    Annexure-4

    1 Lot-1: Planning ToolTeletalk Bangladesh Limited, the only Government owned Mobile phone operator, is going to collect a

    Network planning software tool which will simulate the network performance in order to plan the live

    Network for optimum performance.

    1.1 Features:The tool/tools must support but not limited to all the technologies that are to be deployed in Teletalk

    Network (GSM, GPRS, EDGE, UMTS, HSPA and HSPA+). In addition the tool must include and be capable

    of but not limited to the following,

    1.1.1 The tool must support GSM, GPRS, EDGE, UMTS, HSPA and HSPA+ technology

    1.1.2 Different types of tuneable standard and proprietary propagation model. Propagationmodels should be auto tuneable using drive test data.

    1.1.3 Multiple service class definition (Services, Environments, Terminals and Traffic flow)

    1.1.4 Capable of traffic simulation based on demography

    1.1.5 Capable of Traffic density calculation and analysis

    1.1.6 Link budget analysis for coverage prediction

    1.1.7 Monte-Carlo Simulation, analysis and presentation

    1.1.8 Noise floor and predicted interference Calculation.

    1.1.9 Uplink-Downlink CINR analysis.

    1.1.10 Throughput analysis.

    1.1.11 Automatic Frequency plan, Automatic Neighbour plan and Automatic cell plan based oncluster as well as complete network

    1.1.12 Different type of prediction drawing including but not limited to Signal level coverage, SINRcoverage, Modulation scheme, throughput coverage, Service class coverage, Downlink andUplink coverage etc.

    1.1.13 KPI reports including but not limited to Coverage KPI, Throughput KPI etc.

    1.1.14 Integration of CW measurement data from TEMS 9.01 or any other standard drive test tools

    1.1.15 Capable to use CW measurement data to retune the propagation model so that thesimulation result matches the Live Network.

    1.1.16 Capable to use configuration management data and performance management data toproduce live Network traffic distribution.

    1.2 Supplementary Data

    1.2.1 The contractor shall supply GIS data of 10 meter resolution for city areas and GIS data of 15/20/50 meter resolution for rest of the areas as appropriate.

    1.2.2 The contractor shall supply latest topographic data.

    1.2.3 The contractor shall supply latest demographic data.

    1.3 Hardware Requirement The system hardware must be distributed and redundant for disaster recovery. The generic topology of

    the hardware platform as outlined in Figure 1-1 is preferred,

    1.3.1 Server Genera: Blade server

    1.3.2 Database server Redundancy: 1+1 redundant in active/standby or active/active state

    1.3.3 Power supply unit redundancy: 1+1 redundant active/standby mode

    1.3.4 All cards/blades must be hot-swappable

    1.3.5 The system/package shall include 5 (Five) nos of portable terminal/note book of latest available specification which shall be equal or higher than the following,

    Core i7 processor 4 (Four) GB RAM, 1 (One) TB HDD, DVD R/W 14 display, blue tooth, wi -fi, wireless network device

    1.4 Software Requirement Software architecture must be distributed and of independent modular form. Failure of one module

    must not result in complete failure of the system. The generic software architecture similar to the Figure

    1-2 is preferred,

    The software platform must be compliant to the following,

    1.4.1 All the process must be capable of self re-starting without hampering other processes.

    1.4.2 The software must be of modular form. The critical modules such as data processingmodules must be protected for 99.999% availability.

    1.4.3 The software must be capable of interacting with relevant third party software such as MAPinfo, Google Earth, standard drive test software (TEMS 9.01 etc.) etc.

    1.4.4 All the modules must have user friendly GUI (web base and/or Desktop base)

    1.4.5 The software license for all the module shall be such that at least 5 (Five) client can work simultaneously.

    1.4.6 All the software license/s must be for life time and shall include all the updates for 2 (two)Years from the date of provisional acceptance certificate (PAC).

    1.5 Report/s:The planning tool shall perform various form of complex analysis of the network to generate

    presentable report for the user group. The reports shall be of different type as appropriate and deemed

    necessary. However the following generic format of reports shall be supported by the tool,

    1.5.1 Tabular format

    1.5.2 MAP format including Google map, MAP info etc

    1.5.3 Printable Prediction plot, coverage plot, Network diagram plot etc

    1.5.4 Various type of generic report on frequency plan, neighbour plan, simulation and cell plan

    1.5.5 Customizable report template to generate user specific report

    1.6 Service/s:To make the tool fully functional various jobs shall be performed. The required services are outlined

    here under,

    1.6.1 Installation of the hardware and Software platform

    1.6.2 Commissioning of the tool

    1.6.3 Integration of the tool with the third party software as appropriate and/or deemednecessary

    1.6.4 Data migration from Teletalks existing site database

    1.6.5 Complete demonstration of the tool clearly explaining all the functionality of the tools with

    appropriate example/project.

