ANNEXURE - B GOVERNMENT OF ASSAM ORDERS BY THE GOVERNOR DEPARTMENT OF HEALTH & FAMILY WELFARE 1. Provided if the candidate has not done 4 years of schooling in the State then their Father or Mother must have completed his/her schooling in the State of Assam for a minimum period 4 years in the School level inclusive of Primary/ ME/ HSLC and they are to furnish the certificate listed in the Annexure-II whichever is applicable, in order for their son/daughter to be eligible to appear in the Combined Entrance Examination for any of the Courses. Provided further that nothing contained in the clause shall be applicable to the sons and daughters of the officers of All India Services allotted to Assam. (3) Those candidates who have passed HSLC and HSSLC or equivalent examination from Assam shall attach mark sheets and pass certificates with Form B. They need not furnish the certificates of schooling. (4) The candidates must pass the qualifying examination without any grace marks in the subjects of Physics, Chemistry, Biology and English individually in the same sitting and must have obtained a minimum of 60% marks taken together in Physics, Chemistry and Biology at the qualifying examination in case of candidates belonging to the general category. In respect of candidates belonging to Scheduled Caste/Scheduled Tribe/Other Backward Classes/More Other Backward Classes, the

ANNEXURE - BGOVERNMENT OF ASSAM

ORDERS BY THE GOVERNORDEPARTMENT OF HEALTH & FAMILY WELFARE

1. Conditions for admission and eligibility for appearing in the Combined EntranceExamination .–

(1) Subject to the provisions of Rule 5 of Admission Rule, 2007 all candidates seekingadmission into the MBBS course in any of the medical colleges of Assam and BDScourse in the Regional Dental College, Guwahati shall have to appear in theCombined Entrance Examination.

(2) No candidate shall be eligible for appearing in the Combined Entrance Examinationand admission into any of the courses unless he/she:-

(a) is a citizen of India;

(b) is a permanent resident of Assam;

Provided that nothing contained in this clause shall be applicable to thesons and daughters of the employees of the Govt. of Assam.

(c) unless he/she has completed minimum of 4 years schooling either at (i)HSLC or equivalent stage or (ii) HSLC and HSSLC or equivalent stagescombined from the recognized schools conducting regular classes situatedwithin the State of Assam.

Provided if the candidate has not done 4 years of schooling in the State thentheir Father or Mother must have completed his/her schooling in the State ofAssam for a minimum period 4 years in the School level inclusive ofPrimary/ ME/ HSLC and they are to furnish the certificate listed in theAnnexure-II whichever is applicable, in order for their son/daughter to beeligible to appear in the Combined Entrance Examination for any of theCourses.

Provided further that nothing contained in the clause shall be applicable tothe sons and daughters of the officers of All India Services allotted toAssam.

(3) Those candidates who have passed HSLC and HSSLC or equivalent examinationfrom Assam shall attach mark sheets and pass certificates with Form B. They neednot furnish the certificates of schooling.

(4) The candidates must pass the qualifying examination without any grace marks in thesubjects of Physics, Chemistry, Biology and English individually in the same sittingand must have obtained a minimum of 60% marks taken together in Physics,Chemistry and Biology at the qualifying examination in case of candidatesbelonging to the general category. In respect of candidates belonging to ScheduledCaste/Scheduled Tribe/Other Backward Classes/More Other Backward Classes, the

marks obtained in Physics, Chemistry and Biology taken together in the qualifyingexamination shall be 50%.

The candidate belonging to General Category has to secure at least 50% Marks inPhysics, Chemistry and Biology taken together in Combined Entrance Examinationand the candidate belonging to SC,ST, OBC, MOBC category have to obtain at least40% marks in Physics, Chemistry and Biology taken together in the CombinedEntrance Examination.

(5) Candidate must be found physically fit by the Medical Examination Board at thetime of admission if selected.

(6) Candidate’s age should not be below 17 years and above 24 years of age on the 31st

day of December of the year in which the admission is sought for:

Provided that the maximum age limit is relaxable by 3 years in case of candidatesbelonging to the Scheduled Castes or Scheduled Tribes, OBC and MOBC.

