1. Brief Background:
1.1 M/s Celebi Airport Services India Private Limited (Celebi) is one of the Ground
Handling agency appointed by Delhi International Airport Ltd. (DIAL) for carrying
out Ground Handling Service at IGI Airport, New Delhi. The Authority, vide its
MYTO Order No. 27/2017-18 dated 06.12.2017, decided to adopt 'Light Touch
Approach' in respect of the Celebi for providing ground handling service at IGI
Airport, Delhi for determination of tariff(s) for the second control period
(01.04.2016 to 31.03.2021). In the said order, the Authority also determined the
tariff(s) for 1st, 2 nd, and 3 rd tariff Year (FY 2016-17, 2017-18 and 2018-19) also.
Further the Authority vide its Order No. 48/2018-19 dated 25.03.2019, allowed
M/s Celebi to continue the levy of tariffs existing as on 31.03.2019 up to
30.09.2019 as an interim arrangement or till the determination of tariffs
whichever is earlier.
1.2 The Concession Agreement for rendering ground handling service at IGI Airport
between DIALand M/s Celebi is valid upto 31.12.2019.
2. ATP/ ACS submissions made for second control period:
2.1 M/s Celebi vide letter dated 03.06.2019 (Annexure-I), submitted its Annual
Tariff Proposal for 4th and 5th tariff years of the second control period alongwith
the requisite documents i.e Form B, Tarff card and Minutes of Meeting for
conducting stakeholder consultation. In the proposal M/s Celebi requested 7%
increase in the rates.
2.2 M/s Celebi further vide Email dated 25.06.2019, 31.07.2019 and 05.09.2019
(Annexure-II collectively) has submitted the following:
2.2.1 Concession AgreelllellL wiLh DIAL is valid upto 31.12.2019. Celebi submitted
copies of audited Annual Compliance Statement (ACS), Balance sheet, P & L
Accounts for FY 2017-18 and also Revised ATP for 4 th tariff year only. They have
stated that their ATP may hp considered upto 31.03.2020 or end of concession
period whichever is earlier.

2.2.2 Copy of the User Agreement for Domestic Freighter. Copies of revised audited
ACS for FY 2017-18, audited ACS, Balance sheet and P & L account for FY 2018
19·
2.2.3 In the revised tariff proposal, M/s Celebi has not proposed any increase in the
existing rates however they have added a new charge i.e, Ramp handling of
Domestic Freighter Flights (Code C) which they were not handling earlier. They
have furnished a copy of user agreement with Spicejet Limited for handling
Domestic Freighter.
3. Authority's Examination of the Proposal:
3.1 The Authority vide order NO.27/2017-18 dated 06.12.2017 has already decided to
adopt 'Light Touch Approach' for determination of tariffs for the second control
period w.e.f 01.°4.2016 to 31.03.2021 as the ground handling service provided by
M/s Celebi at IGI Airport, New Delhi, is 'Material but Competitive'. In the
same Order, the Authority also decided to continue the levy of tariffs existing as on
31.03.2016 for the first, second and third tariff year of the second control period.
3.2 M/s Celebi in its Annual Tariff Proposal for 4th tariff year of the second control
period has not proposed any increase in existing tariff in respect of
International/Domestic Passengers Flights and International Freighters. The
existing tariff was determined by the Authority vide Order No. 23/2012-13 dated
29.10.2012 for FY 2012-13 of the First Control Period and the same tariff is
continued since then.
3.3 It is further observed in the ATP for 4th tariff year of the second control period that
M/s Celebi has added a rate for a new service i.e. Domestic Freighter Flight
handling (for Code C category aircrafts) which is Rs 30,000/- per flight for ramp
handling. It is also observed that the rates proposed for this new service are quite
below the rates as approved by AERA for the similar service (for FY 2018-19)
provided by the other two Ground Handling Agencies viz. M/s Bird Worldwide
Flight Services (India) Pvt. Ltd. and M/s Air India SATS operating at IGI Airport,
DeIhL Their rates are Rs 57400/- (same rate of both agencies) for this service of
Domestic Freighter Flight handling.

