3 Background TEGL 26-10 issued May 102011 announced Program Year (PY) 2011 WIA allotments to states TEGL 9-11 informed states that provisions contained in the two short-term Continuing Appropriations Acts of 2012 (PL 112-33 and PL 112-36) meant the Employment and Training Administration had to adjust initial figures and decrease state allotments by 1503 percent (see sections 101 and 115 of both Acts) (These provisions remained in effect under the two subsequent continuing resolutions (PL 112-67 and 112-68)) Pursuant to section 527 of Division F of the Consolidated Appropriations Act 2012 (PL 112-74) which was enacted in December 23 2011 and contained an across-the-board rescission of 0189 for Department of Labor appropriations in the Act and in prior-year advance appropriations for FY 2012 TEGL 9-11 Change 1 amends the initial 1503 percent decrease to a 0189 percent decrease for the FY 2012 WIA Adult and Dislocated Worker program funds The revised allotment levels are listed in the attachments to this TEGL
Revised allotments resulted in additional funding being available to all 50 states and five outlying areas (American Samoa Guam Northern Marianas Palau and the Us Virgin Islands) Additional funding totals over $20 million and ranges from $2000shy$32 million dollars per stateoutlying area The additional funding breakout by state outlying area is attached to this TEGL Note all states and outlying areas have until June 30 2012 to obligate their total DW allotment for PY2011 to 80 percent or face recapture on the difference
4 Notice of Obligation (NOO) The Department will issue a NOO with the new FY 2012 advance amounts for the Adult and Dislocated Worker programs

Revised allotments resulted in additional funding being available to all 50 states and five outlying areas (American Samoa Guam Northern Marianas Palau and the Us Virgin Islands) Additional funding totals over $20 million and ranges from $2000shy$32 million dollars per stateoutlying area The additional funding breakout by state outlying area is attached to this TEGL Note all states and outlying areas have until June 30 2012 to obligate their total DW allotment for PY2011 to 80 percent or face recapture on the difference

SUBJECT Revised Fiscal Year (FY) 2012 Advance Funding Levels Available October 2011 for Workforce Investment Act (WIA) Programs and Clarification on the Level of Governors Reserve
1 Purpose The intent of this guidance is to provide states with revised allotment levels for WIA Adult and Dislocated Worker Fiscal Year 2012 funds which became available to states in October 2011 The original TEGL 9-11 indicated a 1503 percent temporary rate of operations reduction Change 1 amends this to a 0189 percent rescission providing all fifty states and territories with additional funding

3 Background TEGL 26-10 issued May 102011 announced Program Year (PY) 2011 WIA allotments to states TEGL 9-11 informed states that provisions contained in the two short-term Continuing Appropriations Acts of 2012 (PL 112-33 and PL 112-36) meant the Employment and Training Administration had to adjust initial figures and decrease state allotments by 1503 percent (see sections 101 and 115 of both Acts) (These provisions remained in effect under the two subsequent continuing resolutions (PL 112-67 and 112-68)) Pursuant to section 527 of Division F of the Consolidated Appropriations Act 2012 (PL 112-74) which was enacted in December 23 2011 and contained an across-the-board rescission of 0189 for Department of Labor appropriations in the Act and in prior-year advance appropriations for FY 2012 TEGL 9-11 Change 1 amends the initial 1503 percent decrease to a 0189 percent decrease for the FY 2012 WIA Adult and Dislocated Worker program funds The revised allotment levels are listed in the attachments to this TEGL
Revised allotments resulted in additional funding being available to all 50 states and five outlying areas (American Samoa Guam Northern Marianas Palau and the Us Virgin Islands) Additional funding totals over $20 million and ranges from $2000shy$32 million dollars per stateoutlying area The additional funding breakout by state outlying area is attached to this TEGL Note all states and outlying areas have until June 30 2012 to obligate their total DW allotment for PY2011 to 80 percent or face recapture on the difference
