ICL’s Mobile Equipment fleet provides for fast aircraft turnarounds and significantly more effective firefighting. ICL can provide forward base support for all types of aerial operations including helicopter (both fixed tank and bucket), large airtanker, VLAT and SEAT operations. Our mobile LC Trailers provide portable retardant storage to support temporary or remote aerial operations across the nation.

For accurate, 24 hour retardant operations, ICL can deploy specially designed ground application units. ICL Ground Applied Retardant Units (GARU) can be operated when airtankers are unavailable due to weather, availability or for night operations. Retardant application is accurate and effective for fire line construction, burnout support, community protection and fire prevention.

Phos-Chek Long-Term Fire Retardant Environmental Information

These principles are of particular importance when dealing with wildland fire retardants which, during their normal use, come into contact with people, wildlife and the environment. ICL encourages the practice of good industrial hygiene when handling Phos-Chek fire retardant concentrates, and good common sense practices in their use as fire prevention and control tools.

What is in Phos-Chek Wildland Fire Retardants?ICL’s Phos-Chek brand fire retardant concentrates, which are supplied for use on wildland fuels (vegetation), are offered as dry powders and liquid concentrates. These concentrates contain ammonium phosphates or ammonium polyphos-phates which function as the active fire retarding component. In addition, Phos-Chek retardant concentrates contain small quantities (5-15%) of performance additives including one or more of the following: a gum thickener, a flow conditioner, a coloring agent, and/or corrosion inhibitor(s). The concentrate is mixed with water to form a 10-15% solution prior to use in fire prevention, prescribed burning or suppression.

How do Phos-Chek Fire Retardants work?Retardant solution is typically applied to vegetation in the form of a chemical fire break before the arrival of an approaching fire. This solution coats the fuel and, as the fire gets closer, and its contained water evaporates, the fire retardant component reacts with the cellulose in the woody material, grass, needles and other matter which normally provide fuel for the fire, changing the way it decomposes

and rendering it nonflammable. The water in the retardant solution acts only as a carrier for the fire retardant.

As wildland fuel heats up, cellulosic material decomposes. Untreated, cellulose depolymerizes into flammable com-pounds. In the presence of Phos-Chek fire retardant, cellulose dehydrates into water and carbon. The water evolved as part of the reaction helps to cool the fire while the carbon, in the form of a black char, insulates the fuel restricting airflow. When this occurs, the intensity of the fuel-starved, water cooled fire decreases and control is more easily achieved.

Any fire retardant not consumed in the fire will continue to be effective in preventing and controlling ignition and flame spread until removed from the fuel by heavy rain (¼ to ½ inch).

Are Phos-Chek Fire Retardants hazardous?No. Phos-Chek retardant concentrate and solutions are no more than moderately irritating to the eyes and minimally irritating to the skin. Proper protective equipment (PPE) should be worn. Please consult the MSDS for detailed information.

What Health, Safety and Environmental testing has been done on Phos-Chek Fire Retardants?ICL manufactures and sells products that are considered safe when used properly. Prior to offering any product for sale, ICL conducts a safety and environmental assessment. At this time, test data is generated to answer any questions raised during the assessment. The MSDS is the primary means of communi-cating the results of that assessment, including a presenta-tion of all known health, safety and environmental data.

In addition, the composition of all qualified Phos-Chek products is submitted to the USDA Forest Service prior to commercial use. The Forest Service reviews the composition and conducts extensive performance, health, safety and environmental testing using Agency protocols. Products must meet all of the requirements detailed in the Forest Service specification in order to be used commercially.

Are Safety Data Sheets (SDS) available for the Phos-Chek products?Yes. Safety Data Sheets are available on our website (www.phos-chek.com) or by calling us at 909-983-0772.

Can Phos-Chek be applied as a fertilizer? The components in Phos-Chek are safe for land application when applied in the recommended manner as a fire retardant. Even though the products provide a source of nitrogen and phosphorus, their uncontrolled application for other than their intended purpose is not recommended.

Is Phos-Chek residue dangerous to animals?There are no known adverse effects on domestic or farm animals which eat small amounts of foliage covered with Phos-Chek Fire Retardant. Reactions can vary, however, so a veterinarian should be contacted if an animal eats a significant amount of fire retardant coated vegetation.

Various Phos-Chek products have been tested by ICL and the US government for possible acute toxicity effects on small terrestrial wildlife (birds, rodents, etc.). These studies indicate that Phos-Chek Fire Retardants exhibit a comparatively low order of acute toxicity.

Phos-Chek Fire Retardants have been tested for toxicity to fish and water dwelling invertebrates. The results, presented in the SDS, indicate a relatively low order of acute toxicity to these organisms. This indicates that runoff from the application of Phos-Chek is unlikely to pose a serious threat to aquatic life.

How are Phos-Chek Fire Retardants removed?Wildland retardants are generally water soluble and be removed with little effort prior to drying. Once dry, the gum thickener can form a film that tends to hold the dried retardant rather tightly to whatever surface it is in contact with. This is desirable when it lands on wildland fuel, but not so desirable when trying to remove it from other areas. Retardant residues should be removed as soon as possible. Some scrubbing or power washing may be required. A mild surfactant may assist removal.

