ANNEXURE 1. THE APPROACH & METHODOLOGY

1.1. Key Aspects of the Approach

1.1.1. Achieving 100% sanitation

The goal of the exercise is to achieve 100% sanitation in the city. The following are the indicators

of 100% sanitation:

Primary Indicators as mandated by National Urban Sanitation Policy

Every citizen has access to a toilet & the city is „Open Defecation Free‟

All the sewage generated is collected, treated and disposed off safely

Secondary Indicators

Secondary indicators are optional and are not mandated by the NUSP. However for holistic

sanitation in a city it is important that the following indicators are also addressed. It is

recommended to include the following indicators also into the CSP.

All the solid waste generated is collected, treated and disposed off safely

All water bodies and drainages are preserved and kept clean

All the storm water drains are kept clean.

Every aspect of the process and infrastructure provision must integrate community participation

and must be inclusive. In addition water and waste water management must be carried out in an

environmentally sustainable manner, recycling andreusing the byproducts as far as possible.

1.1.2. Building local institutions and community participation

The creation of the city sanitation task force, the 100% sanitation campaign (pilots), an

integrated city sanitation plan and capacity building and training are seen as the 4 key

elements of CSP. The 4 key tasks are divided into sub-components as follows.

The CTF is the institutional structure that will hold the vision of “Total Sanitation”. With this context it

shall ensure the successful implementation of the 100% sanitation campaign as well as oversee the

plan and project formulation, implementation and operations.

1.1.3. Centralized and decentralized approaches

Most local governments prioritize centralized collection and treatment systems for managing

domestic wastewater and municipal solid waste. However, as rapid population growth in urban

areas exceeds the supply of sanitation services, it has become increasingly evident that such

conventional treatment systems are not optimal solutions to tackling wastewater and sewage in

developing countries.

The section of correct technology choice is one of the key challenges for reaching 100 % sanitation

access. Some Technologies may already exist; in that case it is the goal of the planners and

engineers to optimize existing infrastructure and reduce redundancy but maintain flexibility with

user satisfaction as the primary goal.

It is important that a holistic technical approach, which incorporates centralized and decentralized

systems are chosen. A mix of options (including conventional and non-conventional solutions) needs

to be chosen to address the sanitation issues as a whole at a city wide level. The planning

approach has to define the project-specific social, cultural, economic, health and environmental

priorities which will influence technology selection and the system design. Technologies that

promote recycle and reuse of treated wastewater should be preferred.

1.2. Methodology

The four key services have been broken down into a series of executable tasks as follows. These

tasks are not linear and many of the activities will happen in parallel and in an iterative manner.

1.2.1. The City Sanitation Task Force (CTF)

The process of formation of City Sanitation Task Force (CTF) and aspects required for institutional

functioning are described in this section.

Task 1. Stakeholder Mapping

In consultation with the municipal corporation, a wide range of stakeholders were mapped. These

stakeholders were briefed about the City Sanitation Plan and the role of CTF.

Task 2.Defining Agenda, Institutional Structure, Roles and Responsibilities for t he CTF

A policy paper on the agenda, institutional structure, roles and responsibilities is drafted and this is

shared with the municipal corporation for feedback. (referannexure no.11 for the policy paper)

Task 3.Conducting the CTF formation meeting

The stakeholders identified with the Municipal Corporation were invited for the CTF formation

meeting. The CSP consultants and GTZ Environment Cell along with the Municipal Corporation

organized the meeting.

A presentation on CTF was made to the participants. The goal for the city was set to achieve

100% sanitation. The participants were divided into groups to discuss issues with regard to

sanitation. Each group discussed the issues identified.