2. Method of selection .–

(1) (a) Applications for Combined Entrance Examination shall be invited from theeligible candidates by the Examination Conducting Authority, through anadvertisement in the leading newspapers published from Guwahati, Jorhat andSilchar, fixing the last date for submission of the same.

(b) All applications shall be scrutinized by the Examination Conducting Authority,and admit card shall be issued to those candidates whose applications are foundcorrect and complete in all respects. No individual communication shall be madeto those whose applications are rejected, for being incomplete or not fulfillingthe eligibility criteria. However, the list of such candidates shall also bedisplayed in the office of the Examination Conducting Authority.

(2) (a) The Examination Conducting Authority shall set the question papers, fix thecenters and shall take all other measures as may be necessary to conduct theCombined Entrance Examination, in respect of the candidates holding the admitcards issued by the Examination Conducting Authority.

(b) the medium of examination shall be the same as adopted by the Assamhigher Secondary Education Council.

(c) the Examination Conducting Authority shall arrange for evaluation of answersheets of each candidate and prepare thereafter, a merit list based on the totalmarks obtained by each candidate in all the subjects. The marks obtained byeach candidate in each subject shall also be shown in the said list. Each page ofthe merit list shall be duly authenticated by the authority concerned.

If two or more candidates secure the same marks in the CombinedEntrance Examination, the inter se merit of such candidates shall bedetermined in order of preference as follows:

(i) Candidates securing more marks in Biology in Common EntranceExamination.

(ii) Candidates securing more marks in Chemistry in Common EntranceExamination.

(iii) If it further tallies then marks obtained in Biology, then Chemistry, thenPhysics of qualifying examination shall be considered at the time ofcounseling.

(d) The merit list so prepared shall be sent to the Director of Medical Education,Assam by the Examination Conducting Authority. The individual results of thecandidates shall also be published by the Examination Conducting Authority intheir Official Website.

(3) (a) On receipt of the aforesaid merit list the Director of Medical Education,Assam along with the Controller of Examination shall prepare for each courseseparate select lists for the general seats available in each course and thereaftershall prepare separate select lists for the reserved seats as per Rule 6 from theremaining candidates in order of merit as per the merit list.

(b) Selection Board.

There shall be Selection Board for the purpose of selection of candidates foradmission into the under-graduate courses under these rules consisting of thefollowing members:-

(i) Director of Medical Education, Assam -- Chairman

(ii) Principal, Assam Medical College, Dibrugarh -- Member

(iii) Principal, Gauhati Medical College, Guwahati -- Member

(iv) Principal, Silchar Medical College, Silchar -- Member

(v) Principal, Jorhat Medical College, Jorhat -- Member

(vi) Principal, Fakhruddin Ali Ahmed Medical College, Barpeta -- Member

(vii) Principal, Regional Dental College, Guwahati. -- Member

(viii) Representative of the Govt. of Assam, Health & F.W. Deptt. -- Member(Not below the rank of Deputy Secretary)

(ix) Representative of the Govt. of Assam, WPT&BC Deptt -- Member(x) (Not below the rank of Deputy Secretary)(xi) Representative from the Examination Conducting Authority -- Member(xii) Representative of Directorate of Forensic Science Lab. Assam -- Member

(c) The Member Secretary of the Selection Board, with the approval of theChairman shall convene any sitting of the Selection Board, as and whennecessary.

(d) The Selection Board shall require all the candidates who are called forcounseling by Examination Conducting Authority to appear personally beforethem with original certificates, testimonials, and documents:

Provided that the candidates referred to in clause (a) of Rule 3 of AdmissionRule, 2007 shall not be required to appear before the Selection Board.

(e) The Selection Board, after verification of the certificates, testimonials anddocuments shall allot a seat to a candidate in the MBBS/BDS courses accordingto the choice of the candidate as mentioned in his application and subject toavailability of seat in that particular college at the point of time of his/herappearing before the board:

Provided that in case of non-availability of seats, in the college of his firstchoice, a candidate shall be allotted seat in the college of his next order ofpreference and so on.

