Protection of the Missed Approach
ENR 1.5 — Protection of Missed Approach refers. Where actual meteorologicalconditions are at or above published circling minima for the aircraft category and typeof approach, ATC may protect the missed approach by requiring an arriving aircraftto circle visually within the aerodrome traffic circuit,bydayornight, provided circlingis permitted for the aircraft category and type of approach, with the followingexceptions:D circling instructions will not be issued to Category D aircraft; and
D for Category C aircraft the MET conditions must be equal to or better than a ceilingof 2000ft and visibility of 8km; and
D by night, circling instructions will only be issued to Category A, B and H aircraft.
This procedure will not be used by ATC when:
D MET conditions (e.g. turbulence, crosswind) are such that there is doubt anaircraft may be able to circle visually; or
D that the pilot may be unfamiliar with the aerodrome; or
D when a pilot advises both Approach Control and Tower, each on first contact, thatthey do not wish to carry out such a procedure.
Notwithstanding, aircraft unable or no longer able to carry out this proceduremust advise Approach Control or Tower immediately.

1. GENERAL
Aircraft operations at Wellington International Airport shall normally be prohibitedbetween 1200 and 1800 UTC (1100 and 1700 UTC during NZDT) with theexception that international arrivals may be permitted until 1300 UTC (1200 UTCduring NZDT).
The above restriction on hours of operation shall not apply:
(a) to aircraft landing in an emergency;(b) to aircraft using Wellington International Airport as a planned alternate, but
which shall not take off until 1800 UTC (1700 UTC during NZDT);(c) to emergency flights required to rescue persons from life threatening
situations or to transport patients, human vital organs or medical personnelin a medical emergency;
(d) to the operation of unscheduled flights required to meet the needs of anational or civil defence emergency declared under the Civil Defence Act1983;
(e) foreign military aircraft carrying heads of state and/or senior foreigndignitaries;
(f) in the case of disrupted flights where operations may be permitted for anadditional 30 minutes after 1200 UTC (1100 UTC during NZDT) for domesticoperations and international departures, and an additional 30 minutes after1300 UTC (1200 UTC during NZDT) for international landings;A disrupted flight is defined as a flight which is delayed on arrival ordeparture at Wellington through unforeseen circumstances that could notreasonably be catered for by prudent timetabling, such delay havingoriginated at Wellington or within the previous 4 sectors as a result of:
S weather (at origin, enroute or destination causing cancellations,diversions, delays, missed approaches or holding)
S Air Traffic Control (congestion, start delays, enroute holding or approachdelays)
S closure of a departure or destination aerodrome
S diversion for in-flight medical condition or flight safety reason to anotheraerodrome other than the flight planned aerodrome
S aircraft unserviceability (e.g. mechanical breakdown)
S the aircraft being required to wait for crew from a flight delayed as aresult of any of the above
Note:
S an aircraft which has been substituted for an aircraft delayed as a resultof any of the above also comes within the definition of a disrupted flight
S an aircraft may not depart Wellington after midnight and before 0600 HR(local) to act as a substitute aircraft for another that has becomeunserviceable at a location other than Wellington
(g) in statutory holiday periods when operations may be permitted for anadditional 1 hour beyond the disrupted schedule allowance;The definition of statutory holiday period was the subject of an EnvironmentCourt ruling. For details contact WIAL Airside Operations Co-ordinator Tel(04) 385 5164.
2. Non chapter 3 jet aircraft operations shall normally be prohibited except:
S in the event of unscheduled non-serviceability when substitute aircraftmeeting chapter 2 may be used for the period of the non-serviceability
S to aircraft using Wellington International Airport as a planned alternate butwhich shall not take off until 1800 UTC (1700 UTC during NZDT)
S in the event of emergencies
S to military aircraft, which have their own noise emissions quota
3. REQUESTS FOR ONE-OFF EXEMPTIONS
The authority to grant any exemptions rests with the Wellington City Councilpursuant to the Resource Management Act 1991.
As a general rule, exemptions will not be contemplated unless:
S adequate time has been given for full consultation and decision to be madewithin the terms and provisions of the Wellington District Plan
S circumstances are unusual, compelling and are unlikely to be repeated andthe environment effect of the aircraft movement is minor

