IEC 61850

IEC 61850 is the international standard for substation automation systems. It defines the communicationbetween devices in the substation and the related system requirements. Functionality and Practical Implementation

Many utilities have already installed systems of interconnected IEDs, which provide some degree ofcentralized substation and system monitoring and control. In practice, the majority of information availablein installed IEDs is abandoned and left uncollected because traditional integration techniques were designed

to exclusively support SCADA. Rather than being conceived as another protocol, IEC 61850 was created tobe an internationally standardized method of communications and integration with goals of supportingsystems built from multivendor IEDs networked together to perform protection, monitoring, automation,metering, and control.

Within the standardization work, two separatesubstation LANs are being considered: the stationLAN and the process LAN or bus. The station LANconnects all of the IEDs to one another and to arouter or other device for communicating outsidethe substation onto a wide area network (WAN).

The process LAN conveys unprocessed power

system information (voltage and current samplesand apparatus status) from switchyard sourcedevices to the relays or IEDs that process the datainto measurements and decisions. For theprocess LAN, future developments may includemicroprocessor-based data acquisition units(DAUs), which will act as Current Transformers

(CTs), Potential Transformers (PTs), and status indicators. These forward data via a communicationsconnection to the IED rather than the traditional hard wired method. When these data are communicatedover fiber connections, isolation is provided between the DAU and the IED.

Each individual DAU, such as a CT, is capable ofproviding data to several IEDs, such as protective

relays. DAUs also include intelligent processorsimbedded directly in the switch or circuit breaker andmerging units (MUs) that merge data from severaldevices such as CTs or PTs and communicate thevalues on the process LAN. It is also possible to mergethe station and process LANs into one physicalcommunications network.

The IT products in the substation facilitate easyconnection to other corporate systems through WANor Internet connections. These connection possibilitieshighlight the importance of securing data accessconnections into the substation LAN.

AK-AY Distribution Automation Solutions performs prompt recovery of the distribution line automaticallywith a function which seperates the shutdown section and recovers the normal distribution line in the eventof a breakdown of the distribution line. Distribution Automation Systems controls the Pad mounted oroverhead switchgear and monitors its status at distance by communicating with FRTU installed in theswitchgear based on computer and communication technology. It is composed of the central system,Distribution Automation Unit, comunication device, FRTU and Pad mounted overhead.

Distribution automation systems easily demonstrate the value in automating control of the power system.For example below figure shows a two line radial distribution network with three manually operated switchesfor line segregation and load transfer. Given a permanent fault on Line 1, the relaying for Switch 1 (SW1)trips and all load on Lines 1 and 2 is interrupted. To restore load to Line 2, operators must manually open

SW2 and then close SW5. In this example, we assume it takes an operator one-half hour to reach andoperate each manual switch sequentially. Thus, Line 2 load is restored one hour after the permanent fault iscleared by SW1.

2nd figure shows the same distribution network as above, with automatically controlled switches and theassociated overcurrent protection and control scheme. The communications link dramatically advances theautomation and control possibilities. For the purpose of this example, we assume that each protective relayshown communicates with the adjacent relays that have control functions. This capability allows fastautomatic restoration and avoids dispatching an operator to restore load. Most importantly, it savesapproximately one hour in restoring service to the Line 2 load.

Building Automation

AK-AY’s SCADA (Supervisory Control And Data Acquisition System) systems include hardware and softwa-re components used to gather and analyze real-time data for automation and process control with IEC 61850.Our SCADA systems are used to monitor and control hydroelectric power plants and equipment inindustries such as telecommunications, water and wastewater control, energy, oil and gas refining, andtransportation. Our customers use our systems for hydro automation, substation automation, industrialautomation, and process control.

SCADA stands for Supervisory Control And Data Acquisition. It generally refers to an industrial controlsystem: a computer system monitoring and controlling a process. The process can be industrial,infrastructure or facility based as described below:

• Industrial processes include those of manufacturing, production, power generation, fabrication, andrefining, and may run in continuous, batch, repetitive, or discrete modes.

• Infrastructure processes may be public or private, and include water treatment and distribution,

wastewater collection and treatment, oil and gas pipelines, electrical power transmission anddistribution, and large communication systems.

