A Glimpse of the Town of AlubijidSocio-Economic Profile
The Municipality of Alubijid is located in the western coast of
Misamis Oriental.
The origin of the town’s name could be traced during the
pre-spanish time when what is now barangay Baybay had been
dotted by big trees named “ALUBIJID” (Spondias Pinnata (L.F.)
Kurz Anardiaceae). Legend had it that some of these trees have
become landmarks particularly the huge ones that have grown
near the “Bukana” of a river and a “Looc” which had been the
landing sites of different traders from other islands of the archipel-
ago. From these traders, the place where they used to land was
called “Alubijid”.
The natives from whom the traders visited had congregated
on a place called “ILIHAN HILL” near a river. It was an ideal dwelling
place of the natives since from its summit one could see Macajalar
Bay and even the seas beyond Sulawan Point and could immedi-
ately view the incoming vessels of any traders and marauders. The
place was also called “CALUMAT” coined from the word “Cauban,
Agpas, Lukso, Ugma, Mamatay, Anak Tanan”, a password adopt-
ed by the natives to warn them of surprise attacks of pirates and
other marauders.
The natives’ settlement had expanded as f ar as Barangay
Talaba and Sampatulog which are also elevated areas. Recent
findings showed that some residents of the areas had excavated
chinese porcelains, brass gongs and old coins on site. Active trad-
ing between the natives in these places and visiting traders had
continued up to the Spanish influence in the late 18th century.
Dean Manuel Gapuz who conducted investigations and re-
searches of the history of the town noted that these settlements
were visited also by Sultan Kudarat of Cotabato when he was re-
cruiting forces to fight against the invading Spaniards. Some of
Kudarat’s men stayed in the place and inter-married with the na-
tives. He further noted that as early as 1861, Alubijid was already an
established community headed by local leaders until the outbreak
of Philippine Revolution against Spain in 1896.
Based on archival records of the team from the Archaeolog-ical Studies Program of the University of the Philippines – Diliman
(ASP-UPD) headed by Prof. Lee M. Neri,, it was about this time that
3-brick making “kilns” or “hornos” were put-up by Spanish Jesuits
in Alubijid, Jasaan and Tagoloan, to help construct their churches
in Northern Mindanao, like the Holy Cross Church in Alubijid, Nues-
tra Sra. De las Nieves church in El Salvador and the Immaculada
Concepcion church in Jasaan.

During the American occupation in the early 20th ce

On May 26, 1933, the Municipal C ouncil of Cagayan d
Misamis Oriental passed Resolution No. 290 recommendin

A. Sabellina, Timoteo Balacuit, Sr., Wenceslao Abellanosa, Q
Villastique, Remedios Jamis Generalao, Onofre Ubayubay
M. Roxas, Ismael B. Labis, Arcadio Balacuit, Luis Balacuit,
Madjos, Bernabe Pacamalan, Eugenio Madrid and Januar

Alubijid is sited at 8o24’30” – 8o35’36” North Latitude and
124o21’30” – 124o30’30” East Longitude. It is bounded onthe North by Macalajar Bay; on the East by the Municipality
of El Salvador; on the South by the Municipality of Manticao;
and on the West by the Municipalities of Laguindingan,
Gitagum, Libertad, Initao, and Naawan.
The Municipality is situated in the western part of Misamis
Oriental, 25 kilometers west of Cagayan de Oro City and
67 kilometers East of Iligan City. It is subdivided into
sixteen (16) barangays, to wit:

Edilberto Ubay-ubay was
elected Municipal Mayor in 1972.
He was the town’s Chief Exec-
utive up to May 1986, when he
was appointed Member of the
Sangguniang Panlalawigan. The
following projects were imple-
mented during his term: installa-
tion of the Poblacion waterworks
system, renovation of Municipal
Hall; Construction of School
Buildings, conversion of Lourdes
Elementary School to Alubijid
College of Agriculture, a Satellite
of Don Mariano Marcos Memorial Polytechnic State College on
July 1979 and the installation of the Bukidnon State College Ex-
ternal Studies-ANCHS Center on June 1981, through the initiative
of the late Mr. Frumencio U. Quiblat (ANCHS Principal) and en-
couragement of Dr. Jaime M. Gellor, former President , Bukidnon
State College.
On May 14, 1986, as an
aftermath of EDSA Revolution,
Dr. Fortunato L. Jamis, was ap-
pointed OIC-Municipal Mayor.
The Caretaker Municipal Officials
were appointed on December
1, 1987 to February 1,1988 with
Mr. Noe C. Abaday as Municipal
Mayor. The first local election af-
ter the revolutionary government
was held in 1988 and Dr. Fortu-
nato L. Jamis convincingly won
as Municipal Mayor and held the
office until 1997. He continued to
serve the people as member of
the Provincial Board of Misamis
Oriental in 1998 to 2001 and was
re-elected Municipal Mayor in
2004 to 2007 election.
By rule of succession, Armando M. Elarmo was appoint-
ed Municipal Mayor on March 27, 1998 with Jaime B. Balansag
as Vice Mayor due to resignation of Dr. Fortunato L. Jamis who
filed his candidacy as Provincial Board Member and Vice Mayor
Liborio F. Quilab, who run
for the Mayor’s position. The
untimely passing away of Dr.
Fortunato L. Jamis on July
20, 2007 caused one more
appointment of Armando M.
Elarmo as Municipal Mayor by
rule of succession on July 23,

