� e new blueberry cannon restrictions may not be much, but they are all the provincial government will allow in Langley Township.

On that, both council and critics were agreed Mon-day night (May 27), as the new rules were approved.

� e provincial ministry of agriculture, which has the � nal say on any farming regulations, has made it clear that any a� empt to ban the controversial bird scare devices or set decibel limits will be overturned under right-to-farm laws.

� at le� the municipal task force that designed the new law with few options beyond the mix of

requiring registra-tion of cannons, increased setbacks from horse farms, advance noti� ca-tion and signage it came up with.

Kim Madill was one of three people who spoke to council to say the new rules lack teeth.

Madill, who lives near farms with operating can-

nons, described how the devices go o� hundreds of times a day.

“� e nearest cannon to us shakes the pictures on our walls,” Madill said.

“Anything with a heartbeat and ears cannot func-tion.”

� e regulations were approved by a eight-to-one vote, with Councillor Kim Richter opposed.

� ey still have to be cleared by the provincial minis-try of agriculture before they can take e� ect.

� e hope is approval will come in time for the 2013 planting season. Meanwhile, at councillor Bob Long’s suggestion, council voted unanimously to ask the new provincial minister of agriculture, once one has been named, to meet with council, the Agricul-tural Advisory Commi� ee, and the Propane Cannon Task Force “to explore elimination, or signi� cant reduction, of bird scare devices.”

All Aboard the Aldergrove Trolley!

� e Aldergrove Trolley Company o� -cially launched its long awaited local transit service on Saturday.

Following a ribbon-cu� ing ceremony by Mayor Jack Froese — who called the trol-ley service the result of the work of a “bil-lion dollar neighborhood” — the trolley was boarded by a couple dozen passengers and took its � rst trip on the south route to the 450-resident Pioneer Park homes on Zero Avenue.

� e 1988 diesel trolley o� ered a com-fortable ride on the country roads, agreed the passengers. � e seats are plain wooden benches, but there is both a heating and air conditioning system inside the 32-passenger trolley. It also has a wheelchair li� at the back, o� ering full accessibility for all passengers.

Trolley driver Graham Morris has � ve years experience operating a trolley in Vancouver and is thrilled to have the job here, closer to his home in the Fraser Valley. He notes that trolleys are not meant for high speed operations, but are perfect for the Aldergrove routes.

“� e trolley has real good visibility (for the driver), and the power steering and short wheelbase makes it easy to make sharp turns,” says Morris.

� e trolley was one of the projects under-taken by participants in the taping of the “Million Dollar Neighbourhood” reality-TV series in Aldergrove last year. Led by Dave Miller, the trolley project has been an ardu-ous undertaking, as it has to meet a number of regulatory requirements and approv-als from government and bodies such as TransLink.

Miller says approvals have been received for a number of safe stop locations for pas-sengers to board and disembark, however, the trolley is not yet allowed to stop for pas-sengers who � ag it down outside of approved stops. Miller is expecting approval for this aspect, but notes that the trolley driver would still only be able to stop where it is safe to do so.

� e south route has seven stops approved so far, and starts and ends near the TransLink/BC Transit stop in front of Extra Foods on 272 Street. � e approved stops include Aldergrove Arena, Aldergrove

Regional Park, Pioneer Park, O� er Co-op, Save-on Foods, Old Yale Road at Fraser Highway and Safeway.

� e trolley leaves Extra Foods at 9:30, 10:30, 11:30, 12:30 and 2:30 p.m., and each trip is about an hour long. � e round trip costs $3.

Miller says that starting July 1, during summer months the trolley will drive a loop through Aldergrove Regional Park while on the south route.

� e north route, serving Gloucester Industrial Estates along 56 Avenue, is still under development but will begin service at 6 a.m. and end at 6 p.m. � e cost will be $2.50 each way.

Miller says that the trolley’s business plan anticipates operating costs to be about $15,000 monthly. For this reason the compa-ny has signed up corporate sponsors and will also be seeking charter business for weddings and other special occasions.

B.C.’s anti-gang unit disman-tled a sophisticated underground grow-op adjacent to the Gloucester industrial area over the weekend which police say has ties to the Hells Angels.

The Combined Forces Special Enforcement Unit, along with up to 100 officers from numerous police sections in Langley and Surrey, executed a search warrant for a rural property in the 27000-block of 56 Avenue, across the street from industrial buildings.

Three men and one woman were arrested at the scene. They were later released pending further investigation, said police.

