GE CareCredit Ordered to Refund Fees Due to
Deceptive Credit Card Enrollment In December 2013 the Consumer Financial Protection Bureau
ordered GE Capital Retail Bank and its subsidiary Care Credit to
refund up to $34.1 million to potentially more that 1 million con-
sumers. Doctors’ and dentists’ offices around the country signed
up consumers for Care Credit credit cards they thought were
interest free, but were actually accruing interest that was added
to the balance owed if the full balance was not paid at the end of
a promotional period.
Please be extremely careful to ensure that the patient is fully
aware of all aspects of the contract if utilizing this payment plan
or any pre payment plan.
The Board has seen a significant increase in complaints the past
few years relating to pre payment plans.

Massage Therapy May be Done By………
There has been some confusion concerning massage therapy being provided at a Chiropractic clinic. A Chiropractor (DC) may perform massage therapy, a licensed massage therapist (LMT) may perform massage therapy, and a non-licensed person may not. Below are the simple guidelines that may affect your practice. Two licenses are required by the Board of Massage Therapy to offer massage.
1. The therapist must hold a current Massage Therapist License issued by
the Alabama Board of Massage Therapy. 2. The establishment (clinic and outcall business) must hold an establish-
ment license issued by the Board of Massage Therapy, UNLESS the clinic is owned/operated by a DC, then they are exempt from the
establishment licensure requirement.
The Board of Massage Therapy conducts periodic unannounced inspections at all locations that offer massage to ensure the therapists and establish-ment are properly licensed. These inspections are not designed to be pu-nitive. Instead, they are designed to ensure that only properly licensed, trained and insured persons offer massage.
A non-licensed person may not perform massage “under the DC’s license”. Massage therapy students are not authorized to perform “clinical” or “on the
job training” except under the direct supervision of the school which they are enrolled in. No school will authorize a student to work at a Chiro-practic office to perform massage therapy prior to graduation. To work in a DC office they must first obtain the required State MT License.
Massage Therapy students must pass a “national examination” prior to obtaining a license issued by the State of Alabama.

**Print Your 2014-15 Renewal Card** After you have completed your online renewal and waited 7 days
you can log back in to print your renewal card. The Board no long-
er keeps a copy of your card. When the insurance companies are
attempting to re-credential you in 2015 this is the card you will
need to provide them. The card is a PDF so it can also be saved to
a computer in your office for reprinting or emailing.
Massage Therapy License Must Be Displayed
Per Massage Therapy Board Rule 532-X-3-.03 Application And License Each licensed massage therapist and massage therapy instructor shall publicly display his
or her license. If you have a massage therapist in your office please ensure the license is displayed. Also, the Board recommends you check periodically the expiration date on the license to ensure that the therapist has a current license.
Citizenship Documentation Request
Per Section Sixteen of the Immigration Act – Citizenship and Legal Presence of Professional Licensees each person who receives a professional license from a
board/commission must demonstrate that they are either a United States Citizen or legally present in the United States. The Board recently requested each licen-see / permit holder submit verification to the Board to comply with this Act. If you have not yet submitted your documentation to the Board office please do so
as soon as possible. If this documentation is not received prior to the 2015-16 Online
Renewal Applications opening you will not be able to login to renew until acceptable documentation is received.
As of December 30 we still haven't received the required documentation from 254 licensees and 28 Non Licensed Clinic Owners.
