Angara Centre for Law and Economics
The Angara Centre for Law and Economics (Angara Centre) is the rst and only Philippine policy andacademic think-tank that is dedicated to the scienc analysis and internaonal assessment of Philippine
and regional legislaon, policies, and public sector programs. It aims to provide independent research, of
an internaonally veriable academic standard and publishable scholarly quality, on the basis of which it
submits mely and relevant policy recommendaons for Philippine government, oriented towards:
Strengthening the rule of law and the quality of macroeconomic decisionmaking in the Philippines
Promong Filipinos economic development and their informed parcipaon in democrac
instuons, and
Aiding the Philippines towards full compliance with internaonal commitments, while assisng its
leadership of, and cooperaon with, regional iniaves and instuons for governance
It hopes to professionalize the science of government legislaon and policymaking, by drawing from the best
of the growing ranks of internaonally trained Philippine scholars, and enabling them to connue academic
and policy research according to the rigors of internaonal standards. It is also commied to welcoming
and encouraging the scienc and scholarly contribuons of Filipinos around the world who have excelled
in their respecve academic elds and disciplines and who intend to devote their intellectual abilies and
achievements to construcve policy, legal, and economic reforms for the Philippines.
The Angara Centre honors the legacy of public reform, technocrac experse, and patrioc leadership of
Senator Edgardo J. Angara by creang an enduring instuonal and pluralist haven for the Philippines best
and brightest from key academic disciplines all over the world, working together to devise the best feasible
soluons for Philippine economic progress, democrac development, and polical- legal reforms.
SENATOR EDGARDO J. ANGARAis the longest serving Senator
of the Post-EDSA Senate. Throughout his long and storied careeras a legislator, he advocated and spearheaded the passage
of landmark legislaon on agriculture, educaon, health,
arts and culture, science and technology, good governance,
nancial reforms, and social welfare. Angara is best known as
the Philippines Public Reformer, widely credited with having
brought technocrac experse to bear upon the formulaon of
mely and relevant Philippine legislaon.

Tyler Cowen is the general director of the Mercatus Center at GeorgeMason University and the Holbert C. Harris Chair of Economics at GeorgeMason University. He also serves on the Mercatus Centers board of directors.
He studied economics at George Mason University and earned his PhD from
Harvard University in 1987.
He worked unl 1989 as an assistant and associate professor of economicsat the University of California, Irvine, and then returned to George Mason University. In 1998, he was named
general director of both the Mercatus Center and the James M. Buchanan Center for Polical Economy. In
2000, Dr. Cowen was named the Holbert C. Harris Chair of Economics.
A dedicated writer and translator of economic ideas who oen delves into the economics of culture, Dr. Cowen
has published dozens of books, reviews, and arcles. Cowens most recent book, The Great Stagnaon: How
America Ate All the Low-Hanging Fruit, Got Sick, and Will (Eventually) Feel Beer has been declared, the most
debated noncon book so far this year, by columnist David Brooks in 2011. His other recent books include
Create Your Own Economyand Discover Your Inner Economist, as well as a co-authored textbook series from
Worth Publishers: Modern Principles of Economics, Modern Principles of Economics: Macroeconomics, and
Modern Principles of Economics: Microeconomics. He contributes frequently to The New York Times and
Moneyand serves on the on the advisory boards of both Wilson Quarterly andAmerican Interest.
Dr. Cowen is also the author of Good & Plenty: The Creave Successes of American Arts Funding (2006);
Markets and Culture Voices: Liberty vs. Power in the Lives of the Mexican Amate Painters(2005); Creave

Execuve Director, Angara Centre
John Nye holds the Frederic Basat Chair in Polical Economy at the
Mercatus Center at George Mason University and is Research Director
at the Higher School of Economics, Moscow. His primary research
interests include European economic history and new instuonal
economics.
Dr. Nye was a founding member of the Internaonal Society for the NewInstuonal Economics and has been on the editorial board of the Journal of Economic History. He was co-
editor of Froners in the New Instuonal Economics. His arcles have been published in a variety of journals.
In 1997, he was a Naonal Fellow at the Hoover Instuon at Stanford University. In 2003, Dr. Nye received
the ArtSci Council Faculty Teaching Award. His current projects include research into the Anglo-French wine
trade, the polical economy of state intervenon in trade, and detecng collusion in championship chess.
Recent publicaons include Did the Soviets Collude?: A Stascal Analysis of Championship Chess 1940-
78 with Charles Moul, in Journal of Economic Behavior and Organizaon, 2008. His current projects
include research into the Anglo-French wine trade, the polical economy of policy reform, and collusion in
internaonal sporng tournaments. His book, War, Wine, and Taxes: The Polical Economy of Anglo-French
Trade1689-1900 was published in 2007 from Princeton University Press. Dr. Nye received his B.S. from the
California Instute of Technology and his M.A. and Ph.D. from Northwestern University.

Alberto Simpser is currently Assistant Professor at the Department
of Polical Science in the University of Chicago. Simpser teaches
several doctorate and undergraduate courses on polical economy of
development. He recently wrote More than Winning: Why Pares and
Governments Manipulate Elecons, a comparave study of the incenves
underpinning electoral manipulaon around the world.