3.4 It is also observed from the financials submitted by Celebi that their total revenue
is Rs 134.14 crores and Rs 151.88 crores during FY 2017-18 and 2018-19
respectively showing an increase of 13%. The operating profit is Rs 19-46 crores
(reviewed and reworked) during FY 2017-18 and Rs 28.30 crores during 2018-19
showing growth of 45%. (Annexure-III)
3.5 The volume handled in FY 2017-18 was 14807 flights while in FY 2018-19 it was
17518 flights which shows 18% growth in volume.
3.6 Capex investment is Rs 9.94 crores in FY 2017-18 and Rs 7.84 crores in FY 2018
19·
4. The Authority observed that the existing tariff(s) were approved for FY 2012-13
which are continued till date and Celebi has not proposed any increase in the tariff
in its ATP for the 4th tariff year (FY 2019-20) of the second control period. However
Celebi has added a rate for new service i.e, Domestic Freighter Flight handling (for
Code C category aircraft). This new rate proposed is below the rates as approved by
AERA for the similar service (for FY 2018-19) provided by the other two Ground
Handling Agencies operating at IGI Airport, Delhi. The Authority noted that there
is growth in the revenue and profit and the present concession agreement is valid
upto 31.12.2019. Hence the Authority is of the opinion that the existing rates as on
31.03.2019 and the proposed rate for new service (domestic freighter) may be
considered upto 31.12.2019 as per the validity of the Concession Agreement with
the Airport Operator.
5. Proposal
The Authority, after careful consideration of the Annual Tariff Proposal for fourth
tariff year (FY 201920), makes the following proposal for stakeholder
consultation:
a. The tariff for the Fourth tariff year (FY 2019-20) of the second control
period for ground handling services rendered by M/s Celebi Airport
Services India Private Limited at IGI Airport, New Delhi, may be
continued/maintained at the same level as approved by the Authority vide
order No. 27/2017-18 dated 06.12.2017 as per Annexure-IV. The rate for

providing new service (Domestic Freighter handling) may also be allowed
as proposed by Mis Celebi as mentioned in Annexure-IV. The rates will be
valid upto 31.12.2019.
b. The tariff for Non-Schedule operations provided by Mis Celebi should not
exceed the ceiling rates approved by AERAfor its scheduled operations for
its similar class of aircraft.
6. In accordance with the provisions of Section 13(4) of the AERAAct, the proposal
contained in para 5 above, is hereby put forth for stakeholder consultation. To
assist the stakeholders in making their submissions in a meaningful and
constructive manner, necessary documents are enclosed as annexures to the
consultation paper. For removal of doubts, it is clarified that the contents of this
Consultation Paper may not be construed as any Order or Direction of this
Authority. The Authority shall pass an Order, in the matter, only after
considering the submissions of the stakeholders in response hereto and by
making such decision fully documented and explained in terms of the provisions
of the Act.
7. The Authority welcomes written evidence-based feedback, comments and
suggestions from stakeholders on the proposal made in para 5 above, latest by

Enclosed please find herewith the Annual Tariff Proposal for the financial year 2019-20 & 2020
21, being the fourth tariff year of the second control period.
It's going to be 8 years since the last price hike approved for Delhi airport. In these 8 years, the
cost of operations has increased substantially particularly in staff cost (minimum wages have
increased by 117% from INR 7,020 in Mar-12 to INR 15,233), fuel cost by 61% from INR
41.29/litre to INR 66.51/litre and Wholesale Price Index (WPI) by 14.6% from Apr-12 - 104.7 to
Dec-18 - 120.0. Considering this, we are proposing the increase of about 7% in Ground
Handling services with effect from 1st April, 2019 as presented in Annexure - I
We would also like to inform you that we._~av_ec()nductedthe stakeholders' consultation for
our services at IGIA Airport on 18 Sep, 2018 wherein the stakeholders were briefed on
Company's op~~1:i-;;~s a;d~f~ture initiativ~s. Allthe concerns of stakeholders were addressed
and the same is mentioned in the enclosed meeting minutes. The proposed increase in tariffs
was also informed to them and have not received any objections on the same. The copy of
invitation letter, presentation, meeting minutes and photographs are enclosed herewith.
Declaration in Form "B" is also enclosed herewith.

