Amendment to the City of Jonestown Wastewater Master Plan of May 2015 Wastewater Service Extension Expansion Narrative The wastewater service extension project scope (as a modification of the May 2015 Wastewater Master Plan) was for 1,000 LUEs of wastewater service to be provided under the recent City of Jonestown/Leander wholesale service agreement through and to the western side of Jonestown. The primary beneficiaries of this wastewater system would be those businesses and residents directly adjacent to the FM1431 corridor and the Jonestown 300 (a 300 acre tract on the western side of Jonestown. Of the 1,000 LUEs, 550 were contemplated in the commercial corridor using 1.73 LUEs per acre based upon the current commercial LUE density in Jonestown (with a 25% adjustment factor for centralized sewer system improvements.) Values for commercial development density can be much higher and typically a value of 6 LUEs per acre is used for municipal planning purposes. The remaining 450 LUEs were allotted to the Jonestown 300 tract or the 500 acre tract on the western end of Jonestown. The project scope includes gravity wastewater mains, lift stations and forced mains. Total cost for this scenario is anticipated to be $5,500,000. The City of Jonestown contemplated and approved this amendment of the Plan. A potential developer then requested and agreed to fund a feasibility investigation contemplating an increase in the service to the Jonestown 300 tract by 500 LUEs. City of Leander staff was informally consulted regarding an increase and service and indicated that there may be a potential to expand the service by 500 LUEs, particularly if Jonestown made provisions for disposal of 500 LUEs of treated effluent. Approval of any contract increase would need to be approved by both city councils. The proposed wastewater service extension project model was amended to include the additional 500 LUEs. As a result all lift stations were increased in capacity and size and some forced main diameters were increased. No increase in gravity line size was required. The delivery point was moved from the original point west of Travisso Parkway to a location lower in the Leander collection system and into a larger diameter pipe. To accomplish the movement of the delivery point, a bore under Travisso Parkway was added. Additionally, 1,600 LF of existing Leander 12” gravity main would have to be re-graded to accommodate the increased flows. Lastly, a 6” reclaimed water line would run from the City of Leander to the western end of the Jonestown service area. A pond and 60 acre irrigation area is required to provide for disposal of the additional treated effluent created by the 500 LUE expansion in service. Total cost for this scenario is anticipated to be $9,900,000.