by the Late Jose Akut for school purposes but utilized as the seat
of the municipal government.

its creation, the first local election
was held on November 11, 1940,
in which the elected officials
were mostly the appointed ones
headed by Timoteo Balacuit, Sr.
as Municipal Mayor. Upon the
outbreak of the Second World
War on December 8, 1941, the
local civil government continued
its operation. However, on May
3, 1942 the Japanese Imperial
Forces captured and occupied
Cagayan, the capital town and
placed all civil government offices under the Japanese Military
control including the town of Alubijid.
As the war progressed, the guerilla forces under Major Angels
Limena captured and occupied the town of Alubijid on October
22, 1942. The Japanese-backed government was immediately dis-
banded and the town was placed under the military control of the
109th Infantry Division. The restoration of the postwar local government of Alubijid
was effected on January 1, 1945, with appointed Municipal Offi-
cials namely:

Normalization was undertaken and the people started to work
for their development. One of their pressing agenda was the ad-
vancement of the educational level of the residents, so that on July
1, 1947, the Alubijid Junior H igh School was opened with a popula-
tion of 112 students handled by four (4) teachers.
The first local election after the war took place in 1948 with
Jesus Ramos as Municipal Mayor. The town people continued to
march to progress and development and it was during this term
that Alubijid Junior High School was converted to Provincial High
School.
Ismael B. Labis, Sr., was
elected Municipal Mayor in 1952
and continually held the office
from 1952 to 1971. During his
incumbency, the town expandedits territories by virtue of Execu-
tive Order No. 96 dated February
9, 1955, to Barrio Lourdes once
a Municipal District of Bukidnon.
However, Barrio Gitagum sepa-
rated and became an indepen-
dent Municipality on June 8, 1961
with barrios Matangad and Pan-
gayawan under its jurisdiction and Barrio Laguindingan separated
as well and became an independent municipality taking barrios
Kibaghot and Mauswagon with it on July 22, 1963. Despite these
separations, many new barrios were created namely Barrio Sun-
gay in 1953; Barrio Lumbo in 1954; Barrio Taparak in 1957; Barrio
Benigwayan, Molocboloc, Sampatulog and Calatcat in 1960; Bar-
rio Loguilo, Lagtang and Talaba in 1963; Barrio Baybay in 1965,
Barrio Tugasnon in 1966 and Barrios Lanao and Tula in 1968.
In the field of education, Mayor Labis together with local edu-
cators headed by Mr. Francisco Galarrita, the Alubijid High School
Principal worked for the nationalization of the s chool, and the same
was approved on June 24, 1964 by virtue of R.A. 3877 which pro-
posal was drafted through the dedicated efforts among others,
of Atty. Federico M. Gapuz and Atty. Damaso Tubelleja, both for-
mer secretaries to the Late Congressman Vicente de Lara, who
further facilitated the passage of the bill, making the school the first
national high school in Northern Mindanao. Among other signifi-cant achievements of his administration were the construction of
the Municipal Amphitheater, the groundworks for inst allation of the
Poblacion Watersystem, and the organization of the first Cooper-
ative Credit Union in Western Misamis Oriental, which eventually
led to the organization of the Misamis Oriental Electric Service Co-
operative (MORESCO), also the first rural electric cooperative in the
country. The switching of MORESCO sub-station in Barrio Lumbo
was on September 26, 1971 and the occasion was witnessed by
then President Ferdinand E. Marcos.