Task 4.Preparing the Operations Manual

An operations manual shall be prepared for the CTF to carry out its functions. This will include (not

an exhaustive list)

Detailed roles and responsibilities of the various entities involved,

Standard operating procedures for meetings, decision making, carrying out of other functions

Task 5.Preparation of Guidelines

This will include:

Guidelines forupdating city sanitation GIS & data base

Guidelines for facilitating and overseeing implementation of awareness generation programs and

meeting relevant stakeholders from time to time

Guidelines for facilitating and overseeing implementation of CSP proposals, managing bids and

selection of consultants and contractors

Guidelines for facilitating and overseeing periodic capacity building activities.

Task 6.Preparing the M & E manual

The M & E manual will contain

Procedures for evaluating CSP proposals

Procedures for periodically evaluating 100% sanitation status based on set of objective indicators

of outputs, processes and outcomes(as prescribed in Annexure III/Section 4 of the National Urban

Sanitation Policy).

Procedures for monitoring sanitation status from time to time based on similar indicators

1.2.2. The 100% Sanitation Campaign

An action plan for awareness generation and conducting one pilot awareness generation program

is suggested for 100% sanitation campaign.

Task 1. Mapping of Sanitation Issues & Target Groups

The first step would be the identification of issues related to sanitation in the city. Some of the

common issues with respect to sanitation in a city could include:

Slum dwellers have no access to clean toilets or accustomed to defecate in the open

Other citizens choose to defecate in the open in public areas as toilets are absent

People are unaware of the water cycles in a city and that poor sanitation could mean water

contamination and poor health

Sewage and solid waste often find their ways to natural drains/nallas

There are many more issues with respect to awareness on sanitation that need to be addressed

and there are different stakeholders. The solutions to these issues may require specific problem

solving interventions or changing mindsets. Both shall be addressed.

The CTF formation meeting has identified various issues and awareness generation needs.

Discussions with various stakeholders at the city level also have helped in identifying issues and

target group.

Task 2.Formulating an action plan for Awareness Generation

A short term, medium term and long term action plan for continuous awareness creation shall be

created. Different media shall be employed such as television advertisements, school competitions,

street plays and debates, etc

Existing campaigns in the country shall also be linked and utilized where possible.

Task 3.Preparation of target specific IEC material

Based on the finalization of target groups and the action plan, material for information, education

and communication shall be prepared and used. Readily available material shall be customized

and used wherever possible.

Task 4.Conducting Awareness Generation Programs

The selection of target groups and the wards shall be based on consultations with the CTF. The

attempt will be to reach out to the maximum number of citizens. The experience from this pilot shall

be used to revisit the plan for awareness generation. The communication tools for various target

groups shall be identified through consultations and tested on ground.

Task 5.Community Based Information System

A Community Based Information System shall be conceptualized into which the local partner will

capture disaggregated community level data. Specialemphasis will be given to capturing the

concerns of the poor in the city level plans. The detailed data collection that shall be carried out in

2 wards as part of the sanitation planning exercise shall be used as a reference for this purpose.

1.2.3. Capacity Building & Training

Task 1.Benchmarking of capacities

The existing human resource, infrastructure, hardware and software shall be benchmarked and

assessed for adequateness to achieve 100% sanitation.

Task 2.Training needs assessment

Knowledge areas shall be identified. Areas where in house capacities require to be built as well

as potential for private sector vendor development will be assessed.

Task 3.Formation of a Technical Core Group

A technical core group consisting of the city engineers, health officers, key officials of the

sanitation department of the Municipal Corporation and interested private sector engineering

professionals. The technical core group shall also be a part of the CTF.

Task 4.Training Workshop Series

A plan for training requirements shall be formulated based on the needs assessment. 2 or 3

thematic areas shall be selected for pilot training sessions to improve the „Plan for Training of the

Technical Core Group‟. Through the experiences of pilot training sessions this plan shall be revised.

1.2.4. City Sanitation Plan

Task 1.Preparation of Base Map

A detailed base map has been prepared on GIS platform for Raipur. The following layers and

attributes have been incorporated.

Secondary data has been collected, mapped and is used for service delivery analysis.

Data on employment in the Municipal Corporation

No. of sanctioned pots, filled and vacant posts are collected to analyse the institutional capacity.

