Overview This South Gloucestershire catalogue of recognised Alternative Education providers was

developed to help schools and the council choose organisations and packages best suited

to children and young people across all key stages and up to the age of 25. The catalogue

has been updated in 2020. All providers received emails asking for updated

information; of the 22 providers 17, 5 did not respond and 1 is no longer providing a

service. The Council plans to complete a re-evaluation process during 2021 where

quality of information and provision will be considered.

The catalogue was established via a Dynamic Purchasing System (DPS) under the light

touch regime. Together, they provide a framework for schools and the council to support

meeting the needs of children and young people with additional social and emotional needs

who:

are permanently excluded from school

are excluded from school on a fixed term basis

are at risk of disengaging from mainstream education

require additional support during a negotiated transfer between mainstream schools

or otherwise require alternative education provision to meet their educational

entitlement, for instance in line with an Education, Health and Care Plan.

The benefits of using the catalogue and DPS:

The framework promotes early intervention and preventative approaches.

The catalogue provides a single source of information about alternative education

providers who deliver high quality, effective, efficient and economical services for

young people whose needs are diverse and wide ranging.

In 2016, the providers demonstrated their expertise and capacity to provide alternative

provision services for students at risk of exclusion, or who need additional support or

intervention beyond the school. Please note that this has not been re-evaluated in

2020.

In 2016, all the providers included have undergone a rigorous quality assurance

process, ensuring a minimum standard has been met in areas including company

stability, business insurances, policies and procedures, business continuity,

experience, technical and professional ability and safeguarding

The catalogue and DPS provide a consistent measure of quality and clear and

consistent terms and conditions for all providers, in line with statutory requirements –

eliminating the need for providers to be individually quality assessed by each

purchaser. This was the case in 2016 but has not be re-evaluated in 2020

Schools and the council can make full use of the available opportunities to ensure that

all pupils are in an education setting that best suits them. This in turn will help to

improve the children and young people’s attendance and progress in learning so that

all students have the chance to achieve their potential and achieve the highest

standard of education possible.

The framework will strengthen and improve access to alternative education packages

that are flexible, responsive and tailored to the child or young person’s needs. This will

improve engagement with the market of alternative education providers - supporting

innovation, sustainability of providers and improved provision.

The catalogue costs and availability of providers has been refreshed in Sept 2020.

Further procurement processes can take place based on the development of the market and

the needs of the Local Authority to include new providers in the catalogue. Providers who

fail to maintain standards in the meantime will be removed.

School Statutory Obligations The DPS does not remove or affect any of the statutory obligations and duties upon schools

in relation to the provision of education or the exclusion of children and young people from

school. Further, it does not affect agreed practice locally. Any child or young person placed

by a school in Alternative Education Provision, either full or part-time, remains on the roll of

that school and responsibility for delivering the full-time statutory education offer and all other

duties in respect of that child remains with the school. The Council advises all schools

considering a placement at a provider to check recent Ofsted judgements and to

ensure that all safeguarding arrangements are in place. This remains the school’s

responsibility.

The commissioning school remains responsible for monitoring the quality of the Alternative

Provision and tracking the progress of individual children and young people and confirming

that the provision given is of good quality, value for money and meets the pupil’s needs.

Schools have the option to use other providers who have not been assessed and approved

through the Local Authority process, but must ensure that they have a robust process in place

for quality assuring those providers as well as appropriate contracting arrangements.

Concerns about any Provider must be highlighted and acted upon, with the Local Authority

being informed as appropriate.

Providers are listed alphabetically within the catalogue. Purchasers can use the matrix below

to identify providers that offer the type of provision sought and this then links to the provider

page where further details can be obtained. The purchaser should then contact the Provider

directly to discuss further and make arrangements as per current protocols. The providers

shaded have NOT provided up to date information.

Details of the different types of provision Services are offered across key stage levels and delivering one or more of the four types of

programme below:

1) Full-time Alternative Provision

(typically ten sessions a week for a whole academic year)

2) Part-time Alternative Provision

(typically one or more sessions a week for a whole academic year)

Both full-time and part-time alternative provision are designed to provide alternative

education, securing appropriate learning experiences and qualifications for individual children

and young people to ensure progression at post‐16 into education, employment and training.

They include packages delivered by a sole provider and packages delivered by two or more

providers in order to meet individual needs.

All packages will have a ‘lead’ provider responsible for coordinating the Individual Learning Package and for reporting to the referring organisation.

3) Full-time revolving door provision

(typically ten sessions a week for a short-term fixed period)

‘Revolving door’ packages are provided for children and young people for a fixed period of

time only, with the fundamental aim of securing access to mainstream provision either

through re‐integration into the existing school or transition to a new school or special school.

Provision is only for 6‐12 weeks and either full‐time or part‐time with the remainder of the

education offer being delivered by a mainstream / special school.