low-lying areas of Siare, Baybay and Tambacan, Loguilo;
The National Housing Authority (NHA) has greatly suppor ted
the LGU’s Resettlement and Relocation Project by way of pro-
viding financial grant of P12M for the physical development of
the Sungay Relocation and Resettlement Village;
The Department of the Interior and Local Government (DILG)
has twice conferred the LGU the Seal of Good Housekeep-
ing (SGH) and drawn P2M from it s Philippine Challenge Fund
(PCF) to finance the improvement of the Public Market and the
construction of the Incidence Command Center. It also pro-
vided P2.3M for the construction of a potable water system
in Barangay Sungay under its Sagana at Ligtas na Tubig sa
Pamayanan (SALINTUBIG) Program;
The Department of Environment and National Resources(DENR) has included the LGU in its National Greening Pro-
gram (NGP) and financed the reforestation efforts in Lunao,
Sungay; mangrove planting in Barangay Molocboloc; and ur-
ban greening project in Barangay Poblacion;
The Department of Budget and Management (DBM) under the
Bottom-Up Budgeting (BUB) approach has allocated P15M
coursed through the Department of Agriculture (DA) for the
concreting of Calatcat-Talaba-Sampatulog FMR AND P11.6M
for the Integration of the Municipal Water System channeled
through the DILG;
The Bureau of Fisheries and Aquatic Resources (BFAR) has
identified and awarded the LGU with a Community Fish Land-
ing Center (CFLC) worth P2.6M;
The National Irrigation Administration (NIA) has funded the
P16.7M Altubo-Guinotang Irrigation Project (Phase 1) and
completely rehabilitated the Laingan,Taparak-Lourdes Com-
munal Irrigation Project at a cost of P24.3M;
On the social services front, the Department of Social Welfare
and Development (DSWD) is an active partner in the fight against
poverty through its Pantawid Pilipino Program with allocation of
about P4M every 2 months to almost 3,000 households; Sustain-
able Livelihood Program (SLP) with financial grant of P1,546,000 to
15 women groups or associations; Social Pension for 583 seniors
worth P874,500 per quarter; and Feeding Program for 969 pre-school children in the amount of P1.6M;

cion
The acquisition of a half-hectare site in Barangay Calatcat as
temporary garbage dump site;
Acquisition of 1.5 hectare of land in Barangay Lanao as the
expanded site of the Public Cemetery;
Acquisition of the old Rural Bank building as the new office of
the Agricultural Services;
Acquisition of a 6,000-square meter property in Barangay Ca-
latcat as the new site of the barangay government;
Establishment of the Lonsi Elementary School in Barangay Tu-
gasnon and Sikiton Elementary School in Barangay Lourdes;
Improvement and construction of the Municipal Health Center
and Municipal Hall which now accommodates the Mayor’s
Office;
Acquisition of the new fire truck from the Bureau of Fire Pro-
tection (BFP) and the reconditioned Garbage Dump truck;
The energization projects in various sitios in tandem with the
MORESCO-1 by way of providing the required equity and
counterpart fund;
The construction of bailey bridges under the Tulay ng Pangulo
Program;
Aside from these, the construction and or improvement of
day care centers, barangay health centers, multi-purpose pave-
ments, farm to-market roads, flood-control structures, barangay
public market, multi-purpose building, and various barangay water
systems were also implemented.

The “Daang-Matuwid” Program and the abolition of the Prior-
ity Development Assistance Fund (PDAF) brought and implement-
ed big-ticket infrastructure projects in the m unicipality from several
National Government Agencies (NGAs), the exceptional ones are
as follows:
Enrollment in the Mindanao Rural Development Program
(MRDP) has brought about the complete rehabilitation of the
Talaba II – Quiabo, Sampatulog Farm-to-Market Road (FMR);
the access to potable water by residents in Barangay Baybay
and Lagtang; and the multi-million peso livelihood assistance
by existing farmers cooperative in Sungay, Lourdes, Tula, Be-
nigwayan, Lagtang, Sampatulog and Baybay; with total proj-
ect cost of about P15M;
Acquisition of a new ambulance from the Philippine Charity
Sweepstakes Office (PCSO);
The annual school building project of the Department of Edu-
cation (DepEd) has so far put-up several classroom buildings
in almost all barangays with aggregate project cost of no less
than P50M;
The Department of Public Works and Highways (DPWH) has
included the Lanao Barangay Road in its Airport Road Net-
work Plan and concreting of the 3.7 km stretch of gravel road
together with the construction of a permanent bridge in the
amount of P126M;
The National Electrification Administration (NEA) through the
MORESCO-1 has included Alubijid in its Sitio Energization
Program (SEP) and has energized thus far 59 sitios benefiting
944 households at a total cost of P126M;
The Department of Agriculture (DA) has poured in the sum of
P40M for the concreting of farm-to-market roads in Baran-
gays Lumbo, Lagtang, Tugasnon, and Tula aside from its reg-
ular programs in crop production and post-harvest facilities
under the Agri-Pinoy Program;
The Office of the Civil Defense (OCD) has assisted the Local
Government Unit in rehabilitating the Calanawan-Sungay Tu-
lay ng Pangulo by way of providing P7.3M financial assistance;
The Department of Health (DOH) through the Facilities En-
hancement Program, has provided P1.5M for furt her improve-
ment and renovation of the Municipal Health Center – Lying-In
Clinic thus, strengthening the LGUs Maternal Care Program
through facility based delivery system;
The Department of Science and Technology (DOST) through
Project NOAH, has installed a P200,000.00 flood monitoring
instrument in Barangay Benigwayan as early-warning and di-
saster-mitigation device to flood-prone inhabitants residing in

