Projects International conference on “Financing and modernizing light rail inCentral and Eastern Europe 2014-2020,” held between 26th-27th of March2014 in Oradea, Romania

The Association for Metropolitan Mobility co-organised the con-ference together with UITP.

The conference took place at an international level and it broughttogether over 100 experts and top management in the urban railtransport, mobility and banking sector to discuss solutions tomodernize and finance trams and light rail in Central and EasternEurope.

The conference was also attended by experts and professionalsrepresenting operators, authorities, the industry and internationalorganizations for an exchange of experience and high expertise inurban mobility, financing, and infrastructure and rolling stock development and procurement. The workshop was a unique oppor-tunity to understand the dynamics of light rail transport in theregion and also to meet and interact with leading actors in thepublic transport sector of this part of Europe.

Forum for Sustainable Mobility and Metropolitan Development, fourth edition,

held between 8th-9th of April 2014 in Alba Iulia, Romania

The organizer of the forum was AMM, in partnership with Alba Iulia City Hall, Alba IntercommunityDevelopment Association – Local Transport, and Alba Iulia Public Transport Company (STP), withthe support of UITP.

The forum took place at an international level, it gathered over 140

participants and provided the framework for discussion of issues,

projects and opportunities in Romania, enjoying the input of

representatives from local, regional and national authorities,

intercommunity development associations, public transport

operators, ministries in charge with the organization of public

transport and European-funded procurement projects, the relevant

industry and the international organizations promoting sustainable

mobility. Investment and development opportunities were studied

during the forum.

Romanian Integrated Ticketing Alliance (RITA), project carried out since 9th of April

2014, Romania

The Association for Metropolitan Mobility is the organiser of the project.

RITA aims at supporting and participating in tenmajor actions to ensure and promote the interop-

erability of public transport ticketing systems in theapplication of the European concepts on devel-oping and implementing sustainable urban mobilityplans (SUMPs); mobility management (MM) for me-tropolitan areas under expansion, organisation andregulatory process; promotion of national and in-ternational good practice in the development ofsustainable mobility based on new technologies,clean fuels and renewable energy resources;management at city and metropolitan area levelby integrating ticketing systems and travel docu-ments in order to promote and streamline publictransport as part of intermodal operating systems.The project is carried out through a working groupand brings together local public authorities, localtransport authorities, national and local transportoperators, regulatory bodies, service providers andproduct suppliers (IT, Telecom, advisory, financialetc.).

International conference on “Concepts and technologies for sustainable transport.

A greener railway passenger and freight transport,” held between 9th-10th of April

2014 in Alba Iulia, Romania

The conference brought together 120 participants,representatives of European, national and local publicauthorities, private and institutional investors, passengerand freight rail transport operators, service providersand product suppliers to determine the challenges andopportunities for the development of rail transport atthe eastern border of the European Union.

As it took under consideration the various fundingsources available to the railway sector, the majorlegislative changes governing this economicvertical component, but also the new conceptsand products designed to help to increase eco-nomic efficiency and to ensure an improvedquality of life, the conference provided thefavorable framework for identifying and capital-izing on business opportunities in the field.

ROUND TABLES

“Integrating Calea Victoriei in a sustainable mobility system for Bucharest,” held on 15th of May 2014in Bucharest, Romania, aimed at exploring the possibilities that may enable Calea Victoriei to meetthe requirements of sustainable mobility and to provide those traversing it with as many means totravel as possible. It analysed the prospect of a public transport line able to serve it from one end tothe other, the need for pavements easily usable by people with reduced mobility as well and forbicycle lanes constructed according to the rules and standards in force, and also the possibility of

partially pedestrianising Calea Victoriei.

“The relationship between multimodal platforms and urban development,” held on 22nd of May 2014 in Bucharest,

Romania - It discussed the project of Ilfov County Council to build a multimodal platform in the north of the capital

city, taking said project as a case study to identify some general issues. The multimodal platform would be linked

to the road and rail network and “Henri Coandă” airport, while funds under the TEN-T Programme would be ac-

cessed to conduct the feasibility studies. Some of the issues faced in the development of multimodal platforms

we’ve studied. Thus, it was agreed that projects eligible for European funding had to be implemented by CFR SA

in colaboration with local authorities and it was proposed that beneficiaries included associations with intermodal

platform operators/transport operators or PPPs.

“Re-evaluating metropolitan transport networks,” held on 11th of June 2014 in Bucharest, Romania – debated on the

causes currently preventing such development and on the possibilities to overcome the administrative deadlocks in

the sector. It was emphasised that the lack of an implementation framework was the main problem in that regard.

