Introduction

Albany Unified School District (AUSD) has collaborated with Gould Evans, Inc. to create an Educational Specifications (Ed Spec) which is reflective of the Ocean View Elementary School’s intended educational needs and the facility design that supports them. This completed EdSpec will be an important piece of AUSD’s ongoing documentation of needs at the elementary school level.

Gould Evans worked with the Ocean View Elementary School (OVES) principal, teachers and staff, selected members of the Board of Education and the AUSD administrative staff to best represent the guiding principles for both the school, families and the greater Albany community. Through a series of stakeholder meetings and presentations, the intent for this Education Specification is to represent this particular school site.

3. Vision and Process

The Albany Ocean View Elementary School Education Specification journey began in early November 2018 with the Albany USD stakeholder group, comprised of the Principal, Teachers, Librarian, Board of Education members, the Technology Director, the Superintendent, the Integrated Design Commitee, parents, the bridging document architect, a student representatve and other invited guests. This process has led to a comprehensive conceptual campus design that meets the guiding principles for the project and is both community-facing and inclusive. In addition to meeting the many educational and pedagogical needs for the school, the proposed project anchors the West Albany families to this long-term vibrant community and the UC Village families that only stay a few years.

The following Guiding Principles were established through a series of stakeholder meetings, which reflect the pedagogical direction of the new elementary school.

GUIDING PRINCIPLES:

• Adaptability and Multi-Use: shall be used for learning to take place at all times; learning happens everywhere.

• Connection to the Environment: It is important that natural light, ventilation and sustainability in learning environments—and ease of access to outdoor learning environments and physical education areas—are integrated into all aspects of the school design.

• Creating Community: Allowing students to have ownership of their learning and the spaces in which they learn, STEM and “Maker Ethos”, and engagement of the whole family.

By extending outdoor learning, providing non-glare, naturally lit and ventilated learningenvironments, and optimizing “space within space” for every square foot of the Ocean ViewElementary campus, the design approach has been refective of the educational programming.The OVES stakeholders believe that to promote “self-directed learners, is to connect them tonatural spaces.” All outdoor spaces are thus “expandable”, which is exemplifed in the conceptof the Shared Resources that open up to the outdoor courtyards. Engaged learning can happeneverywhere.

While the campus is designed to leverage connections to the environment, it remains a fullysecure and safe school with controlled access points and protective fencing that surrounds.Community access at the north of the site continues to be available to neighborhood familiesafter school hours and on the weekends.

The District and the Ocean View Elementary School Community

DISTRICT MISSION AND GOALSOcean View Elementary School (OVES) is located in the City of Albany within the Albany Unified School District (AUSD). The school district serves the Albany community, comprised of 19,000 inhabitants. AUSD’s mission is to provide excellent public education that empowers all to achieve their fullest potential as productive citizens. AUSD is also committed to creating comprehensive learning opportunities in a safe, supportive, and collaborative environment, addressing the individual needs of each student. This mission statement and goals have allowed AUSD to provide high quality education and academics for the community over many years.

The Board of Education for AUSD set the following policies towards excellent academic outcomes:

1. All students can learn and succeed.

2. Every student in the district, regardless of gender, special needs, or social, ethnic, language or economic background has a right to a high-quality education that challenges the student to achieve to his/her fullest potential.

3. A safe, nurturing environment is necessary for learning.

4. Parents/guardians have a right and an obligation to participate in their child’s schooling.

5. Students and staff respond positively to high expectations and recognition for their accomplishments.

6. Continuous school improvement is necessary to meet the needs of students in a changing economy and society.

PROJECT DESCRIPTIONOcean View Elementary School, located on the western side of the City of Albany, serves students and families from the neighboring residential areas as well as University of California, Berkeley’s University Village. The front entry for the school is on Jackson Street (maintained by UC Berkeley), with Buchanan Street to the north, Village Creek to the South and Ocean View Park to the west.