(f) No change of choice as given in the application (Form B) by the candidate inrespect of the college or the course shall be permitted at the time of appearingbefore the board under any circumstances.

(g) The Selection Board shall examine whether the signature and/or thumb impressionof the candidate taken at the time of counseling (Form B) are the same as it appearsin the Attendance sheet and Admit Card.

On prima-facie evidence if the Selection Board is of doubt that thehandwriting in all the documents are not similar the results of the candidates shallbe withheld and the documents shall be sent to a reputed Forensic ScienceLaboratory for verification and whose opinion shall be final for determining theeligibility of a candidate for admission.

If the Selection Board is satisfied prima-facie that any documents includingPRC, age and schooling, caste certificate etc. produced by the candidate is ofdoubtful in nature the Board shall withheld the result and the documents shall bereferred for further verification through Govt. of Assam to a Competent Authority.The views of the Competent Authority shall be final in determining the eligibility ofthe candidate.

(h) After finalization of the provisional category wise list of candidates for provisionaladmission into MBBS/BDS courses in the Medical Colleges of Assam and RegionalDental College, Guwahati along with the category wise waiting list recommendedby the Selection Board shall be forwarded to the Govt. for approval.

(4) (a) Any seat remaining vacant shall be filled up in the manner prescribed by theSelection Board considering the merit criteria.

(b) A candidate shall be required to deposit an amount of Rs. 500/- (Rupees Fivehundred) only as counseling fee in cash at the time of counseling.

3. Exemption from Combined Entrance Examination .–

The following categories of candidates are exempted from appearing in the entrance test:-

(a) candidates nominated against 15% All India Quota seats/Central pool/ N.E.States quota and Candidate nominated by Govt. of Bhutan;

(b) candidates ranked within the first ten positions in the HSSLC (Science)examination conducted by the Assam Higher Secondary Education Council,provided they get not less than 60% marks in aggregate. Such candidates mustapply for direct admission to the Director of Medical Education, Assam. Butthey shall have to appear before the Selection Board for counseling:

Provided that vacant seat under the aforesaid Rule (a) above shall be filled upfrom amongst the candidates in the waiting list fromGeneral/SC/ST/OBC/MOBC categories on the basis of percentage of reservationon total vacant seats available on the particular date of allotment of the seatsfrom the waiting list.

4. Reservation of seats .–

Available seats shall be reserved for the following categories of candidates of the Stateof Assam:-

(a) Scheduled Castes : 7% of total available seats inMBBS/BDS courses each

(b) Scheduled Tribes (Plain) : 10% -- do –

(c) Scheduled Tribes (Hills) : 5% -- do –

(d) OBC/MOBC : 15% -- do –(e) Sons/daughters/brothers/

sisters/grandsons/grand- : 2 seats in MBBSdaughters of freedom-fightersof the State

(f) Sons/daughters/brothers/sisters of the martyrs of the : 2 seats in MBBS and 1 seat in BDSAssam movement

(g) Children of tea-garden/ : 8 Seats in MBBS Course &Ex-tea garden communities/ 1 Seat in BDS CourseTribes.(TGL/Ex-TGL Quota) from 15% OBC/MOBC Quota Seats.

(h) Sons/daughters/brothers/sisters of persons killed in : 2 seats in MBBSextremist violence in Assam

(i) Char Area Quota : 2 seat in MBBS

(j) Moran community : 2 seat in MBBS from 15% OBC/MOBCQuota Seats

(k) Motak community : 2 seat in MBBS from 15% OBC/MOBCQuota Seats

(l) Son/ Daughter of Ex- : 2 seats in MBBS CourseServiceman/ ServingDefence Personnel from Assam