    1.7 Training:To utilize the full functionality of the tool it is necessary to train up Teletalk personnel. In this regard a

    comprehensive training package both in-house and external as deemed necessary shall be provided. The

    details of the training program are outlined hereunder,

    2 Lot-2 : Un-attendant Drive test toolTo ensure better radio network performance it is necessary to monitor and analyse the radio Network

    performance continuously. Drive test is a strong means to collect on-field performance data of the radio

    network for further analysis and problem resolution. As continuous monitoring, data collection and

    analysis of the live Network is the only answer to the Radio Network performance assurance, Teletalk

    Bangladesh Limited, the only Government owned Mobile phone operator, is going to collect 5 (Five)

    numbers of Un-attendant Drive test tools

    2.1 DefinitionThe regular drive test tool requires close attendance of the user for setting up the environment for data

    collection as well as to log the data. As a result it keeps valuable human resource engaged during the

    data collection process. Whereas the un-attendant drive test tool will not require the close attendance

    of the user during the data collection process. The preconfigured module/tool mounted on a suitable

    moving object (especially car) and/or static object will collect the data and will store it for processing

    later on and/or upload the recorded log to a central file server using the GPRS/EDGE data connection.

    The overall architecture is similar to the following figure,

    2.2 FeatureUn-attendant drive test tool shall be a standard drive test data collection tool that would collect Radio

    Network information to analyse the performance of the live Network. The tool must be capable of

    collecting parameters relating at least GSM, GPRS and EDGE technology. However, support for UMTS,

    HSPA, HSPA+ is preferred. The tool/s must support and capable of at least the following,

    2.2.3 Collect information as stated above in different scenarios, such as idle mood, long call mood,short call mode, data mode etc.

    2.3 Data RecordAll the collected information shall be recorded and preserved for analysis later on. The information mustbe recorded in the following manner,

    2.3.1 The information shall be recorded in standard dot log file format so that the recorded filecan be read by any of the standard post drive test tools. log files in proprietarySwissQual format. Log files can be processed in NetQual NQDI or 3 rd party software: Actix

    2.3.2 The recorded information must have time and coordinate (GPS) stamp. Time stamp must be

    of absolute form +6 GMT. However, relative time stamp should be available too.

    2.4 Hardware requirement The system architecture shall be similar to the architecture as outlined in Figure 2-1. Accordingly the

    2.5.1 The software must manage the remote un-attendant drive test tools.

    2.5.2 The software must be capable of configuring, reconfiguring the operational activities of theremote un-attendant drive test tool

    2.5.3 The software must have a scheduler to control the log file transfer from the remote un-attendant drive test tool

    2.5.4 The software must have a browser to browse the uploaded file systematically

    2.5.5 The software shall have a user friendly GUI.

    2.5.6 The software license must be for life time for at least 5 (Five) simultaneous users and shallinclude all the updates for 2 (two) Years from the date of provisional acceptance certificate(PAC).

    2.6 Service/s:To make the tool fully functional, various jobs shall be performed. The required services are outlined

    here under,

    2.6.4 Data migration from Teletalks existing site database

    2.6.6 Necessary white papers on operational and maintenance procedure shall be included in thepackage.

    3 Lot-3 : Drive test post-processing toolThe growing Network needs continuous monitoring, in order to improve the performance of theNetwork for better Quality of Service. Accordingly, Network information collected from various sourcesis required to be analysed regularly. One of the main sources of Network information is the Drive testwhich collects the on field Radio Network information. But as the volume of such information isenormous it is necessary to automate some of the usual analysis using sate of the art software tool.

    Drive test post processing tool is the software tool that would analyse the Radio Network Informationcollected through Drive test. The tool shall have the following specification,

    3.1 FeatureThe tool shall be capable of analysing Drive-test information regarding GSM, GPRS, EDGE, UMTS, HSPAand HSPA+ technology. The tools must have at least the following features,

    3.1.1 Extensive multivendor platform so that drive test logs from different industry leading drivetest tools can be analysed.

    3.1.2 Comprehensive support for GSM, GPRS, UMTS, HSPA and HSPA+ technology across industryleading chipsets, devices and test equipment

    3.1.3 Automatic drive test log analysis from log database/file server and reporting with variousproblem class tag.

    3.1.4 Automatic problem identification with root cause drill down.

    3.1.5 Automatic report generation with problem identification and report archive for later use

    3.1.6 Management quality KPI report so that the Network improvements can be verified and/orbenchmarked.

    3.1.7 Integrate and analyse different industry leading indoor test equipment, enabling validationof the indoor network and its interaction with the macro network

    3.1.8 Visual presentation of the drive test logs (both single and multiple)

    The supplier shall provide all the hardware necessary to run the tool. Teletalk will provide only the log

    database and file server. Besides, Teletalk will provide commercial power supply and space for the

    hardware platform. Rest of the necessary equipment shall be supplied by the bidder.