The new school remains a community school. The public community-facing gathering courtyard at the front plaza area is the place for arrival. The entry plaza is on the direct path of travel from the Buchanan and Jackson Street intersection, as well as the sidewalk connecting to the south with UC Village. Drop-off and pick-up vehicular area is located on Jackson Street, along with a Kinder parking area. Staff parking is located on the north side of the property.

The campus is comprised of the following:

• One story and two story classroom buildings for Kinder and Grades 1-5

• Administration building and support spaces

• Library

• Science Room

• Special Resources Building (existing to remain)

• Multi-Purpose Room (existing to remain)

• Aftercare classrooms (existing to remain)

• Student and Staff Restrooms

• Storage and mechanical, electrical, and plumbing support spaces

• Outdoor learning and play areas

In addition, the Guiding Principles established for Ocean View Elementary School are woven into the pedagogical and facility development through design elements created as “Shared Resources” such as:

• Workrooms between pairs of grade level classrooms

• Library and Maker Space in the heart of the campus

• Special Education learning environments which are fully integrated into the campus design

• A Family Courtyard that is central to the outdoor learning areas, the Administration Offices and Reception.

To promote outdoor learning, the connection to natural spaces is strengthened at this campus. All outdoor spaces are thus “expandable” as follows:

• Learning Courtyards directly adjacent to learning environments

• Second Floor Learning Decks

• Outdoor reading areas adjacent to the Library

While the campus is designed to leverage connections to the environment, it remains a fully secure and safe school with controlled access points and protective fencing that surrounds. Community access at the north of the site continues to be available to neighborhood families after school hours and on the weekends.

This school will meet the criteria for Collaborative for High Performance Schools (CHPS), which serves as a guideline for integrated sustainability, energy efficiency and healthy building practices.

5. Learning Environments

21st Century elementary education is focusing more on personalized learning, activity-based learning, collaboration, creativity and flexibility. Ocean View Elementary School provides learning environments in support of the current and the changing pedagogy. Learning modes shift between teacher to student and student to student peer engagement. The learning environments need to easily adapt to blended learning experiences. Utilization of the Library, Science and Special Resource spaces further support this education content at each grade-level. The site design supports these direct adjacencies between program spaces.

Several aspects of the learning environment are designed into the grade-level spaces:

• The classrooms are designed to be multi-directional, allowing for learning to occur in a variety of areas within the room.

• A directional teaching wall is provided for more focused attention given to the teacher.

• The spaces are intended to be flexible and adaptable. Each space may be reconfigured easily to accommodate multiple means of learning.

• Shared workrooms are provided between pairs of classrooms. These workrooms may be used for small breakout groups (2-6 students), focused 1:1 teaching, space for quiet learners, teacher collaboration and circulation between classrooms for shared activities.

• The classroom and workroom spaces may accommodate multi-modal learning- on the floor, at tables and chairs, and at learning walls.

• Classroom configuration allows for passive surveillance of the entire class, with clear sightlines to all students.

• Technology and continual access to technology will serve self-directed learning and provides support to teachers and administrators regarding student assessment. Wireless connectivity throughout the campus, both inside and outside, will further the flexibility of the learning environment and facilitate use of spaces outside

• Natural light (reducing the need for powered lighting), natural ventilation through operable windows, views to the outside with lowered window sills, and thermal comfort control at each learning environment are provided to create a healthy learning environment.

• Acoustic support so each learning environment can allow for focused learning and minimal distractions.

• Clock, PA and bell system speakers to be located in each occupied room. Fire and security alarm systems shall be provided throughout. See Low Voltage Audio Visual Technology Criteria document.

• Overhead light control shall be located near entry to each room.

• Per Low Voltage, Audio Visual and Technology Criteria, each classroom will be provided with the following:

o (1) 2 Jack Faceplate with (2) cables that will be located at a designated Teacher workstation. This faceplate will serve a VoIP phone and spare jack for a printer or copier or other network device the teachers may have.

o (1) 2 Jack Faceplate with (2) cables that will be located kitty corner to the designated teachers workstation.

o (1) Single Jack Faceplate with (1) cable that will be located at the AV Projector

o (1) Single Jack Faceplate with (1) Cat6a cable that will be located at the WAP.

