Proposed Amendments to Chapter Bylaws
Dear Chapter Members, This past August, ASSE members made the historic decision to change the organization’s name to the American Society of Safety Professionals. ASSE members voted to amend Society bylaws to reflect the new name. As a separately incorporated entity, our chapter needs to hold a separate chapter member vote to change the name in our bylaws, as well. Comments by Tom Lawrence, STL ASSE Government Affairs Chairman
A confirmation hearing was held on December , 2017 before the U.S. Senate Committee on Health, Education, Labor and Pension’s Committee. There were four (4) nominees for various agencies that were vetted before the committee in the same hearing.
Mr. Mugno is vice president of safety, sustainability and vehicle maintenance at FedEx Ground.
In his opening statement, Mugno said: “If confirmed, I will work hard every day side by side with the best safety professionals in America’s ultimate safety department”. He continued: “The discussions or debates on how to reach safety goals can, at times, lead some to believe one side or another doesn’t believe in the goal. Neither could be further from the truth.”
Mugno has served as chair of the OSHA Subcommittee for the U.S. Chamber of Commerce, which offers critical comments on many proposed OSHA regulations. He was asked if he had supported any rule proposed by OSHA. Mugno’s response was that the Chamber of Commerce crafted a number of comments opposing certain regulations but submitted no comments on others, indicating that they had no objections.
He also stated that he believed that OSHA is an ally. “OSHA has much to bring to the table”, Mugno said.
In response to a question on a statement he was quoted as making at a 2006 Chamber of Commerce event that “We’ve got to look harder at the employee”, Mugno stated: “If safety were a sport, it’s a team sport, and everyone involved in trying to improve safety and health in the workplace has to have skin in the game, if you will.
He would not commit to changing OSHA’s press release policy and did not give a firm answer on whether the Department of Labor should avoid contracts with companies that violate health and safety regulations.
Mugno was openly supportive of the Voluntary Protection Programs and other compliance assistance programs. He said that these programs “should not be viewed as mutually exclusive from other tools in the toolbox, such as enforcement and standard-setting.

In further support of his teamwork theme, he acknowledged the role of labor unions in safety, pointing out, pointed out as an example the cooperative effort at FedEx with various departments and pilots’ union on hazardous materials issues and on disease prevention during the H1N1 flu pandemic in 2009.
Mugno also served as a union shop steward at Macy’s department store in New York City when he as a college student in the late 1970s. “And, yes, I wrote some grievances for safety.”
