TERMS AI.{D CONDITIONS FOR SUPPLY OF DRTP AND SPRINKLERIRRTGATION LTNDER PMKSY.PDMC, 2A1q,.2A2O

1. Tender should be submitted in Two Envelopes System clearly mentioningName of Items, Bidders Name and Address on both envelopes. Envelopes mustbe marked as "Technical Bid" or 6rFinancial Bid, as the case may be. Then,

. both envelopes are to be put in sealed envelop,supercribed as below:

"Quotation for supply of Drip and Sprinkler Irrigation under PMKSy-PDMC 2019-2020'

2. The sealed quotation should be addressed to:Director of HorticultureMizoram, Aizawl..

3. The firms/ tenderers should be authorized distributor/ deal erl agent of themanufacturing company of Drip/Sprinkler Irrigation systems and spare partstendered for and this should be supported by photocopy of valid certificatesduly attested.

4. Technical specifications: The different units/parts/components under drip andsprinkle irrigation should conform to BIS standards and supporting documentsshould be enclosed.

5. The materials supplied should conform to BIS standard and supportingdocuments should be enclosed.

6. Tender must be accompanied by manufacturing company brochure andsamples of Drip/ Sprinkler Irrigation systems which should be submitted at thetime of opening the tender.

7' The frm/ company should have valid GST Provisional ID which must besupported by relevant document (s).

8. Firm should have experience in the field of micro-irrigati"on particularly underthe same topographical conditions of Mizoram. Experiences must be proved byrelevant documents.

9. The fund available for Drip/ Spiii*ter irrigation under the scheme Micro-Inigation under PMKSY-PQMC is Rs 1470.05lakhs only.

i0.The "Financial Bid" should be accompanied by Earnest Money of 2.50% ofquoted amount in the form of bank draftlbanker cheque duly pledged in faof Director of Horticulture, Government of Mizoram, Aizawl. Releasesame may be done as per rule by the Department after finalizing of

ll.Rates of Drip/ Sprinkler Irrigation systems and spare partslitems as indicatedin the Bills of Quantity (BOQ) inclusive of all taxes, other charges, etc. F.O.R.destination should be quoted clearly and initialled by the quotationer (s) withdate. Any overwriting should be clearly initialled by the quotationer (s) withdate by the tenderer.

12. Successful tenderer, if awarded supply order must inform the Ilepartment ofhis/ her details, i.e., Name of Suppliers, Bank Account Number, Illame of Bank,Name of Bank Branch IFSC Code and Contact Number and any otherinformation deemed necessary by the Department.

13. Successful tenderer, if awarded Supply Order should submit performanceSecurity of amount permissible as per rule (Exact amount shall be specified inthe supply order).

14.The performance Security will be liable to be forfeited if the"successful tenderswithdraws or amend impairs or derogates from the tender in any respect. ThePerformance Security may be released only after expiry of given periodprovided the materials are delivered with full satisfaction.

l5.The Department reserves the right to acceptl reject any tenders withoutassigning any reason thereof and is not bound to accept the lowest rate.

16. The Department does not bestow upon the successful quotationer the right forsupply of the total requirement of Drip/ sprinkler Irrigation System.

17.No advance payment will be made on the supply of Drip/ Sprinkler IrrigationSystern.

18.Non Compliance of any of the Tender Terms and Conditions will surnmarilyresult in rejection of the tender.

19. In the event that any dispute or differences arises between two or more biddingfirms, the Department will have no involvement whatsoever. However, in caseof dispute or differences by a firm (s) against the Department, the matter maybeallotted through mutual and amicable discussions. Only if such differencescannot be resolved through dialogue, the matter may then be resolved throughthe court of law of the State of Mizoram jurisdiction only.