Annual budgets of the last five years have been collected from the Municipal Corporation.

Typology of development

Note: This data can be captured through a statistical sampling methodology. However we have

devised a land use survey based methodology which works better in capturing the characteristics of

the local context and status of infrastructure provision over space. This makes project formulation

easier. This has been successfully used in many cities by the consultants.

The following shall be the methodology to capture the data:

The city is divided into blocks. These blocks have roads on all sides. The blocks are smaller in the

case of peripheral areas where there is less development and smaller in central city areas, where

development is higher.

A land use survey is conducted in each of these block and the blocks are divided into parcels

based on the land use typology. To illustrate: High end villas and MIG flats are differentiated as

the water demand and therefore sewage generation is likely to be different.

A questionnaire survey is used in each unique land use typology block to capture data on typical

size of a dwelling unit, typical size of a family, predominant water sources, secondary water

sources, quality perceptions, mode of sewage disposal, mode of solid waste disposal, etc. In

addition in slums questions are asked on individual toilets, public toilet seats, their usability,

hygiene behavior etc. Willingnes to pay for access to a sewerage system was also captured as

part of the survey.

Task 4.GIS Based Mapping System

The mapping and the database on sanitation is integrated into a GIS based system. This is used

for further analysis and decision on technology choice. A guideline shall be prepared indicating

how the database can be updated regularly and attached to other information system.

Task 5.Assessing Demand Supply Gap in a disaggregate manner

All the relevant data collected has been integrated in a GIS platform. The data generated

through the field surveys have been added as attributes to the base map (as prepared for the

whole city). Based on this data the population is distributed at the disaggregated land use

typology level. The population at the ward level is controlled using census figures. This data is then

used to disaggregate water demand, sewage generation and solid waste generation.

Raipur has sewer network covering 25% of the area. This was laid in 1992, but is not functioning

effectively because of inadequate sewerage connections. Also the sewage collected is treated

only at the primary level before discharging to the river Kharoon. Many of the households and

establishments have individual septic tanks, but the grey water overflow from these are let into

open drainage channels or open lands, which ultimately is drained to lakes and other water

bodies. Towards the outskirts of the city, open lands between developments are filled with grey

water. Dump sites can be seen all over the cityand all the open drains and nallahs are choked

with solid waste. Therefore the demand supply gap alone will not present a good picture of the

gravity of the situation. A stress analysis will then be carried out using additional indicators such as

population density, land use, availability of sewage disposal and solid waste management

systems, etc.

To illustrate a high density slum pocket with no access to toilets, sewerage or solid waste

management would present a greater sanitation problem than some other area. Similarly a

hospital with no systems would pose a greater threat than a high end residential area.

Task 6.Consultation with the CTF

After the assessment of demand supply situation and the situation analysis, a consultation shall be

organised with the CTF. The findings of assessment shall be presented.

Task 7.Assessing Technology Options

Based on the situation analysis an internal workshop will be organized to discuss possible

strategies and approaches for solving the sanitation issues. Here technology options will be

discussed and decided upon by the experts in the team. Based on this discussion, schematic designs

will be prepared. The technological options identified will be verified for their feasibility based on

the Municipal finances and availability of funds.

Task 8.Strategies and Project Formulation

Strategies and solutions shall be prepared for all the un-served areas in the city. In addition, a

strategy to address the sanitation needs of future population growth shall also be formulated

through project solutions as well as recommendations to policy and legislation.

The strategies shall focus on strengthening existing systems rather than unsustainable capital

expenditure. Special emphasis shall be given to address issues pertaining to livelihood linkages of

the urban poor with sanitation sector, user charges, etc. to develop strategies that are financially

self-sustaining.

Task 9.Draft City Sanitation Plan

Based on the situation analysis, strategy formulation and technology selection, a draft city

sanitation plan shall be prepared for Raipur. This shall include schematic designs, broad cost

estimates and an implementation strategy. The draft plan will also include recommendations to the

legislative framework and a broad assessment of training and capacity building needs.