Ang inyong tema sa kasaulogan: “Alubijid:
Kapituan og Lima ka Tuig nga Paghan-

On this very important occasion, I would like
to pay tribute to the men and women who
have worked tirelessly to build this town
that it is today. I also recognize the past
and present town officials and other civil
servants for their untiring determination and
hard work in succeeding the town’s devel-
opment endeavors.
Congratulations to the
Municipality of Alubijid on their75th Diamond Jubilee Celebration!
A diamond’s beauty is not seen after itis dug out of the mine. Its appearancelooks very crude, lackluster and dull.But after polishing it, who would havethought that such stone is extraordinary;
that it is precious; and that it is brilliant. That is a diamond!
The Municipality of Alubijid possesses these
qualities.
Some 75 years ago, it was dug out of
from the portion of the then Municipality of
Cagayan, Misamis Oriental through Execu-
tive Order No. 266 of the President of the
Philippine Commonwealth, His Excellency
Manuel L. Quezon. The new-born munic-
ipality was formally inaugurated on July 1,
1940 with my late great grandfather Don
Gregorio Pelaez as the Provincial Governor.
By that time, nothing would have seen the
extraordinary attributes of Alubijid; nothing
would have seen its value; and nothing has
seen its brilliance!
But through time, Alubijid was polished,
refined and cultivated. Like a diamond, it ra-
diates its legacy to the Province through its
contribution in tourism and agriculture.
As you cel ebrate your Diamond Jubilee, let
us look back to the events that shaped Aju-
bijid today. Let us relieve the gracious past
and learn from the lessons it gave to us.
But let us also focus on what the future may
bring. As the Laguindingan Airport brings
development to the 2nd District of the Prov-
ince, Alubijid is apparently a major benefi-
ciary to this development. Take advantage
of this opportunity for the bright future of
Alubijid and Misamis Oriental in general.
Indeed, “Alubijid: Kapituan ug Lima ka
Tuig nga Paghandum, Pasalamat ug
Pangandam sa Hagit Umaabot.”
Again, congratulations Alubijid and let us
celebrate this milestone for A Happy MisOr!

Notable citizens came together with stead-
fast commitment and burning passion to es-
tablish a separate entity apart from the old
mother town we were appended to. Thus, a
personality unique and different was made,
and came to be known as ALUBIJIDNON
– hardworking, passionate, firm, decided,
united and cautiously optimistic.
With the theme: Alubijid: Kapituan ug
Lima Ka Tuig sa Paghandum, Pasalamat
ug Pangandam sa Hagit sa Umaabot , I
could imagine the seemingly insurmount-
able difficulty our past leaders have to deal
with in the quest to establish Alubijid. In the
throes of an impending war and with the
nation not yet fully independent, our forefa-
thers did not wait for their conclusion, but
with collective conviction, forged on to pur-
sue the noble call of the time – Alubijid now,
not soon or after. To them, our plaudits and
acclamation.
Hence, aside from reminiscing the glorious
past we should allow thanksgiving equal
billing as the theme of our celebration. They

I would like to describe the 75th Jubilee, Dia-
mond celebration in four actions.
Paghandum — let us go back and remem-
ber the humble beginning and growth pro-
cess of the Municipality of Alubijid.
Pagpasalamat — let us express our thanks
and gratitude to God, Jesus Christ, who
gave His life on the Cross as an expression
of His love. Express our gratitude to all the
Alubijidnon, the government officials before
Paghandum (Remembering),Pagpasalamat (Thanksgiving),
Pagsaulog (Celebrating),Paghagit (Challenge).
and especially today headed by Honorable
Mayor Alvin Giovanni Labis.