Despite similarities, investi-gators don’t believe this under-ground grow-op, which had about 430 plants, is linked to the four grow-ops shut down last month in Mission. Both marijuana grows are tied to Hells Angels though, said police.

A search of the Langley prop-erty revealed five shipping con-tainers buried underground where they housed a sophisticated bunker system. In this case, the property above the bunker was constructed to resemble a small hobby farm, complete with three sheep and one pig. In addition to the farm animals, a combination of about a dozen pit bull-type dogs and Chihuahuas were found. The dogs were taken by a family member of one of the peo-ple arrested, said CFSEU spokes-person Sgt. Lindsey Houghton.

“Each of the steel shipping con-tainers had a doorway cut through it to make a continuous pathway that connected all of the containers as well as raised walkways so work-ers could easily walk through the bunker from container to contain-er,” said Houghton.

The grow-op, which is believed to have been operating for at least a couple of years, was powered by an industrial-sized natural gas gen-

erator, similar to what was found in Mission, worth an estimated $100,000.

“To fuel the underground gener-ator and further conceal the opera-tion from the public and police, it was discovered, to the shock of the officers, that a nearby natural gas pipeline had been cut into and a bypass installed to redirect the gas to the generator,” he said.

As was the case in Mission, the perpetrators went to great lengths to conceal what they were doing. At the Langley property, the gen-erator’s muffler was disguised from view with an old manure spreader placed over top of the muffler.

Officers discovered a loaded firearm in one of the bedrooms of the house on the property and seized about 1.5 pounds of dried marijuana.

“From trucking the containers in on flatbed trailers, to excavating massive holes, to needing a crane to lower the containers into the ground, and then having people get the grow-op up and running, this was a complex operation that required a great deal of planning

and equipment. Make no mistake; however, this had the potential to be extremely dangerous to the pub-lic and emergency responders,” says Houghton.

Witnesses to the raid over the weekend reported seeing up to 100 officers on the property.

“The lengths that the people constructing these types of grow-ops will go to are alarming. In spite of their efforts to hide from the police, however, we will continue to target organized crime groups.”

A crane operator had to be hired to lift the containers and generator out of the ground.

“We relied heavily on the co-operation and assistance of con-tractors and heavy equipment oper-ators, and the Langley Township Fire Department to help us at the scene,” said Houghton.

CFSEU-BC acknowledges the significant assistance it received from the Langley and Surrey RCMP detachments, the Lower Mainland Emergency Response Team, RCMP Air Services, and pri-vate contractors during the execu-tion of this search warrant.

The knitting club at Pioneer Park started back in 2011 when a large amount of wool was donated by one of the member’s family. Since that donation, another member of the club was

able to bring in a dona-tion of wool from an Aldergrove resident who wanted his wife’s wool collection to go to a good cause after she passed

Developers take note — the Langley School District is looking to more than double its school site acquisition charge. But if it gets approval, it won’t take effect until late 2014.

The district hired Urban Systems Limited to look into how much Langley charges the development community and learned it has been charging a lot less than its neighbouring cities.

The proposal is to charge $590 for each medium density property, up from its current $283. The charges are paid by developers and go toward the purchase of land for schools to be built.

Trustees agreed to forward the proposal to the consultation process. Now the consultant will go to the stakeholders of the Township and City as well as the developmen t community this week.

Councils then have 60 days to provide feedback and then the district must submit the changes to the Ministry of Education for approval.

VICTORIA – One of Premier Christy Clark’s � rst tasks of the new term will be to resume trade talks with Alberta and Saskatchewan.

Several daunting tasks await. Clark must repair rela-tions with Alberta Premier Alison Redford a� er B.C.’s theatrics over oil pipelines before the election, and pre-pare for the results of a federal environmental review of the Enbridge Northern Gateway proposal in the fall.

Some people were sur-prised on Friday when the B.C. government released its � nal wri� en submission to the federal environmental review panel on Northern Gateway.

It was widely interpreted as B.C.’s outright rejection of the project, but it’s not as simple as that.

Clark and B.C. Environment Minister Terry Lake signalled several times before the election that they were not ge� ing the answers they wanted from Enbridge. But they stuck to the princi-ple that the hearings must be completed.

� e NDP repeated for months that the B.C. Liberal government had forfeited its own review and handed juris-diction over the environmen-tal assessment to O� awa.

In fact, a pipeline that runs across two provinces is by de� nition a ma� er of federal jurisdiction.

B.C. could have held its own parallel set of hearings, which was the NDP’s stated

preference, but in no circum-stance does the province have a veto.