Task 10.Consultation with CTF

The draft CSP, implementation plan and various other recommendations shall be presented to the

CTF.

Task 11.Final city sanitation plan

The relevant suggestions and recommendations received through the consultation shall be

incorporated in finalising the CSP.

ANNEXURE 13. MINUTES OF THE CTF MEETING

Introduction

The National Urban Sanitation Policy (NUSP) formulated by the Ministry of Urban development

(MoUD) aims at integrating a city wide approach to sanitation, to reach the poor and the unserved.

The NUSP outlines the vision of urban sanitation as:

“All Indian cities and towns become totally sanitized, healthy and livable and ensure and sustain good

public health and environmental outcomes for all their citizens with a special focus on hygienic and

affordable sanitation facilities for the urban poor and women”

Raipur has scored 274 and falls in the red category in the recent National Urban Sanitation Rating

released by the Ministry of urban Development. Under the NUSP, city of Raipur has to prepare the

City sanitation Plan (CSP). In order to make planning, implementation, monitoring and evaluation of city

wide sanitation more participatory and representative, NUSP has suggested creation of City Task

Force (CTF). Also capacity building and awareness campaign are recognized as integral part to

achieve 100% sanitation.

GTZ-ASEM is supporting the preparation of City Sanitation Plan for Raipur. The consortium formed by

CDD Society, Alchemy Urban Systems and CEPT University is preparing the CSP for Raipur. The

Leading partner for Raipur, Alchemy, has undertaken background studies about the city. The

stakeholders to be part of the CTF were identified with the help of the Municipal Corporation. A three

hour session was organized with the participation of various stakeholders to form the City Task Force

(CTF). In this meeting the stakeholders also identified issues with regard to sanitation.

Roll out of the program

The meeting deviated from the original agenda and sequence. The program started with a round of

self-introductions by all the participants. The original agenda is annexed to this report (refer Table

10.1).

Proper planning is required to change the sanitation situation in Raipur.

The planning process should not be done hastily and should be deliberated adequately.

Awareness generation amongst the public could be a major hurdle in the planning process. He stressed

Implementation of sanitation proposals was always a question.

Usually sanitation is seen as the job of Municipal Corporation. It is required that everybody should

work towards making Raipur a better city in terms of sanitation.

The City Task Force should take awareness as a major thrust area. CTF should also include the urban

poor.

Gender participation in the CTF is also important.

The field surveys should cover all neighborhoods involving people.

There is a need for finding land for public toilets.

To achieve 100 % sanitation, the city should keep a deadline of 2-3 years and also should strive

towards improving the ranking of the city every year by 50-60 positions up.

to discuss issues pertaining to sanitation in Raipur. The issues were broadly classified in to different

headings including

8 groups were formed with 4 – 5 members in each group. Each group was distributed with cards of

different colours to write down the issues with respect to each of the above indicated. The groups held

an internal discussion for 20 minutes after which each group has presented their observations on all the

matters concerning to sanitation.

Infrastructure

Solid waste:

Raipur lack proper system for collection & disposal of solid waste from all the sources

Need for door to door garbage collection and the collection and removal of garbage has to be

ensured.

Need for proper disposal technology and also segregation is required

Garbage should never be disposed in the open. The garbage should be placed in closed bags and

handed over to the garbage collectors

There should be penalty for the people who keep garbage in front of the houses

Need for garbage bins in public places and it should be collected timely

The garbage points should be identified and monitored on the daily basis

Garbage collecting bins should be mandatory near shops and hotels

Adequate and proper garbage carrying vehicles are required. Need for proper mechanism for the

transfer of solid waste (hand crafts, mini tractors or trucks)

Proper disposal of glass, plastic, paper, after completion of social gatherings, marriages and meetings

has to be ensured

Provision for disposal of e- waste, thermocol and plastic is required

The waste should be managed at decentralized level. The garbage should be processed locally and

income can be generated from that.