Transitional Kindergarten: 1,250 sq.ft.

Kinder Learning Environments/ Classrooms: 1,200 sq.ft.

Typical Learning Environments/ Classrooms (Grades 1-5): 960 sq.ft.

Science Room: 1,300 sq.ft.

TRANSITIONAL KINDERGARTEN

Activities and Uses: The TK classroom is autonomous with single occupancy restroom, storage and access to outdoor play area and Special Resources. Access to Kinder drop-off and pick-up area.

Interior Finishes: Painted gypsum board with existing whiteboard panels and tackable wall surfaces. Flooring is exist-ing vinyl composite tiles.

Acoustics: Acoustic ceiling tiles.

KINDERGARTEN AND KINDERGARTEN PLAY AREA

Activities and Uses: Kinder Classrooms are designed to focus on hands-on development of multiple subjects, in addition to motor skill development and social/emotional development while engaging in a range of activities. The Kinder spaces accommodate full group and small group learning. Learning environments are designed in pairs with shared restrooms and a Shared Workroom/Storage between each classroom. These shared Workrooms can also be utilized for small breakout room for individuals, small groups, tutoring, quiet learning and teacher collaboration. Student testing may occur in larger learning environments or shared workrooms. Access to Kinder drop-off and pick-up area. Separate Kinder outdoor area provided.

Walk-off matt may be provided at primary entrance to Classroom.

Acoustics: Acoustic ceiling tiles, at both flat and sloped sur-faces. NRC minimum of 0.80. STC 48 provided at new walls.

Doors and Windows: Operable windows for natural ventilation. Lowered window sill for viewing to outdoors, meeting the proponents for Universal Design for Learning and equal access to all components of the learning environment, such as views and connection to the outdoors. Doors with locksets and integrated card reader hardware, provides ability to lockdown the campus remotely. Window coverings are provided to reduce light transmittance, reduce solar heat gain, and to provide privacy.

Casework, Furniture and Equipment:

4 types — varies, spans full wall

Fixed lower casework at 24” deep typically x 34” height; lower cabinets with doors at 50% and open shelving (no doors) at 50%; (1) Utility sink provided within the classroom; student storage cubbies at 12” deep x 12” wide x 12” height for each student (24 total); backpack hooks at exterior; Shared Workroom with full height casework, lockable doors and adjustable shelving. Glazing at the doors provides visibility between the Shared Workroom and the Classrooms. Furniture is primarily mobile tables and chairs for optimal flexibility.

Sustainability: High efficiency HVAC equipment with economiz-ers. Design goal is to be ZNE (zero net energy) ready. Bio-swales collect storm water and to be stored on site. Roof overhangs, window overhangs, and walkway provides shade to south and west windows and reduces heat gain.

Mechanical and Plumbing: Electric heat pumps with an economizer cycle to allow for increase fresh air when weather and temperature is permitting. The package unit heat pumps on located on the roof structure. Outlets provided per code requirements. (1) Additional sink provided outside the single occupancy re-strooms. Each classroom has a dedicated single occupancy restroom.

Electrical and Technology: Speaker system and short-throw projector pro-vided. Ethernet jacks provided. WIFI provided. Lighting fixtures provided with daylight and oc-cupancy sensors to respond to daylight levels within the room and will adjust footcandle output automatically. Teacher may override with multiple “scene” settings (4 minimum). Exterior Lighting to meet code requirements for exiting and to support crime prevention through environmental design.

Outdoor Play Area The kinder play area provides a mix of age specif-ic play equipment, natural play, hardscape court play and tricycle track, and outdoor learning. These elements will be selected for their ability to provide students with a range of play experienc-es, such as strength building, balance, and group and social play opportunities. A central outdoor classroom space will provide an opportunity for teachers to easily take their students outside. The classrooms provide visual screening around their perimeter (planting, hedge, low fence, etc.) to help focus the students’ attention. Hearty, low water use, drought tolerant planting will be incorporated throughout the kindergarten play area.

