For example, if you propose three custom indicators, they should be numbered as “C1, C2, and C3”, respectively. The indicators you propose should measure activity performance within the award time frame. The BHA Guidelines require you to identify and propose indicators for each level of results presented in the Indicator Tracking Table (ITT). The purpose indicator(s) will measure the highest result that the activity seeks to achieve; the sub-purpose indicator(s) will measure the result(s) of one component of the activity; intermediate indicators will measure practice changes; and output indicators will measure the immediate product of the intervention. You must select indicators that correspond to the appropriate level within the ITT based on the specific activity design. EMERGENCY APPLICATION GUIDELINES

    ANNEX B: INDICATOR LIST

    INTRODUCTION

USAID’s Bureau for Humanitarian Assistance (BHA) has developed the following list of

indicators to measure performance of its emergency response activities (including early

recovery and disaster risk reduction). BHA developed the consolidated list of indicators

for the BHA Emergency Application Guidelines primarily from emergency indicators used

by the former Office of U.S. Foreign Disaster Assistance (OFDA) and Office of Food for

Peace (FFP), however, there are several new indicators in this list.

The list includes 199 indicators from 16 sectors and 57 subsectors as well as keywords.

Each indicator is listed as “Required”, “Required- Select 2”, “Required- Select 3”,

“Required if Applicable (RiA)”, or “Optional”. You must select "required" indicators within

a sector or subsector if you propose any interventions from the subsector and you must

select the specified number from the list within the subsector. You must select 2 or 3

from the list of proposed indicators that are labeled “Required- Select 2” or Required-

Select 3”. You must use the "required if applicable" indicators if you propose specific

interventions and optional indicators are up to your discretion. Some sectors or

subsectors require you to develop custom indicators; when using the custom indicator, it

should be designated “C” and a number. For example, if you propose three custom

indicators, they should be numbered as “C1, C2, and C3”, respectively.

The indicators you propose should measure activity performance within the award time

frame. The BHA Guidelines require you to identify and propose indicators for each level

of results presented in the Indicator Tracking Table (ITT). The purpose indicator(s) will

measure the highest result that the activity seeks to achieve; the sub-purpose indicator(s)

will measure the result(s) of one component of the activity; intermediate indicators will

measure practice changes; and output indicators will measure the immediate product of

the intervention. You must select indicators that correspond to the appropriate level

within the ITT based on the specific activity design.

Reference the BHA Indicator Handbook for the Performance Indicator Reference Sheets

(PIRS) for each indicator listed. Additional guidance can be found in BHA Emergency M&E

    Policy and Guidance.

HUMANITARIAN POLICY, STUDIES, ANALYSIS, OR APPLICATIONS

There are no BHA indicators for the Humanitarian Policy, Studies, Analysis, or Applications

(HPSAA) sector. The partner must, however, use custom indicators for each sub-sector

according to the requirements in the table below.

Note that the table below does not include indicator numbers since the table summarizes

indicator requirements, not standard BHA indicators (as is the case in other sectors within

this handbook). Partners should number each custom indicator using the letter “C” plus a

letter, i.e., “C2” would be the second custom indicator that appears in the Indicator

    Tracking Table.