It is important to obtain site clearance for landfill sites. Solid waste should not be dumped anywhere as

is being practiced today. There are high chances of ground water getting contaminated.

Complaints and problems should be sorted out ward wise.

Sewerage:

There is no sewer network in the city and the entire effluent flows in the open drains

The existing STP is not functional. Proper repairs and maintenance should be done for the existing

treatment plant.

There is a need for proper drainage and sewerage System.

Laying of sewer lines in already developed areas are a big problem. Alternative approaches should

be looked at to address the sanitation scenario of developed areas. New technology should be

adopted in already developed areas to treat sewage.

The sewage/effluent flowing to the drain/nallas should be treated first and then discharged in to the

water bodies.

Ponds/tanks are very important and only storm water should be drained into that.

The sewage should be recycled and the treated water should be used for gardens, cleaning, industries

and firefighting.

The drains are not built properly and people should be involved in the making of it. Otherwise they

think that it belongs to RMC.

Drain/nallah should be properly designed to carry the liquid waste.

Complaints and problems occurred in any ward should be taken in action as early as possible and has

to satisfy the complainer by solving the problem.

Encroachment upon the sewage drains must be banned so that the flow of sewage is not restricted

Public toilets and Individual toilets:

Open defecation is a major issue.

Availability/Affordability of latrine facility should be made possible for each and every family of the

city, particularly in slums.

Lack of public toilets at important public places is a major concern.

Public toilets are there, but they are located far from the users.

Construct private and community toilets.

In the slums, start with public toilets. To promote individual toilets, they should be subsidized wherever

possible.

Construction of public toilets can be outsourced

Temporary toilets have to be provided for the floating population

Pollution of waterbodies:

Improvement & beautification of existing tanks are needed.

Remove encroachments to protect water bodies and environment.

Liquid waste mixed the solid waste flow into the nalla.

All the open drains flow into the nallas which reaches the talab polluting the water bodies.

Awareness need

There is a need for the change in the attitude of people regarding sanitation. Creating awareness

among the people regarding sanitation &related health issues, solid waste disposal is necessary.

Awareness is needed to let people know their responsibility and to encourage them for their own

welfare and make them participate.

In the case of solid waste management, there is no point in segregating unless the downstream systems

are in place. If the household segregate the waste, the waste collectors normally don‟t. So the entire

system should be planned. The systems of waste management should be in place.

It is also required to examine whom we need to educate and create awareness. When the system of

rickshaw based solid waste collection was introduced in few posh housing colonies, the residents

refused to pay Rs. 20/month.

In creating awareness and behavioral change, we should stop wishful thinking and need to start

enforcing things.

Systems and practices that are eco-friendly need to be looked at.

The water bodies and lakes should be restored using ecosystem principles. Natural edge should be

given to water bodies at least for 50% of the perimeter. The flora and fauna could be damaged if

the lakes are dredged in one go. Eco-restoration of lakes has to be done.

Sewer lines in new developments should be mandatory

Use technology like GPS, to monitor the movement of vehicle carrying the city solid waste.

The Gaurav Path of Raipur,which is a major attraction of the city does not even have one dust bin or

even toilet.

It is required that all citizens start the change from their house and premises to make an effect in the

overall city.

Closing Remarks and Articulating the Vision

After the issue identification and discussion by the participants, the need for city sanitation task force

and city sanitation plan was felt with a clear vision of 100% sanitation. It was decided that city

ANNEXURE 14. POLICY PAPER – CITY SANITATION TASK FORCE

14.1. Background

The Ministry of Urban Development of India through its National Urban Sanitation Policyseeks to

address the gap in sanitation infrastructure and move Indian cities towards Total

Sanitation,through a „Systems‟ driven approach. Therefore equal or greater importance has been

awarded, in the City Sanitation Planning (CSP) process, to development of local institutions, a

systematic process of community awareness generation as well as long term monitoring and

evaluation of sanitation status in the urban area.

