1. Background

The Ministry of Micro, Small and Medium Enterprises has issued a notification dated 26th June

2020 regarding the revision of definition of Micro, Small and Medium Enterprises (MSMEs) and

process of registration. Apart from the old criteria of categorization of MSMEs on the basis of

investment in Plant and Machinery/Equipment, an additional criterion of turnover has also been

included. Moreover, the difference between manufacturing and services sector has been removed

and now both are at same level of treatment. This revision is paving the way for strengthening of

AtmaNirbhar Bharat Abhiyan and growth of the MSMEs. Particularly, the provision of excluding the

exports from counting of turnover is encouraging the MSMEs to export more and more without

fearing to forego the benefits of being an MSME. This is expected to exponentially add to exports

from the country leading to more growth and economic activity and creation of jobs.

As a result of change in classification criteria w.e.f. 1st July 2020, an enterprise is being classified

as a Micro, Small or Medium enterprise on the basis of the following criteria, namely: --

a) Micro enterprise: where the investment in plant and machinery or equipment does not

exceed one crore rupees and turnover does not exceed five crore rupees;

b) Small enterprise: where the investment in plant and machinery or equipment does not

exceed ten crore rupees and turnover does not exceed fifty crore rupees; and

c) Medium enterprise: where the investment in plant and machinery or equipment does not

exceed fifty crore rupees and turnover does not exceed two hundred and fifty crore rupees.

To facilitate the procedure of MSME registration in accordance with the revised MSME definition,

Ministry of MSME launched a new portal-Udyam Registration Portal

(https://udyamregistration.gov.in) on 1st July 2020.

Key features of the portal are as under:-

• It is a unified portal with registration process free of cost, paperless and digital.

• The portal is aimed at reducing transaction time and cost for entrepreneurs and promotes

Ease of Doing Business.

• The new MSME registration process is simple, seamless, and entrepreneur friendly.

• All the relevant data is being fetched from Income Tax and GST Networks in the backend.

• Udyam registration is mandatory to avail benefits under most of the schemes of Ministry

of MSME and availing credit from financial institutions as per RBI notification no.

RBI/2020-2021/26

• Ministry of MSME has also commenced API integration of Udyam Registration portal with

GeM so that MSEs can participate in Government procurement easily.

Highlights of the Udyam Registration process are as under:

• Aadhaar Number is required for registration;

• After completion of the process of registration, an Udyam Registration Certificate will be

issued;

• This certificate will have a dynamic QR Code from which the web page on Udyam

Registration Portal and details about the enterprise can be accessed;

• There will be no need for renewal of Registration;

• PAN & GST linked details on investment and turnover of enterprises will be taken

automatically from the respective Government databases;

• No enterprise is supposed to file more than one Udyam Registration. However, any number

of activities including manufacturing or services, or both may be specified or added in one

Registration.

The details of MSME Udyam Registration as on 31st December, 2020

a. Total online applications: 16,61,913

b. Udyam Registration Certificates generated (Classified enterprises) : 14,04,829

c. Unclassified Enterprises : 2,57,084 with break up as under-

i. Without ITR Data: 1,29,323

ii. Enterprise Name Blank(without ITR data): 18,881

iii. With ITR Data: 95,991

iv. Enterprise Name Blank (with ITR data): 12,889

This analysis is for 13,47,049 classified enterprises.

2. Distribution of Micro, Small and Medium Enterprises

13,47,049 MSMEs were registered on Udyam Registration portal comprising of 12,46,626 Micro

(92.5%), 85,629 Small (6.4%) and 14,794 Medium (1.1%) enterprises.

3. Distribution of Micro, Small and Medium Enterprises in Top 10 States

Figures 2 represents distribution of enterprises in the top ten States/UTs. It is seen that

Maharashtra has the highest number of enterprises with 24% of registered enterprises followed by

Tamil Nadu (12%), Gujarat (9%), Rajasthan (8%), and Uttar Pradesh (8%).

The graph below shows top 10 States/UTs for Micro enterprises. It can be observed that

Maharashtra has the highest number of Micro enterprises with 24.9% of all Micro enterprises. The

rest of the States are Tamil Nadu (12%), Gujarat (8.6%), Rajasthan (8.4%), and Uttar Pradesh

(7.8%).

The above graph showcases the distribution of Small enterprises in the top 10 States/UTs for Small

enterprises. The States in order are Maharashtra (17.3%), Gujarat (14.3%), Tamil Nadu (10.3%),

Rajasthan (6.8%), Delhi (6.5%).

Figure 5 highlights the distribution of Medium enterprises in the top 10 States/UTs for Medium

enterprises. These are Maharashtra (18.0%), Gujarat (14.5%), Tamil Nadu (9.5%), Delhi (7.1%),

Karnataka (5.7%) etc.

4. Distribution of Micro, Small and Medium Enterprises – Region Wise

Northern Region

The above graph indicates State wise Udyam Registrations of MSMEs in Northern Region.

According to data, more than 60% MSMEs are from three States i.e. Rajasthan, Uttar Pradesh and

Haryana.

Eastern Region

The graph 7 indicates State wise Udyam Registrations of MSMEs in Eastern Region. According to

data, more than 80% MSMEs are from three States viz. Bihar, West Bengal and Odisha.

Southern Region

The above graph (figure 9) indicates State wise Udyam Registrations of MSMEs in Southern Region.

According to data, more than 80% MSMEs are from three States i.e. Tamil Nadu, Karnataka and

Telangana.