And both the B.C. Liberal government and Enbridge were careful to leave the door open for further talks.

A closer reading of their comments shows that the key di� erence at this stage is one of timing.

“� e panel must determine if it is appropriate to grant a certi� cate for the project as currently proposed on the basis of a promise to do more study and planning a� er the certi� cate is granted,” Lake said. “Our government does not believe that a certi� cate should be granted before these important questions are answered.”

According to Enbridge executive Janet Holder, those important questions can’t all be answered until the hearings are over.

� e company maintains that every river crossing and spill response plan can’t be done in detail during the two-year hearings.

B.C.’s � nal submission runs to nearly 100 pages. It goes into detail on the inconsisten-cies and unanswered ques-tions on such vital topics as whether diluted bitumen can sink in water.

In short, the province argues that it can sink if the oil is in fresh water, or if it is exposed to weathering so lighter fractions evaporate, or if it is mixed with sediments that increase its density.

� ese are pertinent condi-tions if heavy oil were to leak into a river in springtime, when water runs fast and cold and brown with sediment.

� en there are the obsta-cles presented by responding to a spill in remote wilderness and heavy snow.

Given both provincial and aboriginal opposition in B.C., the Enbridge pipeline is unlikely to be imposed, and last week Conservative cabinet minister James Moore clearly ruled that out.

� e B.C. government has consistently maintained that the current project does not meet Clark’s o� en-repeated � ve conditions, including the vaguely de� ned “fair share” of revenues, and Moore said the federal government agrees with those conditions.

� e B.C. government has to face some other uncomfort-able realities as well. If heavy oil pipelines are such a risk, how does B.C. manage the one that has stretched across remote and populated areas for 60 years?

Does the government take a stand against new pipelines, and then watch as rail cars full of heavy oil cross those same rivers?

No permit is required for that, and in fact there are more hazardous materials than oil moving by rail and road across the province today.

Proudfoot’s le� er, as I also a� ended the May 13 Town Hall meeting in Bradner and wonder if we in fact a� ended the same meeting! I can’t speak to her claim that Mayor Banman has a certain disdain for her personally but I witnessed noth-ing in their verbal exchanges that evening that amounted to the Mayor chastising her in an insulting manner…not once, certainly not twice. I recall her being asked to wait her turn to address the invited panel (Mayor and several Councilors, the City Manager, other sta� , and representatives from our police, � re and engineering departments) but is she so thin-skinned and self-important that she takes a request to wait her turn as a personal a� ront?

Ms. Proudfoot moves on to quote the Mayor (now widen-ing the scope in claiming he insulted all of Bradner and Mount Lehman) as saying “Why would you care about arts and culture? You’re just a bunch of farmers out here.” I heard no such thing! Early in the evening a woman from the ratepayers group that had organized the meeting challenged the Mayor and Council to be more � scally responsible and “quit wast-ing money on arts and cra� s!” When the Mayor was able to address that and other money-related issues he commented that he represented all citizens of Abbotsford and that some of those citizens placed a high value on arts and culture and that he was sorry the woman thought it was a waste of money.

Continuing with her barrage of Mayoral misquotations, Ms. Proudfoot harkens back to a July, 2012 Bradner Town Hall Meeting where she claims Mayor Banman “accused us of not being farmers - saying we all lived in 10,000 sq. � . mansions with swimming pools.” I’m seeing a trend here now – I was also at that meeting and don’t recall anything resembling that state-ment! � e Mayor did say that the best way to save the farmland was to farm it.

� e rest of Ms. Proudfoot’s le� er is nothing more than a personally motivated character assassination of the Mayor and she plays fast and loose with the truth, which is her well-estab-lished modus operandi. If I put it in quotation marks, it must be true? At the May 13 meeting, one hot topic was the recent voting by the Agricultural Advisory Commi� ee re: endorsing (or not) the West Abbotsford Business Park proposal. It got heated and ugly and a� er repeated a� empts to explain the vot-ing history and process, Mayor Banman had to stand there and endure multiple, angry shouts of “Liar! Liar!” � e group that didn’t like the outcome of the commi� ee’s vote just couldn’t believe their position hadn’t prevailed and had a temper tan-trum that any two year old would be proud of.