LOWER AND UPPER GRADE LEVEL CLASSROOMS AND SHARED WORKROOM

Activities and Uses: The standard Classrooms are designed to accommodate flexible learning within the curriculum, as well as individualized and personalized activities. The spaces accommodate full group and small group lectures, discussions, 1:1 learning and the transitions between activities. Learning environments are designed in pairs. Shared Workrooms are small breakout rooms for individuals, small groups, tutoring and quiet learning. Student testing may occur in larger learning environments or Shared Workrooms. Soft skill development is an increasingly important part of the curriculum.

Interior Finishes: Tackable, acoustic wall surfaces on (3) walls, enough linear length to present work by each member of the class. (1) directional teaching wall with sliding magnetic, projectable white board panels. Flooring is either resilient flooring or car-peting depending on floor level. Walk-off matt may be provided at primary entrance to Classroom.

Acoustics: Acoustic ceiling tiles, at both flat and sloped sur-faces. NRC is minimum 0.80. Where learning en-vironments exist above the Classroom, the Ceiling Attenuation Class (CAC) is 40. STC 48 provided at new walls.

Teacher may override with multiple “scene” settings (4 minimum). At the Teachers workstation a wall plate will provide the following configuration:

• (1) HDMI for an AppleTV

• (1) HDMI for an input from a teacher’s device to the projector with video and audio signals

• (1) VGA input from a teacher’s device to the projector

• (1) 3.5 mm audio jack from the projector to the Lightspeed 955 Access controller

• (1) 2 conductor 18 AWG speaker cable from Lightspeed 955 Access to the TCQ speaker

• Teachers workstation provide an 120v duplex power outlet for the AppleTV and the Lightspeed 955 Access controller.

Exterior Lighting to meet code requirements for exiting and to support crime prevention through environmental design.

The room will accommodate full group and small group learning. Access to (2) sinks is provided. Access to outdoor learning areas, gardens and natural play areas is provided at the east and west sides of the classroom.

Interior Finishes: Tackable, acoustic wall surfaces on (2) walls. (1) directional teaching wall with sliding magnetic, projectable whiteboard panels. Flooring is resil-ient flooring. Walk-off matt at primary entrance to Classroom may be provided. Window coverings are provided to reduce light transmittance, reduce solar heat gain, and to provide privacy.

Acoustics: Acoustic Ceiling Tile.

Doors and Windows: Natural light with existing skylights. Door with lockable hardware. Doors with locksets and inte-grated card reader hardware, provides ability to lockdown the campus remotely.

Multi-purpose Room + Support Spaces: 7,490 sq.ft.

Library + Support Spaces: 2,790 sq.ft.

MULTI-PURPOSE ROOM

Activities and Uses: The MPR will continue to be used for large and small school gatherings, special events and productions, indoor dining and warming kitchen services, and indoor play areas. The MPR may still be a revenue generator for the school district with similar access to that which currently exists. The MPR will serve as a Shared Resource and joint-use facility and grounds for community and neighborhood integration per the Collaborative High Performance Schools (CHPS) goals.

Interior Finishes: Acoustic wall panels. New resilient flooring to be provided.

Acoustics: Acoustic ceiling panels.

Doors and Windows: New doors are added to improve lunchtime cir-culation and link directly with a new covered outdoor eating area. This new circulation path of travel provides distributed access not only to the outdoor eating area, but also the edible garden and Big Play. Doors provided with battery operat-ed card lock system through wi-fi, provides ability to lockdown the campus remotely.

LIBRARY

Activities and Uses: The Library is a resource space for books and media, reading, small and large gatherings, games, faculty meetings, and school community events. “Library as Kitchen” embodies the idea of the Library being a place to create, make and read as opposed to a “grocery store” only to be taken from. The Library is a Maker Space in support of lunchtime programming. The Library will support quiet and comfortable places to research, read and study. It will house multi-media content.