Time flies so fast. It gives me a sense of nos-
talgia reminiscing the time as I assume the
office as District Supervisor of my home-
town. I have seen how the local govern-

Through the years, the town served as the Center of Academic Excellence in this part of the world, produc-ing highly educated and socially responsible citizens inthe region and beyond. Equally important, it providedaccess to quality affordable education, making livesbetter, empowering people, transforming communities,and giving hope for a better life to the less fortunate.Serving precisely as what our founding forefathers en-visioned.
Today, Alubijid reaches its platinum age at an excit-ing time. December 2015, the ASEAN Free Trade
Area Agreement will be fully implemented. The flow ofgoods, services, investment, capital and skilled labor inthe region will run completely free; Mindanao is set tolaunch a Bangsamoro nation at its core; neighboringLaguindingan International Airport was opened; a sea-port is laid out for construction right in the Baybay area;
Aluibjid National Comprehensive High School, whichnow offers a Special Program for the Arts on top of itsSpecial Science Class and Basic Education Curricu-lum, will pilot the Senior High School Curriculum in thenext school year.
How we take advantage of the above opportunities
and meet the difficulties they bring, will mold the townour children will live in. The challenges ahead are enor-mous. But we are undaunted. We are descendant ofa people who are God-fearing, ingenious, fast-learn-ers, achievement-oriented, practical and imaginative.
They understand the critical role education plays in thebetterment of people’s lives. They dreamed of a townthat caters to the educational aspiration of its people.

Having witnessed the Alubijid 75th Jubilee is something to be truly
proud of being an ALUBIJIDNON -an achievement in everyone’s life.
Today marks a time in history as we c ele-
brate and give honour to the town’s found-
ing anniversary. There are many things that
we should rejoice and be thankful to every-
body who made Alubijid to what it is today.
We are indebted to our forefathers be fore us
for the bounty we are enjoying at this mo-
ment. Looking back, I, as a Lumad of this
place, have witness the struggle and agony
of our leaders and the town’s people in the
fight against poverty. Educators witnessed
it unfold in the lives of our pupils. We cannot
deny the fact that it’s one of the factors that
hinders us to move forward and aim for ex-
cellence. But despite the many odds it neve r
stops us from reaching our vision in creating
a better future for our clientele. As partners
in public service we laboured and join hands
towards the realization of that goal and to
that we are forever grateful. My appreciation
goes out to all officials, who have supported
and walk with our people to reach this mile-
stone. We congratulate you for being dedi-
cated in upholding your mandate of public
service and accepting the challenges lay by
the people upon your shoulders.

In 1947, right after the war, the passionate campaign of far-sighted local political lead-ers, educators and wise thinkers of the municipality, resulted in the establishment of
a Junior High School on site. This became a Provincial High School in 1948 and in1964 the school was upgraded to a National Comprehensive High School which todaystands at the heart of town. To meet Higher Education needs, the Bukidnon State Uni-versity External Studies Center – ANCHS was further created in 1981.

Finance Dep’t. Puts Up Online LGU Scorecard
The finance department has rolled out an online scorecard assessing local government units (LGUs) fiscal performance in a

In a statement, the department posted on April 10, 2014 that the Bureau of Local Government Finance (BLGF) – its attached a
is tasked to keep watch over LGU’s revenue operations – has launched the LGU Fiscal Sustainability Scorecard, published online vi

The LGU Fiscal Sustainability Scorecard aims to establish a regular fiscal performance assessment of LGUs. These scorecar
made publicly available so local treasurers and assessors are also accountable to the public. The initiative was developed by the BLG

In creating the scoreboard, the government will:
1. Use official quarterly and year – end reports submitted by all local treasurers and assessors to the BLGF.
2. The assessment of LGU’s performance will take into account key results areas of local revenue generation capacity, loc
lection growth, expenditure management, updating of Schedule of Market Values, and reportorial compliance of treasure
assessors with the DOF and BLGF.
This is in line with DOF’s mandate to supervise and monitor the revenue operations of LGU’s. The LGU Fiscal Sustainability Sco
aims to institutionalize the regular publication of fiscal indicators and the performance review of LGUs in the spirit of accountability