Western Region

The above graph indicates State wise Udyam Registrations of MSMEs in Western Region. As seen

from the graph, the more than 90% Industries are located in Maharashtra and Gujarat, in the

Western region.

Central Region

The above graph indicates State wise Udyam Registrations of MSMEs in Central Region.

North Eastern Region

The above graph indicates State wise Udyam Registrations of MSMEs in North Eastern Region.

According to data, more than 90% MSMEs are from Assam, Manipur and Tripura of North Eastern

Region.

5. District wise distribution of Micro, Small, and Medium Enterprises

Figure 12 showcases top 10 districts for MSME registrations. As it can be seen among the top 10

districts, four districts are from Maharashtra, two from Tamil Nadu and Gujarat, one each from

Karnataka and Rajasthan.

In the country, the highest registrations of Micro enterprises are from Pune district which are 3.9%

of the total registrations, followed by Thane (2.9%), Bengaluru(urban) (2.3%), Jaipur (2.3%), and

Ahmedabad (2.3%).

The above graph indicates that the highest number of Small enterprises registration are from

Mumbai, Ahmadabad, Bengaluru (Urban), Pune, Surat, Chennai, Mumbai Suburban, Thane, Kolkata,

and Jaipur with a total of 28.3% of Small enterprises registered in these 5 districts.

The top 10 districts having of Medium enterprises registration, district wise, are indicated in the

above graph. It can be observed that the highest number of Medium enterprises are registered in

Mumbai (5.4%), followed by Ahmedabad (3.8%), Bengaluru (3.7%) etc.

Udyam Registrations in Aspirational Districts

The above graph (figure 16) indicates top 10 aspirational districts in terms of Udyam registration

of Micro, Small and Medium Enterprises. The Aurangabad district has highest number of MSME

registrations, followed by Jalgaon, Ranchi and Virudhunagar etc.

6. State wise Employment

Figure 17 showcases top 10 States/UTs with highest number of employment and the average

employment per enterprise in these States. It can be seen from the graph that even though

Maharashtra has highest employment among MSMEs, the average employment per enterprise is

less than 10 (7.42), however in West Bengal the average employment per enterprise is 21.04.

It can be seen from the above graph (figure 18) that Maharashtra has the highest employment in

Micro industries with a total of 14,67,166 employees and the average employment per enterprise

4.73 whereas Rajasthan has 5,39,901 employment in Micro enterprises with an average

employment 5.14 per enterprise.

The State wise distribution of employment in Small industries among the top 5 States/UTs is

highlighted above with Maharashtra generating the highest employment and the average

employment per enterprise varying from 36 to 58.

The above graph (figure 20) indicates the State wise distribution of employment in Medium

industries among the top 5 States/UTs. It can be observed that Maharashtra, Tamil Nadu, and

Gujarat have the highest employment in Medium enterprises.

7. Gender wise distribution of Enterprises

The graph below highlights the percentage distribution of MSMEs by nature of ownership. Males

owned enterprises constitute 80.2% (10,80,114) of enterprises followed by female owned

enterprises at 17.4% (2,34,227) of enterprises. The rest are constituted by other and unidentified

enterprises.

8. Social Category wise distribution of Enterprises

Figure 22 shows (below) percentage distribution of enterprises by social category. General owned

enterprises constitute 62.2% of enterprises. OBCs own 28.2% of enterprises, followed by SCs with

6.6% ownership and STs with 1.7% ownership.

9. Enterprises owned by people belonging to Divyangjan

A total of 19,547 enterprise registrations in the Udyam portal are enterprises owned by people

belonging to Divyangjan Category. The below graph highlights the distribution of MSMEs among

them.

10. Type of Enterprises by Organization Type

Figure 24 showcases the distribution of enterprises by the nature of ownership. It can be observed

that the most preferred form of ownership is Proprietorship which constitutes more than 78% of

the organization type. Other preferred modes of ownership include Partnership (7.9%), Private

Limited (6.8%) etc.

11. Distribution of Enterprises by Nature of Business

Most number of enterprises registered on the Udyam portal are Service based enterprises with

8,28,853 (61.5%) enterprises as compared to Manufacturing with 5,18,196 (38.5%) registrations.

12. NIC code distribution of Enterprises based on type of activities

The following graph showcased the NIC 2-digit wise distribution of top 5 Manufacturing sector

MSMEs along with the distribution of Micro, Small, and Medium enterprises. It can be observed

that highest number of MSMEs are involved in manufacturing of food products.

The following graph showcased the distribution of NIC 2 digit wise top 5 activities that MSMEs are

involved in service sector along with the distribution of Micro, Small, and Medium enterprises. It

can be observed that highest number of MSMEs are involved in food and beverage service

activities.

13. NIC code distribution of Enterprises with highest SC ownership

Among the enterprises the following graph indicates the top activities with the highest percentage

of enterprises that are owned by SCs. The major areas of activities that have relatively higher

number of SC ownership includes Manufacturing of leather products, Social work, , Media related

activities, Creative arts , and Activities of membership organizations.

14. NIC code distribution of Enterprises with highest ST ownership

Among the enterprises the following graph indicates the top activities with the highest percentage

of enterprises that are owned by STs. The major areas of activities that have relatively higher

number of ST ownership includes Rental & Leasing activities, Library related activities, Social work,

Veterinary activities, and Crop, animal production related work.

15. NIC code distribution of Enterprises with highest Women ownership

Among the enterprises the following graph indicates the top activities with the highest percentage

of enterprises that are owned by women. The major areas of activities that have relatively higher

number of women ownerships includes manufacturing of Apparel, Textiles, Food Products, Paper

Products, and Chemical Products.