(m) Physically Handicapped : 3% seats in MBBS

Reservation of maximum of 3% of seats of MBBS should be kept for thecandidates with Physical Disability:Provided that the aforesaid 3% reservation for Physically Handicapped Categoryin MBBS Courses is not a separate reservation over and above other reservation.If the disabled candidate belongs to reserved categories such asSC/ST/OBC/MOBC or General and any other category, he/she shall be adjustedagainst the category to which he/she belongs. The MBBS seats allotted to thiscategory shall be equally distributed amongst the Medical Colleges of the State.Only the persons with locomotor disability of lower limbs and having between50% to 70% of disability shall be eligible for this Quota:

In case if there is dearth of candidates in the range of 50% to 70% disability oflower limbs under Physically Disabled Category then candidates with disability oflower limbs between 40% to 50% shall be considered for admission vide Govt. ofIndia’s letter No.C.18018/V/2009-ME(Pt..I), dated 17th February, 2009. (n) Reservation for Rural CandidatesReservation of 15 seats in MBBS shall be kept for candidates who arepermanent resident of the rural areas of Assam.:-(i) who have studied and appeared in HSLC examination from a

School situated in an area which falls within the jurisdiction ofany Gaon Panchayat (GP) of the State.

(ii) candidates who studied and appeared in HSLC examination fromAutonomous Council Areas, but excluding the notified Municipality,Town Committee, Town Corporation that falls within the said councilareas;

(iii) the candidates applying seats under Rural Area Quota must producethe certificate as at Annexure-IX from the Inspector of Schools to becountersigned by the Deputy Commissioner/S.D.O.(Civil) certifyingthat the school from where the candidate has passed HSLCexamination is situated under the area mentioned in (i) and (ii) above.

(iv) the MBBS seats of these category shall be equally distributedamongst the three Medical Colleges;

(v) the candidate who shall completed their courses under this quota shallhave to serve compulsorily in rural areas for a period of 10 years. Ifsuch a candidate is selected for Post Graduate Courses after

completion of the Graduation, the period of PG Course shall beconsidered as included in this compulsory 10 years of rural service.

Provided that a reserved category candidate as in Rule (a), (b), (c) and (d)above entitled to admission on the basis of his merit shall have the optionof taking admission in the college where a specified number of seats havebeen kept reserved for reserved category but while computing thepercentage of reservation he shall be deemed to have been admitted as aGeneral Category candidate and not as a reserved category candidate inthe State:Provided further that counseling and allotment of seats of category underRule (e) to (m) above of Reservation category shall not be taken up tillthe counseling and allotment for all other categories are complete.

Provided also that if any of the seats mentioned in Rule 6 remainingunfilled for want of candidate, such seats shall be filled up by candidateof the general category.

5. Mode of Application :–

(1) A candidate seeking admission and to appear in the Combined EntranceExamination is required to submit his/her application in the Forms prescribed inSchedule I to these Rules for admission into First Year of MBBS/BDS Coursesin Medical Colleges/Regional Dental College, Assam in accordance with theterms and conditions that may be specified in the advertisement to be publishedfor the purpose, by the Examination Conducting Authority within the last datefixed and notified for the purpose.

(2) The “Form A” is to be submitted as the first Application Form for appearing inthe Combined Entrance Examination. “Form B” with all enclosures is to besubmitted at the time of counseling if called for. Candidates are asked to submit‘Form A” at the time of applying for Common Entrance Examination (not“Form B” or both ‘Form A & B” which will disqualify their candidature).N.B. :- Form – B is enclosed in the Information Brochure as Annexure – D

(3) The candidate before filling up the Application Form shall satisfy his/hereligibility to appear in the Combined Entrance Examination and is required to gothrough the rules and the instructions carefully and acquaint himself/herself withall requirements of the eligibility.

(4) A candidate who desires to be considered in respect of a particular reservedcategory shall be considered in respect of that particular category only, providedappropriate certificate is furnished in support thereof in the Form set out in FormB.

(5) Candidate must indicate his preference/choice regarding the course (i.e.MBBS/BDS) and the Medical Colleges of Assam/ Regional Dental College,Guwahati in the application “Form B” dully filled in and shall have to bebrought at the time of counseling.

