သငတနး မာ ၏ အညႊနး ေးဖားး�ပခကမာ း�းငး ၄ငး သငတနး မာ က မညသမာ တကေးရာကသ င#းသညကး ေးဖားး�ပခကမာ Constitutional Law & Legal Frameworks for Advocacy: This class focuses on the notion of constitutionalism by addressing how constitutional orders are used to regulate the relationship between government and the citizen, promote a culture of respect for just rule of law and protect individual liberties. It will consider selected topics such as structural questions about judicial review, hierarchy of laws, methods of constitutional interpretation, and substantive rights including due process, equal protection, privileges and immunities, speech and religion clauses usually enshrined in constitutions. While this course employs a comparative approach by examining other constitutions, it draws on Myanmar examples where possible. In particular it will explore the powers and limitations of various governmental structures that have the mandate to protect Myanmar’s Constitution. The course will also include an unbiased analysis of the ongoing constitutional reform process with explanations on the manner of ratification to the constitution and how advocacy for reform may take place within relevant legal frameworks. The course is designed by Farnoosh Hashemian, MPH, JD, constitutional and human rights consultant.

This course is designed for civic educators, organizational leaders, and advocates seeking a deeper understanding of constitutional and legal frameworks and mechanisms, and how those legal tools are used to protect fundamental rights of citizens.

Human Rights Foundations & Mechanisms for Protection: This class will provide an introduction to the law, theory, and practice of international human rights, and will tie-in comparative analysis and international case examples which are relevant to Myanmar. The course will review the enforcement and implementation of human rights norms through key instruments and procedures, and address how major international, regional and domestic human rights organizations and mechanisms can be used to protect basic rights. This course will also briefly cover systematic assessment and advocacy techniques that measure progress and setbacks in human rights compliance and promote evidence-based policy and practice change. The course is designed by Farnoosh Hashemian, MPH, JD, constitutional and human rights consultant.

The course is designed for human rights defenders, civic educators, organizational leaders, and advocates seeking a better understanding of the mechanisms employed to protect human rights.

Strategic Planning for Change: This class will help students understand why strategic planning is important for change.  The class will help students practice and use different tools and approaches in a strategic planning process.  It will help participants apply this process to change in their organizations, parties, communities or political processes. It will include guest speakers from different civil society groups to share their experience with different aspects of planning. Students will be given a strategic planning project to complete during the course. This course is designed by Jena Karim, Technical Advisor on Civil Society and Governance with World Learning, DC.

Strategic Planning for Change is designed for civic leader who seek to implement strategic changes to their organization’s missions, vision, action plan, etc. iPACE hopes participants will leave the course able to implement these changes first-hand.

Transitional Justice: This class will address judicial and non-judicial approaches to transitional justice. It will also examine external transitional justice mechanisms, such as the International Criminal Court, and examples of different types of transitional justice, such as those used in the Balkans, Rwanda, and South Africa. This course is designed for human and civil rights defenders, civic educators, organizational leaders, and advocates who want a stronger understanding of peace processes. Course will be a strong complement to the Human Rights Foundations course.

Participate in iPACE’s Term Two Electives:Term Two for 2014 will be a five week accelerated schedule, beginning on April 28, 2014. The course options listed above will conclude on May 31, 2014.

After the initial five weeks of core courses, iPACE hopes to offer short-term, advanced course electives in June. These may include two week courses on political engagement and advocacy, depending on students’ needs. These advanced electives are optional and are designed as an intensive follow-on to the Term Two core courses.

Become part of the iPACE Civic Education Leader (CEL) Program:In addition, iPACE may offer an intensive training of trainers (ToT) course option at the end of Term Two (in June, 2014). The ToT course will (i) review the curriculum for that course track and map out feasible course implementation plans and (ii) discuss types of interactive and adult learning methodologies to employ. The ToT is offered for iPACE students who want to become civic educators and adopt iPACE course materials into their own work. At the end of the ToT, successful participants will become Certified “Civic Education Leaders” (CEL).