Therefore the following document describes in brief the National urban Sanitation Policy – its

objectives, need for City Sanitation Task Force, its institutional structure, preparing a City

Sanitation Plan, stages of involvement and the idea of working groups.

14.2. An overview of the National Urban Sanitation Policy

14.2.1. Vision

The Ministry of Urban Development of India envisages the vision for Urban Sanitation as “All

Indian cities and towns become totally sanitized, healthy and live-able and ensure and sustain

good public health and environmental outcomes for all their citizens with a special focus on

hygienic and affordable sanitation facilities for the urban poor and women” (Ministry of Urban

development, 2008). To achieve this goal the Government through the policy encourages cities to

introduce a „City Sanitation Task Force (CTF)‟ at city- level. The task force, to perform in a better

way should have a particular agenda, an organization setup, specific roles and responsibilities

and also time chart to follow.

14.2.2. Objectives of the policy

The overall goal of this policy is to transform Urban India into community driven, totally sanitized,

healthy and liveable cities and towns. The specific goals are:

Awareness Generation and Behaviour Change:

Generating awareness amongst communities and institutions about sanitation, adoption of healthy

sanitation practices and its linkages with public and environmental health

Open Defecation Free Cities:

Provision of safe and hygienic sanitation facilities for the urban dwellers to control open

defecation and environmental hazards

Integrated City-Wide Sanitation:

Mainstreaming sanitation and re-orienting institutional thinking, planning and implementing

measures related to sanitationin all sectors and departmental domains as a cross-cutting

issue.Waste from all the sanitation facilities including human excreta and liquid wastes must be

disposed of safely.

Proper Operation & Maintenance of all Sanitary Installations:

Strengthening ULBs to provide sustainable sanitation services and promoting proper usage,

regular upkeep and maintenance of household,community and public sanitation facilities

14.3. Legal Status of the CTF

The CTF shall be a non-statutory body. However it is recommended that a council resolution be

passed recognizing the CTF as body that will be involved in achieving the goals of the National

Urban Sanitation Policy.

14.4. Key Roles and Responsibilities

1. The CTF must participate in a multi-stakeholder, multi-party meeting in the preparatory

stage, and take a formal resolution to make the city 100% Sanitized, and publicize the

same.

2. The City Sanitation Task Force will be responsible for:

Launching the City wide 100% Sanitation Campaign

Generating awareness amongst the city‟s citizens and stakeholders

Approving materials and progress reports provided by the implementing agency, other

public agencies, as well as NGOs and private parties contracted by the Implementing

Agency, for different aspects of implementation

Approving the City Sanitation Plan for the city prepared by the Sanitation Implementation

Agency after consultations with citizens

Undertaking field visits from time to time to supervise progress

Issue briefings to the press/media and state government about progress

Providing overall guidance to the Implementation Agency

Recommend to the ULB about fixing of responsibilities for city-wide sanitation on a

permanent basis

14.5. Institutional structure

The CTF at local level shall constitute the different parts of the public, private, community and

voluntary sectors; allowing different initiatives and services to support one another so that they

can work together more effectively. The Urban Local Body shall be the nodal implementing

agency for implementing the City Sanitation Plan

14.6. Working Groups

It is proposed that different working groups be created in CTF to ensure focused efforts to

different aspects of the sanitation planning and implementation. Illustrative list of working groups

and possible stakeholders who can participate are as follows:

The individual members of the CTF shall participate in informal consultations with the planning

agency to guide and inform the process

14.8. Draft Standard Operational Procedures

14.8.1. City Sanitation Task Force

Call for Meetings

The Municipal Corporation shall appoint one officer for organizing and coordinating the CTF

meetings. This officer shall send invitation letters to the members of the CTF at least 1 week prior

to the decided date of the CTF meeting. This shall include the agenda for the meeting.