Part‐time engagement in such provision will only be in place as a short‐term transition

arrangement or where full‐time learning is not appropriate due to medical conditions or

special educational needs.

4) Part-time revolving door provision

(typically one or more sessions a week for a short-term fixed period)

As per full-time provision, this will provide part of a package that as a whole delivers the full

curriculum necessary to secure appropriate learning experiences and qualifications for

individual children and young people.

agreement with the provider.

As we operate fully online we are able to provide learning anywhere there is an internet signal and a laptop.

Academy21 currently work in over 100 Local Authorities supporting schools and local authority services to deliver cost-effective, academically focused online teaching and learning provision. As part of the Wey Education group we are part of the largest provider of live, online teaching and learning in the UK. Our services are commissioned on a short-term basis such as to provide interim or ad hoc provision, medium term, to support less complex medical issues or where re-integration is feasible, through to longer term provision for young people with complex medical, emotional and behavioural and mental health needs.

We work largely with young people aged 11 – 16, however we can also deliver provision to KS2 and KS5 pupils through our sister school InterHigh. We work with well over 200 individual organisations including local authority-maintained schools, academies and independent schools, pupil referral units, special schools, alternative provision centres, virtual schools and local authority services. We currently work with over 600 pupils. Over the course of the academic year we will support in excess of 1,000 young people to achieve and progress with their education.

Academy21 offers a range of services that can be commissioned quickly with no requirement to make long-term financial commitments. We currently provide more than 250 schools with services directly designed to support their needs and those of the young people referred to us. Our services include immediate solutions to support intervention programmes, fixed term exclusion, alternatives to permanent exclusion, Year 11 Rescue GCSE through to grade 4 to 5 booster programmes

We provide a range of different commissioning options from short trial through to annual pricing, to support you to budget more effectively and reduce costs. We consult with schools and local authorities to find the right commissioning option for them. There is no minimum purchase, no block booking and we do not require you to purchase credits in advance. Our costs start from as little as £8.20 per hour.

Lessons are delivered by fully qualified, experienced subject specialist teachers and in 2018, of the exam results notified to us, our learners achieved a 98% pass rate at GCSE levels with 37% achieving 9-4.

Outline offer:

Pilot

Schools and local authorities can pilot our provision to assess its suitability for the learners in their care. A pilot lasts for four weeks and they can enrol as many or as few pupils as required. This option therefore allows them to test out the provision with minimal financial exposure and no long-term commitment.

Termly

If the pilot is successful, schools and local authorities may then choose to commission on a termly basis. They can also choose our termly option at any point in the school year, with costs calculated on a pro-rata basis to the end of the academic term ahead. If a learner leaves the provision early, the service can be transferred to another pupil and tailored to meet their individual need including changing subjects, timetable and Key Stage.

Annual

Our most cost-effective option is to commission annually in advance. This is usually selected where there is a degree of certainty about the longer-term needs of the learners that schools and local authorities may wish to enrol. Our annual commissioning option can be calculated on a pro-rata basis to the end of the academic year. The service can also be transferred throughout the year to other pupils, changing the subjects, Key Stage and timetable.

Pay As You Go

This commissioning option provides complete flexibility to place and remove pupils with us as often as is required. It is available for both short and long-term provision but is only applicable when commissioning for larger cohorts of pupils. To deliver best value, we invoice retrospectively every 6 weeks for actual periods of enrolment with the only restriction being that we require 5 working days notice of any cancellation.

Breakthrough Mentoring is a bespoke activity based one to one mentoring service in South Gloucestershire council which creates positive experiences and relationships to empower vulnerable people to help them achieve, grow, develop skills and realise their full potential. We achieve this through an outcome focused, person centred approach, looking to the future. We develop a programme to meet the needs of the mentee and all this evolves over placement duration. We match our mentors and mentees on personality, skills, interests, back ground and hobbies to maximise the effect and develop a genuine and constructive relationship. We have 60 mentors from all different backgrounds, experiences, ages and both male and female. Activities allow us to build a rapport where mentees are comfortable to talk, feel open and relaxed. Activities vary to meet personal needs and interests, these can provide a hook to building long term resilience. From the start of mentoring we aim to empower mentees with the tools and resilience to be strong individuals. There is an exit strategy from the start so the mentee is supported throughout and the project ends successfully. As part of South Gloucestershire Council we work to all their standards and procedures and have the backing, expertise, knowledge and resources from close working partnerships. We have Approved Provider standard from the Mentoring and Befriending Foundation, a government funded audit. In 18 years we have worked with 5000 mentees and won three national awards included Mentoring Organisation of the Year with the Mentoring and Befriending Foundation.

Breakthrough costs £27.20 per hour with a minimum of 2hrs per session.

