Azure Power’s Solar as a Service offering, manages the entire project process for its customers, reduces costs of generating electricity, and provides long term predictable pricing. Azure Power India Private Limited (Azure) has established a Social, Environment, Health and Safety Management System (SEHSMS), applicable to all its solar assets across India in all stages, from development to construction. This system was developed and adopted in 2012 and is regularly updated by Azure. The latest update was in December 2017.

Azure has a portfolio of more than 3 GW out of which 1.2 GW is under operation and rest is under construction.

Azure has been actively investing in CSR activities since the last three years. With its CSR investments, Azure has made a positive contribution to over 1 Lakh beneficiaries in and around the areas of its operation. As part of its CSR intervention, Azure have identified a need for fencing of the goshalas/cowsheds in Sanes village, Bhavnagar district of Gujarat.

2. SCOPE OF WORK

Azure Power invites vendors to facilitate Construction fencing of pastureland for overall improvement in the general quality of life of the cattle in the rural areas. This program will collaborate with village Panchayat since the implementation requires land/space. For this activity Memorandum of Understanding (MoU) must be signed between Panchayat and implementing agency in the presence of concern Department. Panchayat shall provide safe and suitably owned/common space. The village selected is given below:

The agency is expected to provide their proposition based on the target village in its efforts to ensure Animal health in the target village, Azure welcomes innovative interventions from vendors.

Target Groups: The primary target group of the intervention is Cattles in the village.

Expected Outcomes:

1. Construction of fence in the pastureland

Azure Power requests vendors to share their techno-commercial proposal for implementation of the above. As part of the submission, vendors are also required to submit all relevant KYC documents as annexures in the proposals.

Arcadis India Pvt. Ltd. has been contracted by Azure to support in the evaluation of the techno-commercial proposals of vendors. Vendors are required to submit their proposals through email at [email protected], [email protected], [email protected], [email protected] and [email protected]

The bidder should meet the following pre-qualification criteria:

3. TIMELINES

The project needs to be completed by January 2020.

Appointment of vendor : December 2019 Completion of project implementation : January 2020

4. PAYMENT MILESTONES

To be negotiated individually with vendors subsequent to selection on the basis of techno-commercial proposal.

Payment Terms: a) 95% Payment shall be released against completion of work within 28 daysb) Bal. 5% Payment shall be released after inspection and verification on the actual work executed at site and after ensuring that the work was completed according to the scope.

5. QUOTATION FORMAT

Technical proposal shall be offered in sufficient detail as per Annexure 2 to evaluate compliance with the requirements, this may include description of approach and methodology.

Commercial quotation shall be submitted as per the Annexure 1 format given in RFP on the Bidder letter head. Bidder must sign commercial proposal and submit in PDF format.

Prices shall be quoted in Indian Rupees and shall be inclusive of all applicable taxes. The taxes will be shown separately. TDS deduction to be made as per the prevailing government laws/ notification.

A. Price Basis-

Validity Period of RFP

Price quoted shall remain valid for a period of One year after the scheduled date of RFP submission.

Evaluation of Bids

a. Tendering authority shall evaluate the bids in respect to the substantive responsiveness of the bid or otherwise. Tendering authority shall carry out detailed evaluation of the substantially responsive bids. Tendering authority shall check the bid to determine whether they are complete, whether any computational errors have been made or required sureties have been furnished.

b. Arithmetical error shall be rectified on the following basis

If there is a discrepancy between the unit price and total price that is obtained multiplying the unit price and quantity, the unit price shall prevail, and the total price shall be corrected by the Purchaser.

In case of discrepancy between words and figures, the amount in words shall prevail

c. A bid determined as substantially non-responsive shall be rejected by the purchaser.

d. TENDERING AUTHORITY may waive any minor infirmity or non-conformity or irregularity in the bid which does not constitute a material/service deviation.

e. TENDERING AUTHORITY shall evaluate in detail and compare the bids which are substantially responsive

f. Total Cost of Materials and Services inclusive of taxes (As asked as point C in Financial bid format) will be considered for the evaluation of L1 bidder

GST Registration

The bidder must give a declaration mentioning that they will take the state GST registration in the state of work.

Termination of Default

TENDER COMMITTEE may, without prejudice to any other remedy for breach of contract, by written notice of default, sent to the contractor, terminate this contract in whole or in part.