Bringing urban planning to attention again is a primary requirement in organising sustainable mobility, and Sustain-

able Mobility Plans to be completed in Romanian cities should be synchronised with the future PUGs (General Urban

Plans), documents currently under the preparation.

“Trams in the city centre,” held on 29th of June

2014 in Bucharest, Romania – pointed out theneed to “raise awareness” of decision and pol-icy makers in an attempt to change the currentapproach to elaborating public transportstrategies, so as to adopt such strategies for thebenefit of the citizens, the public transport users.

Local authorities must implement strategies forthe development of public transport networks.A public transport strategy should be discussedby defining passenger comfort from the point ofview of what public authorities can provide.

The Sustainable Mobility Academy organised the European Mobility Week having

the topic “Our streets, our choice” between 16th-22nd of September 2014 in

Bucharest, Romania

The Sustainable Mobility Academy aims at creatingan academic and professional group to promotethe fundamental principles and concepts of deve-loping sustainable mobility in Romania in order tocreate and manage the urban and metropolitansystems of integrated and intermodal transport inview of the professional development of specialistsand the achievement of European policy aspirations for a single transport area at Community level, inagreement with the Transport White Paper for2011 and the Horizon 2020 Programme.The AMM project was carried out in partnershipwith “Ion Mincu” University of Architecture andUrbanism, Bucharest Technical University of CivilEngineering, Polytechnic University of Bucharest,University of Bucharest, through public lecturesintended for specialists and the general public, andit was attended by more than 250 participants.

Railway Investment Summit – Railway Days, ninth edition, held between 7th-8th

of October 2014 in Bucharest, Romania

The international conference and the exhibition were attended by 300 guests: central public authorities, European publicand financial institutions, experts and top management of local public authorities, rail transport operators, public trans-port operators, financial and technical advisory companies, manufacturers and builders of rail systems and subsystems.Railway Days is a business accelerator platform for railway organisations within the WBSA (Wider Black Sea Area), orga-nised under the auspices of CER, OTIF and UNIFE, where 300 railway business leaders share their views on developmentchallenges and opportunities that exist in their business segment. Dialogue partners are representatives of the EuropeanCommission, the ministries of transport, the infrastructure managers, the passenger and freight transport operators, theharbour managers and operators, and opinion makers in the railway field and academia.

AMM acted as co-organiser together with Club Feroviar and Railway Industry Association, under the auspices of the Community of European Railway, the Intergovernmental Organisation for International Carriage by Rail and the European Railway Industry Association.

“Future of Transport Forum for Sustainable Urban Mobility – Technologies & Systems,” fifth

edition, held between 12th-14th of November 2014 in Bucharest, Romania

The international participation forum included technical visits and was organised by AMM with the support ofUITP, Bucharest City Hall, RATB (Bucharest Autonomous Public Transport Company), Metrorex, and “Ion Mincu”University of Architecture and Urbanism.

AMM presented in the forum the main mobility concerns in Romania andEurope. There were debates on subjects regarding: the opportunities forfunding sustainable mobility systems in metropolitan areas under theRegional Operational Programme and the project managed by MDRAP(Ministry of Regional Development and Public Administration) on the im-plementation of Sustainable Urban Mobility Plans in 7 cities in Romania;the challenges faced by Romania in freight transport and the organisa-tion of logistics terminals serving the cities; the ticketing and controlpolicies and systems; the mobility concept from a sociological perspec-tive; the means of financing managed by the European Commission.More funds will be allocated for urban mobility under the Structural andInvestment Funds that encompass the already known funds, such as theRegional Development Fund and the Cohesion Fund, than in the period2007-2013, when 7.9 billion Euros were allocated. Thus, an estimated 11.2billion Euros are planned to be allocated to this field in the period 2014-2020, making up a 40% increase as opposed to the previous period. Theurban hubs in the TEN-T network can access funds through the TEN-T orCEF programme. Many other programmes undertaken by the EuropeanCommission or EIB, which lay emphasis on energy efficiency or pollutionreduction, may also be resorted to if funding is intended for projects thataddress these issues. And last but not least, the Horizon 2020 programmes,such as Mobility for Growth, with its two subsections for Infrastructure andUrban Development, may be used as well. Marked by the celebration ofthe 35th anniversary from the inauguration of the public transport service,the forum included a technical visit of the Bucharest Metro.There were also technical visits to ALSTOM and TIBBETT LOGISTICS multi-modal terminal.