Having lived in Bradner for 14 years my observations of Kerry Proudfoot and her gang of self-righteous do-gooders reveal that is is they who are guilty of the charges she makes about the Mayor. Her group are the bullies and it is they who do not take kindly to folks who do not share their views. Last July a speaker in favour of the business park was booed and cat-called and at a later public hearing in November I was heckled as I read a sampling of Ms. Proudfoot’s histrionic writings that are regularly published in the Bradner Barker and local papers. At that hearing a woman from the anti-everything group thought that if she kept on misusing the legal phrase “without prejudice” she was then permi� ed to make racial comments about some of the supporters of the project. On May 13 a gen-tleman from the ratepayers group complained that while there was no money for a new Bradner � re hall and police station, there was money for the new � re hall “up near the Taj Mahal on Blueridge”. � is group is so smug and self-righteous that they think they are the � nal arbiters on everything and speak for everyone. Structures they don’t approve of are “disgusting monstrosities” and if you don’t agree with their points of view then you are a moneygrubber and in league with the Devil.

Well, these self-serving racists certainly don’t speak for me and I would urge anyone to please take the impassioned bleat-ings of Ms. Proudfoot and her cohorts with a pillar of salt and ignore her closed-minded, biased and outright false “report-ings” of any future public meetings or the goings-on at city hall.

Classic Fords Celebrated Web viewers say ‘goodbye, kitties’

Six Langley kittens and their mom, whose every move was captured on a live Internet feed for eight weeks, 24 hours a day, captured the hearts of the world. They have all been adopted, confirmed Patti Dale Animal Shelter.

But thanks for letting the furry fe-lines’ day-to-day antics be shared with everyone are coming in from around the world.

“We received registered mail from Japan today. The front of the envelope had a dozen cute Hello Kitty stickers and more Hello Kitty stickers inside,” said Patti Dale animal shelter manager Sean Baker.

“Inside there was a letter, a picture of Petunia and her kittens and $75 in Canadian five-dollar bills.”

The girl from Japan wrote that she had lost her own cat in April and watching these kittens play and sleep made her feel happy.

“They cheered me. I hope their [sic] happiness,” wrote the girl.

They have also received donations from England and other countries.

In fact, the live feed saw more than 1.3 million views during the eight weeks volunteer foster mom Shelly Roche trained her webcam on the fe-line family, and let their adorable ways do the rest.

A link via The Langley Times’ Face-book page also proved very popular, drawing more readers than anything else featured on the page — by a wide margin.

Their cute kitten play captured the hearts of hundreds of thousands of people, some of whom found them-selves in trouble with employers because they were watching kittens instead of working.

Two kittens were adopted together, and young mom Petunia also found a nice home, said Baker.

One of the females had to wait to be spayed because she didn’t weigh enough. Baker held back another fe-male so she had a companion through coming out of surgery. Now all seven have gone to good homes, he said. He doesn’t know if Roche would be will-ing to do it again.

“It’s a huge commitment to open your home up to a live camera.

“But the end product was amazing.“It’s like a good book. You don’t want

it to end and when it does, you say, ‘OK, but what’s next?” said Baker.

In the meantime, there are still plenty of kittens and cats looking for a good home. If you are interested in adoption call Patti Dale Animal Shelter at 604-857-5055.

It was a few minutes before parade time and Hyack Festival Association president Gavin Palmer was a nervous wreck because he couldn’t find the car he was supposed to ride in and wave to the crowd.

“Where’s my con-vertible? I can’t see it,” he asked an organizer in a bit of a panic.

Just then he spot-ted his wife Jacke, dressed in a Queen Victoria outfit, com-ing from behind in a horse-drawn carriage for them to ride in at the head of the Hyack International Parade on Saturday.

The large, open white carriage had fancy turn-of-the-cen-tury ornaments and red roses for decora-tion. The black horses were dressed to the nines and so was the driver in his Victorian-era outfit.

“My jaw dropped,” said Palmer. “That was

one fabulous surprise.”The idea had come

to Jacke, who owns a horse, during a dinner party in October when someone suggested it.

“I know people that do that,” she said to herself and so she con-tacted Rocking Horse Carriage in Aldergrove and started putting it all in place.

One problem: Horses haven’t been allowed to participate in New West parades

in more than 15 years. To pull it off, she

had to get permis-sion from several city hall departments, the police and, of course, from the Hyack board. But since she wanted it to be a surprise, the board had to discuss it when Palmer wasn’t around.

So when Gavin turned around and saw her sitting in the car-riage, his expression was worth all the hard

work.The Palmers had

a grand time rolling down Sixth Street, and so did the audience as it got a look at the nat-tily-attired horses.

“You should have seen the kids’ eyes,” said Gavin, whose one-year term as president has come to an end.

