Sub: Policy for outward booking of non-programmed coal from newly
nominated goods sheds/sidings under Priority-D in supersession of
1. These policy guidelines are framed on the basis of the Board’s letter
No.2008/T.T/V/25 Stations dated 04.08.08. This will be valid up to 31.10.08. All
pending approval/indents will lapse on expiry of this scheme.
1.1 This procedure will be applicable to all Zonal Railways except NFR, The existing
instructions on this subject for NFR will continue to be applicable there.
2. Opening of selected goods-sheds/sidings for outward non programmed coal
movement as per Board letter dt: 4.9.08:
2.1. Opening of selected goods-sheds/sidings will be notified with personal approval
of COM in consultation with CCM of the concerned Zonal Railways.
2.2. Such goods-sheds/sidings should have full rake handling capacity.
2.3. While notifying, Zonal Railway should ensure that coal loading facilities are
available at that goods-sheds/sidings or it is provided before notification so as not
to affect the existing traffic being handled there.
2.4. All coal rakes loaded at such goods-sheds should be weighed at notified
weighbridges and RRs are issued on the basis of such weighment reports.
2.5. Before notification, Zonal Railway should ensure that all the environment related
issues are being taken care of.
2.6. Washery operators will not be allowed to use such newly notified goods-sheds
when dealing in beneficiated coal and other by products of processed coal.
However, permission of outward booking of the above coal (beneficiated and by-
products of processed coal) from existing private sidings, if any, can be granted
by the Zonal Railways duly following existing rules and following the rules laid
down in this circular.
2.7. Captive mining block coal will not be permitted from such newly notified goods-
sheds. However, permission for outward booking of the captive mine coal from
existing private sidings, if any, can be granted by the Zonal Railways duly
following extant rules and following the rules laid down in this circular.
3. EDRM Office, Kolkata will issue necessary guidelines regarding the documents
to be submitted and procedure to be followed for acceptance of this traffic.
4. The Zonal Railways will submit the list of newly notified goods-sheds/sidings to
EDRM, Kolkata along with the capacity of these terminals to handle coal traffic.
5. Newly notified goods-sheds and sidings can only deal with outbound traffic as
under :
• Goods-sheds – Any purchaser of coal from CIL &
subsidiary company or SCCL by road. • Existing Private sidings –
� Beneficiated coal and by products of beneficiated coal from coal
washeries.
� Captive mining block coal.
� Any purchaser of coal from CIL & subsidiary
company or SCCL by road.