On Public Financial Management System
In 2012, the Department of Budget and Management required
each Local Government Unit to evaluate the performance of the
Public Financial Management which is a system of rules, proce-
dures and practices for government to manage public finances
from Budgeting, Accounting, Auditing, Cash Management, Man-
agement of Public Debt, Revenue Generation and Public Report-ing on Public Sector Financial Operations. A self-assessment in-
strument which is the Public Financial Management Assessment
Tool is d esigned to help institutionalize governance reforms and
enabling LGUs to assess and improve its PFM System as well as
generate information that will serve as basis for the PFM Improve-
ment Plan. It also serves as mechanism to determine which areas
need improvement.
There are seven (7) key elements of the PFM System where
the performance of the LGU is measured using the indicators relat-
ed to every dimension of a good PFM System as follows;

Based from the result of the evaluation and assessment of the
PFM Performance, the PFM Team prepared the PFM Improvement
Plan and adopt policy and reform measures to improve its PFM
particularly through the development and implementation of the
PFMIP. From year 2013 and years thereafter, the representative
from the Department of Budget and M anagement will evaluate the
LGU performance on PFM System based from its PFMIP.

Day Care Service
Day Care Service is a program whereby supplemental paren-
tal care is provided to attend to child’s needs, to ensure his/her
comfort and to provide safety and provides creative experiences,
mental stimulation, cognitive skills development, and value forma-
tion.
Supplemental Feeding
Supplemental Feeding is a 120-day feeding to 1,040 children
who are currently enrolled in the Day Care Service under the
supervision of 30 Day Care Workers. It is provided daily during
school days following the menu prescribed by DSWD Nutrition-
ist-dietician. The DSWD-X has allocated the aggregate amount of
1.6 M during the past school years. This program is supp lemented
by PABASA sa Barangay handled by the Municipal Nutrition Action
Officer.
Women Empowerment
There are 20 active Women associations in the 16 barangays
in the municipality. Each has its own livelihood project starting with
the capital extended by the Local Government Unit.

Pantawid Pamilya Program
The result of NHTS enumeration last 2009 conducted by
DSWD-X obtained 3, 356 as identified poor families and the to-
tal active beneficiaries in the Municipality of Alubijid for Pantawid
Pamilya Program as of May 2015 is 2,254. Each family is grant-
ed P300.00 for education assistance for elementary children and
P500.00 for High School students. Aside from this, P500.00 per
month for Health assistance is given to families with children 0-5
years old which also requires mother’s participation in Family De-
velopment Session (FDS).
The total allocation for these beneficiaries amounted to
P4,725,700.00 as of November-December, 2014, a direct cash al-
lotment from National Poverty Alleviation Program implemented by
DSWD and monitored by the Local Government Unit thru Munici-
pal Inter-agency Action Committee (MIAC).
National Housing Targeting System (NHTS)

covered by the program.
KALAHI CIDSS-NDCCP
is a Poverty Alleviation Program of the bNational Government
Implemented by the DSWD, supported by the Philippine Develop-
ment Plan (2011-2016) of which Aluibijid is one of the recipients.
An amount of 13M is allocated for the municipality as recipient
of the program starting this year 2015.
Educational Assistance. . . .
Recognizing the vital role of the youth in nation-building and
to strengthen the Government resolve that no one should be left
behind, a scholarship program for poor but deserving college stu-
dents was launched and funded by the Local Government Unitwith contributions from the Barangay Councils and private sector.
First conceptualized in the late 1990’s, the program has produced
74 college graduates from the Bukidnon State University External
Studies Center at Alubijid, Misamis Oriental starting 2002 up to
the present. The program has current allocation of Php500,000.00.
For its holistic development, the scholars are regularly oriented
in values formation by voluntary pastors from Alubijid-Laguindin-
gan-El Salvador Ministers Assocition (ALEMA)
A story behind every action
An innovative multi-service extension program by t he LGU
dubbed as “BISITA SA BARANGAY” is an effort to provide services
to barangay residents ranging from civil registration, medical con-
sultation, animal health care, senior’s gift giving, business permit
processing, tax collection campaign and other rendition of existing
government services and programs. Residents are also afforded
face-to-face contact and consultation with local officials and can
verbally relate their issues and concerns to them, and in certain
instances, resolution afforded at hand.
An off-shot to the activity is the first-ever “BISITA SA COR-
RECTIONAL” at the Bureau of Jail Management and Penology
Rehabilitaion Center in Initao where detainees awaiting tri
disposal of cases are held. Medical examination, food-sharin
basic provisions – giving were extended to them.