    3.4.2 MAP format including Google map, MAP info etc

    3.4.3 Various type of generic report on problems, suggestion etc.

    3.6 Training:To utilize the full functionality of the tool it is necessary to train up Teletalk personnel. In this regard a

    3.6.1 The in-house training program on operation and reporting of the tools includingoperational and reporting procedure/s of all the modules and functions shall be arrangedfor at least 5 (Five) personnel.

    3.6.1.1 The duration of the in-house training shall be at least 5 (Five) working days.

    3.6.1.2 The Training course/s shall include the detail operational procedures with appropriateexample/project.

    3.6.1.3 The training shall include evaluation of the participants to ensure proper knowledgesharing.

    3.6.2 The in-house training program on maintenance of the hardware and software platform of the tool shall be arranged for at least 2 (Two) personnel.

    3.6.2.1 The duration of the in-house training shall be at least 5 (Five) working days.

    3.6.2.2 he Training course/s shall include the detail maintenance procedure/s with appropriateexample/project. The course shall also include the installation and commissioningprocedure/s of the tool for both hardware and software platform.

    4 Lot-4 : KPI analysis and monitoring tool

    This specification covers the detail of KPI analysis and monitoring tool which is a single platform tomonitor and report multivendor OSS KPI statistics. The tool shall be of server/client architecture with a

    comprehensive reporting scheme. The tool shall have following specification,

    4.1 FeatureThe tool shall have at least but not limited to the following feature,

    4.1.1 Multivendor platform: to integrate various Network elements of different vendors.

    4.1.2 The tool must be capable of integrating all the BSCs that exist in Teletalks Network. Allother node integration is optional.

    4.1.3 The tool shall collect performance related counters data in raw format (XML/Binary etc.whichever is available in Teletalks Netw ork) from the BSC/NMS to generate variousreports.

    4.1.4 The tool must be capable of analysing and generating KPI reports for all available BSCsoftware versions in Teletalk Network. However, if Teletalk upgrades any of its BSCsoftware versions, the tool must be capable of incorporating the same.

    4.1.5 The tool must possess pre-defined standard KPI reports

    4.1.6 The tool must have provision for customized KPI reports

    4.1.7 The tool must have provision for redefining KPI formula.

    4.1.8 The tool must have various form of reporting including tabular format, dashboard, graphetc.

    4.1.9 The tool shall support monitoring and reporting the alarm incidents of various nodes.

    4.1.10 The tool shall have APIs to integrate the third party tools/software

    4.4 Report/s:

    The tool shall perform various forms of analysis and generate comprehensive visual report for the usergroup. The reports shall be of different type as appropriate and deemed necessary. However the

    following generic format of reports shall be supported by the tool,

    4.4.1 Tabular format

    4.4.2 Various type of generic report on problems, suggestion etc.

    4.4.3 Customizable report template to generate user specific report

    4.5 Service/s:To make the tool fully functional various jobs shall be performed. The required services are outlined

    here under,

    4.5.1 Installation of the hardware and Software platform

    4.5.2 Integration of the tool with all the nodes of Teletalk as appropriate.

    4.5.3 Commissioning of the tool

    4.5.4 Integration of the tool with the third party software as appropriate and/or deemednecessary

    4.5.5 Data migration from Teletalks existing site database

    4.5.6 Complete demonstration of the tool clearly explaining all the functionality of the tools withappropriate example/project.

    4.6 Training:To utilize the full functionality of the tool it is necessary to train up Teletalk personnel. In this regard a

    comprehensive training package both in-house and external as deemed necessary shall be provided. The

    details of the training program are outlined hereunder,

    4.6.1 The in-house training program on operation and reporting of the tools includingoperational and reporting procedure/s of all the modules and functions shall be arrangedfor at least 5 (Five) personnel.

    4.6.1.1 The duration of the in-house training shall be at least 5 (Five) working days.

    4.6.1.2 The Training course/s shall include the detail operational procedures with appropriateexample/project.

    4.6.1.3 The training shall include evaluation of the participants to ensure proper knowledge

    sharing.4.6.2 The in-house training program on maintenance of the hardware and software platform of

    the tool shall be arranged for at least 2 (Two) personnel.

    4.6.2.1 The duration of the in-house training shall be at least 5 (Five) working days.

    4.6.2.2 The Training course/s shall include the detail maintenance procedure/s with appropriateexample/project. The course shall also include the installation and commissioningprocedure/s of the tool for both hardware and software platform.

    4.6.2.3 The training shall include evaluation of the participants to ensure proper knowledgesharing.
