touch
with different banks for the success of this scheme.
During the Question – Answer session the participants were cleared many doubts and
myths about the banks. The officers from Banks provided the Application forms to the
participants and asked them to approach the banks without any hesitation.
Shri B. Jain, Manager, Zonal Office, SBI said that, the candidates should approach the
banks directly, and if there be any problem, the applications may be routed through
MSME-DI/SLBC/LDMs.
The workshop ended with vote of thanks extended by Shri C.S. Mund, Asstt. Director
(EI), who also coordinated the programme.

Miscellaneous Activities
1. State Industrial Profile & District Industrial Profiles : In the year 2015-16, One State
Industrial Profile of Chhattisgarh and 8 District Industrial Profiles have been prepared,
thereby completing the District Industrial Profiles of all the 27 Districts of Chhattisgarh.
2. Public Procurement Policy-2012 : Under this policy besides conducting one NVDP and
four SVDPS, list of MSEs towards 358-reserved items list have been updated by collecting
data from District Trade & Industry Centres. District-wise and Product-wise data have been
compiled. In all the programmes, the Public Procurement Policy – 2012 have been
discussed with other schemes of Ministry of MSME. Officers attended meetings at Bhilai
Steel Plant and South Eastern Coal Fields Ltdand discussed Poblic Procurement Policy –
2012 in detail with the entrepreneurs.
3. Cluster Development : Officers attended the Stakeholder’s meeting on 08/02/2016 for
Cluster Development of Stone Cutting & Polishing Cluster and on 09/02/2016 for wire
drawing units at Bhilai, Durg along with officials of State Directorate of Industries,
Chhattisgarh, concerned GM, DTIC and concerned industry associations. Subsequently
the State Directorate of Industries, Govt. of Chhattisgarh has submitted the Cluster
Application under MSE-CDP Scheme, through online and hard copies were also forwarded
to MSME-DI, Raipur, which was subsequently sent to O/o DC (MSME), New Delhi for
needful consideration.
4. Incubation Scheme under NMCP : Under the NMCP Scheme of “Support of
Entrepreneurial and Managerial Development of SMEs through Incubators”, Shri
Shankaracharya Technical Institution, Bhilai have been selected, for incubion of five new
innovative ideas.
5. Reimbursement under Product Certification and Barcode Scheme of NMCP : One case
of Barcode reimbursement was made for Rs. 25,500/- and one case of Product Certification
reimbursement was made for Rs. 84,525/-, under NMCP Scheme.

6. Guidance to Entrepreneurs : Besides guidance to the prospective entrepreneurs in
various training programmes, this Institute has guided around 3000 prospective and
existing entrepreneurs on different projects and schemes. 17 MSME units were provided
with intensive technical consultancy in the form of NSIC-SPR, Capacity Assessment and
paid consultancy.
7. PMEGP Task Force Committee Meetings :- Attended various PMEGP Task Force
Meetings in different Trade & Industry Centres, Chhattisgarh, and helped the committee in
selection of viable projects.
8. SLBC / RBI Meetings : Attended the State Level Bankers Committe Meetings and State
Level Empowered Committe Meetings of RBI, regularly and as per their decisions attended
various awareness programmes organised by different Banks and propogated the scheme
details of Ministry of MSME.
9. EM-II data collection from 2007-08 to 2013-14 : EM Part-II data collection from the tear
2007-08 to 203-14 was done for eight (8) districts of chhattisgar in this year.
10. Important Meetings with State Govt. / Associations :-
i) A team of officers led by Shri Dinesh Pradhan, Advisor, Business Advisory Services,
Earnst & Young LLP, New Delhi visited Raipur and Borai, and presented the Detailed
Project Report (DPR) on the upcoming Technology Centre at Borai District:- Durg, at
conference Hall, CSIDC, Udyog Bhawan Raipur. The DPR presentation was attended by
Shri A. R. Gokhe, Director on 26/08/2015 along with other officers. Officers from
Directorate of Industries and CSIDC, Govt. of Chhattisgarh and members from Industry
Associations also attended the presentation.

ii) Shri A. R. Gokhe, Director along withother officers attended the videoconferencing of the
Development Commissioner (MSME), Govt. of India, at Mantralaya, Raipur on 19/10/2015
on “Udyog Aadhaar Memorandum & its details”.
iii) MSME-DI, Raipur convened the SLSC Meeting of National Award-2014 at SIPB, Raipur
on 23/01/2016. The Committee was chaired by Shri V.K. Chhabalani, Spl. Secretary
(Industries), Govt. of Chhattisgarh
iv)Officers of MSME-DI, Raipur attended the inaugural ceremony of Rashtriya Udyog
Vyapar Mela at Bilaspur on 09/01/2016, organized by Chhattisgarh Laghu Evam sahayak
Udyog Sangh (CLSUS), Bilaspur in association with MSME-DI, Raipur. The Rashtriya
Udyog Vyapar Mela was inaugurated by Shri Raman Singh, Hon’ble Chief Minister,
Chhattisgarh.
Vi) Attended one seminar on “Make in Chhattisgarh” campaigns organized by Dept. of
Industry, Govt. of Chhattisgarh.
ix) Shri A.R. Gokhe, Director attended the Special SLBC Meeting on Prime Minister’s
Mudra Yojna along with other officers and handed over the list of candidates of various
Training Programmes to (SLBC), Chhattisgarh.
