Focus Group Purpose

• A solutions-oriented discussion to address mobility needs

• Community-generated ideas from a diverse audience

• Ideas will be considered against the AMP Vision and Guiding Principles

• A subset will be shared in upcoming citywide community engagement events

Ground Rules

• Treat each other with respect

•Only one person speaks at a time

• Give everyone a chance to participate equally, avoid dominating

• Listen as an ally, not an adversary. Everyone should feel comfortable expressing their opinion regardless of differences

Recent Policies and Plans

• Environmental Action Plan 2040 (2019) to reduce emissions and vehicle miles traveled

• Smart Mobility Framework (2019) to coordinate the various ways the City is incorporating technology to solve transportation problems

• Alexandria Transit Vision (2019) to identify a new bus route network

• Vision Zero (2017) to eliminate serious injuries and fatalities on our roadways by 2028

• Bicycle and Pedestrian Plan (2016) to identify priority bicycle and pedestrian projects

• Complete Streets Policy (2014) to ensure that the needs of all users are considered when repaving or reconstructing a street

Vision: Safe, seamless, and connected mobility options foster a thriving Alexandria for all

Guiding Principles: ACCESS Alexandria

Accessible – Alexandria will work to make its transportation network fully accessible for users of all ages and abilities.

Connected – Alexandria’s transportation system will take you where you want to go seamlessly by leveraging technology and integrating transportation and land use.

Convenient – Alexandria will provide a transportation system with high-quality mobility options that are reliable, frequent, proximate, and comfortable.

Equitable – Alexandria acknowledges that different populations have different “starting points” in their level of mobility. Alexandria will be targeted, inclusive, and intentional in addressing gaps in transportation service and infrastructure for under-served persons and neighborhoods.

Safe – Alexandria will eliminate all traffic deaths and serious injuries by 2028.

Sustainable – Alexandria will prioritize low-carbon mobility options and reduce automobile dependency.

Mobility Options

Although the City currently focuses its programs on commute trips, this plan will explore opportunities to promote expanded mobility options for all types of travel to ease congestion, advance sustainability goals, and improve quality of life.

The City also works with developers to identify

site-specific strategies to encourage residents

and employees to take public transportation,

walk, bike or share a ride, as opposed to driving

alone.

Streets

• 560 miles of travel lanes

• 254 intersections

• 430 miles of sidewalks

This chapter will focus on the largest public resource

within the City—streets. It will reflect an evolution of our

understanding in how streets should be used to move

people safely and efficiently and increase quality of life

to foster a thriving Alexandria. Considerations include:

• Preparing our streets for changing mobility options

• Determining how to balance the mobility needs of

all users

• Operating and managing the street network to

better serve the community

Public Transit

What can the City do to:

• Improve the transit experience from beginning to end?

• Increase ridership?

• Ensure equitable access to transit?

• Achieve the Alexandria Transit Vision Plan?

The Public Transit chapter of the AMP will consider

policies and projects that will help us achieve the 2030

Transit Vision Plan Network as well as the overall vision

of the AMP. Considerations will include:

• Fare Policy - Universal passes, low-income discounts

• Infrastructure - Better bus stops, transit-only lanes,

signal priority

• Technology - Mobile applications, real-time

information

The recently-completed Alexandria Transit Vision Plan

has provided the map of what the future bus network

will look like in Alexandria

Parking and Curbside

Management

What can the City do to:

• Streamline and modernize public parking?

• Encourage shared parking?

• Prioritize curb space?

• Optimize parking availability using technology and demand-based pricing?

Curbside Management is the process of maximizing the

performance of curb space for different uses while

acknowledging the rules, responsibilities, and limitations

associated with space that is within the public right-of-

way.

Curb space uses include:

• Parking

• Loading

• Shared mobility

• Bicycle facilities

• Transit facilities

• Pick-up and drop-off areas

• And more