Mr. Laxrnan Prasad, Chief Financial Officer of Celebi Airport Services India Private Limited welcomed all Stakeholders
for marking their presence in the meeting. He apprised the attendees about the scope & objective of the Stakeholders
Meeting, He also gave detailed background of the stakeholders meeting and informed that as per AERA regulatory
requirement the stakeholder meeting is being conducted. He highlighted AERA regulations and share detail of services
being providec by CELEBI & invite suggestion from the stakeholders,
Further, he gave brief introduction of CELEBI & its shareholders & also informed that CELEBI is first privately founded
independent Ground Handling Company in the world - established in Turkey in 19S8, CELEBI is the global provider of
Airport Services and present in five Countries & currently functioning in thirty-six stations. CELEBI is also Cargo Hub
Developer in the Istanbul Grand Airport, Budapest and Delhi International Airport, CELEBI is market leader in Turkey.
Hungary and India. He shared existing structure of CELEBI Group existing at 'global level.
He apprised the members that considering the current growth of passenger & cargo movement through Delhi
International Airport and also the ensuing encouraging scenario in the civil aviation industry in India, CELEB I for its
growth, has future plans to take up some significant new projects Imrnediatelv in the Country.

• The contract award was announced by the airport's operator, Delhi International Airport Private ltd (DIAL),
on 18 November 2009.

Mr. Cem Sensoz highlighted that CELEBI hires all its manpower on its own payroll for providing ground handling
services in India. CELEBI has not deployed any subcontractor or contractual manpower to provide its servIces. He
mentioned CELEBI strongly believes that one of the formulas for success is competent & satisfied employees. He
shared some practices followed in CELEBI for effective employee engagement. He shared that in CELEBI to keep the
motivation levels high we regularly conduct social gatherings, meetings with the Senior Management to engage with
employees. How in CELEBl award & reward process is being followed for recognition of talent and how the talent is
being recognised by awarding bonus. He informed that in CELEBI, we conduct Annual Employee Satisfaction Surveys
to analyse employee satisfaction, and to take necessary actions as per employees' needs. Mr, Cem Sensoz also shared
details of CELEBI Quality Management System which is maintained through regular internal audits as per defined
frequency based on ISAGO, ISO9001, ISO 14001, BS OHSAS 18001 standards requirements and followed by root cause
analysis, planning and implementation of corrective: actions etc .. CELEBlisalso conducting daily flight audit as per the
Ramp Safety Checklist. CELEBI also adhere to all legal and applicable requirements through regular tracking and

"Implementation of controls. Celeb; also keeps on monitoring safety procedures. CEO/COO of CELEBI conduct weekly
review of overall organizational operational performance with all HODs.
Mr. Tauseef Khan, Chief Operating Officer CELEBI updated that how CELEB I measures quality of its services via
Customer Scorecards.Scorecards have been designed to measure the quality of service provided acrossall subsidiaries
in a uniform method. The goal of this procedure IS to identify potential problem areas as well as strong points and to
collect customer feedback pertaining to their commercial and operations expectations. Scorecards are distributed
twice a year, according to winter and summer seasori in order to measure the performance for the preceding six
months.
Mr. Andy Dias, Head Of Operations of CELEBI shared the strengths of CELEBI by apprising the stakeholders about the
quality management, GSE management and IT systems & technology being used by CELEBI and providing its services
to stakeholders. Mr. Andy took stakeholders through quality management In CELEBI and apprised that CELEBI is the
first Ground Handling Company to achieve ISAGO, ISO 9001:2008, ISO 14001:2004 and BS OHSAS 18001:2007
certification, RA3 in Delhi.' He also apprised that regular audits from HQ are being conducted to maintain global
standards of its services. Also how CELEBI is managing strong monitoring fulfilling requirements of AHM 804 I
Concession Agreement and achieving.
Further, on the equipment side he mentioned that CELEBI keeps on studying how can they can modify the equipment
to make them environment friendly. He informed that all equipment are conventional aviation purposed equipment.
CELEBI's GSE manufacturers include Schopf, Mulag, and Charlatte etc. He updated the GSE management process in
CELEBI and implementation of SAP system in order to control, follow, plan, perform and organize GSE's needs and
maintenance & repair activities. And CELEBI has constant focus on improving the. state of the art technology vision in
order to meet the needs of customer efficiently. CELEBI is evaluating inducted electrical equipment to make Airport
more environment friendly. Mr. Andy Dias & Mr. Cem Sensoz also presented information on the IT systems and
technology being used by CELEBI for increasing the productivity and maximum utilisation of equipment's. And how
with introduction of various new tools, the overtime is being managed & reduced. They shared the details of pilot
project implemented at Mumbai and how well it is working. They also informed that similar project is in process of
being initiated shortly at Delhi Station.
In the last Mr. Cem Sensoz & Mr. Laxman Prasad proposed Annual Tariff Plan Proposal for the FY 2019-20. They
mentions as we are operating in a competitive environment/ hence tariff approved by AERA is maximum tariff not the
actual tariff we charge to customer. Currently AERA approved prices for FY2018-19 is same for last five years without
any escalation. Considering the above facts we may propose to Increase in AERA tariff for FV2019·20 onwards.

