Our meeting on Friday, January 8th 1982, was Scholarship Night and was attended by 158 women and men. It was a very joyous night with an en-joyable cocktail hour and probably the best food we have had.

Ashley Sinnett, Executive Vice Pres-ident AFS, Des Flames gave all of us a tremendous "look in" as to what is being done at Des Flames in the way of all types of study, research and education for the Cast Metals Industry. Anyone hearing this talk had to come away with the feeling that we are part of a dynamic grow-ing industry and the AFS Des Flames is leading the way.

Jack Witherington made the presenta-tion remarks in regard to a portrait painting of Herman r.ande1 which is beautiful.
"Thank You" comments were made by Herman Mandel for the personal thoughts expressed. Many visitors remained at the Sheraton to enjoy the other enter-tainment facilities provided.
For the Chapter Years, June 1979 thru June 1981 Richard Boyd of Pennsylvania Steel Foundry & Machine Co. Hamburg, Pa. was our Chapter Chairman. OSHA/EPA Update
1. OSHA Hearing Conservation Standard
Under this standard, all employers are required to complete workplace noise monitoring required by the standard by February 22, 1982. If measurements have been completed in the past, no new monitoring is re-quired. Baseline audiograms for employees exposed to an average of 85 cIBA for eight (8) hours must be completed by August 22, 1982.
2. OSHA Inspection Policy
Under OSHA'S new inspection targeting procedure, it is essential that you record only those injuries which are considered recordable. For assist-ance in making a determination, ob-tain a copy of OSHA booklet 412-3, entitled "What Every Employer Needs To Know About OSHA Reporting".
3. Solid Waste
Pennsylvania's Department of Environ-mental Resources has written new regulations covering residual wastes. Since most foundry waste should fall into this category, all Pennsylvania Foundrymen should be actively in-volved in reviewing and commenting on these proposed regulations.

This not only applies to china, but many countries in Europe. If you cannot recall the copy (pink sheet) just let the office of Secretary-Treasurer know and we will send you a copy.
James S. Vanick for approximately 60 years serving the ferrous casting in-dustry as Metallurgist with the International Nickel Company died on February 23rd, 1982 at the age of 87.
He is known nationwide for his many contributions to the Cast Metals Industry,

As the President's proposal is develop-ing from the White House, it now appear as if the tax portion of his initiative will be significant but the trade por- tion of his plan will be extensive and far reaching. A recent memo from the White House stated that "The center-piece of the U.S. program is the offer of one-way free trade". The memo went on to say that "The President will re-quest from the Congress authority to eliminate duties on ALL rmports from the Basin excépt txUTes and apparel".
Over the past few weeks, numerous foundry-men have been reporting offer-ings of Chinese castings — some as low as .1901b. Please continue to keep us posted if you hear anything so we can have an overall picture of what the Chinese are doing. We are researching and developing legal strategies as the Chinese "threat" becomes reality.
We will discuss China in more detail in another memo.

Phila42hia Chapter Scholarships
During the past chapter year, the Scholarship Committee has made an extensive review of its activities and made recommendations to the Board of Directors for changes. The subsequent changes were made in an attempt to clarify the Scholarship Committee's activities and to make the Chapter more responsive to its member's needs. A major change was made on who is eligible to receive a scholar -ship. The following two paragraphs indicate who is eligible for a scholarship and what timetable will be adhered to in making the decisions.
It was decided that recipients should be students entering the Junior or Senior year of education at an accredited university and pursuing a B.S. degree in an engineering field. One of the following qualifications must also he met by the student.
A. A student attending a university within the Philadelphia Chapter area
B. A student who is a child of a Philadelphia Chapter AFS member attending a university anywhere
C. A student who is a child of an employee of a Philadelphia Chapter AFS Company member attending a university any-where
The following timetable was decided upon for actions by the Scholarship Committee:
A. June first deadline for receipt of applications
B. Decide during July and August the total dollar amount of scholarship awards that will be made that year
C. Meet, with student applicants during the month of September
D. Make the final decision on who will receive a scholar-ship and on what dollar amount by October first
E. Make the scholarship presentations during the regular monthly meeting in October or November
Any requests for scholarship applications should be directed to the office -f the Philadelphia Chapter, Secretary-Treasurer.