4. FLIGHT OPERATION PROCEDURES
No aircraft shall be flown over the noise abatement area (refer Wellington NoiseAbatement Chart) at an altitude lower than that required by Civil Aviation RulesPart 91 (generally 1000ft AGL for flight over a populous area) or 1500ft,whichever is the higher.
This limit shall not apply:
S to aircraft on approach to land from the airport holding pattern
S to aircraft conducting operations within the built-up area as approved by theDirector
S to aircraft north of a line joining Point Gordon and Shelly Bay, approachingto land on RWY 16
S to aircraft operating in accordance with promulgated IFR procedures
S to helicopters conducting emergency flights
5. Aircraft joining the standard aerodrome traffic circuit pattern shall maintain adistance of not less than 0.5NM from the Miramar peninsula as depicted on theWellington Noise Abatement (1) Chart.
Aircraft taking off VFR are required to track up the centre of Evans Bay. Inconditions of turbulence, aircraft may track along the western side of Miramarpeninsula adjacent to the Evans Bay coastline, that is west of a line passingthrough the WIAL building and Mt Crawford Prison, extended to the shorelineslightly east of Point Halswell.
The minimum altitudes for turns from these tracks are:
S to the west at 1500ft AMSL, continuing to climb to achieve at least 1000ft AGL
S to the east at 1000ft AMSL, provided the climb is continued to not less than1500ft AMSL
7. Runway 16
Aircraft cleared by ATC to join right base from over the city must, in addition to4 above, maintain a distance of not less than 0.5NM north of Point Jerningham.
Aircraft joining or departing via the aerodrome traffic circuit at altitudes of lessthan 1500ft AMSL must maintain a distance of not less than 0.5NM from theMiramar peninsula, as depicted on the Wellington Noise Abatement Chart.
The noise abatement requirements do not apply to aircraft conducting operationswithin the built-up area as approved by the Director.

Listen to ATIS for conditions at Wellington Airport.Prior to entering Wellington CTR/C contact Wellington Tower and give abbreviated report:
S Aircraft callsign
S Position relative to visual reporting point
S Altitude
On receipt of clearance, follow assigned procedures or instructions.
If a higher altitude than those shown in the procedures below is required, call WellingtonTower as early as possible before the CTR/C boundary.
Altitude, routing and reporting instructions may be varied by Wellington Tower.

If a clearance is not available remain outside Wellington CTR/D and proceed toalternative aerodrome.

be reported by RTF to ACFT landing RWY 16 or taking off RWY 34.(ii) Ships with mast height exceeding 101ft at Miramar wharf and 134ft at Burnham wharf will
be reported by NOTAM. These obstacles infringe the 1 in 7 transitional side clearances.
7. CAUTION: Bird hazard — Refer to NZWN AD 2.23.All bird occurrences reported to the Tower will be forwarded to the CAA as required by Civil AviationRule Part 12.

Loss of communications procedures for VFR flights within the WellingtonCTR/C
S Outside the Wellington CTR/C — remain clear and proceed to analternative aerodrome. Squawk 7600. Report arrival to FlightInformation.
S Within Wellington CTR/C — if not issued with circuit joining instructionsthen vacate the CTR/C via the sector which the aircraft entered.Squawk 7600. When clear of the control zone proceed to analternative aerodrome. Report arrival to Flight Information.
S Within the Wellington CTR/C — and issued with circuit joininginstructions, or in case of emergency or through stress of weather:
a) if operating east of instrument sector, Squawk 7600, descend to notabove 1000ft, proceed to mid-downwind position, observe and followlight signals from the Tower. If lights not observed, carry out three (3)orbits downwind and then continue in the circuit for the RWY in use.
b) if operating west of instrument sector, Squawk 7600, proceed to theAirport Holding Pattern at 1500ft, observe and follow light signals fromthe Tower. If lights not observed, carry out three (3) orbits of theholding pattern and then join base leg for the RWY in use.
If weather conditions prevent the use of the Airport Holding Pattern at1500ft, make three orbits west of ISLAND BAY, then join left base forRWY 34, or cross the extended centreline and join left-hand downwindfor RWY 16.

S Request taxi clearance (traffic information is provided on theWestern Apron) fromGROUND before departing stand, or moving from current location.