6. Admit card .–

(1) There shall be two copies of the Admit card, one of which will be issued to thecandidate by the Examination Conducting Authority, while the other shall be sent tothe centre of examination allotted to the candidate.

(2) The candidate shall have to sign on his/her own copy of admit card with black ballpen inside the box provided for this purpose. The candidate shall also have to sign inthe admit card copy available in the centre of examination during each sitting ofexamination in the presence of the invigilator. In addition to that the candidate shallalso provide his/her left thumb impression on the attendance sheet by the side ofhis/her name and Roll No. in the Examination hall.

(3) On being selected for counseling, a candidate must bring his/her copy of the admitcard at the time of the same, without fail.

7. Physical marks .–

The candidate is required to list two physical marks (such as moles, scars or cut marks)in the requisite spaces given in the Application Form (Form B) for establishing his/heridentity.

8. Declaration of results .–

(1) Once the results of the Entrance Examination are finalized, they shall be declared onthe Internet. A website shall be designed and erected for this purpose by theExamination Conducting Authority.

(2) Only after declaration on the Internet, shall hard copies of the results be printed andreleased.

9. Transfer :–

Transfer from one Medical College to another Medical College shall be guided inaccordance with the MCI Regulations from time to time.

10. Appeal .–

The Govt. shall dispose of all appeals, if any, received from any candidateaggrieved by the decision of the Board within a period of 7 days from the date of itsreceipt.Such appeals are to be addressed to:

11. Agreement .–All candidates after having been selected for admission into MBBS Course in theMedical Colleges of Assam shall enter into an agreement in a non-judicial stamp paperof Rs.100/- (Rupees one hundred) only with the Government of Assam as in Schedule-II, for binding himself/herself to serve under the Government of Assam for a period of5 years or 1 year Rural Service on completion of the Under Graduate Course and inbreach thereof to pay a sum of Rs.7,00,000/- (Rupees seven lakhs) only to theGovernment as Compensation”.

Provided that, candidates selected under Rural Area Quota shall enter into an agreement ina non judicial stamp paper of Rs.100/- (Rupees one hundred) only with the Government ofAssam as in Schedule-II, for binding himself/ herself to serve under the Government ofAssam in the Rural Areas for a period of 10 years on completion of the Under GraduateCourse and in breach thereof to pay a sum of Rs.10,00,000/-(Rupees ten lakhs) only to theGovernment as compensation

12. Miscellaneous .–

(1) Application for counseling must be filled up by the candidate in his/her ownhandwriting, and shall be accompanied by all necessary certificates, documents andcounseling fees as may be prescribed in the Rules. Application forms incomplete inany respect shall be summarily rejected and no communication in this regard shall beentertained.

(2) The authority/institute shall not be responsible for any delay in receipt or loss of theapplication during postal transit. No correspondence in this regard shall beentertained.

(3) No claim of refund shall be entertained, in the case of fees that has already been paid.

13. Competent authority to issue Caste and other Certificates.–

Only the following authorities are declared competent to issue Caste Certificatewhich should be countersigned by the respective Deputy Commissioner andS.D.O’s (civil), as the case may be.-

(a) OBC, MLA’s & MP’s within the jurisdiction of the respective district.(No Counter Signature necessary)

(b) Deputy Commissioner, Sub-Divisional Officer are competent to issuecertificates for OBC/MOBC.

(c) Chairman of Sub-Divisional Development Board for the welfare of theOther Backward Classes within the respective Sub-Division.

(d) Member of All Assam State Advisory Council for the welfare of OtherBackward Classes within the respective district to which the Memberbelongs.

(e) President & Secretary of All Assam Other Backward Class Associationwithin the jurisdiction concerned.

(f) President & Secretary of District/Sub-Divisional Other Backward ClassesAssociation within their respective jurisdiction.

In case of Sl. No. (c), (d), (e) & (f) the countersigning authority will be theDeputy Commissioner/Sub-Divisional Officer. (Vide Notification No.TAD/MISC/275/85/296, dated Dispur the 5th January, 1995.