The BasicsLong-Term Retardants are “chemical retardants” that do

not require water to be effective. They chemically alter the fuel to render it non-combustable. Retardants are the

most effective tool for building fire line and creating fire breaks in advance of approaching fire.

Class A foam and Gels are “fire suppressants” that function by making water more effective.

Suppressants (or water enhancers, as gels are called) rely on the presence of water to be effective. Once the water is gone, there is NO effectiveness. Suppressants are effective for direct suppression and structure protection.

Myths versus Realitiesn Terms like “retardant foam” “and retar-dant gel” are MISLEADING. Long-Term retardant alters fuel decomposition making it non-flammable. Retardants do not need

water to be effective and are effective until physically removed. Water, Foam and Gel are

SUPPRESSANTS, not retardants. They enhance water, making the water more effective. Once the

water is gone, there is NO EFFECTIVENESS.

n Long-Term Retardants do NOT need to be re-wetted once applied (and shouldn’t be). Long-term retardant is

effective wet and dry. Re-wetting a retardant line is unnec-essary, wastes resources, and could physically wash away the retardant, reducing effectiveness.

n Gel effectiveness may last from a few minutes to a few hours. Don’t count on 8 hours or more of protection. Gel longevity depends on temperature, wind, RH, exposure to sunlight, coverage and ground and fuel conditions.

Each fire chemical is a unique tool, best suited for specific application. To be successful, firefighters must know what each tool does, where to use it, and crucially how it works. Unfortunately, misinformation in the field often leads to confusion and misapplication, and can result in firefighter risk. The following will “clear up” the most common myths regarding fire chemicals.

Coverage level 4 (CL4) provides less than 1⁄16 inch of gel. Expe-rience in California with aerially applied gel in indirect attack, under actual fire conditions indicates gel effectiveness of 20-30 minutes.

Gel should be targeted for direct suppression or structure protection.

n Gel cannot be effectively re-hydrated in the field. Technically, under controlled conditions, gel may be re-hydrated using a gentle water mist. Aerially applied gel, contains very little gel polymer per square foot. Aerial re-hydration would required an aircraft to hit the same spot as the original application and water to drop in a mist to prevent washing away the gel. It is not realistic and should not be attempted.

n Gel is NOT half the price of retardant. Gel cost vary signifi-cantly depending on water quality and coverage level. A gallon of gel can cost from 50% to 120% of the cost of a

gallon of retardant. In addition, retardant coverage levels are well understood. How much gel is enough?

n Not all products are approved for use in fixed tank helicop-ters. Only a few products meet the USFS requirements for use in fixed tank helicopters. Products that are not qualified for this use could do severe damage to the helicopter. Don’t believe … ask for proof.

n Not all Class A Foams perform the same. USFS Testing and QPL Listings ensure that a Class A foam is safe and non- corrosive. It says nothing about suppression effectiveness. USFS Qualified foams vary widely in foam generation, foam stability, and the concentration needed to generate foam. Also, different foams perform differently depending on delivery system, water temperature and salinity.

Description

Phos-Chek MVP-Fx is an ultra high visibility powder concentrate that mixes readily with water by recirculation, agitation or Phos-Chek eductor-mixing systems. MVP-Fx is a highly visible, fugitive color retardant that provides superior visibility in the air and on the ground when applied, but slowly fades during exposure to sunlight.

Phos-Chek MVP-Fx is a gum-thickened, medium viscosity retardant that provides highly effective and accurate aerial drops from all airtankers. The elastic nature of Phos-Chek MVP-Fx solution improves aerial delivery performance by reducing drift, dispersion, and evaporation, and facilitates increased fuel coverage, wrap around and penetration through canopy and ladder fuels to ground vegetation. Recovery can exceed 90%. It is ideal for use in multi-engine airtankers, Very Large Air Tankers (VLATs) and Single Engine Air Tankers (SEATS), and can be accurately dropped at higher drop heights.

Uses

Phos-Chek MVP-Fx long-term retardant is qualified by the USDA Forest Service under specification 5100-304c for use in fixed wing air tankers and helicopters with buckets. MVP-F is an all-phosphate, gum thickened, fugitive colored retardant. It is a highly effective long-term retardant with a higher yield than any other retardant on the market.

Phos-Chek long-term fire retardants are used for wildland fire control in forest, brush or grassland. Functionally, Phos-Chek retardants react with, and alter the decomposition of wildland fuels, so that when used at the qualified mix ratio they do not

support flaming or glowing combustion. This deprives the fire of fuel, reducing fire intensity and rate of spread. Long-term retardants are useful in prescribed burning.

When applied at low application rates, fire intensity can be dramatically decreased while slow burning continues.