Arriving Aircraft — IFR and VFR
S Arriving aircraft for the Eastern Apron to arrange flight to vacate runway at A7 orsouth of when landing RWY 16, or A5 or north of when landing RWY 34.
S When instructed by TOWER contact GROUND advising intended stand number orlocation on aerodrome.
S Ensure well clear of runway if required to stop on vacating.
S Taxi as instructed by ATC.
S Remain on GROUND frequency until established on stand, or closing down.
S Grass areas are not available for any aircraft use. All operations are to beconfined to runways, taxiways and apron areas.
S B767 aircraft or larger use TWY A1 and A11 only. Use of TWY A2 restricted tovacating RWY 16 only. Use of TWY A9 and A10 restricted to vacating RWY 34only. TWY A3 to A8 not available.
S Simultaneous runway and taxiway operations by aircraft with wingspan greaterthan 60m not permitted.
S A vehicle traffic roadway is marked on the apron by solid and broken whitelines. Taxiing aircraft have right of way over all vehicles. When responding toan emergency, emergency service vehicles shall advise ATC to request priorityover aircraft movements and will display red and/or blue flashing lights.
S WESTERN APRON — Pilots of aircraft with low propeller clearance are toexercise caution when transiting the Western Apron.
S Under the Apron Management System, pedestrian movement on the easternapron is restricted to the aircraft stands or the apron road. No directpedestrian/passenger movement between Terminal and Stands 1–3 permitted— use of approved airside vehicles required. Contact the Airside OperationsCo-ordinator, Tel (04) 385 5164, for pedestrian access to other areas.
Aircraft stands 22 and 24 are closed when aircraft are parked on stand 23.
Stand 23 available with prior approval from WIAL Airside Operations. ContactWIAL Airside Operations Co-ordinator on Tel (04) 385 5164 48HR prior to arrival.
Scheduled operations
S Request stand allocation 15 minutes prior to ETA.
Domestic itinerant operations
S Itinerant operations on the eastern apron are restricted to the pick-up andset-down of passengers and require prior approval of WIAL Airside Operations.

S Western apron available for parking.
Helicopter operations

STANDS 23, 24 & 26 — SAFEDOCK DOCKING GUIDANCE SYSTEMS
The Aircraft Nose In Guidance System (NIGS) is installed on stands 23, 24 and 26.The system is manually programmed from an operators panel prior to the aircraftarrival. After a successful self-test, the NIGS is in active mode and is looking for anaircraft. The chevrons scroll in the display unit. Once the NIGS captures the incomingaircraft, it provides the pilots with azimuth guidance and closing rate information totheir designated stop positions. When the aircraft reaches the stop position, thedisplay unit shows STOP with two red blocks.
System operation is as follows:
Check that the correct aircraft type is displayed.
The scrolling arrows indicate that the system isactivated.
Follow the lead in line.
When the solid yellow stopping position indicatorappears, the aircraft has been caught by the thescanning unit. The scanning unit now checks thatthe aircraft is the correct type and the displayprovides azimuth guidance information.
Look for the flashing red arrow and solid yellowarrow which provide azimuth guidance information.
The flashing red arrow shows which direction tosteer, while solid yellow arrow gives an indicationof how far the aircraft is off of the centreline.
When the aircraft is 12m from the stop position,closing rate information is given. “Distance torun” is indicated by turning off one row of LED’sfor each one-half metre that the aircraft advancestoward the stop position.
When the correct stop position is reached, all ofthe LED’s in the stopping position indicator will beclosed, the word “STOP” appears in the displayand two red rectangular fields will light in theazimuth guidance area of the display.

If the aircraft stops in the correct position, “OK”will be displayed after a few seconds.
If the aircraft has gone past the correct stopposition, the display will show “TOO FAR”.
The aircraft type must be verified at least 12mbefore the correct stop position. If this does notoccur, the system displays “STOP” with two redrectangular fields being lit in the azimuth guidancearea of the display. While the aircraft is stopped,the system will attempt to verify it. If successful,the docking procedure will continue. If anunverified object is found in the scanning areaduring docking, the system will show “WAIT”.When the object has disappeared, the procedurewill be resumed.
