RISSB Development Process
RISSB GovernanceVision: The Australian Rail Industry has relevant
Standards, practices and programs that enhance its
safety and sustainability.
Mission: Developing and maintaining harmonised*
standards, rules, and codes of practice and engaging
in programs that enhance the safety, effectiveness
and efficiency of the Australian Rail Industry.
RISSB Governance - Objectives
• Develop, publish and manage the Australian Rail
Industry’s Standards, Codes of Practice, Rules and
Guidance Material (the ACOP).
• Ensure RISSB has sustainable funding to deliver
on its role as Australia’s Rail Industry Standards
Organisation.
• Establish and operate the Safety Information
System for Australasian Rail (SISAR).
RISSB Governance - Objectives
• Promote adoption of the RISSB suit of standards to
enhance industry competitiveness, productivity,
interoperability and harmonisation.
• Enhance the safety and sustainability of the rail
operating environment by participating in and
contributing to programs of national scope and
significance

RISSB and ONRSR

• CEO ONRSR an observer on the RISSB Board
• ONRSR:
• people on RISSB development Groups
• Corporate Plan includes many activities with RISSB
• wants RISSB standards mandated
Other Issues• SISAR Project
• Concept of Operations Document
• All of one company approach
• Developing ASA relationship further
• Purchasing Products from overseas
• RSSB Taking Safe Decisions
• Safety KPIs
Cost Benefit Analysis
Light Rail Issues• Hazard register
• Great work by LR organisations in developing HR (based on RISSB
register)
• Shapes future of LR standards development
• Understand that the Irish Procurement Agency are offering standards
• No problems-use hazard register and undertake gap analysis
• Where gaps exist focus resources to address these.
• The Future
• RISSB stands ready to assist the LR Community in harmonising the
industry.
• RISSB is the only accredited SDO for the rail Industry
Light Rail Issues• There are RISSB products that will be compatible for both HR and LR.
For example:
o Electromagnetic Radiation Management standard
o Type approval standard
o Infrastructure standards on drainage and the environment
o Interoperability standard
o Safety Strategy
o Safety Database and risk model
Light Rail Issues• Where there isn’t compatibility with either RISSB or RPA’s standards
RISSB can plug the gap.
o But developing standards etc costs money with expenses allocated
to:
– a project manager,
– an author, and
– a validator.
• The development process is quite involved and will require LR
professionals to give some of their time (average three to four days
every six weeks).
