VP Legislative Report By Paul Hellickson
September 2019 Hello Chapter members – I hope everyone has had a great summer and were able to spend time with loved ones. We haven’t seen each other since the Golf outing and just wanted to say that it was so great to see so many of you at the Annual ASPE Golf Tournament at The Bluffs. The weather was great and the food was even better. A spe-cial thanks to all of you that were hole sponsors or sponsored golfers, drinks, prizes and so much more. The suc-cess of this event is directly related to your generosity and it is really appreciated. Hope to see you again next year. CODE CHANGES On June 5
th, 2019 St. Louis County adopted the 2015 Uniform Plumbing Code with the local amendments, they will
become effective on October 1st, 2019.
For more information on effective dates and the permitting process go here: "Notice to Industry" Amendments to the 2015 UPC go here: St. Louis County Amendments As a reminder if you have any code related information that you think would be helpful to our chapter I would really appreciate you getting that to me. Did a code official require something on one of your projects that you might not have seen in the code before? Or did the AHJ interpret something in the code or amendments that you might have interpreted differently? This would all be helpful information and would help all of our chapter members to provide a better quality project. That’s all I have for now, have a great summer. Paul Hellickson

Summer is almost over, a wet one at that, and time to remind ourselves to make time and arrangements to attend the ASPE lunch meetings normally held the first Tuesday of the month at the Engineers Club lo-cated on Lindell Blvd,. 1 block East of the New Cathedral. Our presenter this month (September) will be Keith Whitworth, a sales engineer with McClain and Asso-ciates. His subject will be Radiant Heat for Heating and Snow & Ice Melting. I think the subject matter is applicable to more uses than the title indicates. Feel free to ask Keith questions about all things radiant and snowmelt and get honest answers. Enjoy the presentation and learn things you may not have known—or even thought about!
If the balky printer can become operational, I hope to have Continuing Education Certificates available by the end of the meeting. So please look for the table they will be displayed and take yours with you. I am open to suggestions for speaker and topics for the this year and next year, September through De-cember are scheduled. Respectfully submitted:

ASPE Read and Learn Link to ASPE read and learn We continue to host some exciting webinars to help you earn continuing education and learn about what's new in the industry. It's been a while since we offered a topic such as this, but on June 12 at 2 pm EDT we are hosting a webinar on "Plumbing Design Within a Facilities Management Environment." This one-hour webinar provides a discussion of the considerations for plumbing design in a facilities management environment for healthcare, re-search, and educational facilities -- in contrast with those of the typical design for construction situation. The pro-gram will discuss funding, stakeholders, authorities having jurisdiction, dealing with existing conditions, and a smart forward-thinking approach to demolition and renovation. One week following the facilities management webinar, we are hosting our next FREE webinar for ASPE members. Join us on June 19 at 2 pm EDT for our sponsored webinar "New Technologies for Legionella and Pathogen Con-trol" sponored by Water Control Corporation. This one-hour webinar provides an introduction into the key pathogenic organisms of concern in domestic water systems. The program will review the basics of bacteria and other microorganisms. The different methods of con-trolling Legionella/pathogen levels in plumbing systems and cost comparisons (with pros and cons) will be covered in detail with sample problems for the participants to complete.