Conducting meetings

Each meeting shall discuss issues as per agenda laid out for the meeting first. In addition the head

of each working group shall briefly outline the progress of work and key concerns pertaining to

that working group‟s focus area.

Towards the end of the meeting the tentative agenda and date for the next meeting shall be

decided.

Documentation of Proceedings

The municipal officer in-charge of the CTF meetings shall organize for each meeting to be

recorded in the form of minutes, clearly outlining the summary of discussions, decisions taken and

action points recorded with responsibility allocation. Each „Minutes of Meeting‟ shall be prepared

and sent to the members of the CTF within a week from the date of meeting

14.8.2. CTF Working Groups

Call for meetings

The working groups shall appoint one person to head each group. The working group meetings

can be held at a mutually convenient place and time once a month. The meetings can be called for

through informal communication (phone, email, letters)

Conducting and documenting meetings

In addition the task of documenting proceedings may be taken up in rotation by the different

members of the working group. The minutes of meeting shall be prepared and shared at the next

CTF meeting with the other members of the CTF.

ANNEXURE 16. WARD SELECTION FOR PILOT AWARENESS CAMPAIGN

This note details out the selection of wards for pilot awareness campaign. Most of the wards within

RMC have similar problems with regard to sanitation. However, it is required to prioritise based

on the severity of the issue.

Please note that where ever urban poor is referred, it includes slums, low income settlements and

villages together.

16.1. Approach toward selection

The wards that have to be selected for pilot awareness campaign need to be of high impact

value. These wards should demonstrate the wide range of issues that need awareness generation.

16.2. Selection criteria

Land use, socio-economic profile and access to toilets are used as the selection criteria. Each ward

16.3. Prioritization of wards

In each ward, all the parameters used for selection criteria are prioritized as low, medium and

high. Scoring for each criterion is done and all the scores were added up to arrive final scores to

decide the priority order. Most of the wards were of equal final scores. So those with the first

three scores are categorized as Category A, Category B and Category C. All the wards in

Category A have the same level of issues and same priority and similarly for Category B and

Category C. The table is shown below.

The selection of wards for pilot

awareness campaign needs to be a

political decision of RMC. However,

it is recommended that the following

parameters is to be used for the

selection

Each ward should be from different

category listed here. i.e. one ward

can be of Category A and the other

of Category C, so that not just

similar issues are addressed.

Location of the ward. One ward can

be from the core area of the city

and other from the peripheral area,

so that wide range of concerns of

the stakeholders are addressed

16.4. Comparison of Prioritized wards:

Many wards in RMC present the same picture and are in need of awareness campaign. However

the wards which fall in the worst sanitation scenario are classified as Category A, Category B and

Category C. All of them are listed in this section and a comparison of various decision making

parameters are also presented.

16.4.1. Category A

The highest priority wards are Ward No. 29 (NetajiSubash Chandra Bose) and Ward No. 53

(MureshwarRaoGadre).

The percentage of urban poor population in Ward 53 is higher than Ward 29

Percentage of population who dispose of waste water to open drainage channels/ nalla

are higher in Ward 53.

In ward 53 there is more of open defecation, even though there is some level of accessto

individual and community toilets

16.5. Wards already recommended by GTZ - ASEM Environment Cell, Raipur

The wards suggested by GTZ are

1. Ward 34 (Guru Gobind Singh Ward)

High density of slum population in the city

People‟s participation has been demonstrated in construction of community toilet complex

People active and ensures that the drains and streets get cleaned by following up with the

Councillor of the Ward.

2. Ward 19 (SantRamdas Ward)

Located in highly congested business area of the city

slum area mostly has pucca houses but is classified as a slum due to absence of piped

water supply and house hold latrines

The 2 wards suggested by GTZ are in the first three categories of priority wards identified by the

team. Ward 34 is in Category C and Ward 19 is in category B. So both of them can be selected

for pilot awareness campaign.

water disposal mechanism.
