Tribal Industrial Development
Commission (WTIDC) as an
economic development project
to generate profits that can
be used for the benefit of all
members of the tribe
• AI was incorporated by Tribe in July 2003 and SBA 8(a)
certification was received on November 18, 2003
• President of Tribe is Leslie Standing and Vice President is

American Tribal Owned Company
• Federal legislation has created a group designated “Native Americans” that are afforded
exclusive contract preferences
• Native Americans are among poorest and most under-employed groups in America
– U.S. Government has taken a number of steps to help promote self-sufficiency in this
population
– One of its most successful initiatives has been including these Native American groups
in the Small Business Administration’s 8(a) program as “socially and economically
disadvantaged”
• Important distinction between Native Americans and their non-Native American
counterparts in the 8(a) program
– Non-Native American businesses represent one individual or one family
– Native American businesses provide the benefits of the 8(a) program to 100% of the
members of a disadvantaged group
– Benefits and profits are spread over a much larger population so each individual
shareholder receives much less than an individual company owner
• Small Business Administration has established an “Other Than Small” Classification under
FAR 52.219-9(d)(1)
• Prime contractor can subcontract to AI and receive small business and small
disadvantaged business (SDB) credit for life of contract without consideration of prime
contract’s NAICS code or size standard
• When one or more subcontractors are in the subcontract tier between the prime contractor