• Facility processes occur both in public facilities and private ones, including buildings, airports, ships,and space stations. They monitor and control HVAC, access, and energy consumption.

A SCADA System usually consists of the following subsystems:

• A Human-Machine Interface or HMI is the apparatus whichpresents process data to a human operator, and throughthis, the human operator, monitors and controls theprocess.

• A supervisory (computer) system, gathering (acquiring)

data on the process and sending commands (control) tothe process.• Remote Terminal Units (RTUs) connecting to sensors in

the process, converting sensor signals to digital data andsending digital data to the supervisory system.

• Programmable Logic Controller (PLCs) used as fielddevices because they are more economical, versatile,flexible, and configurable than special-purpose RTUs.

• Communication infrastructure connecting the supervisorysystem to the Remote Terminal Units start-up costs andaffording relatively

There is, in several industries, considerable confusion over the differences between SCADA systems andDistributed control systems (DCS). Generally speaking, a SCADA system usually refers to a system thatcoordinates, but does not control processes in real time. The discussion on real-time control is muddiedsomewhat by newer telecommunications technology, enabling reliable, low latency, high speedcommunications over wide areas. Most differences between SCADA and DCS are culturally determined andcan usually be ignored. As communication infrastructures with higher capacity become available, thedifference between SCADA and DCS will fade. 

Remote data monitoring is required in many industries and applications such as oil & gas, power, wastewater treatment, and environmental monitoring. In these applications, a fairly large number of RTUs inremote and/or hazardous locations collect data from devices and send log data and alarms to a SCADA ter-minal in a central control room (CCR). Telemetry devices installed between the RTUs and the SCADA systemsend and receive the data. Some big concerns about using telemetry are cost (initial expenditure andcommunications fees) and communications stability. The power radio emitter attached with it gets activated by presence ofsmoke and then it sends radio waves to the panel. The panel automatically displays the same zone in whichit has been programmed. If required, the programmed zones can be changed to another zone. There is also ainbuilt hooter in the detectors as well as radio emitter that functions with call button ( manual call point ).

Telemetry Systems

Telemetry typically refers to wireless communications (i.e. using a radio system to implement the datalink), but can also refer to data transferred over other media, such as a telephone or computer network orvia an optical link or when making a robot it can be over a wire. Applications for Telemetry Systems: Agriculture

Most activities related to healthy crops and good yields depend on the timely availability of weather andsoil data. Therefore wireless weather stations play a major role in disease prevention and precisionirrigation. These stations transmit back to a base station the major parameters needed for good decisions:air temperature and relative humidity, precipitation and leaf wetness data (needed for disease predictionmodels), solar radiation and wind speed (needed to calculate evapotranspiration), and sometimes also soilmoisture, crucial for proper irrigation decisions in order to understand the progress of water into the soiland towards the roots.

log can be useful in diagnosis of the patient's condition by doctors. An alerting function can alertnurses if the patient is suffering from an acute or dangerous condition.

Load Management

The energy efficiency and load management transportation programs offered by AK-AY help our customerssave energy and money by using electricity more efficiently and shifting use to off-peak periods. At the same time, like AK-AY’s overall energy efficiency and loadmanagement strategies, our electric-drive work supports energy andeconomic well-being by reducing electricity demand during high-useperiods. In addition, we work closely with the electric-drive industry oninfrastructure issues such as the technology to manage electric-drive

energy usage, and codes and standards to ensure the safety andefficiency of charging systems and equipment.

The Load Management function may involve sophisticated load analysisin which models are built to describe the physical properties of thedistribution network (i.e. topology, capacity, and other characteristics ofthe lines), as well as the load behavior. The analysis may includescenarios that account for weather forecasts, the predicted impact ofproposed load-shed commands, estimated time-to-repair for off-lineequipment, and other factors.

Monitoring of the load and the effect a Load control program or Demandresponse price event might have, is typically done in real-time by human

operators, using a SCADA system. If the actual outcome differs from thepredicted outcome, the human can intervene to make corrections, applying more or less load shed asnecessary.