Description

Phos-Chek LC95 fire retardants are concentrated liquids that mix readily with water by recirculation, agitation or with mechanical or electronic Phos-Chek liquid proportioning systems. Phos-Chek LC95 fire retardant solutions are the only liquid concentrate (LC) ammonium polyphosphate retardants that offer both the ease of mixing and handling of a liquid and the aerial drop advantages of a gum-thickened retardant. The elastic nature of the thickener in Phos-Chek retardants reduces drift, dispersion and evaporation and facilitates increased fuel coverage, wrap around and penetration through canopy and ladder fuels to ground vegetation. Recovery can exceed 90%.

Phos-Chek LC95 is available in red iron oxide (R), fugitive (F) color, and uncolored (W). The fugitive color maintains visibility during application, but slowly fades after exposure to sunlight. LC95A-R is available as low viscosity or medium viscosity. Medium viscosity is ideal for higher altitude drops or where higher coverage levels are desired.

Uses

Description

Phos-Chek WD881 Class A Foam concentrate is specially formulated to make water more effective for fire fighting. The unique combination of surfactants in WD881 significantly reduces water’s surface tension and, when mixed with air, creates a superior foam blanket that surrounds fuels with a thick layer of water. This creates a barrier between the fuel and the fire, knocking down the fire faster than water alone, and allow fire fighters to see the areas of application. Making the water more effective reduces the amount of water needed to extinguish the fire, reduces water damage and increases fire fighter safety through quicker knockdown and reduced mop-up/overhaul requirements.

WD881 is highly effective for fighting Class A fires when mixed with water at use rates of 0.1% to 1.0%. It has proven effectiveness in many applications including Compressed Air Foam Systems (CAFS), structural firefighting, forest fire suppression and prescribed burning, mine fires, industrial Class A fires, and for extinguishing hydrocarbon spill fires.

Phos-Chek WD881 is the most concentrated Class A foam product available today. Other products contain significantly more water in the concentrate. This extra water means higher use rates will be required to achieve expected results.

WD881 does not contain fluorinated surfactants such as PFOS/PFOA. Fluorinated surfactants are used in Class B foam concentrates and are necessary to form a film on flammable liquid fires. Class B foams should not be used on Class A fires. Never mix Class A and Class B foam concentrates.

Qualifications and Uses

WD881 is fully tested and qualified for use by the USDA Forest Service under Specification 5100-307a for all application methods including ground engines, Canadair water scooper aircraft, and fixed tank helicopters. WD881 is compatible with fresh water, sea water and long-term retardant. Foam characteristics are not affected by freeze-thaw.

WD881 is a UL listed wetting agent at only 0.1%, contains NO HAZARDOUS INGREDIENTS, is readily biodegradable, and has no flash point, making it safe to use near open flames. WD881 meets the requirements of NFPA 1150.

Description

Phos-Chek Insul-8 is a water enhancing gel specially designed for municipal, industrial and wildland fire departments for application from ground equipment. Because of its enhanced coverage and unparalleled adherence capability, Insul-8 offers superior protection for all types of structures. Far superior to other gels on the market, Insul-8 can coat most vertical surfaces, including glass, with up to three inches of gel with no slumping. This enables fire fighters to easily and quickly protect buildings, tanks and other structures from flame and/or heat impingement, without tying up valuable resources to continuously spray water.

Phos-Chek Insul-8 is a liquid concentrate that mixes easily with water by proportioner, eductor, or batch mixer. The mix ratio, or dilution, can be varied based on the desired gel thickness and the quality of the water. The product can be expertly mixed and applied using ICL’s new PC CODE system.

Insul-8 requires significantly less concentrate than other liquid concentrate gels to achieve the same properties, making it far more cost effective. Effective mix ratios are between 0.37% and 3% depending on application and water quality.

Insul-8 is fully tested and qualified by the USDA Forest Service. It is safe, non-toxic and environmentally friendly. Cleanup is easy with a garden hose or pressure washer.

Uses

• In industrial settings, Insul-8 provides protection for nearby equipment such as storage tanks and for infrastructure, such as wooden bridges, power poles, communication facilities, and other structures, during hot work and from heat or flame impingement from nearby fires.

• For municipal fire departments, Insul-8 can be used for direct suppression, including car fires, to provide fast knockdown and cooling and to prevent smoldering and reignition.

• Used with the Phos-Chek PC CODE system, Insul-8 can be used in conjunction with Phos-Chek WD881 Class A Foam and Phos-Chek LC95 long-term retardant, to provide a complete fire fighting solution.

• Insul-8 can be used for direct fire suppression or for very short term (less than four hours) indirect protection.

• Applied aerially, Insul-8 provides significantly better recovery than plain water. With its low dose rate, Insul-8 can be mixed with on-board injection systems on many water scooping aircraft.

• Ground Applied Retardant Unit will be able to mix, load and deliver retardant for fire operations on a 16 hour basis unless otherwise requested by the ordering Agency.

• The Government may choose to have ICL Retardant Contractor operate on a 24 hour basis.

• Each 4 person crew will work 12 hours per shift.

• All unmixed product may be returned to ICL for a 10% restock fee.