Said Jacke, “Horses have to be in parades. They love it, they’re as big a showoff as any-one.”

Langley’s two Seniors of the Year for 2013 have plenty in common. Their last name for instance. And their address.

Not to mention the long and varied list of community volunteer activities that Mario and Marilyn Sergi have hap-pily taken on over the nearly 15 years they’ve called Langley home.

The Murrayville couple, who have been married for 51 years, are the embodiment of community involvement, according to Doris Riedweg.

That’s why the Langley author/historian decided to nominate them for the award, presented annually at Langley Senior Resources Centre.

“I immediately thought of the Sergis,” said Riedweg. “There is no one more deserv-ing. They give very unselfishly.”

Among the numerous volun-teer roles the couple has taken on over the years, Mario and Marilyn have spent more than 10 years with the Langley Emergency Program.

They’re also well known for pitching in under less dra-matic circumstances. From driving their neighbours to appointments, to helping them with light house-work and meal preparation, the couple is happy to lend a hand

whenever and wherever they’re able. They also help out toward the end of each year at the Langley Christmas Bureau.

Marilyn, 74, a member of Ramshead Writers Group, volun-teered for 10 years at the Aldergrove Community Police Office (CPO) as well as working for 11 years with Canadian Blood Services.

She has also been a Sunshine Lady and Secret Pal,

“bringing her infectious smile and cheery words to many shut-ins and the elderly,” wrote Riedweg.

The 2013 motocross season got off to a rousing start.

Nanaimo’s Wastelands Motocross Park hosted the first series stop on the Canadian Motosport Racing Corporation’s Monster Energy Motocross Nationals circuit on Sunday.

Colton Facciotti, of Aldergrove, was the big winner, finishing first in both his MX1 motos. Facciotti also won at Wastelands in 2008 and 2011.

“It never really changes and you never really forget it,” he said of the track.

He said after his first moto that he “couldn’t be any happier” to start off the

season atop the podium.“I just can’t thank the whole team

enough,” he said. “They worked really hard the off-season to get the bike to where it is.”

Brett Metcalfe was runner-up in both MX1 races.

“It was good to get out there, first moto,” he said. “The track is as good as it’s ever going to get, the sun’s shining. It’s awesome to be up here.”

Jeremy Medaglia finished third in MX1.

Austin Politelli won MX2 after finish-ing first and then second in his motos. Keven Benoit was runner-up and Brad Nauditt placed third.

The top rugby players from around the district were recog-nized at a ceremony held at Walnut Grove Secondary on May 28.

Zach Laliberte and Lauren Klassen, both Grade 12 students at Walnut Grove, were named the winners of the Bill Turpin Award.

The award is presented to a graduating player in the district who not only excels on the field, but also contributes by giving back to the game, either through referee-ing or coaching.

Both are captains of their respective Gators’ senior rugby teams.

Almost 350 dogs and their handlers will be com-peting this weekend for the 2013 BC/Yukon Regional Agility Championships at Thunderbird Show Park in Langley.

The event runs a full three days, starting with warm up games and a cash prize steeplechase on Fri-day, June 7. There are two solid days of agility compe-tition with three runs per dog each day on Saturday and Sunday, June 8-9.

The competition is free for members of the public to attend as spectators and the event also offers access to more than 20 dog and pet related vendors.

Langley United Soccer Association (LUSA) and the Langley United FC Men’s club (LUFCA) announce the men’s club will officially merge into the Langley United Soccer Association in time for the September 2013 fall season.

Informal discussions began a few months ago with the hope that the men’s program could seam-lessly join LUSA. It did not take long for the two groups to realize it was mutually beneficial for the two clubs to come together.

LUSA needed to expand their adult programming in order to have a proper avenue for their youth players to “graduate” to men’s and women’s soc-cer, and LUFCA needed LUSA’s graduating players in order to continue to fill their men’s team rosters — something they were unable to do with their program

structure this past year. LUFCA will shortly dis-

band their society and fold their operations into LUSA with the intention of com-mencing play under the LUSA banner beginning this coming September 2013.

With the union of the two clubs, Langley United becomes, by a significant margin, the largest soccer club in the Fraser Valley.

With more than 2,500 registered players and grow-ing, this size allows it to compete in all areas with many of the larger clubs in the Lower Mainland.

The increased registra-tion can only help to build further on the excellent programs that are already in place in LUSA, as the club looks to expand on-field programs, the coach educa-tion programs, and its out-reach into the community as Langley’s largest youth sports organization.
