Afternoon KeynoteMay 24IARPA’s Research Programs – Lessons LearnedJason Matheny, PhD, Director, Intelligence Advance Research Projects Activity (IARPA)

• In‐house research to develop radical ideas is becoming impractical. Crowdsourcing is necessary.• Fund multiple approaches in parallel. Results distributed widely, both failures and successes.• Some of the most successful inventions are those that allow a measurement to be taken that subsequently 

leads to other inventions• Remain technically agnostic. Frame the problem, then referee the teams trying to solve the problem• Sometimes the talented generalist predicts outcomes better than the specialist with much more data.• The best forecasts come from the average of many forecasts• Managing R&D:

• Identify leading indicators• Run forecasting tournaments internally (out to 4 years). Test against reality• Allow anonymous “bets”• Leaderboard over multiple tournaments

ties innovation to time. Big innovation does not equal long time.• DARPA’s team‐based structure offers a proven model for breakthrough innovation that can be 

adapted to industry.• Key attributes of the approach: Independent – but not disconnected – teams that have:

• Bold goals, project focus, and fixed duration• Best‐in‐class leaders and external partners aligned to project goals and approach• Support from organization infrastructure that enables speed and agility