Interior Finishes: Acoustical wall panels at wall surfaces. Carpeting and polished concrete provided in select locations.

Acoustics: Acoustic ceiling tiles at sloped surfaces.

Large operable door at the west elevation opens to a covered outdoor learning porch/ Maker Space. Windows with lower sill height by entry doors for views to exterior. Window coverings are provided to reduce light transmittance, reduce solar heat gain, and to provide privacy. Doors with locksets and integrated card reader hardware, provides ability to lockdown the campus remotely. (3) Entries are provided to the Library for ease of access from all parts of the campus.

Casework, Furniture and Equipment:

Modular shelving provided at the perimeter. High shelving at 66” high with (5) adjustable shelves. Low shelving at 42” high with (3) adjustable shelves. Additional mobile shelving provided through FF&E. Circulation desk to include book bins for each classroom, storage and prep area for work projects and book repair/binding. A back counter facilitates more work space. (1) Sink at Maker Storage. Workroom with lockable storage for AV equipment, multi-functional printer, and table work surfaces . Furniture to be mobile and lightweight for the open areas Tiered seating pro-vided for reading area and quiet learning.

Sustainability: High efficiency HVAC equipment with economiz-ers. Design goal is to be ZNE (zero net energy) ready. Bio-swales collect storm water and store it on site directly adjacent to the exterior Maker Space.

WIFI provided. Lighting fixtures provided with daylight and occupancy sensors to respond to daylight levels within the room and will adjust footcandle output automatically. Librarian may override with multiple “scene” settings (4 minimum). Library circulation area will be provided with:

• (2) 3 Jack Faceplates with (3) cables in the general circulation area.

The Library will be provided with a center mount projector and manual pull-down, 16:10 aspect projection screen, sized no smaller than 5 screen heights to the furthest viewer. Center mount loudspeakers will be located in the center of the room and will provide audio from a selected source. Exterior Lighting to meet code requirements for exiting and to support crime prevention through environmental design.

Outdoor Learning: Dedicated outdoor reading areas with bench seat-ing at the south entry. The exterior Maker Space is under a large covered roof area which connects directly the interior and exterior Library program-ming.

The SDC is provided with a new restroom, including a shower. The existing outdoor courtyard area will provide an open air, softscape foyer to these programming spaces. The Administration offices are directly north allowing those resources to also connect with the Special Education programs.

ADMINISTRATION

Activities and Uses: The Administration Building is to provide a welcoming and inviting Reception, and to allow for interface between the school staff and parent community. The Administration Offices house all the primary administrative staff and services. Views to the front of the school and drop-off/ pick-up areas supports the community safety aspects of the project. The waiting area is ample in size to accommodate parents, students and other community members. A secure entrance for families and other school officials/vendors during the school day is the primary threshold for the campus. The Principal’s office is located in the northwest corner with direct views to the entrance, the Reception and the Family Courtyard – all eyes on the campus. Being highly accessible, the Principal can provide valuable support for all Ocean View families. The Staff Workroom and mail cubby area connects with the Reception circulation. Collaboration, social interaction and professional development amongst teachers and staff is encouraged within the workrooms, meeting spaces and outdoor patio area. A large conference room may be used for professional development for the Ocean View community, as well as the greater school district. The outdoor eating and break-out area for staff is a spillout space for a quiet retreat when needed.

Interior Finishes: Carpeting in conference rooms, meeting rooms and offices. Resilient flooring at Reception, work-rooms and Staff Lounge/ Kitchen. Whiteboards in meeting rooms and conference room will facil-itate collaboration and communication The Staff Lounge/ Kitchen is provided with (1) sink, refriger-ator, electric range, oven and hood.

OUTDOOR LEARNING AND PLAY AREAS

Activities and Uses: The outdoor eating area will be provided with picnic tables and an overhead shade structure for use during lunch and snack times. An adjacent learning garden will serve as a space for teachers to demonstrate topics learned and to give students hands-on feld experience with plants, soil, and the many subjects related to ecology. The garden will incorporate both vegetable and pollinator planting.