Bristol Futures Academy is Bristol’s first Alternative Provision Free School. We offer alternative education to those students who find mainstream provision challenging for a variety of reasons. We use a specialist delivery model for personalised, flexible and innovative programmes of study centred on the needs of the individual student. We enable them to overcome their barriers to learning, equip them with the skills for future success and promote their re-integration into mainstream provision or meaningful onward progression. Our curriculum includes core learning, including English, Maths, ICT and Science alongside vocational programmes and personalised support. All courses will be accredited at the appropriate level. BFA has four distinct pathways: Pathway A - Supported mainstream - offered to years 9, 10 and 11. The student stays in their setting but benefits from a Specialist Advisor working 1-1 and also working with staff to offer strategies to allow them to be successful in mainstream provision. Pathway B – Part-time – offered to KS4. Students attend BFA for a part time programme including a vocational programme and 1-1 work with a Specialist Advisor. Pathway C – Full-time short-term - offered to KS4. A personalised programme is designed around the needs of the student, allowing them to access intensive support to reintegrate into their mainstream setting. Pathway D – Full-time long-term – offered to KS4. Students are offered a full time personalised package of qualifications and experiences. Students can move between pathways as appropriate.

Creative Youth network can provide bespoke, tailored Complementary Education Programmes for

young people most at risk of disengaging from education. These are offered across a range of creative

Arts to meet the needs of a particular small group or individual “Pushed Out” learner(s). These are

usually delivered as part-time, termly courses either within the school or at one of our facilities.

We take a therapeutic, flexible approach to educating vulnerable young people who do not thrive in

formal school curriculum delivery, and supporting their re-engagement with school or progression into

other forms of Education, Employment or Training.

We help disengaged young people find their strengths and latent talents through experiential

arts/creative projects ( such as making a film ) which motivate, engage and enthuse, whilst developing

their skills in any areas of deficit that may have been caused by traumatic life experiences, special

need, mental health issues, dysfunctional family background or other issues.

Our Tutors are highly experienced to give expert support to enable these very vulnerable learners to

move towards reaching their full potential and achieve valuable QCF credits through Arts Awards.

Most of our Complementary Education Provision is experiential and activity-based, which works well

for dyslexic and other low literacy, attention deficit, socially anxious and special-needs learners.

Our projects enable both boys and girls, from all backgrounds to develop their confidence and work

within a team, and uses a strengths-based approach to motivate and develop skills.

The courses are offered at 2 hours per week over 11 weeks, for up to 10 young people. We offer 3

courses per academic year, reaching up to 30 of the most disengaged pupils at any one school.

FACE is a youth and community charity based in Filton which provides mentoring, group work or 1:1 informal

GroundEd is a Work Based Learning provider catering primarily for young people in KS4 and post 16

At GroundEd learners follow an outdoor learning/engagement program based on Agriculture,

Discovery at HorseWorld is a fantastic project for vulnerable children and young people who may be at risk of exclusion, have social, emotional and behavioural difficulties and/or have additional learning needs. Discovery supports hands-on, interactive learning through the experience of working with our wonderful, calm horses in the great outdoors. Now in its sixth year, the project is having an increasing impact, working with more than 200 children and young people per year. Once young people realise what they can achieve with horses, they experience an increase in self-esteem, concentration, communication skills and the ability to engage. Those showing challenging behaviour can become calmer, more focused and more communicative whilst those with autistic spectrum disorder can engage in, and enjoy their learning. Discovery courses are 6 weeks long and have a structured syllabus that can be adapted to reflect the needs of your students. The courses run over a school term and students attend once a week for an hour and a half session. We have am or pm sessions available and can accommodate groups of up to 8 students or offer 1:1 sessions. Rocksteady provides construction vocational skills training for Pre 16 year olds who are not in mainstream

education or as additional sessions to school or alternative provider programmes. These are delivered at its

construction workshop in central Bristol and access is by a revolving door process.

Accredited qualifications in construction skills at Level 1, Level 2 and functional skills are available and delivered

by qualified trainers and teachers. The workshop covers bricklaying, tiling, carpentry and painting. Carpentry

has been extended to Post 16 young people from September 2016 as a result of requests from clients and

learners themselves. Funding for Post 16 programmes is available through Rocksteady’s contract with Weston

College.

There is a pastoral and mentoring framework in place including a Thrive practitioner, and access to partner

organisations providing trauma counselling support where this is requested. This framework is structured to

help young people remove or minimise barriers that have previously prevented them achieving in mainstream

education. The ethos and culture are totally learner focused and underpinned by safeguarding processes. The

objective is supporting young people to gain confidence in themselves. Continuous help is provided to learners

to realise their potential, gain practical qualifications and the people skills that they will need to successfully and

confidently progress in their future training and eventual employment, whichever pathway they may choose.

Rocksteady also provides professional support in employability by identifying individual pathway options. The

programme is further supported by a quality assurance structure and due diligence to achieve learner and

organisational outcomes.
