1) It is being crafted along mana’o and feedback of the working group that met on January 8, 2019.

-Public Participation Tool Kit or Handbook with staff as audience

2) It will comply with 23 CFR §450.316“The MPO shall develop and use a documentedparticipation plan that defines a process forproviding reasonable opportunities to be involved in themetropolitan transportation planning process.”

-PB as the decision-making body-TAC and CAC as the advisory bodies, and -staff as technical and administrative support body.

New CAC Bylaws …

“The CAC shall be a vehicle whereby public input can be solicited to advisethe Policy Board and the OahuMPO Executive Director on transportation

planning issues in accordance with the OahuMPO Participation Plan;

and a means of keeping citizens’ groups and the public informed of the

aims and progress of the cooperative, comprehensive, and continuing transportation

planning process. The CAC, through its Chair or designated representative, shall

provide input on important matters raised at CAC meetings to the

Policy Board at regular scheduled meetings or by written report.”