Benito Arruada is a professor of Business Organizaon at the Departmentof Economics and Business at Pompeu Fabra University in Barcelona. Aer
graduang from the universies of Oviedo and Rochester, he held posions
at the Universies of Oviedo and Len, and was John M. Olin Vising Scholar
in Law and Economics at Harvard Law School. He has also taught at the
Universies of Paris and Autnoma de Madrid and Pablo de Olavide in Seville.
Arruada was a member of the founding board of directors and served as
President of the Internaonal Society for New Instuonal Economics from
2005 to 2006.
His current research aims to discover the organizaonal condions that
facilitate impersonal exchange, the best means for specializing resources and
speeding up economic growth. His recent work focuses on two main areas:
The impact of legal rules and instuons, including property rights and land tling, nancial auding and
compeon policy. He is also interested in the organizaon of specic sectors, including professional services,
franchising, public administraon, retailing, healthcare and subcontracng.
Prof. Arruadas publicaons include arcles in theJournal of Law and Economics, Journal of Law, Economics,
and Organizaon, Harvard Business Review, and Internaonal Review of Law and Economics,among others.
He is also the author of a dozen books, including The Economics of Audit Quality, Corporate Governance and

FELIPE MEDALLA
Dr. Felipe Medalla is currently Monetary Board Member, Bangko Sentral
ng Pilipinas. He was formerly Director General of the Naonal Economic
Development Authority (NEDA) and Secretary of Socio Economic Planning.
He also served as Dean of the School of Economics of the University of
the Philippines. He also held various important posions, among them,
Director of PNOC-Exploraon Corporaon, Chairman of the Foundaon for
Economic Freedom, and President of the Philippine Economics Society. He
has undergraduate degrees in Economics and Accounng from De La Salle
University, an MA in Economics from the University of the Philippines and a
Ph.D. in Economics from Northwestern University.
RAUL FABELLA
A three-term Dean of the School of Economics of the University of the
Philippines, Dr. Fabella is a Naonal Scienst and is a well-respected
economist who has contributed much to policy developments in the
country, parcularly in his research on the eect of weak state governance
on ecient policy making. He has also published extensively in leading
economic journals, among them, the Southern Economic Journal, Journal
of Internaonal Money and Finance, Internaonal Economic Review, Public
Choice and Journal of Public Economics. He earned his A.B. Philosophydegree at the Seminario Mayor-Recoletos, Baguio (1970) obtained his
M.A. in Economics at the UP School of Economics (1975) and his Ph.D. in
Economics at Yale University (1982).

Prof. Tom Ginsburg is Leo Spitz Chair of Internaonal Lawat the University of Chicago Law School. He focuses oncomparave and internaonal law from an interdisciplinary

University of California at Berkeley. One of his books, Judicial
Review in New Democracies (Cambridge University Press 2003)
won the C. Herman Pritche Award from the American Polical

He has served as a vising professor at the University of Tokyo, Kyushu University, Seoul Naonal University,
the Interdisciplinary Center Herzliya, the University of Pennsylvania, and the University of Trento.
He currently co-directs the Comparave Constuons Project, an eort funded by the Naonal Science
Foundaon to gather and analyze the constuons of all independent naon-states since 1789. Before
entering law teaching, he served as a legal adviser at the Iran-U.S. Claims Tribunal, The Hague, Netherlands,
and consulted with numerous internaonal development agencies and foreign governments on legal and

Dr. J. Romesh Weeramantry (Phd, Queen Mary Univ. of London) is Associate
Professor at the City University of Hong Kong and commencing from Sept.
2012 at King & Wood Mallesons, Hong Kong. His professional experience includes
work in internaonal arbitraon, dispute resoluon and public internaonal
law at the Iran-United States Claims Tribunal, the United Naons Compensaon
Commission and at a leading Swiss law rm. He has also been an internaonal
law consultant to several internaonal organisaons.
His rst book Internaonal Commercial Arbitraon: An Asia-Pacic Perspecve (co-authored with Simon
Greenberg and Chris Kee) was published by Cambridge University Press in 2010. His other publicaons

Swartling. He specializes in internaonal commercial and investment treatyarbitraon. He has acted as counsel in disputes encompassing energy, oil and

estate, insurance, among others.

Ms. Chiann Bao is the Secretary-General of the Hong KongInternaonal Arbitraon Centre (HKIAC). As Secretary-General,she oversees the administraon of over 600 arbitraons, mediaons,
adjudicaons and other forms of dispute resoluon proceedings at the
HKIAC.
She is a Cornell University graduate and Fulbright Scholar in China. She
obtained a Juris Doctor from the University of Wisconsin Law School
and a Master of Arts in Arbitraon and Dispute Resoluon from the CityUniversity of Hong Kong. She is admied to the New York and Wisconsin
Bars.
Ms. Bao has worked with several internaonal law rms and clerked at

Prof. Je Waincymer is an Internaonal Trade Law Professor at the MonashUniversity in Melbourne, Australia, and is currently non-government panelistfor the World Trade Organizaon in Australia.
He was also nominated as a panelist in Internaonal Centre for Selement of
Investment Disputes (ICSID), appointed as an arbitrator in the Internaonal
Chamber of Commerce (ICC), and co-convenor of the Internaonal Trade and
Business Interest Group of the Law Council of Australia.
He does research on internaonal trade law, arbitraon and taxaon. He
authored Mandatory Laws and Internaonal Arbitraon (Cambridge University Press), Procedure and

Ay. Victor Lazan is currently President of the Philippine Dispute Resoluon