6. In terms of para-3 above following policy guidelines are laid down for
dealing with this traffic :
Customer will approach EDRM, Kolkata for permission to use these notified
goods-sheds/sidings for outward coal booking. The term “customer” means
“consignor”. He should be the same as mentioned as purchaser/owner of coal as
mentioned in Sale Order/Delivery Order issued by Coal Company.
7. Coal allocated through e-auction by rail will continue to be moved following the
existing procedures from existing colliery sidings.
8. The procedure to be follwed at EDRM’s office.
8.1. List of Specimen signatories should be sent to this office for this scheme.
8.2. Documents are to be submitted by the consignor.
8.2.1 Any purchaser of coal from CIL & subsidiary company or
SCCL by road:- Request letter, only from the purchaser/owner of coal, duly filled in as per prescribed format given as Format-I, Following document (s) to be
attached :- (a) A self attested (by consigner with rubber stamp) Xerox/Photo copy of the Sale
Order/Delivery Order issued by Coal Company. Validity period of Sale
Order/Delivery Order will be only considered.
(b) For FSA consumer consignee and destination as per
Deliver Order will remain same.
(c) A certificate that they are fully responsible for violation
of any agreement with CIL/SCCL.
8.2.2 For washery operators- A request letter as per Format – I duly filled in should
be submitted with following document (s) to be attached:-
(i) Documentary evidence of raw coal procured by the consumers through
e-auction. The washery operator must give a declaration that the raw
coal has been procured by the respective consumers from the open
market under e-booking scheme.
(ii) Xerox/photo copy of the delivery order issued by Coal Company in
favour of consumer. It should be self attested by the washery
operator(s) with rubber stamp.
(iii) In case of raw coal procured by the washery oprator(s) directly from
coal company under e-auction a declaration regarding that should be
given along with self attested Xerox/photo copy of the Sale/Delivery
Order issued by coal company.
8.2.3 For captive coal block owners:- A request letter as per Format-I duly filled in
should be submitted with following document(s) to be attached:-
(i) A Xerox/photo copy (self attested) of Ministry of Coal’s permission
regarding coal block allotment.
(ii) An undertaking stating that the coal to be moved is from their own
captive mines and for self consumption only.
8.3 Quantity of coal should be convertible in terms of full rakes of 59 Box-N (3835
tones)/41 BCN (2460 tones approximately) and the choice of supply of rakes in
open (Box-N) or covered (BCN) is purely choice of zonal railway. However, the
overall quantity of coal as mentioned in the Format-II (clause-8) should not be
exceeded.
8.4 No request shall be entertained for fraction of a rake.
8.5 Request will be scrutinized and approved by EDRM’s Office, on first come first
serve basis, subject to capacity of goods-sheds/sidings as intimated by Zonal
Railways. Validity of approval will be for a period of thirty days excluding the
date of issue within which indent to be placed. However once the indent is
accepted at goods-shed/siding indent will remain valid till supply unless it is
withdrawn/forfeited within validity period of the scheme. Approval will be
intimated to Zonal Railways in the prescribed format (Format-II).
For coal purchased under FSA, the consumer &
destination will be same as per D.O. issued by CIL. (For
FSA consumers destination should be as per our records
rail head nearest to destination as per Delivery Order).
8.6 All the requests received on a working day will be cleared by EDRM’s Office
within the next working day provided all the documents are submitted in order as
per para-8.2.
8.7 While approving the request, originating station and destination should be notified
for outward and inward coal booking respectively. This office will not take
cognigence of any temporary restriction including restriction of till further advice
for approving the request.
9 Procedure to be followed at Zonal Railways.
9.1. Zonal Railways will bring out a procedure order regarding acceptance of
indents, staking permission, allotment for loading including commercial
formalities to be observed. Seniority of indents at goods-sheds/sidings will be
as per normal goods-sheds working and not on the basis of date of approval
from EDRM’s office.

9.2 Following documents need to be submitted by consumer to concerned Zonal
Railways:
A) Any purchaser of coal from CIL & subsidiary company
or SCCL by road to be loaded from nominated goods-sheds:
i) Xerox/photo copy of original dispatch/lifting certificate (as a proff that
the coal has been lifted from colliery fields as per the sale/delever order).
ii) Xerox/photo copy of the delever order issued by concerned coal
company.
iii) The declaration that consumer is fully responsible for non payment of
any tax as per law and railway is not responsible for any non payment.
Violation of any guideline of CiL is the sole responsibility of customer.
B) For washery product and captive coal mines –
i) The declaration that consumer is fully responsible for non payment of
any tax as per law and railway is not responsible for any payment.
9.3 The originating goods-sheds/sidings (loading point), grade of coal, destination,
consignor, consignee and quantity of coal in terms of rakes as mentioned in the
EDRM’s clearance letter (Format-II) should be adhered to for acceptance of

This circular is applicable in addition to the
existing circular namely CMP/8/2008 and CMP/9A/2008.

1.2. Programmed coal for which programs are being
sanctioned by competent authority of the Railways
(i.e. Zonal Railway/EDRM) will not be loaded from
newly notified goods sheds.
2. In terms of para-6 of Board’s letter No.
2008/T.T/V/25/Stations dated 10.11.08, following
guidelines are laid down for loading of beneficiated
coal/washery rejects/tailings/coal fines/slurry
under priority-D (Non-programmed). Consumers will approach EDRM Office, Kolkata for
permission to use these notified good sheds/sidings
for outward booking of their product.
3. Following documents are to be submitted by the consignor for obtaining approval of EDRM’s office:
i) Consignor should submit a declaration from the
washery operator/producer that the coal byproduct has
been sold to the consignor by mentioning the product
(washery rejects/tailings/slurry/coal fines/any other
byproduct) and quantity. If the consignor himself is
washery operator/producer, a self declaration that
the coal has been sold to the consignee should be
given.
ii) If the consignor is acting through their agent,
authorization letter should be sent to this office
for verification along with list of the authorized
signatories (with specimen signature and rubber
stamp).
4. Application to EDRM’s office should be as per the
Format enclosed.
5. Documents to be submitted at Zonal level :
i) At the time of giving indent, consignor should submit a copy of the
declaration mentioned in para-3.i.
ii) A certificate from the washery operator/producer that the coal has
been released to the consignor by mentioning the quantity and