After the detailed presentation, stakeholders were invited for their queries and question and answer session began:
Mr. Praveen Yadav-: AirAstana, Mr. A.S. Sabharwal- Korean Air / Mr. Parikshit Duggal-Dnirop AIrlines & Mr. Satlsh
Kumar-Air Asia, enquired and asked queries w.r.t. proposed new ITsystem & Technology tools CELEB Iis proposing
to introduce. Query was raised/ how CELEBI is going to manage last minute flight delays & if two flights coming
together because of delay how CELEB I respond to the rush and does your IT system helps in reducing OT's,
CELEBI responded to the above questions that their ROCC team will be ready to support & co-ordinate and all are
informed through walky talky atleast in advance, With the neW IT tools CELEBI willadvance information about the
requirement of manpower and available manpower. All this is system generated/ which show in advance that
manpower is short therefore we plan in advance additional manpower for smooth functioning Df operations. Mr.
cern Sensoz also stated that in Mumbai the new IT systems are helping In reducing the overtime as through system
we are monitoring manpower availability on real time basis. Mrs. Harpreet Malik also shared her thoughts on IT
systems she mentions system should dearly identify idleness of person & equipment should be fully utilised,
Mr. BinayJha - Qatar Airlines mentioned presentation shown by CELEBI is fantastic and what has been shared has
enlightened the audience. He also mentioned that he 'willbe in Mumbai in corning weeks/ and requested to witness
the working & implementation of new tool introduce by CELEBI. CELEBI welcomed him for the same,
Mr. Binay also suggested that Audit results should be shared with Airlines & stakeholders so that they can also
learn the shortcoming and take measures for Improvement, Mr, Cem Sensoz stated that, CELEBI is okay with
sharing the audit results if airlines have no issues with this if all are ok, To this, Mr. Satish - Cathay Pacific cargo
suggested to only share Audit results but don't share SLA based findings to all airlines on a common mail and that
should be sent separately, All other Stakeholders and CELEBI agreed to the proposal.
Mr. Sumer - British Airways asked how big is the challenge for CELEBI to hiring middle level management will it
be an issue for CELEBI considering Its growth plans. CELEBI management responded to the same that Celeb] has
enough resources to deal with this and have an effective HRteam to attract talent at middle level. CELEBI also co
share its talent within various stations. Mr Cem also mentioned that recently CELEBI mobilised 2-3 stations and
never faced any issue related to talent attraction. All new mobilisation successfully took place without any issue
of shortage of talent. Me. Amit - Air Asia mentioned that CELEBI do have some realiy good capable employees
in its middie level. Me. Cern responded and requested all stakeholders to share their feedbacks of all such
employees, so that they can be rewarded and helps in boosting the moral of employees.

Mr. Daisuke Mizuno - Japan Airlines mentioned that during last few months, the CElEBI GSE at Delhi needs to be
looked at. He highlighted that CELEBI do have the required resources like a proper workshop and must look at
improving same. Mr. Cern Sensoz responded and stated that, recently a global team carried out an audit of GSE
workshop and equipment's in Delhi and shared its findings. CELEBI is working on identified gapsand CELEBI is in
process of refurbishing GSE management system. CElEBI is also in process of investing $ 2 Million for GSE
implementation.

[n conlinuation of the already submitted MYTP for our Hyderabad station, please find below our reply on the queries and explanations required:
1, In Form 12 c - Projected Aircraft Movement, we had submitted the estimated number of flights which our Company projects to handle at Hyderebad station but post our telephonic discussion we came to know that the said form requires to mention the estimated aircraft traffic movement for the relevant station, Therefore, please find enclosed the revised Form 12 c and request to replace the same with the earlier submitted Form 12 c in MYTP,
2 We hereby request AERA to k[ndly maintain the confidentiality of few of the submitted documents like Concession Agreement and User Agreement not to bring the same in public domain,
3. The tariffs proposed in MYTP are based on the competitive pricing, cost of providing the services (staff cost, fuei, repairs & maintenance, utility expenses etc.) investment made on the equipment & infrastructure to provide these services.
