What is PIRC?
Parent Information and Resource Center (PIRC)
What is PIRC?
PIRC is a program funded by a grant from the US Department of
Education, Office of Innovation and Improvement. PIRCs use research and
experience to promote effective parental involvement and to build
knowledge in the field of education.

Purpose of PIRC ProgramHelp implement successful and effective
parental involvement policies, programs, and activities that increase student academic achievement.
Strengthen partnerships among parents, teachers, principals, administrators, and other school personnel in meeting the educational needs of children.

Purpose of PIRC Program Collaborate with schools, federal, state, and
local educational agencies to implement parental involvement requirements of Title I.
Provide information about No Child Left Behind (NCLB) – Title I, Part A programs and services.
Provide statewide services.
National PIRC Offices
Parent Information and Resource Centers are located in every state and several U.S. territories.
There are a total of 62 PIRC Programs.

Overview of Title I, Part A
Title I, Part A is intended to help ensure that all children have the opportunity to obtain a high-quality education and do well on state and academic standards and assessments.
Title I, Part A focuses on promoting reform in high-poverty schools and increasing parental involvement.
Title I, Part A provides funds to school districts, which then allocate most of these funds to individual Title I schools, based on their number of low-income children.

Schools may use Title I funds to increase parental involvement and assist students in one of the following program approaches:• School-wide Programs• Targeted Assistance Programs

School-wide Programs: High-poverty (those with 40% or more students from low-income families) are eligible to adopt school-wide programs to raise the achievement of low-achieving students by improving instruction throughout the entire school, thus using Title I funds to serve all children.

Targeted Assistance Programs: Schools that are not eligible for (or do not choose to operate) school-wide programs must use Title I funds to provide targeted services to low-achieving students.

Title I funds may be used for a variety of services and activities, most commonly for instruction in English/Language Arts and Mathematics.
The legislation encourages the use of strategies such as extended day (before- and after-school programs), extended school year, and summer school programs to increase learning time.

Districts and schools may use Title I funds to serve students from preschool age through high school.
If a school district receives $500,000 or more in Title I, Part A funding, the district must use at least 1% of the funds for parental involvement initiatives or programs, such as family literacy nights and parenting workshops.

Target PopulationFamilies who:• are socioeconomically challenged• are a minority• have children with a learning disability• have limited English proficiency
Schools who: • are Title I• did not meet AYP (Adequate Yearly Progress)
Specific Activities of Louisiana PROMISE/PIRC
In Caddo and Bossier Parishes, certified parent educators provide educational support and developmental information to families of infants and young children from prenatal to age five.
In East Baton Rouge Parish PIRC partners with YWCA of Greater Baton Rouge to provide PAT services.
Certified parent educators utilize the Parents As Teachers model, which comprises of four components:
1. personal visits
2. group meetings
3. health screenings
4. resource network

• Include Louisiana PROMISE/PIRC as a community partner in your school improvement plan.
• Louisiana PROMISE/PIRC staff will fund, plan, present and provide refreshments and evaluations for Parent workshops. Workshops can also be “tailor-made” to fit your school’s needs.

Louisiana PROMISE/PIRC canassist by helping to strengthenexisting PTA programs:
• Provide workshops geared specifically for PTA officers (Ex: Effective Leaders, Parliamentary Procedures, etc.)
• Collaborate with District PTA to provide mentors and incentives
• Assist PTA President with organizing meetings; agendas, door prizes, flyers, etc.