enumerated in para 8.2.3 of CMP/8/2008. If the
consignor is not the captive mine owner he should
give a declaration that he has purchased the coal
and should submit the Xerox copy of delivery order
issued by captive mine owner.
6. Application to EDRM’s office should be as per the
Format enclosed.
7. Documents to be submitted at Zonal level :
i) Xerox copy of the (self attested) Ministry of Coal’s permission
regarding coal block allotment
ii) A declaration that all the rules of Central Government/State
Government/any other Govt.Agencies have been complied with
including tax liabilities as applicable and Railways are no way
responsible for violation of any rules or non payment of any Govt.
taxes/royalty.
iii) A certificate from the captive mine owner that the coal has been
released from captive mine for dispatch by rail under priority-D.
8. Zonal Railway should verify all the documents mentioned in para-5 against
Sub : Documents to be produced for booking of non-programmed coal, drawn through import.

This is in continuation to guideline issued under Office Order no.CMP/7/2009 dt.21.05.2009. The item no. III of para 4 of CMP/7/2009 may be read as under:-
Documentary evidence regarding ownership of coal is to be produced alongwith
request. In case coal offered for booking is drawn through import by rail/road from Port
the following documents are to be produced:- A) 1. Copy of Bill of Entry for Home Consumption, issued by custom office
of the concerned port.
2. The copy/photocopy of “Bill of Entry” must be self attested with rubber stamp. 3. The date of issuance of “Bill of Entry” should not be beyond three months.
B) 1. A self declaration that they have not taken any sanction for movement by rail against the coal for which “Bill of Entry” has been produced.
2. In case a part quantity of coal against the produced “Bill of Entry” has been sanctioned for movement by rail, it is to clarify that remaining quantity has been moved by road and offered for booking under non-programmed coal.
All other terms and conditions of CMP/7/2009 will remain unchanged.
Sub : Validity of documents in respect of acceptance of requests for booking of non-programmed coal, which has drawn through import or domestic coal mixed with imported coal.

This is in continuation to guideline issued under Office Order no.CMP/7/2009 dt.21.05.2009 and CMP/8/2009 dt.09.06.2009.
Documents, namely, (i) R/R and (ii) Bill of Entry for Home consumption used
for submission of request in Format-VI as per this office order no. CMP/7/2009 and CMP/8/2009 will be considered upto 3 months only from the date of issuance of the document. In case of coal drawn from subsidiaries of CIL/SCCL through Road and mixed/blended with imported coal, the copy of Delivery Order will also be accepted upto 3 months from the date of issuance of Delivery Orders by subsidiaries of CIL/SCCL for booking of non-programmed coal under priority-D or upto 3 months from the date of issuance of Bill of Entry for Home consumption which ever is later. Sale Order/Deliver Order issued by coal companies are considered for issuance of approval of non-programmed coal movement under Priority-D within its validity in terms of this office order no. CMP/1/2008 dt: 17.09.2008 {para 8.2.1 (a)}. It is further to state that Sale/Delivery Order will be considered upto two months after expiry of its validity in case of request for booking of beneficiated coal or its by-products.
The above guideline will be in force with immediate effect.
Board vide letter no.2006/TT-V/25/Station dt.17.06.2009 has extended the permission for loading of non-programmed coal from goods-sheds/sidings till further advise. Procedures laid down in CMP/8/2008 dt.17.09.2008, CMP/10/2008 dt.11.11.2008, CMP/11/2008 dt.11. 11.2008, CMP/7/2009 dt.21.05.2009, CMP/8/2009 dt.09.06.2009 and CMP/9/2009 dt.18.06.2009 will be followed accordingly.

In terms of Railway Board’s letter no: 2009/TT-V/Station dt: .2.2010 validity of facilities for booking of non-programmed coal traffic by multi-consignors and for booking of non-programmed coal traffic for movement of mixed/blended/modified/re-sized coal introduced vide this office order no. CMP/7/2009 dt: 21.05.2009 followed by CMP/8/2009 dt: 09.06.2009 and CMP/9/2009 dt: 18.06.2009 is hereby extended upto 31st July, 2010.