Expert advice for Future of Transport Communication Platform, since

September 2014, Bucharest, Romania

The Future of Transport Communication Platform promotes technological and conceptual innovationin the passenger and freight transport. Through its network of specialists, AMM provides studies,documentations and identifies trends in the sector, all of which are used to issue the monthlymagazine.

Communication and

public policies

AMM follows and reports proposals for legislative changes and strategic

documents relevant to the organisation of the urban space and the

urban and metropolitan public transport. For this purpose, it provides

dialogue partners with briefings and it organises and submits positions on

the aforementioned documents. It is a permanent activity and the bene-

ficiaries are: AMM members, local public authorities, local public

transport operators, European public institutions.

Working group for the completion of the Mobility Integrated Plan in the Municipality of Bucharest and its area

of influence regarding transport, attached to Bucharest City Hall; the working group has been in operation

since 2012.

AMM is co-initiator of the Mobility Group, consulting the management of Bucharest City Hall and the public authori-

ties of Ilfov County and the area of influence regarding the transport system development policy and the policy for

the organisation of mobility of people and goods. The group brings together experts on local and central public

administration, transport operators, NGOs, etc.

Such policies should seek to increase the quality of life of inhabitants by guaranteeing the right to mobility based on

sustainable development criteria, so as not to restrict access to education, health, economic, social and cultural life,

in agreement with the principles outlined by the European Commission in the latest documents on mobility.

The authorities’ projects should give priority to pedestrians, followed by those who use environmentally friendly

means of transport, such as bicycles and electric public transport. Mobility policies should be linked to urban and

territorial planning and should ensure the construction and restoration of an environment much more attractive for

living for citizens and economic developers. The activity is carried out through a working group that holds bi-monthly

meetings.

Analysis and positions on the General Transport Master

Plan

As a non-governmental organisation supporting the sustain-

able development of urban and territorial mobility in the

metropolitan areas of the cities in Romania and as promoter

of the National Forums for Sustainable Mobility and Metro-

politan Development, Logistics and Promotion of Electric Rail

Transport, AMM has expressed its interest regarding the

conduct of the elaboration process and the contents of the

General Transport Master Plan of Romania, a fundamental

tool for planning the national development of major infra-

structures and transport services for 2020 – 2050.

Its activity has been carried out through analyses, position

letters and participation in round tables since 2013.

Analysis and positions on the Major Infrastructure

Operational Programme

As a non-governmental organisation supporting the sus-

tainable development of urban and territorial mobility in

the metropolitan areas of the cities in Romania and as

promoter of the National Forum for Sustainable Mobility

and Metropolitan Development, Logistics and Promotion

of Electric Rail Transport, AMM has expressed its interest

regarding the conduct of the elaboration process and the

contents of the Major Infrastructure Operational Pro-

gramme, a tool for planning European co-funded

investments in transport, energy and environment.

This activity has been carried out through analyses,

position letters and participation in round tables since

2014.

As a non-governmental organisation supporting the sustainable development of urban and territorial mobility in the metropolitan

areas of the cities in Romania and as promoter of the National Forums for Sustainable Mobility and Metropolitan Development,

Logistics and Promotion of Electric Rail Transport, AMM has expressed its interest regarding the conduct of the elaboration pro-

cess and the contents of the Regional Operational Programme, a tool for planning investments in the urban and peri-urban areas

and the public transport systems.

This activity has been carried out since 2014.

CNA, Calypso Networks Association, is a non-for-profit association under the Belgium law ofan ASBL, dedicated to develop and promote Calypso.At the end of the Calypso European Project, and given its great success, it appeared clear toits participants that it was necessary to extend their cooperation in order to guarantee theevolution of the specifications and the promotion of Calypso on a global scale.

Membership

Honorary members – individuals and/or legal entities whose activity brings a major contribution to the association helping it meet its

goals and objectives, who contribute financially, morally or functionally so that the Association could meet its objective;

Associated members – members who join the Association after its establishment and who have a financial or moral contribution to the

integration of the Association’s patrimony and whose activity support the association to meet its goals and objectives, benefiting from

the rights stipulated in the present Status;

Supporting members – persons who adhere to the objectives of the Association and who provide financial and moral support to the

According to the AMM status, any individual or legal entity with legal capacity that adheres to the provisions of the present status and pays

the subscription tax and the contributions can become associated member, honorary member or supporting member of the Association.

The quality of member is granted by the General Assembly through the vote of at least 2/3 of the number of present members at the pro-

posal of the Board and based on the written recommendation of founding members.
