    Air power has completely changed the method o f app lying militarypower. While i t s effect has been very great on land operations, it hasnot yet changed the character of land forces o the i r general methodsof o p e r a t i o n . ~ e use of an a ir force a t the inception of a war may bedecisive and not require the use of one army against another to obtainthe decision , but i f the use of armies becomes necessary, they wil l s t iuse infantry, ar t i l l e ry , possibly some cavalry, and many of the auxi l iaies that have heretofore been employed.

    Air power's effect on a navy, however, will e ntir ely change a l lmethods and means fo rmerly used by sea forces. To beg in with, no surfacvessels can eXist wherever a ir forces acting from la nd bases are ableto attack them. This is because