A manifestation of the local government’s effort to reac
and serve its constituents regardless of location - is the reh
tion of a Day Care Center located in remote Sitio Seriwagan,

MR- OPV Mass Immunization
A national endeavour of t he Department of Health, the Mea-
sles, Rubella and Oral Polio Vaccine mass im munization was con-
ducted to address the Measles outbreak that happened in 2014.
This month long activity catered to children 6 weeks up to 5 years
old. RHU- Alubijid ranked top 1 in the province of Misamis Oriental
for its accomplishment result of 108% coverage of its target pop-
ulation.
BHW Municipal Convention
On December 5, 2014, the first BHW Municipal Convention
was held to recognize the invaluable contributions of the barangay
health workers to their respective communities. Aside from the up-
dates on the different health programs given by s elected speakers
from the Provincial Health Office, it was a day full of fun and games
for the RHU staff and the BHWs.
Buntis Congress
In line with the Women’s Day Celebration, the Buntis Con-
gress which started in the year 2014 showcased pregnant mothers
who represented each barangay in the municipality. Prizes were
given to the winners as well as two pregnant mothers who came
to witness the activity.
Garantisadong Pambata
The Garnatisadong Pambata is a national activity of the De-
partment of Health held every April and October of the year. Its key
pillars include magpasuso, magpabakuna, mag-bitamina A, mag-
purga, maghugas ng kamay, magsipilyo, gumamit ng palikuran
and huwag manigarilyo.

Laban Niyo Mo Niya
The Laban Niyo Mo Niya is a DOH program that involve free
administration of the Pneumonia Conjugate Vaccine 13 to children
6 weeks- 11 months old. It was launched last April 15, 2015 and isavailable in all the barangay health stations.
Purok Health Task Force
With the theme of social mobilization, the Purok Health Task
Force was born to augment the need for more health workers in
the community. It is aimed to establish a group of health volunteers
for each purok in all the barangays of A lubijid.
Handog sa Barangay
To ensure that health services reach all the barangays of the
municipality, the RHU sponsors Handog sa Barangay every now
and then to provide health services to those who cannot see
sultation at the main health center or the hospital.

active member of the Macajalar Bay Development Alliance (MBDA),
an organization of 14 LGUs and 2 cities in Misamis Oriental.
Alubijid, Misamis Oriental is the pilot area for the Social Mar-
keting Lite – Information Education Campaign of the MBDA. It has
successfully conducted Pista sa Dagat 1 (2013) at Barangay Bay-
bay & Pista s a Dagat 2 (2014) at Barangay Loguilo. In its 3rd year Alubijid joined MBDA Pista sa Dagat 2015 held at Opol, Misamis
Oriental.

(SGH), the DILG launches the Seal of Good Local Governance (SGLG)
in 2014. For an LGU to become an SGLG recipient, an LGU needs to
pass all the three core assessment areas—Good Financial House-
keeping, Social Protection and Disaster Preparedness, and at leastone from the essential assessment areas—Business-Friendliness
and Competitiveness, Peace & Order or Environmental Management.
Early February of 2015, the LGU starts the year with a good news
coming from the Central Office of DILG recognizing the municipality
as passer of Good Financial Housekeeping, one of the core assess-
ment area of the SGLG. With this, the LGU qualifies in the release of
the CY 2015 Bottom-Up Budgeting (BUB) Projects amounting to Php
15,000,000.00.

COASTAL RESOURCE MANAGEMENT
The DENR, BFAR and MBDA are active partners and prime
movers of coastal and environmental resources management andconservation. They give fund support for the mangrove planting
and rehabilitation in the area, as well as the granting of various
livelihood and other projects, among others Aquasilvi, Sea Urchin
Growing, Tilapia Culture and from the German Embassy the Rehab
of Fish Sanctuary, Establishment of Guard House, Purchase of Mo-
tor Boat for Tourism and Coastal Law Enforcement.