(4) For Freedom Fighter’s Quota : The issuing Authority is the Principal PrivateSecretary to the Chief Minister, Assam. Competent Authority to issue directrelationship of the candidate with the Freedom Fighter is the Deputy Commissioner orhis authorised official of the concerned district.

(5) For Physically Handicapped Quota : The Candidates applying for seats under physicaldisability (Physically Handicapped) Quota will have to produce identity certificatefrom the State Level Medical Board/District Level Medical Board as constituted in

pursuance of Social Welfare Department’s Notification No. SWD.181/96/75, dated12-06-1990 along with a certificate regarding P. C. (%) of disability issued from theHead of the Department of Orthopaedics of any of the Medical Colleges of Assam.The Medical Board will have to follow the working principles and instructions forissuance of identity certificate to physically disabled persons as issued by SocialWelfare Department OM. No. SWD.181/96/55, dated 31-03-1999. The validdisability certificates of the candidates are to be obtained from the Medical Board asstated above as well as from Head of Orthopaedic Department of any Medical Collegeof Assam having been issued within 3 months prior to presenting his/her applicationfor seeking admission.

Provided that the Government in the Health Department shall constitute a MedicalBoard consisting of not less than three experts in Orthopaedic Surgery nominatingfrom the three Medical Colleges of Assam for assessment of disability of the studentseeking admission, at the time of counseling. If there is any doubt in certificateindicating the degree of disability issued by the Medical Board constituted by SocialWelfare Department, opinion of the aforesaid Medical Board constituted by thegovernment shall be final for selection of the candidate.

(6) For Char Area Quota : The candidate applying seats under Char Areas Quota mustproduce the certificates from the Competent Authority i.e. form concernedD.C./S.D.O. (Civil) certifying that the candidate is from socially, economically andeducationally backward family ordinarily residing in areas covered by the AssamState Char Development Authority. The name of his/her parents must be enrolled inthe voters’ list of their respective Char Areas Village.

(7) For Martyr’s Quota, Extremists Violence Quota, Moran Community Quota andMotak Community Quota : The candidate must produce certificate from theCompetent Authority i.e. D.C. of the concerned districts.

(8) For TGL, Ex-TGL Category : The certifying Authority is the Deputy Commissionerof the concerned district and the Director of Tea Welfare, Govt. of Assam will be thecountersigning Authority.

(9) For Rural Areas Quota : The candidates applying seats under Rural Area Quota mustproduce the certificate as at Annexure-IX from the Inspector of Schools to becountersigned by the Deputy Commissioner/S.D.O.(Civil) certifying that the schoolfrom where the candidate has passed HSLC examination is situated under the areamentioned in Rule 6(m)(i) and (ii).

(10) The genuine Ex-Servicemen of Assam holding Permanent ResidentialCertificate, shall be issued with Ex-Servicemen Certificates on fulfillment of requiredeligibilities by the Directorate of Sainik Welfare, Government of Assam.

“In case of serving defence personnel, the competent serving authority i.e.Commanding Officer or his immediate formation Commander shall be the authorityto issue certificate to determine serving defence personnel”

14. Power to relax .–

Where the Government is of the opinion that it is necessary or expedient so to do it mayby order, not inconsistent with the provisions of the these rules and for reasons to berecorded in writing, relax any of the provisions of these rules.

16. Anti Ragging measures .-In pursuance to the Judgement of the Hon’ble Supreme Court of India dated: 08/05/2009 incivil appeal No.887/2009, the Medical Council of India has framed the “Medical Councilof India (Prevention and Prohibition of Ragging in Medical College Colleges/Institutions)Regulations, 2009” which have been notified on 3rd August,2009 by whichragging is prohibited by Law in all its forms, from Medical Colleges/ Institutions in theCountry. Preventing its Occurrence by following the provision of this Regulation andpunishing those who indulge in ragging, as provided for in this regulations and theappropriate law in force, the Medical Council of India has made it mandatory for allstudents/ parents to submit anti-ragging related affidavits to the institutions at the time ofAdmission (details can be downloaded from the web site of MCI).