We have been doing this for nine (9) years . . . The barangay officials of Alubijid annually hold its
ABC Congress since it started way back 2000. Through the initiative of Hon. Alvin Giovanni A. Labis,
incumbent Municipal Mayor, it is being designed for all barangay officials so they may accustom ways
and means in rendering competent public service. He also stresses that constant innovations with dis-
tinction in local governance should be sustained through the leadership of barangay officials being the
key catalyst of progress in the rural area. The holding of the congress needs to be fostered for stronger
cooperation on Barangay governance.
The ABC Congress is highlighted with the conferment of awards. From its pilot r un in 2010, LGU -
Alubijid has initiated the program on “Best Performing Barangay Awards”. This program has promoted
transparency and accountability in the operations of the s ixteen (16) barangays.
It is also in cognizant of Pres. PNOY’s call for transparent, honest and responsive governance.
The program on “Best Performing Barangay Awards” aims to realize the “Tapat na Palakad” at the
barangay level. Among others, and with special mention, the barangays have to disclose to the public,
through appropriate means, their budgets, finances as well as bids and public offerings for public scrutiny and reactions. This is in pur-
suant to DILG Memorandum Circular No. 2010-149 dated December 10, 2010. The good performance of the barangays is m easured in
four (4) Performance Areas, namely: Administration, Social Services, Economic Development and Environmental Management.
A significant workshop dubbed as “Consultative Forum on
Local Governance and Development with the Civil Society Organi-
zations (CSOs) and Local Government Offi cials” was recently held
in an exclusive venue at MORESCO Training Center, Laguindingan,
Misamis Oriental, wherein its main goal is to establish linkages and
cooperation between the stakeholders and the local government
officials for the common good of its constituents.
This one-day activity was attended by representatives from
the grassroots level and local government officials who are mem-
bers of the different local special bodies and various committees
in the municipality.
To name a few on the aforesaid councils and committees,
namely: Municipal Development Council, Municipal Peace & Order
Council, Local Council for the Protection of Children, Local Health
Board, Local School Board, Municipal Nutrition Council, Munici-
pal Anti-Drug Abuse Council, LocalHousing Board, Solid Waste Man-
agement Board, Municipal Disaster
Risk Reduction and Management
Council, among others.
The said workshop was a
unique opportunity for intense
knowledge sharing and discussion
in such one participatory planning
process because planning is more
effective when it is done through
active participation and genuine
involvement of grassroots organi-
zations. Also, it serves as an action
for developing consensus and gen-
erating commitments among different stakeholders toward action-
able items in coming-up with Agenda 2015 of the municipality.
The Consultative Forum has seven (7) working groups, each
focused on the following:
1. Peace and Order, Drug Abuse and Human Rights
2. Solid Waste Management, Environment, and Watershed
3. Fishery, Agriculture, Coop. Concerns and Organic Farming
4. Child Protection, Women, PWDs, Sr. Citizens, Youth, Educa-tion and Manpower Development
5. Tourism, Business Development, Labor & Employment, Water
Integration and Livelihood
6. Disaster Risk Reduction Management, Resettlement, Com-
munity Dev’t. Zoning and Land Use
7. Health, Nutrition and Population

Alubijid-Loguilo Irrigators Service Association (ALISA ), Inc.,the name that provides the sweet aroma of the following rice fieldas one enters the Poblacion proper of the municipality of Alubijid;the name that supplies healthy and high quality rice to its peopleand the neighboring municipalities.
Businessmen may wonder why this part of Alubijid still re-mains a rice field, when industries are booming along the nationalhighways in the neighboring towns. What with the operation of theLaguindingan Airport which soon to expand as an internationalairport? Surely, businessmen are drooling over the potential of theuntouchable spread of the rice area. But this was already anticipat-ed by the original landowners and initiators of this project. Hence,the fight to protect the land that supplies the staple food for thecommunity from conversion into any other uses began way backin the history of ALISA. Considering its economic contribution tothe community which now grows into as high as 13.1 M/year, theLocal Government Unit under the administration of then MunicipalMayor Edilberto M. Ubay-ubay, created a resolution
to ensure that the rice arearemains to be able to provideenough for the community.The association was able toconcretize its stand with thesupport from no other thanthe President Fidel V. Ramos,who issued the Presidential
Administrative Order (AO)No. 20, 2.1992, and the De-partment of Agrarian Reform(DAR) Administrative OrderNo. 01, s. 2001, prohibitingthe conversion of the areainto any other use.
The concept of a ricefield from the original cornfield began in 1972, whenMr. Wilfred A. Adviento, anagriculture graduate anda school teacher was thepotential of a corn land forirrigation, and took it asa challenge. The task of organizing a farmers and landownersassociation is not an easy task. But with Mr. Adviento’s passionrippling into the other landowners, he gained the support of Atty.Daniel S. Galarrita, a retired government employee, and a respect-ed personality in the municipality. Mr. Galarrita was the catalystin forming and mobilizing the Alubijid-Loguilo Irrigators Service
Association (ALISA), Inc., in August 12, 1973. It was formally or-

Mission: To convert a 66 hectare corn and pasture located at Basacan, Loguilo, Alubijid, Misamis Oriental, productive rice field, assuring quality staple food for its pcreating jobs to small farmers in the form of farm labor, antributing to the economy of the community.
